In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

Northside Storage Tunnel provides 500 megalitres (Ml) (130 million gallons) of storage capacity to capture stormwater/sewage overflows into Sydney Harbour. The6.6 m diameter TBM driven tunnel traverses Middle Harbour 85 m (280 ft) below sea level and through a sandstone/shale rock mass, highly disturbed by stress relief, 20 m(65 ft) beneath the base of the sediment filled palaeochannel. Target limits for inflow, groundwater drawdown and settlement of the valley beaches were achieved by systematic forward grouting from the TBM. Support included rockbolts, sets and shotcrete to carry rock loads, control block instability and spalling and to provide durability and serviceability. This paper describes the tunnelling and grouting works and their effectiveness.

The present-day Northumberland gold mine is one of the deposits generally characterized as a Carlin-type occurrence. It lies at the crest of the Toquima Range in Nye County near the center of Nevada. Gold mineralization occurs in two modes, in argillaceous and in silicified limestones, and is generally very fine-grained or micron gold. The Northumberland district has had a history that is typical of many western gold districts: minor production prior to World War II and intermittent exploration thereafter until a combination of geological insight, improved economics, and the advent of heap leach technology created the Northumberland gold mine. Nye County, Nevada, was sparsely populated and little explored in the early years of the settlement of the west; the Northumberland district was not established until 1866. Initial interest was in silver and the district operated as a very small producer for the next seventy years. The disseminated gold occurrences in silicified limestones were recognized and Northumberland Mining Co. was organized to develop the property in the late 1930s. Northumberland Mining Co. actually conducted drilling operations (over 200 drill holes) and mined from small open pits in the silicified limestones. They ultimately produced almost 936 kg (33,000 oz) gold before being shut down by War Production Board Order L-208 in 1942. After World War II gold mining activities were essentially nil for over a decade due to the poor economics of gold production. The property was, however, a known gold producer and attracted recurrent exploration attention. About 45 holes were drilled under the direction of Peter Joralemon for private interests between 1959 and 1963. Next Kerr McGee drilled about 25 holes during 1963 and 1964. Some- what later, in 1968, Homestake drilled 20 holes. The property was then acquired by Idaho Mining Co. which drilled about 30 more holes between 1972 and 1974. By this time the Northumberland mine was becoming somewhat shopworn with over 300 holes drilled. Interest in gold prospects was increasing substantially in Nevada, how- ever, due to rising gold prices in late 1974, and several companies were interested in continuing exploration at Northumberland. In 1975 Cyprus Mines Corp. was successful in obtaining a joint venture arrangement with Idaho Mining Co. for further exploration and development of the property. The overall Cyprus exploration program was under the direction of James G. Hansen, Vice President Exploration. The geologist recommending acquisition of Northumberland was Peter E. Chapman who reported to Joseph E. Worthington, Manager of U.S. Exploration for Cyprus. The basis for selection of the Northumberland mine as an exploration target for Cyprus by Chapman was essentially prior knowledge of regional and 16cal geology and of the mine. Exploration for the next few years was directed by Chapman under the supervision of Worthington. During 1975 and 1976 rotary and check core drilling were conducted that indicated that a substantial Carlin-type or disseminated, low-grade gold deposit occurred in two separate bodies. Drilling was based on geologic mapping and rock chip geochemical sampling. Both ore zones were reflected at the surface as gold and arsenic anomalies in rock chips. Heap leach tests attempted in 1977 were aborted by a flash flood, but were completed in 1978. Engineering studies occupied the next couple of years until the property achieved production in the fall of 1981. It is now producing by open-pit mining with gold recovery by heap leaching and cyanide extraction at a rated capacity of approximately 2722 t/d (3000 stpd) ore. Metal recovery has been projected (probably conservatively) at 5 10 kg/a (18,000 oz per year) gold and 1.6 Mg/a (59,000 oz per year) silver. INTO their great Pacific Northwest counting house went the members of the Industrial Minerals Division recently, to count their blessings amidst the scenic grandeur and mineral wealth of the State of Washington. From their vantage point in Seattle, those who attended the IMD's fourth Pacific Northwest meeting turned their sights to the South and Southeast, scanned Montana, Idaho, Oregon and Utah, and predicted a very healthy economic future for their region. The praises of Idaho's booming phosphate industry were sung by Earl W. Murphy, secretary of that State's Chamber of Commerce. He said the establishment of Fort Hall, on the banks of the Snake River near Pocatello, first turned the eyes of the world toward what is now the center of the greatest known deposits of phosphate rock-the section adjacent to the common corners of Idaho, Wyoming and Utah. With the founding of Fort Hall, Mr. Murphy said, historians will also rank the construction of the first electric furnaces for the production of elemental phosphorous as equally significant in the commercial history of the West. Those furnaces were installed only last year by the Westvaco Chemical Div. of the Food Machinery & Chemical Corp. at Pocatello, at a cost of $8 million.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

