FOR the same reason that water is not missed until the well runs dry, the roles of many industrial minerals in wartime are often overlooked. In contrast to the growing shortages of many metals, our supplies of most nonmetallic minerals are limited only by our machinery for taking them from the ground and by our processing facilities. With few exceptions, the demand for increased supplies has been met without fanfare or delay. Only Brazilian quartz crystals, certain kinds of mica, and, latterly, industrial diamonds are on the so-called strategic list, although asbestos, beryl, corundum, cryolite, fluorspar, crucible-grade graphite, ilmenite, iodine, kyanite, monazite, nitrates, rutile, and zircon have caused more concern among those responsible for procurement and are included in our preclusive buying programs. Such specialties are needed urgently, but they are far less important in the over-all picture than the more abundant minerals.

OVERWHELMING proof of the importance of oil in a modern national economy is afforded by the present European War. Treat¬ies and national boundaries have been cynically violated to secure greater supplies of the precious fuel. Petroleum substitutes have been desperately, and far from successfully, sought. The whole German military theory of the drang nach Osten, the drive to the East, is directed at cutting the British supply of oil and securing a supply for Germany. This is a war of machines, and the machines of war feed hungrily on oil. In view of this fact, it is surely comforting to know that we are living today in a nation which has surpassed all the rest of the world not merely in unearthing the raw supplies of petroleum which lie beneath its surface but also in every phase of the industry in mining, refining, processing, production, and distribution.

Gouverneur Talc Co. had sought an effective means of depicting its mine at Balmat, N. Y. since it commenced operations in 1947. After considerable research the engineering department settled on the idea of a model made of plexiglas at a scale of 1 in. to 50 ft. The solid portion of this model represents the actual underground excavations. Talc is mined from two metamorphic tremolite-talc orebodies which are part of a complex fold system in this region. In the mine, stopes are laid out in panels and developed into openings 50 ft wide, 10 to 80 ft high, and perhaps 200 ft in length. Pillars usually approximate 30 ft in width. All present mining operations are contained within a block 2000 ft long, 1700 ft wide, and 1500 ft thick.

The Plomosas stratiform lead and zinc deposits are located in northeastern Chihuahua in a sequence of folded Paleozoic and Jurassic rocks. They consist mainly of channel or blanket-like bodies of ellipsoidal cross section restricted to a 60-in-thick shaly limestone and a 30-m-thick marble horizon of La Casita formation, with some reemplacement veins and shoots within the Plomosas formation. The mineralogy consists of iron-poor sphalerite, galena with a small silver content, and pyrite, in a gangue of calcite, barite, and minor quartz. The ore bodies present a lateral zoning with zinc-lead ratios increasing to the northwest. Vertical zoning shows marked changes in zinc-lead ratios and in the width and tenor of the ore which cannot be related to sedimentary or diagenetic features. Transgressive mineralization and some small fissure veins and breccia pipes also point to an epigenetic origin. Sulfur isotope analysis and geochemical data indicate hydrothermal solutions. Texture of the ores in the Mina Vieja marble is coarse, but in the Cuesta shale it is banded along bedding. The low iron and silver content of the sphalerite and galena and the weak hydrothermal alteration (only marbleization) of the wall rock suggest a telethermal stage of the solutions. There is no evidence of a possible intrusive rock mineralization.

The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. With the proven “Plug & Work” concept developed by SMS Siemag, automation systems are tested and optimized in the test field in a near-reality environment before being shipped and commissioned at a customer’s site. The process and production simulations provide scenes showing the specific mechanical equipment, the drive systems and the technology of the corresponding customer plant. Beside the technological simulation of the plant and the IO-simulation with the automation system, the production simulation is one of the three important parts of the Plug & Work simulation environment. It serves two important additional purposes: the 3D visualization of the entire customer plant on the one hand and the mapping of the logistic procedures in the plant on the other. In order to provide a close-to-reality visualization of the plant, the original design data of the individual customer plant are used for creating the visualization and prepared using an appropriate export filter. In this way, it is ensured that production sequences can be optimized in advance together with the customer, so that each customer can be trained on his own future plant.

