Driving piles in under water applications has become more common place over the past twenty years. Where only a water depth reachable with a follower or dewatered cofferdam was the rule in the past, newer technologies developed for the offshore oil and gas industry have made depths of even several thousand feet possible offering new possibilities in foundation design and installation. With the new technology, engineers can now more efficiently design structures by placing foundations optimally thereby reducing weight and cost of the overall structure.

A wedge-shaped underwater rock plug has to be blasted in order to tap the reservoir and furnish water to a new underground powerhouse at Manicouagan-5. The paper deals with the design and engineering aspects of drilling and blasting of this plug where the topographical configuration is extremely difficult. In this study small diameter vertical holes are considered with the OD-method and a fixed platform is recommended for drilling and loading operations.

Accurate assessment of blasting near an object (organism or structure) requires recording of the damage parameter for low-valued scaled distances. Seismograph recordings of particle velocity are a well established, common procedure for land-based blasting. Similarly, pressure recording of the absolute waveform needs to be a more common procedure for sensitive, underwater resources.

Underwater blasting causes not only ground shock but water-shock. Underwater shock attenuates less with range from the explosive source than ground shock and has the potential for killing fish or marine mammals or for damaging marine structures. The collapse and subsequent oscillation of the gas cavity surrounding the detonation can sometimes produce a greater impulse than the initial shock wave from the detonation. The airblast from underwater detonations can range from nuisance levels to damaging levels.

Nearshore construction projects often require installation of steel piles and specific methodologies of installing piles may adversely affect nearby species of concern. Water is an uncompressible medium which allows for easy transmission of energy through the water column. Energy transmission through water depends on the following factors for pile driving: 1) direct contact of the pile and the water; 2) the depth of the water column; 3) the size of the pile; 4) type of hammer; and 5) the energy of the hammer. Seasonal restrictions are usually the best practicable alternative for reducing habitat impacts when pile driving activities may adversely affect the species of concern. When seasonal restrictions are not practical other options need to be evaluated, including mitigation and noise attenuation devices. The broad array of mitigation options will not be discussed as part of this presentation but instead will focus on noise attenuation technologies. Dewatered cofferdams can be effective noise attenuators as they eliminate direct contact of the pile with water while driving. Also, introduction of a compressible medium, like air, near the energy source can provide sound energy attenuation. An unconfined bubble curtain is relatively inexpensive but is not effective in tidal marine projects or rivers and may have unacceptable secondary effects. Secondary effects must be evaluated as these can increase exponentially for larger projects. Secondary effects to the environment include air quality degradation from air compressor use, transportation costs for fuel and equipment, and the potential for injecting oily compressed air into the water column. The confined bubble curtain works well in nearly all environments. It usually is more expensive initially, relative to an unconfined air curtain, but there is less potential for harmful secondary effects. Generally, seasonal restrictions will be adequate to protect species of concern. However, there are conditions in which mitigation or one of the sound attenuation options should be utilized. Site specific factors, including the amount of energy being imparted into the environment, sensitivity of the species of concern, current, accessibility, length of time needed to complete the project, and the cost of the sound attenuation, should be factored into the permit evaluation.

The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of cable slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist cable. This detaching is carried out via an additional humble hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed for conformance with established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a 1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted to most existing shafts. SUPERFLUOUS varieties and standards which are meriting the critical scrutiny of the manufactur-ing industry have a special significance in the non-metallic mining industries, where, many of the final or intermediate products are manufactured at the mine or quarry. Such processes of manufacture must be considered an integral part of mining in its broader sense. Improvements may be either elimination or standardization. - The chief requirement of elimi-nation is an agreement between consumers and pro-ducers based on facts deduced from: statistical data. Standardization is much, more complex. Standards .may be established only when a very; thorough knowledge has been gained of the physical and chemical properties of the products, and the requirements of consumers. The activities of the Bureau of Standards are. largely directed toward such determinations. Paving-brick manufacturers, together with highway engineers, representatives of certain engineering socie-ties, and Government bureaus, have agreed that of the 66 styles of paving brick on the market 11 only are, essential and 55 are superfluous. Steps have been taken to reduce the output of -all but the 11 standard types. It is customary for manufacturers of structural slate to prepare it in sizes specified by builders and architects. Thus the material cannot be manufactured in advance and the result is irregular activity of mills, delays in filling orders, etc. To improve this condition, the Structural Slate Co. has issued a series of pamphlets giving complete specifications of structural slate for various purposes. Architects find it so much easier .to, order slate from these sheets that standard sizes are specified in preparing plans for new structures. Slate switchboards are usually manufactured after. the order has been received. One manufacturer claims that 80 per cent. of all switchboards are of standard sizes, and he keeps such sizes in stock. The facility with which orders may be filled from stock, and the improved quality of seasoned switchboards, will undoubtedly influence electrical, companies toward a more uniform standardization in size. Simplicity, could be further attained by the elimination of minor irregularities in .style; for example, in the beveled. edges.

