The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

The feldspars are a series of related aluminum silicates containing varying proportions of potash, soda, rind lime; smaller amounts of other minerals arc likely to be present as impurities. They comprise three principal types: Potash spars, microline and orthoclase (KA12Si208); soda feldspar or albite (NaA1Si308); and soda-lime e (plagioclase) fellspars. The last-named is an intermediate group ranging from albite through oligoclase, andesine, labradorite, and bytownite to anorthite or line feldspar (CnA12Si2O8), Minor varieties are barium feldspar or celsian and a potash-barium feldspar. Perthite is a mixture of orthoclase end albite in alternate layers. Graphic granite or "corduroy spar" is an intergrowth of feldspar and quartz characteristically in the ratio of 3:1. Cornwall stone is a natural mixture of feldspar, quartz, end kaolinite imported in former years in sizable quantity from Cornwall, England. (A similar synthetic mixture, including some fluorspar, has been blended and marketed in the United States as "Carolina stone".)

This publication proposes to discuss the theory, upon which tests of equipment in explosive atmospheres are based and to consider inspection and other matters pertaining to investigations made bar the Bureau in ascertaining whether a machine merits approval.

Data on the accident experience of the pebble-phosphate industry in Florida for 1930 and 1940 are combined in this report with statistics for the 9-year period 1930-38, inclusive, which were published in Information Circulars 69173/, 69684/, and 71005/. The periodic compilation and publication of such data enable the pebble-phosphate industry, as well as other industries, to consider the relative hazards, compare experience, and thereby help to prevent accidents. These contr2.cts were based upon certified . initial performance, with the provision that the lamps be replaced whenever periodic tests of fully charged lamps, taken at random from t..h.e charge racks, showed a light output of less than 80 percent of the certified performance.

The available supply of fuel and power is a subject of importance at all times and particularly at this time. The following brief survey of fuel and power in the United States appraises the extent of the several primary sources of energy the approximate monthly demand, 1929-40; the chief centers of production and consumption; and shifts in the principal uses from 1929 to recent years. The period covers the boom year 1929, the years of the great depression, the more normal year 1937, the recession in 1938, the year 1939, and 1940 (which was affected by armament programs). In some instances, the data for 1939 and 1940 are preliminary. The four primary sources of fuel and power are coal, petroleum, natural gas, and water power. Wood fuel, important in some regions, and foreign trade in natural gas and hydroelectricity represent a relatively small part of the energy supply and are not considered in this study. The tonnages shown are in terms of coal, based upon the calorific or B. t. u. equivalents of the several sources of power. In practice, the usable heat or energy varies according to the type of equipment available for its use. For example, the efficiency of turbine water wheels and internal-combustion engines is much higher than that of steam plants and household-heating devices.

Springing or chambering of deep drill holes is common practice in some quarries. It involves definite hazards from premature explosion during placing of the springing charges or the final charge due chiefly to heating of the bottom of the holes by the successive exploding of the springing charges or, in some instances, from burning of paper or other material following detonation of the explosives The danger is either unknown or disregarded in many instances by those who place the charges in the holes. Disregard of this hazard probably is, at least in part, responsible for the far too high fatality and injury rate due to charging explosives and premature slots in quarry work. Awareness of the danger' should result in elimination or at least of material decrease in injuries from this cause.