The Stave Falls Project of BC Hydro, situated 65km east of Vancouver, BC, Canada, involved the construction of a new two-unit 9OMW hydro-electric facility to replace an existing powerhouse. The final phase of the intake excavation consisted of a plug blast to break the channel through into Stave Lake. The plug consisted of a rock and till wall topped with a fill cofferdam, about 51m wide and between 8 and 12m high. Total rock volume was approximately 2600m3, overlaid with about 4600m3 of till/fill. This paper describes the methodology and practical techniques used in planning and loading the blast, and the precautions taken to protect the new and existing structures and equipment. Blasting of the plug by the normal method using downholes would have required the placing of extra fill and much drilling through casing, so the contractor made the decision to drill horizontal holes from the dry, downstream side. Because of poor rock conditions, all 183 holes had to be drilled oversize at 3.5” dia. and fitted with 2.5” id. plastic pipes to keep them open. Hole lengths ranged from 2.5 to 18rn, with a pattern of 1.5m spacing and l.Om burden (with the holes slightly fanned vertically). Because of significant water exposure, a film-packaged emulsion explosive was used, placed using a pneumatic cartridge loader for maximum borehole compaction. The powder factor averaged 1.3kg/m3 (2.21bs/yd3, rock only). An initiation system of combination surface/downhole delay shocktube units was employed, with double and triple redundancy. The maximum number of holes firing in any 8ms window was limited to three (to minimize vibration), while the whole sequence was fully activated before the first hole fired. All shocktube connections were secured and covered over at the foot of the rockface before flooding the excavation downstream of the plug prior to the shot, To protect the powerhouse gates from hydraulic shock, all hole collars were grouted and an air curtain was provided. The blast was completely successful. A maximum vertical displacement of 6m was recorded, but no flyrock was evident. Readings for peak over-pressure and vibration were well below the allowed limits. Mucking proved to be easy, with fine fragmentation, full pull, and no tights.

Active development of the exploration and further exploitation of deep-sea minerals requires special emphasis on the protection of the marine environment. The complexity of this subject lies in the fact that potential impact and effects of future mining activity are not completely known. One of the main sources of potential impact near the seafloor, as it expected, would be a generation of sediment plumes, their dispersion and redeposition of sediment. Meanwhile, their dimensions, rates of dispersion and redeposition are a big issue. Other plumes are expected in the surface layer as a result of discharges of processing waters and particles after sorting on board of mining vessel, and their features are also not clear. At the same time, understanding of these aspects would be crucial for definition of environment impact area, delineation and designation of different types of protected areas (Areas of Particular Environmental Interest, Impact and Preservation Reference Zones) and future assessment of environmental impacts. Attempts to address these issues demonstrated wide variations between the data of field experiments on the one hand and the results of analytical and numerical models on the other. According to in situ measurements, plumes were detected at a distance vary from one to less than 20 km [e.g., Burns et al., 1980; Sharma et al., 2001; Nautilus Minerals, 2008 etc.], whilst some models show results up to 100 km [Rolinski S. et al., 2001] and more. It seemed that results of in-situ experiments are preferable, but they were not many indeed. However, these data were used in different investigations rather widely, but their focus, as far as we know, was not on the matters related directly with plumes.

Plutonic Resources Limited (formerly known as Pioneer Mineral Exploration Limited) delineated, developed and operates the Plutonic Gold Mine located 180 kms northeast of Meekatharra, Western Australia. Gold mineralisation was discovered in the Marymia greenstone belt by Great Central Mines NL (GCM) in 1988. There was no previous, recorded gold mining activity in the area. In May 1989, Plutonic Resources Limited (PRL) entered into an agreement to acquire a 51 per cent interest in the three Mining Leases containing the Plutonic deposit from GCM. Subsequently in December 1989, PRL acquired the remaining 49 per cent interest in the Mining Leases. PRL and GCM are also involved in a 51:49 regional joint venture on extensive Exploration Licences in the vicinity of the Mining Leases. Following due diligence validation, reserve delineation and testwork, a feasibility study was undertaken in conjunction with JR Engineering Services, which led to the financing and development of the project for operation in August 1990.