Mining camps from Mexico to Alaska and from the Pacific coast to the Atlantic were represented by delegates at the 5th Annual Northwest Mining Convention which was held in Spokane, Wash., Feb. 19-24, 1917. About 300 delegates from outlying regions were present, this being fully 100 more than have been counted at any previous mining convention in Spokane. Graham B. Dennis, president of the Northwest Mining Association, made the address of welcome. In part, he said: "Heaven has made us the possessors of an area great enough for an empire, varied enough in climate and possibilities to compass the whole complex field of modern industry. In the development of this broad heritage, we are not only actors for today, but trustees for future ages. "It is to foster this spirit of unity; to create and maintain strong bonds of mutual good will and confidence, that we founded the Northwest Mining Association. Wee support it because we believe it will give us strength; because we believe we shall learn from each other; because, in industry as in every other walk of life, personal contact and establishment of ties of friendship enrich and round out the characters of men." One of the interesting lectures of the week was that on "Alaskan and Russian Gravel Mining," by Dr.' Henry Mace Payne, consulting engineer for the Russian government and Consolidated Goldfields of South Africa. Dr. Payne's illustrations showed the different appliances in use in the countries mentioned. The Resolutions Committee reported back to the Convention six of the seven resolutions that had been presented to it. These were adopted as submitted, with some minor changes.

PRESIDENT Edwin Ludlow and Secretary Bradley Stoughton made their first-trip of the year 1921 to visit Local Sections of the Institute, and talk over Institute interests and policies, during the early part of April. The main purpose of the trip, as usual, was to bring back to headquarters suggestions or comments on the Institute's work on the part of, members. The trip was made a brief, one by the necessity of remaining in New Fork until Apr. 1, and of the attendance of President Ludlow at a meeting of American Engineering Council and. the organization of a Philadelphia Section of the Institute in Philadelphia on Apr. 16.

Mines are facing fresh challenges over how they deal with the huge quantities of water consumed. industry analyst Frost and Sullivan, demand for treatment equipment and services alone is expected to be worth US$3.6bn by 2016, while a report by consultancy Bluefield Research estimates that the total mine water market - which includes water infrastructure such as reservoirs, pipelines and dewatering systems as well as the equipment and services - will be worth US$17bn by the end of 2019. Over the past several years, the combination of higher energy and steel costs and the recent commercial deployment of high-pressure grinding rolls (HPGR) technology in hard rock mining have led many multinational mining companies to evaluate the suitability of HPGR technology for their particular comminution circuits. HPGR technology is perceived to require a higher capital investment while delivering lower long-term operating costs. This paper undertakes a critical evaluation of this perception. By evaluating the capital and life-of-mine operating costs of competing circuit designs for soft, medium and hard ores, the HPGR break-even point can be identified, at which the incremental capital cost of an HPGR circuit is equivalent to the net present value of the projected operating cost reductions. For ores with hardness parameters above the break-even point, HPGR circuits could offer economic benefits, while for softer ores, SAG mill/ball mill/pebble crushing (SABC) circuits are likely to be more economical and energy efficient. This evaluation considers both an SABC reference circuit and a traditional stage crushing configuration. Other influential factors are also discussed.