Much interest has been shown recently in the possible utilization of dolomite as a source of magnesium metal, a large production of which is deemed essential for national defense. As a result, many inquiries have been received by the Bureau of Mines as to sources of dolomite. This report has been prepared primarily to augment the Bureau's present published information on the occurrence of high-grade dolomite deposits in the United States. To supplement such data, the report also defines dolomite and related rocks and describes their properties and uses. The uses are covered in some detail in Information Circular 6524 entitled "Utilization of Dolomite and High-Magnesium Limestone," published in 1931 but now out of print. All essential data on uses contained in that report have been incorporated herein, and. have: been supplemented by data developed during subsequent years. DEFINITION Dolomite is a mineral composed of calcium end magnesium carbonates combined in equal molecular proportions, expressed by the formula CaMg(C03)2. The inherent heating value or the amount of heat that will be produced when a coal is completely burned is measured in British thermal units (B. t. u.) per pound of coal . This standard heat unit is the quantity of heat required to raise the temperature of 1 pound of water 1 °F . at about 60 °F . The amount of inherent heat is determined by burning a small quantity of the coal in a heat meter or calorimeter , which gives results in British thermal units . The exact manner of making this test is standardized by the American Society for Testing Materials.4/ The value so determined is the total heat developed by complete burning, with all the products of combustion cooled down to the temperature of the calorimeter . The calorimeter is kept at about room temperature . This total heat is sometimes called the " high" or gross heat value , because it includes the latent heat given up by the water vapor in the products of combustion when the vapor condenses to water in the calorimeter . The heat as measured is reported as the heat of combustion at constant volume , since the burning is carried out in a tightly closed calorimeter chamber whose volume does not change . In actual use , coal is usually burned in an open - end chamber at constant pressure , generally somewhere near atmospheric . As the heat of combustion of coal at constant pressure is very slightly higher than the heat of combustion at constant volume , it might be considered that the heat at constant pressure should be used as the standard reference base . For an ordinary eastern coal the heat at constant pressure is about 16 B. t . u. per pound higher than the heat at constant volume . Calorimeter corrections , ordinarily not considered , that could have been subtracted from the heating value before reporting , may amount to about as much . Hence , the value reported is apt to be more nearly the true heating value at constant pressure than at constant volume .

Need for lightweight building materials was created in the latter part of the nineteenth century by a radical change in building design in which dead load or structural weight was transferred from thick, heavy, load- bearing walls of former construction practice to a load-carrying framework of beams and columns with thin walls. This new design was brought about by the introduction of structural steel followed by reinforced concrete and structural concrete as materials for the erection of the load-supporting frame. The new materials and method of construction made possible the erection of skyscrapers and the building of bridges with long spans, and made feasible additions of one or more floors to existing buildings. As size and design of the load-bearing framework are controlled chiefly by dead load, the natural result was a. search for and use of light- weight materials in partitions, floors, and exterior walls. However, these thin walls created problems of heat and sound. insulation, so that building materials which possessed good heat- and sound-insulating properties in addition to light weight were objects of extensive research. One group of materials developed to fill this need comprised lightweight concretes, of which some were obtained by the use of lightweight aggregates. Although the advantages of lightweight.materials were evident from the first skyscrapers, there was a transition.stage.between the old bearing- wall and modern skeleton-frame types of building, with the heavy and massive construction of the former superimposed upon the latter. Hence, it was not until the period between 1910 and 1930 that the new lightweight concretes were recognized and used more extensively in the erection of large, nonresidential buildings. From this type of construction, light- weight-aggregate concretes entered-fields of residential and small non- residential building; in which they were found desirable for production of prefabricated, large-size; masonry units. Although the weight of each unit was reduced sufficiently to enable one man to handle it easily, properties of the new concretes other than light weight were the principal factors in the ready acceptance of these new materials in residential building. Manufacture of precast units includes complete lines of masonry and back-up blocks, bricks; floor beams, columns and partition, roof, and floor tiles and slabs. Recent improvements in casting machinery, development of the vibration-pressure machine, and a more thorough study and knowledge of the requirements and properties of the concrete mix have all contributed materially to the rapid expansion in use of lightweight aggregates in this industry.

Whiting or Paris white is a fine-grained preparation of calcium carbonate having a wide variety of uses. Until recent years it was prepared almost exclusively from certain north European chalks. With the curtailment of imports of European chalk during the World War of 1914-18, however, finely ground limestone, of domestic origin was used more extensively to satisfy the American demand.

