INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

The last 40 years has seen a dramatic reduction in the prevalence of pneumoconiosis through improved mining engineering associated with continuing medical surveillance of those at risk. Presently the dust particle count standard is being correlated with gravimetric dust standards. Chronic Bronchitis and Emphysema are also coal mining related diseases. Methane is the commonest of a number of coal mine gases. Oxygen deficiency symptoms may result from high gas content of mine air. The explosive nature of methane-air mixtures is well known. Mine gases will always present a potential threat to safety.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.

Occupational illnesses and diseases tend to be chronic and are generally characterized by temporary or permanent physical dysfunction. With the exception of some symptoms, they are not generally visible. Therefore, safety overrides health in mining because occupational ailments take years to develop and management observes less physical trauma, if they witness anything at all. Occupational health issues need to be addressed systematically, encompassing all aspects of the interaction of employees within the work environment. Risk assessment is central to the management of occupational health. This should not be seen as a complex process and may involve little more than simply considering the consequences of one?s actions before starting work. Competent risk assessment provides the starting point and defines the scope of further action. The objectives and final use of an occupational health risk assessment determine the process and the method by which it is carried out. The occupational health risk assessment is therefore a systematic procedure to identify potential health hazards, evaluate the extent of exposure subjectively and/or objectively, and to establish the need for, and effectiveness of existing control measures. Furthermore, it facilitates the drafting of occupational exposure monitoring, medical surveillance and occupational health education programmes. Various models for conducting occupational health risk assessment provide step-by-step guidance for the identification and assessment of significant occupational health hazards and assist in producing suitable and significant occupational health risk assessments. The paper gives an overview of an occupational health risk assessment model based on the basic principles of occupational health and the legislative requirements, which will simplify the occupational health risk assessment process and ensure a sound base for the development of all other occupational health systems.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

Occupational illnesses are more difficult to identify than on-the-job injuries. Many illnesses related to occupational exposures may not be diagnosed until years after exposure; by that time, exposed workers may have changed jobs or left the workforce. Other approaches to identifying occupationally related illness are analysis of death certificate data (see chapter 2) and medical examination studies of workers known to have high exposures to hazardous agents. Figures 5-1, 5-3, 5-4, 5-6, 5-8, and 5-10 show, for each commodity, the percent of illness conditions reported to MSHA by nature of condition. Heart attacks that occurred on the job are reported without regard to work-relatedness. Figures 5-2, 5-5, 5-7, 5-9, and 5-11 show rates by year during 1986-1995 for selected conditions. Since there are many limitations on the accuracy of illness reporting, the frequencies and rates shown here should not be considered directly comparable across commodities. Figure 5-12 shows estimates for hearing loss by age among coal miners compared to a nonoccupationally noise-exposed population. These data come from a study by Franks [1996] of a group of audiograms obtained on coal miners by a commercial company. Using the NIOSH definition of hearing impairment, i.e., an average hearing threshold level for both ears that exceeds 25 dB at frequencies of 1,000, 2,000, 3,000 and 4,000 Hz, the figure shows that by age 30, more than 10% of miners suffer hearing impairment; by age 50, 90% of miners have hearing impairment. In contrast, only 10% of the nonoccupationally noise-exposed population suffer hearing impairment at age 51, and 50% of the nonoccupationally exposed population have hearing impairment at age 69. Figure 5-13 shows a similar analysis of commercial audiograms on male metal/nonmetal miners [Franks 1997]. At age 20, approximately 2% have hearing impairment using the NIOSH definition of hearing impairment described above. This increases to 7% at age 30, 25% at age 40, and 49% at age 50. In contrast, only 9% of the nonoccupationally noise-exposed comparison population have hearing impairment at age 50. Franks' analysis showed a different pattern for female metal/nonmetal miners; they developed hearing loss at the same rate as would be expected for a non-noise-exposed female population.

Coal is one of our oldest known commodities. Historic evidence indicates that this fossil-formed fuel was used in China and in Wales some 3000 to 4000 pears ago. Coal was discovered in North America in 1679 by French explorers in northern Illinois, and in 1700 a colony of Huguenots came across bituminous coal in Virginia. One might think by this long history of a single commodity that the string was about played out. Quite the contrary, coal is in greater demand than ever before and coal mining today is a modern industry. It is in an unprecedented growth period as the nation-and the world-demands more and more energy coincident with dwindling reserves of other fossil fuels. By the year 2000 the demand for coal is expected to at least double the current level of some 600 million tons annually despite the advent of nuclear power. To meet this challenge, the coal industry is vitally in need of an increasing supply of technically trained and progressive manpower. And, coupled with a serious shortage of engineers and technicians, it represents a rich vein of occupation opportunities-all the way up to top career levels. Today, coal mining is a complex, highly specialized industry concerned with more than just getting coal from the earth and putting it into the furnaces of the consumer. The industry is concerned with the environment, with maintaining a viable ecology. Recognizing the ramifications of global economics, the industry is very much aware of its important position in contributing to a constantly rising standard of living throughout the world. The key to rewarding employment in the coal industry is skill-skill that has been developed by education, training, and experience. None of these alone is enough; all three are necessary today to produce the skill needed to meet the employment requirements of the coal industry. Routine manual labor will no longer do the job in coal mining. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s7 the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Work related pulmonary diseases are in the top TEN causes of occupational disability and death in the United States. Likewise, it also ranks high inmost of the other industrial countries. It is difficult to know the true occurrence of occupational lung disease because of poor documentation. This is especially true when one examines workers’ compensation claims. Most frequently, silica and asbestos are paramount in our discussion of work related pulmonary disease. Little consideration is given to other “dust-related” diseases, irritant reactions, reactive airway responses, and hypersensitivity reactions. The major classification of occupational lung diseases will be discussed. This includes both acute and chronic disease that arises in the work place, especially, the mining industry. It’s more important to make an accurate evaluation and diagnosis for the prevention of disease among other workers.

Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]

This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

"In 1997 when Royal Oak Mines Inc. went into receivership, the mineral processing technicians (mill operators) who had been working at Giant Mine in Yellowknife, Northwest Territories for most of their career walked out with no credentials to serve as testimony of their knowledge and skills.As a result of new diamond mining activity and the establishment of socio-economic agreements, mining industry representatives approached the Department of Education, Culture and Employment (ECE), Government of the Northwest Territories, in 1999. They requested support and direction to promote training and recognition for mineral processing technicians at BHP’s (BHP Diamonds Inc.) Ekati mine. ECE recommended the development of occupational standards and certification.This paper describes the development process and end products that resulted from this collaborative project between industry, government and education. In addition, industry representatives involved in the project share their views on the development process and the benefits of standards and certification.The conclusion invites industry members to support national occupational standards and certification with their associated benefits: standardized training in the workplace and institutions, proof of competence for hiring, recognition of prior learning, and a nationally and internationally recognized credential.INTRODUCTIONSwiftly changing labour market demands are nothing new in the North. The fur trade and mineral discoveries have brought employment to workers in a feast and famine cycle for decades. In the late 1990s, the Giant, Con, Lupin, Polaris and Nanasivik mines were nearing the end of productive runs. Miners can be exposed to whole-body vibration (WBV), when sitting or standing to operate mobile equipment. In order to prevent vibration-induced injury it is important to understand how miners can be exposed to vibration, the health risks associated with vibration exposure, methods to evaluate vibration exposure, and strategies to reduce vibration exposure. WBV exposure typically occurs when operating mobile equipment, such as a load-haul-dump vehicle, haulage truck, or dozer. The probability of health effects such as low back pain, neck pain, headaches, and gastrointestinal track problems occurring from daily vibration exposure can be determined based on criterion values published in ISO 2631-1 and EU Directive 2002/44/EC. A special case of WBV termed foot-transmitted vibration (FTV) occurs when a miner is exposed to vibration that travels through the feet. FTV typically occurs when standing on vibrating surfaces associated with the operation of locomotives, jumbo drills, bolters, or raise platforms; however, there is no set standard to evaluate health effects associated with FTV. Recent medical evidence confirms workers exposed to FTV can develop cold induced blanching of the toes, in addition to numbness and tingling in the feet and toes. In order to reduce the risk of adverse health effects from exposure to vibration, the hierarchy of controls (elimination; substitution; engineering; administration; and personal protective equipment) should be followed. Best practices should be used to minimize vibration exposure through equipment purchases (i.e. vehicles with lower vibration emissions and seats that attenuate vibration), reduced driving speeds, and improved road maintenance for example. The elimination of other risk factors, which increase injury risk when combined with WBV exposure, such as awkward working postures, should also be eliminated. Very little is known about FTV exposure therefore further research is required in order to develop exposure standards and identify prevention strategies.

Drilling programs and the study of active geothermal systems have shown that the reservoir rocks in many fields contain minor quantities of base and precious metals. Commonly, base-metal sulfides occur in the subsurface but, where present, Au, Ag, Hg, As, T1 and Sb rich precipitates deposit near, or at, the surface. Although in some fields (Geysers, Larderello, Tongonan) some of the ore minerals (and others) are relict, there is evidence that they are now depositing in a few systems. Recent work on active hydrothermal systems in New Zealand shows that: (1) Sphalerite, galena, chalcopyrite (forming veins and disseminated discrete crystals) plus rare pentlandite, cobaltite and arsenopyrite, occur at Broadlands, NZ. Rare quantities of base-metal sulfides also occur in cores and cuttings from the geothermal fields of Waiotapu, Kawerau, Tauhara, and Ngawha. Further, Kakimoto (1983) has identified cassiterite, native silver, and trace gold in cores from Tauhara, in the south-eastern part of the Wairakei field. Bore temperatures at the depths from which these minerals were recovered are mostly between 220° and 300°C, but at Broadlands are locally as low as 120°C. The host rocks are Quaternary talc-alkali, silicic lavas and pyroclastic rocks, andesites, dacite and deep Mesozoic greywackes and argillites; however, there is no obvious relationship between mineralization and stratigraphy, permeability or well output. (2) The deposition of amorphous precious metal precipitates (Au, Ag, Hg, As, Sb, T1) from hot springs and well discharges has taken place at Broadlands, Waiotapu and Rotokawa; it also occurs at Kawerau. (3) Water discharging from Frying Pan Lake, Waimangu, is presently depositing siliceous sinter containing up to 4.1% tungsten. A characteristic of mineral-depositing fluids in the New Zealand geothermal fields is their very low salinity (total dissolved salts of 3000 ppm or less but with high CO2); they are of near- neutral alkali chloride composition, although water discharging from Frying Pan Lake has a pH of 4.5, and very low metal contents. Very effective concentration processes (10 times for gold at Broadlands) must occur: in the subsurface these include boiling and rapid cooling but near, and at, the surface, mixing of waters of different pH seems to dominate. In particular, descending acid condensate, derived from separated steam and oxidation of H2S mixes with its parent alkali chloride water, resulting in precipitation of amorphous ore metals. Base-metal sulfides also occur in veins and as disseminated grains in geothermal fields at Tongonan, Leyte and Southern Negros, Philippines. These fields have a porphyry-type setting with host rocks of Miocene andesitic lavas and pyroclastics intruded by diorites so that the fields have undergone complicated thermal histories before cooling to their present base temperatures of about 325°C. Precious metals have precipitated from waters from some wells (Leach, pers. comm.) but they do not, as yet, form ore-grade deposits.