Keywords: Pyrochemistry, Salts Treatment, Distillation The pyrochemical purification of metal generates spent salts. When this metal is an actinide such as plutonium, the slags cannot be discarded and are thus disposed in nuclear facility. In order to handle with these slags, the decision has been taken to reduce stored quantities. The development of a pyrochemical treatment is in progress in the CEA Valduc centre. The feed salt, typically composed of various Pu and Am species contained into monovalent or divalent chloride matrix, is first oxidized to convert the actinides into oxides. Then the chlorides are separated from the actinide oxides by vacuum distillation. Temperatures higher than 750°C for monochloride salts mixture NaCl/KCl and higher than 1100°C for divalent CaCl2 base salts, are required to produce an industrial flow of vaporization. Inactive qualification of the process for NaCl/KCl base salt has been carried out with lanthanide surrogates. Then, a pilot equipment, called distillator has been designed and built for production-scale distillation of NaCl/KCl and CaCl2 oxidized plutonium salts. Industrial flows of vaporization have been obtained with this pilot equipment : about 4 g/cm²/h for NaCl/KCl at 800?900°C and 1 Pa, and more than 1,5 g/cm²/h for CaCl2 base salts between 1000?1200°C at 0.1 Pa. The last step, now in progress, is the integration of the distillator into a glove box.

Over thirty plutons in the Chibougamau-Desmaraisville belt were examined briefly in the field and sampled, in addition to the few masses that have been studied in detail. The survey indicates that the intrusions may be conveniently grouped in four main categories, based on their time of intrusion. These are; remobilized basement domes, pre-kinematic intrusions, syn-kinematic intrusions and postkinematic intrusions. Basement domes, as exemplified by the Lappa rent Massif, are composed of migmatized tonalite-diorite gneiss that has undergone at least two periods of mafic dyke intrusion and at least three major deformational periods. The rise of the basement domes was accompanied by extensive mylonitization and the intrusion of syn-tectonic plutons. Pre-kinematic plutons, such the Chibougamau pluton, are diori te-tonalite in composition, and were intruded into the supracrustal pile and partly eroded before the main deformation of the belt. Syn-kinematic plutons occur principally as marginal intrusions bordering the belt (Barlow), or as discrete intrusions along structural highs (La Dauversiere), and are either hornblende monzodiorite or tonalite in composition. Post-kinematic plutons, such as Muscocho, are principally granodiorite and often porphyritic intrusions locally deforming the enclosing rocks. The close relationship between mineralization and high-level intrusions such as the pre-kinematic and some of the post-kinematic plutons is discussed.

The growing production of fly ash with the many attendant problems of economics, disposal and potential uses suggests an urgent need to consider those properties which are basic in its beneficiation. Fly ash is extremely variable and heterogeneous in all respects except its fine size. Because of its production in huge quantities, it becomes significant as a potential raw material. Detailed data are presented describing particle size and shape, density distribution and magnetic characteristics. The major components include combustible residuals, magnetite and silicates. These data are discussed in terms of beneficiation processes and uses, The results of air classification to produce a uniformly fine-sized low combustible product are encouraging. It is proposed that major increases in the future use of fly ash, must involve some form of beneficiation. Both the coal producing industries and the consuming utilities would benefit from increased utilization.

A methodology for apportioning ambient PM-10 (particulate matter) concentrations to sources is described and applied to PM-10 concentrations in the vicinity of a large gold mining operation. With this methodology, samples representative of particulate sources such as desert overburden, diesel equipment, milling operations, road surfaces, and others are collected and analyzed to derive chemical source profiles. Ambient 6-hour PM-10 samples collected downwind from the mine are analyzed and used with the Chemical Mass Balance model to apportion ambient PM-10 among the various sources. In an example application, primary contributing source types are found to be desert overburden and diesel equipment. Relative contributions vary according to time of day, with diesel equipment frequently being the dominant contributor during nighttime periods.

