While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). The closed end of the tube contains stainless steel mesh which is coated with triethanolamine (TEA) for absorbtion of all NO2 reaching it. Other oxides of nitrogen are not absorbed. The amount

Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. En este aspecto, es importante el uso de dichos equipos en el tratamiento de minerales puesto que extraen el máximo de su valor y reducen mínimamente su fundición en el país y el extranjero. Sin embargo, su buen funcionamiento no se limita a una óptima estructura del los equipos, o por la resonancia de su empleo, sino que responde a los operadores de plantas. Durante mucho tiempo,la mayoria de personal empleado en esta labor, se rehusó a trabajar con tales equipos dado sus hábitos, y si lo hacían era más una cuestión de aceptación que de propio conocimiento, tornándose la máquina, como algo secundario. Ante esta situación, se buscó formas de superar dicho problema a través de la enseñanza de los entrenadores, como del interés del trabajador, obteniéndose óptimos resultados en poco tiempo.

Mudd were made honorary members of the American Society of Civil Engineers. Lee Bilheimer, graduate of Missouri School of Mines, has been employed as assistant mine captain at the Edwards, N. Y., div. of the St. Joseph Lead Co. Douglas C. Blackwell, recently graduated from the South Dakota School of Mines, is now with the Oliver Iron Mining Co. of Duluth, Minn. Joseph F. Frank L. Bader has been appointed to the sales staff of Lehigh Navigation Coal Co. in the Philadelphia territory. H. C. Burrell, former coordinator of raw materials, Pittsburgh, Penna., has been made manager of raw materials for Columbia-Geneva Div. of U. S. Steel Co., San Francisco. J. H. Cazier has resigned as general superintendent of Bagdad Copper Corp., Bagdad, Ariz., to devote full time with E. A. Scholz to the operation of the Copper King, Phillips and Black Pearl Mines near Bagdad. They have operated the Copper King zinc mine for more than two years.. Production started from the Black Pearl and Phillips tungsten mines during the past year. Robert T. Chapman has resigned from Reynolds Mining Corp. to join Westmoreland Manganese Corp. as general superintendent. Annan Cook, with Kennecott Copper Corp.'s exploration dept. for the past three years, has been appointed district geologist for the eastern states.

Allen, general manager of the mining dept. of the Cleveland Cliffs Iron Co., visited the firm's iron mines on the Mesabi iron range of Minnesota recently. Thomas P. Anderson, mining engineer and geologist, has resigned from the Raw Materials Div. of the U. S. Atomic Energy Commission where he was assistant chief of the Denver Exploration Branch. He will enter private practice in Golden, Colo. James E. Atkinson, consulting mining engineer and geologist, left New York for Colombia, S. A., as general manager for Cia Minera Choco-Pacifico, S. A., operating five dredges in gold and platinum on the Pacific coast of Colombia. Russell H. Bennett has been elected a director of Placer Development, Ltd. with head office in Vancouver, B. C., and is also a director of its subsidiary, Canadian Exploration, Ltd., which mines and mills lead, zinc, and tungsten ores at a property near Salmo, B. C.

Z. W. Bartlett, J. C. Carrington, H. C. Petersen and K. T. Price were elected vice-presidents of the Freeport Sulphur Co. Blandford C. Burgess was transferred on January 1 to the new Defense Materials Procurement Agency as strategic materials specialist. In May the Region III headquarters of this organization was moved to London. L. C. Campbell was elected president of National Coal Assn. Mr. Campbell, who has been a member of the National's Board of Directors and Executive Committee for many years, is vice-president of the Coal Div. of the Eastern Gas & Fuel Associates and in charge of their extensive mining operations in West Virginia, Pennsylvania and Kentucky. Vern H. Christoph has been transferred to Panama Canal Co., Marine Bureau, Navigation Division, Port Captains Office, as an admeasurer at Cristobal, Canal Zone. Eugene Cline, recently graduated from the University of Kentucky, has been employed by Pond Creek Pocahontas Coal Co., at Evanston, Ky. Sanford S. Cole, assistant manager of research at the Titanium div. of National Lead Co., received the Alumni Citation from his alma mater, Alfred University, Alfred, N. Y. This was in recognition of outstanding achievements and services in the field of ceramics which have brought honor to the institution. U. K. Custred, recently graduated from University of Kentucky, and may be reached now at Box 87, Monterey, Tenn. Robert E. Dwyer, executive vice-president of Anaconda since 1940, was recently elected president of this company and its subsidiaries, Chile Copper Co., Chile Exploration Co., and Andes Copper Mining Co. As president, Mr. Dwyer succeeds the late William H. Hoover who died in Butte, Mont.

[ ] Thomas C. Baker, Jr., has been transferred by the American Manganese Steel Div. of the American Brake Shoe Co., from their Oakland, Calif., branch to their Cleveland, Ohio, office. He will represent them in Ohio and Michigan. William H. Carson, has been appointed district manager of Goodman Mfg. Co's. Huntington, W. Va. sales office. He succeeds Morris W. Highland, granted a leave of absence for health reasons. Mr. Carson, a graduate engineer of Michigan College of Mining & Technology, has been a member of the company's Huntington sales force since 1939, the past two years as assistant district manager. James Parnell Caulfield, former general manager of the Utah Copper Div. of Kennecott Copper Corp., has been appointed assistant general manager of Kennecott's Western Mining Div. L. F. Pett, general supervisor of operations of the Utah Copper Div., was named Mr. Caulfield's successor as general manager. William D. Charles, on completion of his graduate studies at the Massachusetts Institute of Technology, accepted the position of mineral engineer with American Cyanamid Co.

Personnel management has undergone a remarkable change over the course of the past ten years. Personnel departments have played an increasingly important role, which today requires highly trained people and cannot be adequately served by the lesser qualified officials of yesteryear. Changes in the mining industry that stem from the demand for skilled labour to keep pace with technological developments and the mechanization of mines today demand that emphasis should be placed on the maximum utilization of manpower. Maximum utilization of manpower calls for more scientific and effective methods of recruiting, selecting, training, and placing workers so as to offer them the best opportunities for development and promotion, which naturally ensure a minimum labour turnover and eliminate labour unrest. This can be achieved only if well-qualified and properly trained personnel administrators are prepared to accept the challenge and apply themselves purposefully by assisting line mangement with the attainment of the company's corporate objectives.

The faculty, graduate students, and post-doctoral researchers are an integral part of the Generic Mineral Technology Center for Respirable Dust. More than fifty (50) scientists, engineers, and medical personnel are engaged in respirable dust research at five universities, The Pennsylvania State University, West Virginia University, Massachusetts Institute of Technology, University of Minnesota, and Michigan Technological University. The expertise, effort and contribution of these individuals has proven to be invaluable in the attack on respirable disease. Nationally and internationally recognized researchers in the areas of particle characterization, interaction of dust and lungs, dilution and dispersion, rock mechanics and continuing education lend their laboratory facilities, equipment and human resources to benefit the mining industry. The expertise and resources of the National Institute for Occupational Safety and Health--Division of Respirable Disease Studies is available through their relationship with West Virginia University.

CLIMAX is situated in the heart of the high Rockies at Fremont Pass on the Continental Divide. This setting naturally throws some of the romantic aura of the old mining camps around the town. In its early days it was much like them, even to its air of impermanence. Its founders had faith in the future-as did every adventurer who started a hole in the ground and called it a mine. In those days, however, all available money was expended on the mine, and those who labored on the job had to he content with rugged living arrangements. The visitor at Climax today. however, sees a townsite carefully laid out to enhance the natural' beauty of the surroundings. There are 250 houses and 43 apartments which have been carefully designed by an architect, and missing is the long line of houses of the same type. Every house is of a different design, all being modern in every respect, with haths, running water, electricity, and .sewage disposal. They vary in size from three to six rooms and rent for $5 per room per month. A complete, well-designed water-treatment plant supplies water for domestic purposes.

Many problems occur in recruiting staff to remote mining operations, relating to both domestic and works environments. These are stated, together with steps which have been taken to overcome them. Geographical and climatic conditions applying to the Agnew mining operation are described. Company policies have been established to define criteria for selection of staff, and to define methods by which the criteria are applied.

Selecting persons who are unlikely to suffer an overexertion injury is one of three methods to reduce the risk of musculo-skeletal disorders in manual material handling. This paper describes the underlying models, methods, and techniques for such personnel selection. In particular, it describes the isoinertial LIFTEST in which persons actually lift weights to assess their capability for doing so on the job.