A mineral pigment is a colored substance dug from the ground, which after treatment can be mixed with a drying oil to form a paint. Not all colored earths, however, can be made into satisfactory pigment. Much depends upon the attractiveness and uniformity of the color and the ease of purification. Mineral pigments are distinguished from chemical pigments by a difference in origin and treatment. Chemical pigments are not found ready-made in the earth but must be synthesized or otherwise obtained from other compounds or elements; for example, cadmium yellow, a chemical pigment, is precipitated from a solution of cadmium chloride, hydrochloric acid, and sodium sulfide.

The safe use of a refrigerant or any substance depends on knowledge of its pertinent properties and conditions of use; therefore some of the properties of refrigerants that are related to life, fire, and explosion hazards are discussed herein. These data serve as a basis for suggested control measures in the use· of refrigerants. The properties of refrigerants may be broadly classified into three main groups: (1) Those important for refrigeration, (2) those significant from the standpoint of confining the refrigerant, and (3) those that become important if the refrigerant escapes from the :machine or container. The first group of properties, such as latent heat of vaporization, specific heat of vapor, specific heat of liquid, etc., is not considered to be directly related to safety and is not discussed here. The second group, those properties important in confining the refrigerants, has particular significance because· it relates to "built-in" safety. This group is emphasized because it is believed the soundest procedure in designing equipment is to give due consideration .to both the health and safety hazards likely to be associated with the equipment. Furthermore, the toxicity, fire, and explosion hazards are controlled as long as the refrigerant is confined. Some properties of this group are (1) stability, (2) corrosiveness, (3) boiling point, (4) pressure developed in the system, (5) warning odor or irritation, and (6) ease of detection. The third group includes such properties as toxicity (of compound and decomposition products), irritating action, and explosibility.

Silica, the world's most abundant mineral compound, is composed of the two commonest elements - oxygen and silicon. In addition to being the life-giving constituent of the atmosphere and the major element in the waters of the earth, oxygen comprises almost half of all known terrestrial matter and occurs combined with most of the other ninety-odd elements in the solid crust of the earth; however, a large proportion of the oxygen is combined with silicon. Silicon is second only to oxygen in abundance in nature and constitutes more than one-fourth of all known terrestrial matter. "These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

Application of a new chemical spray in a mercury mine in which ore rich in native metal was causing salivation among the miners has given such favorable results that it is believed the process will be useful in other mines and perhaps in some plants where similar conditions exist. The process was originated by Merle Randall, professor of chemistry at the University of California. GENERAL PROBLEM The presence of native quicksilver in mines from which the metal is produced has long been a source of trouble and danger to the workers. Men have been sickened and some of them have been disabled by exposure to the vapors present (even in workings that were well-ventilated by ordinary standards) and to contact with dust, dirt, and moisture with which the finely divided quicksilver was mixed. Where the ore was rich and this exposure was considerable men were able to work only a few days or weeks; where the exposure was less they were weakened and subject to ailments often attributed to other causes.

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1940, was published in Bureau of Mines Information Circu- lar 71103. Information Circular 71584, published as a supplement thereto, listed equipment approved during the calendar year 1940. The present list contains the information given in those two circulars, as well as approvals issued during the calendar year 1941. It embraces electrically operated air compressors, coal drills, conveyors and loading machines, electrical equipment for mine fans, mining machines and trucks, mine pumps, rock- dust distributors, room hoists, storage-battery gathering and haulage locomotives, storage-battery power trucks and shuttle cars, mine telephones, junction and distribution boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lamps, flashlights, methane detectors, and single- and multiple-shot blasting units. The equipment listed is not approved by the Bureau of Mines until found by inspection and test to comply with minimum standards of safety as outlined in "schedules" prepared upon the basis of many years of ex- perience in dealing with safety problems confronting the coal-mining in- dustry. The use of such equipment in mines that are known to be gassy,. as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining.

The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.