Traditional methods involve pumping water to secondary treatment facilities for neutralisation, which is costly and poses operational and environmental risks. In response to these challenges, the Professional Mine Water Action Plan (PMAP) introduces a revolutionary approach that combines cutting-edge AI technology and environmentally friendly reagents for in situ neutralisation of acidic wastewater. PMAP leverages magnesium-based slowrelease reagents and AI-driven intelligent dispensing systems to optimise treatment processes within the tailing pond itself. The unmanned smart dispensing vessel (USDV) conducts bathymetry to gather data on water quality and hydrography, allowing the system to determine the appropriate reagent quantity and injection strategy. This approach transforms the tailing pond into virtual reaction columns, enabling individual and simultaneous water treatment while optimising efficiency. PMAP’s novel reagent demonstrates exceptional efficacy in removing critical metals like cobalt, nickel, and copper, as well as reducing harmful metals such as mercury and manganese to undetectable concentrations. Unlike traditional lime-based treatments, PMAP’s reagent prevents gypsum formation and reduces waste volume significantly, improving reagent utilisation and solid waste handling. Furthermore, PMAP technology offers benefits beyond environmental stewardship. By reducing water treatment costs and improving resource management, it enhances operational efficiency and aligns with broader corporate sustainability goals. Additionally, PMAP expedites permitting processes by eliminating the need for traditional water treatment infrastructure and mitigating risks associated with hazardous reagent transportation. Integrating PMAP as a pre-treatment for existing lime facilities provides further benefits, including optimisation of treatment operations, reduced reagent consumption, and the recovery of valuable metals from generated sludges. Overall, PMAP represents a groundbreaking advancement in mining wastewater management, showcasing the transformative potential of AI and environmentally friendly solutions to foster sustainable and responsible mining practices globally. Its inaugural project in the Yukon Territory aims to demonstrate its capability to remove contaminants from mine water, paving the way for widespread adoption in the industry.

"The Oxford Hydroelectric Station was a unique project that incorporated a variety of dam strengthening methods to stabilize the facility in order to meet the standards required by Federal Energy Regulatory Commission (FERC). The dam stability and Probable Maximum Flood (PMF) remediation work consisted of (1) construction of a new emergency spillway; (2) installation of 75 high capacity rock anchors; (3) construction of an anchored concrete powerhouse buttress; (4) construction of cast-in-place and sheetpile flood walls; and (5) design and construction of a permanent soil nail wall. INTRODUCTIONThe Oxford Hydroelectric Station is one of 11 hydroelectric facilities owned and operated by Duke Power along the Catawba/Wateree River. The Catawba River originates in the foothills of the Appalachian Mountains just west of Morganton, North Carolina. The river flows east out of the mountains and, at a point just below the Oxford Dam, the Catawba River turns and heads southeast. The Catawba River continues to flow southeast past Charlotte and into South Carolina where it eventually becomes the Wateree River. The Wateree River eventually flows in to the Atlantic Ocean.Located a few miles east of Hickory, North Carolina, the Oxford Dam and Hydroelectric facility is in the upper reach of the Catawba River. Oxford Dam creates the third impoundment along the river known as Lake Hickory. Lake Hickory is well known locally for providing many outdoor activities such as boating, jet skiing, canoeing and fishing. The dam and powerhouse were put into operation in the spring of 1928.Key features of the dam include a short embankment section on the south end of the structure, a 391-foot (119m) long south bulkhead and powerhouse, 540-foot (165m) long gated spillway section and a 235-foot (71.6m) long north bulkhead. The maximum height of the dam is approximately 100-feet (30m) from the crest to the dam/rock interface. (See Figure 1).The work associated with this project is the result of licensing requirements of the Federal Energy Regulatory Commission (FERC) which mandates that all hydroelectric facilities have the capacity to safely discharge runoff created by a critical rainfall event defined as the probable maximum flood (PMF). Duke Power, a division of Duke Energy (DUKE) submitted an initial PMF report in 1992 which indicated that at the Oxford Dam would be overtopped by approximately 10-feet of water during the modeled PMF event. Given the duration and depth of the overtopping, significant damage to the facility and a possible breach could result. Therefore, modifications to the existing facility were necessary to satisfy the report of the PMF model."

