In the late 1960's concerns about the natural environment reached high levels within North America and provided activists with suitable platforms for exerting influence over the general public and politicians. In response a host of regulatory mechanisms were developed, statutes, voluntary measures, land grants, codes of practices etc. Emerging environmental awareness from the era provided impetus for rapid technological change that encompassed all industries, especially the base metal business. The resulting clean up impacted all aspects of copper production, dealing with issues such as waste disposal, water and air quality with specific impact on emissions of sulfur dioxide and particulate. This paper provides a perspective of these changes reviewing the macro-economic impact of environmental movement in mining with its specific implications to the copper smelting industry. The fundamental challenges that were faced by the old, but capital-intensive North American plants and the approaches taken to deal with the changing times are reviewed with special emphasis on the conceptual approach to smelter S02 abatement and different paths taken in the USA and Canada. The role of economics, sustainable R&D and presence of technical infrastructure that facilitated the change process is elucidated, and speculations are made about the future state of pyrometallurgy and the natural environment. This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

INTRODUCTION Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. "The requirements for a metallurgical acid plant treating smelter gases are both unique and demanding in terms of sulphur dioxide treatment and emission control. Since start up in 1981, the copper smelter at the Kidd Creek Division of Falconbridge Limited has undergone several major expansions. The expansion and modification of the acid plant has been an integral part of this process. Both production demands and government regulations dictate that this metallurgical acid plant be unique in terms of operating flexibility. The variable capacity to treat a wide range of sulphur dioxide concentrations, and the operating flexibility to control emissions are the topics of this paper.INTRODUCTIONThe Kidd Creek Division of Falconbridge Limitied is a base metal mining and metallurgical complex located in Timmins, Ontario. The discovery of the original copper-zinc-silver orebody was announced in April, 1964. Mining operations began in 1966 with a 9000 tonne per day concentrator coming on stream in November of that year. In April 1972, a 108 000 tonne per year zinc plant was commissioned. Over the years the facilities have been expanded, such that the concentrator now has the capacity to process 13 000 tonnes of ore per day . To expand zinc production, the world's second installation of the Cominco/Sherritt pressure leaching facility was completed in 1983 to bring total zinc production capacity to 125 000 tonnes per year. In 1973, serious planning for a smelter operation began. In early 1975, after studying both continuous smelting and flash smelting processes, a decision was made to proceed with the technology offered by Mitsubishi Metal Corporation of Japan. The Mitsubishi Continuous Smelting Process was to be used for the smelter and the Onahama No.3 tankhouse technology for the copper refinery.The smelter, which uses the Mitsubishi Continuous Smelting Process for the continuous production of blister copper from concentrate, went on line in June 1981. It has been expanded from its original capacity of 60 000 tonnes to 100 000 tonnes per year of copper.From the very early design stages for the metallurgical complex, the company had adopted a policy of constructing and operating modern plants which would meet existing and anticipated environmental standards. With this in mind, the decision was made to utilize the proven technology of fixing sulphur dioxide emissions, in the form of sulphuric acid. A 636 tonne per day single absorption contact acid plant was built to serve the zinc plant in 1972. In 1981, an 883 tonne per day double absorption contact plant was built to serve the needs of the copper smelter. The copper smelter acid plant has since been expanded to a design capacity of 1692 tonnes per day and it is the main focus of this paper."

Bottom blown oxygen copper smelting process developed at Dongying Fangyuan Nonferrous Metals shows many advantages such as flexible feed requirement, high productivity, low energy consumption and high direct copper recovery. However, the weak acid generated during the process is not stable which influences the waste management and continuous operation. The amount of the weak acid is determined by SO3 formed in copper smelting process. SO3 can be formed inside copper smelting furnace and boiler at different conditions. Effects of temperature and oxygen partial pressure on the formation of SO3 during copper smelting process have been discussed thermodynamically. Understanding of the mechanisms for SO3 formation will enable the operation of bottom blown copper smelting furnace to be optimized and generation of the weak acid in the process can be managed. The fundamentals developed in this study can also be applied to other copper smelting processes.

FLOTATION has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides. from non-sulfide gangues, and the separation of one sulfide from another.. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that, which among sulfides, is considered "gangue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and, as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

Se conoce que los principales depósitos de estaño provienen de los ramales cordilleranos de Bolivia, abarcando una serie de yacimientos. En vista de una posterior demanda del producto, fue necesario que el Perú inicie una exploración de este metal en territorios adyacentes a Bolivia. Sin embargo, las exploraciones no se concretaron más que a las inmrediaciones del lago Titicaca. Posteriormente se descubrió minerales de estaño en diversas partes de nuestro territorio,aunque que ningún depósito explorado tenga un resultado de valor económico-industrial considerable. El aspecto geoquímico del estaño no tiene relaciones con el fierro, cromo, silicio, careciendo de estaño en los depósitos líquidos magmáticos y en las rocas ígneas de naturaleza básica. Durante los procesos metalogenéticos el estaño se concentra y constituye un elemento característico de la cristalización residual; presentándose tanto en el alcance neumatolítico ácidocomo en el hidrotermal. En consecuencia, los depósitos de estaño son de origen neumatólítico, cuyas masas y filones de catiserita están asociados con un batolito de granito, de edad oligocénico. Así, las rocas encajonantes consisten en pizarras y cuarcitas de Ordovicito, se transforman en rocas greisen o ígneas. Finalmente, los depósitos estanníferos se clasifican según sus alcances genéticos en depósitos supergenos e hipogenos, los cuales se dividen en depósitos pegmatítico, neumalotílicos, de transición neumatolíticos-hidrotermales y los depósitos hidrotermales."