Une étude régionale du développement du potentiel inier est présentée puis détaillée pour quatre secteurs: Rouyn-Dranda, Val d'Or-Malartic, Bousquet-Cadillac et Matagami.L' analyse est conduite a l' aide des paramètres suivants: temps, méthodes de découverte, profondeur des gisements et poids métal. Les courbes cumulatives illustrant le nombre de gisements découverts fonction du temps montrent une forme générale en ""S"" dont les i'iations de pentes correspondent aux variations dans les taux de couverte. Initiation, réalisation et stabilisation des cycles de décourté sont ainsi mis en évidence. Deux ""bourns miniers"", de 1922 à 1945 et de 1955 à 1965, rassemblent 72 % des mines identifiées sqú à présent.La plupart des mines sont trouvées en subsurface: 90% ont leur mmet entre 0 et 100 mètres de profondeur dont 70 % entre 0 et 10 êtres. Dans le temps, il y a d' abord récolte par prospection puis par ophysique et enfin, développement progressif du potentiel en proeur avec des méthodes composites. "Résumé - Les seules productions de columbo-tantalite en Côte d'Ivoire sont effectuées dans les éluvions, colluvions et alluvions d'Issia, au Centre-Ouest de la Côte d'Ivoire. Même si un lien direct avec les roches granitiques est suspecté, aucune attention particulière n'a été accordée à l'étude de la minéralisation primaire en relation avec l'évolution de ces granites et des pegmatites associées. Ces granites, qui sont en intrusion dans les roches sédimentaires du Protérozoïque inférieur, comprennent: le granite orienté à deux micas (type Lobo), le granite orienté à muscovite dominante (type Bitapia) et le granite porphyroïde non orienté à muscovite dominante (type Issia). Les résultats de cette étude indiquent que les pegmatites à Nb-Ta-Be-Li sont liées au granite de type Issia. Les observations de terrain et les analyses sur roche totale montrent que: (1) les trois principaux granites de la région sont de type-S et peralumineux dans leur composition, (2) ils ont été formés pendant la période tardi- à post-Éburnéenne, (3) le granite de type Issia fut le dernier à se former.Les pegmatites liées au granite de type Issia ont été classées en quatre types : A- pegmatites stériles; B- pegmatites à Be; C- pegmatites zonées à Nb-Ta-Be; et D- pegmatites zonées à Be-Nb-Ta-Li. Les pegmatites zonées comprennent les zones suivantes: I- zone à aplite; II- zone graphique; III- zone à albite, microcline, béryl et columbo-tantalite; IV- zone à microcline massive; V- zone à quartztourmaline. Ces pegmatites présentent une zone d'altération métasomatique externe.La minéralisation de Ta, Nb, et Be est liée à la zone III des pegmatites de types C et D, la minéralisation de Li est associée aux greisens qui peuvent être observés n'importe où dans les pegmatites de type D. Les données de terrain et de laboratoire indiquent que le granite de type Issia est la roche parentale des pegmatites à éléments rares de la région. Les pegmatites minéralisées sont distribuées seulement autour du granite de type Issia et les patrons des terres rares des granites et ceux des pegmatites à éléments rares sont très similaires. Les analyses de la composition totale montrent un lien génétique entre le granite de type Issia et les pegmatites à éléments rares. Il est suggéré que les pegmatites ont été formées durant le transport et la cristallisation fractionnée du magma. Les éléments rares sont restés dans le liquide résiduel jusqu'à ce que les conditions favorables à leur précipitation soient atteintes.L'établissement de ce lien génétique ouvre des voies pour des nouvelles stratégies d'exploration."

This study delves into the satisfaction levels of indigenous communities in Apurimac-Cusco, Peru, concerning mining activities in their region. Our primary objective is to elucidate the interrelationships among observable variables, which are conceived as linear combinations of multiple factors. Employing the statistical methodology of exploratory factor analysis, we aim to pinpoint the pivotal factors influencing the progress of mining activities in Apurimac-Cusco. Through our analysis, we have identified eight key factors that exert a significant impact on mining’s sustainable development in the area. These factors encompass diverse facets, ranging from the support offered by mining company to communities, environmental considerations, education, economic factors, provision of basic services, transportation and communication, support for social organizations, and social-health-related aspects. This research endeavors to provide a comprehensive understanding of the complex dynamics surrounding mining activity satisfaction among the indigenous population, offering a basis for further exploration and policy development.

Higher employer costs and increased employee benefits will result from the current sweeping revisions of the un-employment insurance system now receiving consideration before Parliament. The new legislation, the Un-employment Insurance Act, 1971, will substantially increase the unemployment insurance costs of many employers through an increase in the level of employer contributions -generally, employer contributions will go to 1.4 times employee costs -as well as by extending coverage to many classes of employees now exempt. Under the new legislation, executives, technicians, teachers, institutional workers and others will be covered, and eligible for the higher benefits which it provides. For the first time, absence from work because of illness or accident may qualify individuals for unemployment insurance benefits.

IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.

UNEMPLOYMENT no longer finds its cure in pros-perity. Not only is there surplus labor in over-developed industries -like coal -mining, but more and more man, power is being released by technical im-provements in production. A new problem in industry has arisen: What is to be done with the labor dis-pensed with by better methods and more highly de-veloped equipment? Are luxury industries the logical outlet for our new unemployed? There has been a marked decline in employment in the manufacturing industries during 1927. Its extent is shown by the Bureau of Labor Statistics index, which receded from a high of 91.4 in March to 87.3 in October, with an estimated figure of approximately 85 in De-cember. This was a drop between the high and low points in the year of about 7 per cent, which means roughly that at the close of 1927 there were approxi-mately 600,000 fewer persons employed in manufac-turing industries than in March -of 1927, and upward of 400,000 less than in December, 1926. Does this de-cline reflect a swing toward industrial depression? Paradoxically it does not; the cause of unemployment at this time does not lie in a lack of prosperity, but rather is largely traceable to prosperity. Capital has been abundant and has gone back into production in the form of great increases in mechanization and new processing. Management is more than ever on the alert to improve methods, as well as to cut costs through reduction of personnel. Properly applied incentives and employee cooperation also have increased produc-tion per man. A new phenomenon in the industrial world-technological unemployment-is the result. Of course, there are added to those unemployed be-cause of the reasons just considered those affected by the coal strike, the period of shutdown at the Ford plants, and the reduction in expenditures by railroads and public utilities. This whole situation suggests that the problem of unemployment is not entirely solved by ironing out seasonal variations or by achieving business prosperity.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).
