Boreholes are used for many purposes in mining operations, petroleum engineering, and construction works. Numerous factors affect the performance of drilling equipment. Researchers continue to work on the variable drilling parameters that can be adjusted in order to reach more efficient drilling operations. Penetration rate is an essential indicator in drillability analysis and estimating. This parameter is of great importance in mining projects. There are almost no models that can estimate the penetration rate for core drilling operations. Under the abovementioned circumstances, this paper focuses on developing models that allow estimating the penetration rate based on rock material properties. During the conduct of this study, drilling experiments under 11 different pressure forces were performed on 8 different rock units, and the equations which estimated the penetration rate depending on the physico-mechanical properties of the rock samples were derived. Experiments were carried out under different pressure forces to investigate the effect of the pressure force on the derived estimation models. The obtained results allowed deriving equations that ensured estimating the penetration rate based on the physico-mechanical properties of the rocks and the applied pressure force. Using these equations, the penetration rate in core drilling operations can be estimated.

From time to time efforts have been made to classify rocks according to their hardness, toughness and abrasiveness, and to use these classifications to provide an indication of the ease or difficulty with which they may be drilled. However, rocks classified as of similar type on this basis may vary considerably in their .resistance to the penetration of a rock drill bit due to differences in their physical state.For instance, fine grained rocks of granular texture are more difficult to drill than equivalent' rocks of coarser structure, altered rocks drill more readily than unaltered ones, and silicified rocks usually exceedingly hard and tough may be so shattered by movement as to be drilled at a rate comparable to quite soft rocks. FEW mining schools possess an art gallery and certainly none can equal the collection of paintings depicting the mineral industries now hanging in the comparatively new building of the School of Mineral Industries at The Pennsylvania State College. Dean Steidle, who conceived the idea, early this spring boasted of 55 paintings in the collection, by 24 different artists, the gallery being appraised at $18,000. Since then, eleven additional paintings have been added. Opportunity will he presented for an inspection at the meeting of the Industrial Minerals Division, to be held at the College, Sept. 24-26.

At the turn of the century, 90% of the energy output in the United States was generated by coal, and Pennsylvania was the ranking producer of this fuel. With the huge resources of easily accessible coal found by its early settlers, the Commonwealth was the nation's chief powerhouse for nearly 100 years. In 1928 alone, Pennsylvania mined a billion dollars' worth of coal-or enough to fill a train reaching more than twice around the world at the State's latitude. Coal constituted nearly 67% of the freight of Pennsylvania and was responsible for the State's $4-billion iron and steel industry. Pennsylvania was slow to take up its position as the greatest coal-producing state in the union, but the knowledge of its coal assets was not slow in accumulating. In fact, long before the white man arrived, the Indians were aware that many of the hills were underlain by black stones that would burn. But awareness was not enough. The early Pennsylvania settlers confined themselves to the southeastern corner of the State and had little need or concern for resources further inland.

CARBONIFEROUS CLAYS FROM a geological standpoint, but scant attention has been paid to fire-clay beds. Only within the last few years have they been the subject of individual investigation, prior to this time having been considered only in their relation to coal seams. While the relative importance of coal and fire clay is still immeasurably in favor of coal, yet an industry as large as that of fire clay is entitled to a measure of attention. A discussion of the Carboniferous clays is practically a discussion of the clay beds in the Appalachian basin, since more than 90 per cent. of these clays mined are from this region. The clays are confined to the northern end of the basin, or the States of Pennsylvania, Ohio, Kentucky, Maryland and West Virginia, ranking in importance about in the order named. The clay deposits of the Carboniferous period have been divided into two classes; those found in the Pottsville conglomerate series of rocks, and all those that are found in the formations above, for the reason that the clay beds above the Pottsville series all resemble each other in properties, composition and appearance, and all are distinctly different from the bed found in the Pottsville formation. The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible.) Carboniferous clays occur between stratified rocks; sandstones, limestones, etc., in the same manner as coal veins. They are often accompanied by a coal vein although where the clay is of a workable thickness the coal is generally too thin to work. The clay beds are sometimes known by the name of the coal seam at which horizon they occur. Clay beds may be from a few inches up to 20 ft. in thickness. They may consist of all soft clay all flint or both soft and flint.