Saturday, June 28 A pre-convention activity kicking off the 93rd RMCMI meeting was a Saturday evening June 28 reception for all Mine Rescue participants, their convention registered spouses, professional evaluators and RMCMI Board of Directors. This was at Buddy's Run in the Sheraton Steamboat Resort, Colorado. An estimated 100 persons enjoyed the buffet: fresh vegetable erudite with ranch dressing, fresh fruit and cheese displays and silver dollar rolls filled with ham or turkey. Blue golf shirts and red caps and convention packets were distributed to each Mine Rescue team member. Evaluators received red shirts and blue caps during the reception. Meeters and greeters from the Reception Committee wore red RMCMI arm bands and were stationed at strategic hotel spots, answered attendee's questions and gave directions to the registration area. Convention packets were first distributed Saturday afternoon by Julie Cummings and Lorraine McDonald. Sunday, June 29 A 7:30 a.m. shotgun scramble kicked off the golf tourney at the Sheraton course for 145 golfers. Yes, 145! as Lois Egan, President Tom's wife, completed a five-some with Tom and their three sons. A continental breakfast preceded the tourney. Another 65 golfers began play at 1:00 p.m. making this a record number of 210 golfers! Julie Cummings and Loren Linville sold $2,620 worth of $10 mulligans to the golfers with proceeds to the scholarship program. [ ] Both golf tourneys were co-chaired by Dave Mallak and Gordon Merriam who distributed prizes at 4:30 p.m. Monday. Prizes were donated by Amax Coal Sales West, Inc.; Austin Powder Co.; BHP Minerals-Navajo Mine; Bucyrus International, Inc.; Commercial Testing & Engineering Co.; Empire Machinery Co.; Ingersoll Rand; The Jeannot Group, Komatsu Mining Systems; Long-Airdox Co.; Marston Environmental Inc.; MEGA Corp.; The P&M Coal Mining Co.; Scandura, Inc. and TerraMatrix. [ ] RMCMI registration was an all day venture headed by chair Julie Cummings and assisted by Pat Johnson. [ ] Nearly 40 persons met for a Chef Demonstration and wine tasting at the Sheraton at 11:00 a.m. Executive Chef Jacques Wilson prepared broiled achiote shrimp with cantaloupe, grilled duck stuffed blue corn pancakes with herb grained bread and fresh fruit meringues. Wilson shared his recipes with the group and appropriate wines were served with each course, all sampled by the attendees. The chef arranged an impromptu showing of the main kitchen following the demo. [ ]

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

It has long been known that the combination of aluminum (AL) powder to ammonium nitrate (AN) / fuel oil (FO) can greatly enhance fragmentation or ultimately reduce the number of blast holes in a pattern. Decades of research have meticulously provided optimal AL:AN:FO ratios showing dramatic increases in energy output levels, yet widespread use of aluminized ANFO (ALANFO) has yet to replace the use of ANFO in the blasting world today. This may be due to the perception that the upfront, increased cost of materials deters the selection of this advantageously modified explosive. Researchers have explored this question and promote ALANFO by pledge of massive reductions in day-to-day operational costs. However, in these analyses there is a complete disregard for the external costs of the material; the environmental effects and sustainability considerations of the product. A holistic social cost-benefit analysis of ALANFO shows that an admittedly high-cost explosive does indeed provide an output which contains a wealth of operational savings in typical blast patterns. However, the immediate, on-site costs and savings do not define the limitations of this analysis. A complete comparison of the externalities including the environmental and sustainability considerations of the aluminum by-product life-cycle, and the environmental impacts of both the refinement of ammonium nitrate prills and the acquisition of sufficient fuel oil are also assessed. A savings of $216,000 / year through the use of ALANFO in one particular case study was recalculated to an increase in drilling and blasting costs of $188,000 when the external costs of aluminum, ammonium nitrate, and fuel oil are included analysis. The results of this analysis are intended to improve contractors? selection of explosives by providing additional societal and environmental factors into the equation, in preparation for an exponential global shift to greener business operations, while allowing them to remain competitive.

The social ecology of surface mining in urban areas is illustrated by a case study of a recent application for the opening of a new gravel pit in the city of Guelph, including the design of a progressive extraction-rehabilitation sequence for the property, investigation of the ecological impact of the proposed operation, history of the application procedure for a zoning change and the relationship of the operating plan to provincial legislation controlling surface mining.

Professional engineers of today require a wide array of experience and knowledge. It is true that commonly engineering degrees do teach the technical requirements well, but do fall short in the way of teaching other non-technical issues of professionalism to the student. Today calls for an engineer who does not only have a high standard of the technical knowledge required for their degree, but also has a broad range of experience in areas that are becoming increasingly important in engineering. The importance of social responsibility, liability and interpersonal relations is high. Through the face of the changing world, it has become clear that there is a need for a new type of engineer, who has a broad range of expertise, as well as the typical technical abilities required. This paper will outline these non-technical issues and propose ways of combining these ideas into the mainstream engineering degree.