PNEUFLOT® technology has been applied for the past 20 years in coal, ore and other minerals processing plants. During the last two years this technology has achieved a breakthrough with some 42 units being sold signifying a rising trend. »Humboldt Wedag Coal & Minerals Technology« has performed extensive research and development work over the last five years. The results of which were used to design a new fourth generation aerator. Humboldt Wedag, through its association with EKOF, can offer a holistic solution encompassing both flotation equipment and reagents. It is the only company in the world able to offer such a package. The association with EKOF strengthens the Humboldt Wedag product offering, especially as the company in-troduced pneumatic flotation cells to the South African market in the form of the PNEUFLOT®. Before starting pilot scale test work, a mineralogical analysis has to be carried out to determine the mineral com-position as well as the liberation grade. HW-CMT works together with independent institutes. Different reagent regimes can be tested in laboratory scale. Pilot machines, each packed in a 20? container, are available to carry out extensive test work at customers? processing plants. A group of engineers from HW-CMT is involved in the pilot test work. The flexible pilot machines are designed to cater for coal, ores and other minerals. The small feed rates of 7 ? 12 m³/h only means the pilot machines do not disturb the operation of process plants. Batch tests have to be carried out to determine the numbers of PNEU-FLOT® stages. New applications in iron ore, copper ore, platinum group minerals, rock phosphate and potash were suc-cessfully tested in the last three years. In applications where the feed material is very fine, PNEUFLOT® technology is able to achieve high recoveries with particle sizes where conventional technology failed.

Handling of heavy vehicles such as tractors, trucks and buses require a large roll stiffness which causes large high accelerations at the seat level during impacts. To provide comfort and minimize the energy transfer from the chassis and the seat a pneumatic active seat suspension is proposed. An active seat suspension design and control algorithm under development at the University of Illinois at Chicago, UIC, is being developed and tested. Preliminary results are presented in this paper. The design of a passive suspension typically consists of optimizing the value of two parameters: the stiffness and the damping of the suspension. The general dynamic performance of the suspension is limited to the conditions under which these parameters were obtained. A change in the input conditions might lead to poor suspension and an amplification of the vibration transmitted to the body. The focus of this paper is a robust, semi-active suspension system with a variable controlled damping and using the body response an index measure to minimize the acceleration at the interface of the seat and operator. A summary of existing suspensions, such as MR and ER fluids, and spring loaded and dual valve shock absorbent will be discussed to highlight the need of a semi-active pneumatic suspension system design. Methods A model of the proposed suspension was developed in MATLB (Simulink) and different control strategies for the valve position in relation to the cylinder pressure tested. The effects of stiffening and softening resulting from pressure changes in the cylinder were examined. The vertical accelerations of the seat was computed for different control strategies and configurations of the suspension and compared to the response of a passive seat suspension. A lump -mass model was created to represent the human body including the head, the upper, middle and lower torso as well as the legs. The connective forces between body segments were modeled through modal analysis techniques from previous experiments at the Vehicle Technology Laboratory. ISO standards and absorbed power were used to evaluate the different configuration of the seat suspension system in relation to the dynamic response of the operator. Results Initial results of the semi-active suspension system show a significant reduction in the RMS value of the acceleration of the seat. A reduction of the total absorbed power by the operator is expected to provide an insight into the control strategies adapted in the active suspension.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material.