Discussion of the paper of L. C. MORGANROTH, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 475 to 481. DAVID B. REGER, Morgantown, W. Va.-I notice in the third paragraph of the first page of the paper, that in mentioning the clays of the Pottsville series, the author says: "The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible."). If the author wishes to confine himself to the fire clays of Pennsylvania, as the title seems to indicate, I have nothing to say, but if he wishes to include a discussion on fire clays of the adjoining States which the. subsequent paragraphs of his paper seem to indicate, then I wish to call attention to the fact that there are large and extensive deposits of fire clay in the Allegheny series, immediately overlying the Pottsville in the northern counties of West Virginia. These fire clays have been studied carefully, and described in several reports of the West Virginia Geological Survey, first in the report on Ohio, Brooke, and Hancock Counties, in the northern part of the State; described later ,in the report on Monongalia, Marion, and Taylor Counties, and in the report on Preston County, which followed. In these latter counties (Monongalia, Marion, Taylor, and Preston) there are some beds of fine fire clay, varying in thickness from 6 to 10 or 12 ft., with a content of only 2 or 3 per cent. of fluxing ingredients, and these are of the typical Savage Mountain appearance and also have the typical Savage Mountain fracture. They have been prospected, but not mined a great deal. Several of them have been tested in blast furnaces and furnaces for other purposes, in glass-manufacturing plants, also for firebrick, arid have been found to be very good. They are simply awaiting development, and I merely want to call attention to the fact that there are plenty of them in the Allegheny series still above the Pottsville in West Virginia. There are two or three valuable seams which I have seen in person and have had analyzed in our laboratory.

NEW YORK'S largest hotel, the Pennsylvania, will be filled with mining and oil men and metallurgists the third week of February when some 3000 AIME members, their wives, and guests will gather for the Institute's 1948 Annual Meeting-its 166th general meeting. Except for the usual Sunday afternoon and evening sessions of the Mineral Industry Education Division at the Columbia University Men's Faculty Club, the big assembly will be under one top and members will not this year have to consult compass and map to find their next session. Possibly enervated by the stupendous effort of the Anniversary Celebration last spring and the plethora of highly successful fall meetings, the various committees have been a trifle slow in arranging their social and technical programs, but in mid December as we go to press there is already much to report indicative of substantial fare and high interest. The definite timetable schedule will appear in the February M&M.

WARING,* Altoona, Pa.-The necessity for conserving tin has recently been very forcibly brought to the attention of all consumers, and efforts are now being made to reduce the tin content in certain alloys or to substitute other alloys not containing tin. The approximate composition of the non-ferrous alloys in general use on the Pennsylvania Railroad are given in the accompanying table. Phosphor bronze is used principally for rod bushings, main-rod brasses, and crosshead shoes. Ex. B bronze is used to a small extent for backs of car and coach bearings, but the majority of these are now made of the car-journal bronze, which contains, on the average, about 5 per cent. tin.

Subsidence, although it may or may not be apparent on the surface, is an inevitable consequence of deep coal mining and a frequent cause of damage to surface structures. Efforts to prevent subsidence go back many years, but there is still only one known antidote that is both technically feasible and predictable. This is the hydraulic or pneumatic stowing of solids-or flushing. In coal mines, however, flushing has been rarely used because it is considered the most expensive method of filling such mines, even though the reverse is true for ore mines. It is thus significant that the method has found favor in a comprehensive program the Commonwealth of Pennsylvania has undertaken to eliminate the hazards of abandoned coal mines within its jurisdiction. In "Operation Backfill," as the program is known, the Commonwealth has successfully used hydraulic flushing and fully justified the method economically.

A tough Conservation Act has been in force in Pennsylvania since January, 1964. Known as the Bituminous Coal Open Pit Mining Conservation Act, it is now under study by other coal producing states, and seems likely to serve as the blueprint for similar legislation elsewhere. It provides for the conservation and improvement of areas of land affected by open pit mining to decrease soil erosion, prevent pollution of rivers and streams, prevent combustion of unmined coal and generally improve the use and enjoyment of such lands. The cost of backfilling may go to as much as 40[c] or more per recovered ton and is cutting deeply into already reduced profit margins brought on by rising labor and equipment costs, static coal prices and less accessible coal. As a result, operators will be forced to seek greater efficiency.

At the turn of the century, iron and coal were the keys to industrial prosperity. At that time, Pennsylvania was the leading mineral producer in the Country, producing 200,000,000 tons of coal in a typical post-World War I year. Close to 90% of the Nation's energy was generated by coal. Today, coal accounts for but 22% of the energy generated, leading to a drastic reduction in Pennsylvania coal output. In contrast with the post-World War I days, 1964 figures showed a drop in production to 93,846,480 net tons. This huge decrease has created a serious economic problem in a state so much dependent on the coal industry. Along with the reduction in coal production, employment has dropped considerably through these years (the number of miners alone has gone from 280,011 to 43,149), thus causing a heavy burden of supporting the unemployed on the taxpayers. As far back as 1939, coal operators and economists saw the problems on the horizon and the need for improvement. Realizing that research was a way to improve and stabilize the industry they demanded legislative action. The Legislature reciprocated with a small grant to The Pennsylvania State University with the provision that each State research dollar be backed with one from the industry. This initial grant laid the foundation for the further growth in coal research.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

Unlike the bituminous part of the coal industry, the production of anthracite has been fairly well publicized; in fact until about 1845 whenever the coal industry of Pennsylvania was mentioned in papers, magazines or books, anthracite only was meant. Beginning with shipments by river in 1820 fairly complete records of shipments were published each year, and as this variety of coal was the only one used for domestic purposes east of the mountains and north of the Potomac, there was considerable interest in the producing fields on the part of the public. Transportation of anthracite was the cause of the building of the early canals in the state, and later, of some of the earliest railroads. In most publications it has been assumed that commencement of shipments in 1820 was the beginning of the industry; this is far from being so, and it is with the earlier developments this chapter will deal, leaving the later and better known records to existing publications. (See Table No. 53.) The first reference to coal in Pennsylvania by Gabriel Thomas in 1698 has already been mentioned,1 it could only have been anthracite in that section; although of course, he never saw any coal there. Little coal was used excepting by smiths for many years after that. In 1728 the Coventry Forge paid the expenses of a man "to town for Sea Coall and Steell for ye hammer;”2 in 1729 New Castle coal was sold in Philadelphia;3 in 1740 an advertisement mentioned, "very good Pitt and Sea Coal at 18 pence a bushel; at which price 'tis allowed to be cheaper Fewel for Hearth Fireing than Wood at the present Rates,"4 a view not shared by most of the people there for about eighty years; in 1752 Newcastle coal was again mentioned.5 There are no references to coal in the writings of any of the Moravian missionaries, although some who settled near Mauch Chunk in 1746 said that the Indians there made their pipe heads of a soft black stone, which was much more apt to have been slate than anthracite." Coal was known in this county before 1819, but there is no record of its use before that year. In that year a furnace, the first one built in the northwestern countries, was put in blast on Bear Creek; it was built to use coke and its first blast was with this fuel, which was made in heaps, but the blast was too weak and the furnace chilled after two or three tons of iron had been made. Charcoal was then substituted, and this use of coal ceased.1 In November of the same year a resolution was adopted urging state aid for a road from Kittanning to. Hamilton, New York: "that this road will increase the trade and industry of the whole county, between Pittsburgh and the New York line; and that our soil will in consequence be better tilled, our mines of coal, of iron and of salt, be better wrought, etc."2 In 1828 an advertisement of lands situated near Freeport on the Allegheny River and contiguous to the canal nearly completed between the Kiskiminitas and Pittsburgh stated that they contained "large and never failing springs, Coal in abundance, and a great deal of Fine Timber."3 In 1830 there were said to have been 24 salt wells in this county producing 327,000 bushels of salt, chiefly on the Kiski and Allegheny Rivers. In 1837 there were a number of wells in the vicinity of Freeport. As all the salt works on the Conemaugh River, were using coal long before 1830,4 it is safe to say that a considerable tonnage of coal was used for some years in these plants. In 1837 a tract of land in Clarion Township having a new saw mill and abounding "in Stone Coal" was offered for sale,5 and also one in Toby Township having "an abundance of the best quality of iron ore and stone coal."' THIS is an attempt to bring together some of the knowledge of the .coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of cor-relation of beds over wide areas. Coals of later age than the Pennsyl-vanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. GEOLOGICAL CONDITIONS The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. Dur-ing this time, large bodies of limestone were deposited and at the close f the Mississippian they were warped upward and for along period were eroded. Then there began a period of subsidence, more or less inter-rupted at times, during which the Pennsylvanian strata were deposited (see table on page 2). " These consist of sandstones, limestones and shales, with occasional coal beds: At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east, extending over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Ken-tucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

Malthus, an eighteenth century economist, predicted a rather dismal future for the world. It was his contention food supplies would not be sufficient for the population of the world because the economy of a nation grew arithmetically while population increased geometrically. As a consequence, within a relatively few years mass famine would spread throughout the world. This prophecy, based on an agrarian economic situation, did not come true at least insofar as the Western World was concerned. In largo measure, the salvation of our part of the earth resulted from the growth engendered by the Industrial Revolution. Throughout much of today's world, however, the Malthusian theory seems to be coming true. The advantages and benefits of the Industrial Revolution have net reached all nations. Further, the situation has been compounded by the benefits of modern medicine.