"Abstract - The mining industry has endorsed the concept of sustainable development in principle. We now need to ensure that it is "lived" throughout the workplace. Frequently, sustainable development is viewed as just a policy and, more often than not, it is regarded as something that is applicable only to the areas of health and safety, environment, or community philanthropy. However, sustainability requires the collective action of an entire organization on a regular basis, a corporate culture where values are transformed into action.This paper reviews two of the many functional areas through which sustainable development can be pursued. Law and internal auditing are powerful means of instilling values, driving behavioral change, and improving performance. The development and role of each tool vis-a-vis sustainability is reviewed. Suggestions are offered regarding option and joint venture agreements, contract management programs, and various auditing programs based upon international standards and processes, market indices, and codes of conduct.The goal of this paper is to provide a general overview of these functional areas and to encourage further dialogue between employees and management in the workplace. It is hoped that others in the industry will examine the values of their companies, and review the ways in which individuals in all functional areas work, or want to work, on a daily basis. If we can harness collective commitment, creative thinking, and action in sustainable development, then the desired acceptance by stakeholders and improved financial performance will follow."

This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

INTRODUCTION ISOTHERMAL transformation, or "austempering," of a carbon-containing austenite at elevated temperatures yields so-called "intermediate products." Their structure and properties are, for a given hardness, rather different from those of "tempered martensite" obtained on conventional quenching and tempering.1 Several investigators2,3 have found that for high carbon and slightly alloyed steels the intermediate products formed at temperatures close to that of the martensite reaction possess strength properties superior to those of tempered martensite. The structure of these low temperature, intermediate products is generally acicular (bainite) but clearly different from that of martensite. However, at higher austempering temperatures, between 1000 and 1300°F (540 and 700°C) carbon steels were found to exhibit a rather low ductility.4-5 Thus notch bar tensile tests showed the ratio between notch strength and regular tensile strength to decrease with increasing austempering temperature. For ductilities below a few percent this notch strength ratio is a measure of ductility, according to investigations on low alloy steels.6-7 Furthermore the presence of intermediate products formed unintentionally on quenching was considered as responsible for the low ductility and impact energy of some heat treated steels.8 These intermediate products could result from partial transformation at the so-called "nose-temperature" where the rate of the transformation is a maximum. Tempering improved such mixtures of martensite and intermediate products, their properties approaching those of tempered martensite of equal hardness. The following investigation constitutes an attempt to determine certain strength properties of a partially austempered and subsequently quenched low alloy steel, namely, a chromium steel (SAE 5140). The structures formed by such a treatment should consist of a mixture of intermediate products formed on austempering and a martensite formed on oil quenching from the austempering temperature. It was intended, by varying the austempering time, to vary the quantity of the intermediate products between zero and 100 pct. The austempering temperature of 860°F was selected after extensive preliminary tests close to the nose-temperature. Austempering at this temperature yielded an acicular intermediate product. Additional tests under less exacting conditions were made for an austempering temperature of 950°F where the intermediate product appeared to be very fine pearlite. THE best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide,† It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter-color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. This work was instituted to investigate the microscopic structure of brown coals by means of microtome sections cut from them. It was found to be essential to impregnate the coal with some material prior to cutting, because of its powdery and crumbly nature. Of a number of impregnating materials tried, e.g., glycerine gum, gelatine, by far the most satisfactory was paraffin wax. Samples of brown coals for section cutting must be moist. When obtained, they should be put immediately into air-tight tins, and, if they are not to be used for some time, it is desirable to keep them under water containing a small amount of formalin. If the sample is allowed to dry in air, it becomes too hard to be cut. It cannot be softened again even by prolonged soaking in water.PREPARATION OF COALSmall rectangular, blocks were cut from the sample with a chisel and a strong scalpel. The largest block prepared was 3·2 x 2·5 x 0·6 cm. The faces of the block from which sections were to be cut were approximately levelled before treatment. The block was then painted carefully on all sides with two coats of warm aqueous agar, approximately 2 %. This prevented crumbling and breakage of the block during treatment. When the agar was set, the block was placed in water, and all the air removed with a vacuum pump. The water was replaced first by alcohol, then by chloroform, by the usual step transference of a series of liquids, in each of which the block was placed for 24 hours: Ethanol %, 10, 20, 30, 50, 70, 85, 95, 100 (three changes); Ethanol-chloroform, 3: 1, 1: 1, 1 : 3, chloroform pure (three changes) '. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals
