During this period, Arizona generally assisted EPA in the implementation of federal programs and enacted environmental laws patterned closely after their federal counterparts. A growing public concern about protecting water quality, particularly groundwater quality, eventually caused the State to depart from this pattern.

Recent developments in the design of concentration plants have reflected the increased recognition that has been given to the economic and metallurgical advantages of autogenous grinding. This has manifested itself in the increasing adoption of primary auto genous grinding in iron ore 'beneficiation plants in North America. Table 1 lists eleven major iron ore beneficiation plants which have either been put in operation since 1961 or are under construction at present. Seven out of these eleven plants have adopted primary autogenous grinding. Four of them have coarse grinding mills (8 to 14 mesh) and three have fine grinding primary circuits (48 to 65 mesh). Their nominal capacity totals 26. 2 million ltpy of concentrates or pellets, representing very nearly 75% of the aggregate capacity 135. 3 million ltpy) of the eleven concentrators listed. For a long time there was a tendency to consider that primary autogenous grinding was only applicable to suitable coarse grained ores, However, extensive testing of a very wide variety of ores, and actual operating performance in several commercial plants, seem to have established beyond reasonable doubt, that the majority of mineral ores which the beneficiation engineer may be called upon to process can be ground autogenously. The basis for the selection of autogenous or conventional grinding mills, becomes principally economic and depends on the liberation characteristics of the ores under consideration and their relative hardness and grindability.

Introduction Automatic control of primary ball mill circuits has received much attention over the past decade, primarily because its advantages ultimately can be translated into economic terms. Apart from such obvious benefits as improved product quality, increased throughput, and more stable operation, less direct benefits such as easier operation, more orderly maintenance scheduling, and timely management reports all can be realized with the application of modern automatic process control equipment and techniques. Software configurable digital computer-based control systems offer ease of change in control strategies. Occasional control strategy changes are necessary whenever control objectives change or circuit modifications occur. The dependency of control strategies on control objectives and circuit equipment to effect optimal circuit operation is an important, but often neglected issue. Because of the potential for even better control, research and development work continues. [See (Ulsoy & Sastry, 1981) and (Hulbert & Braae, 1981).] Some of the possibilities are discussed later in this presentation. A few preliminary remarks may be in order concerning the relationships among control objectives, control strategies, and circuit equipment. Generally accepted control objectives for primary ball mill circuits include: 1. Maintaining a desired percent solids in the mill. 2. Maintaining a desired measure of particle size distribution at the cyclone overflow. 3. Maximizing throughput. Control Objective I is a requirement for proper operation of the ball mill, especially if it is a grate mill. It concerns smooth movement of material through the mill. Control Objective 2 is a product specification - one of the requirements for proper flotation operation. Control Objective 3, an expression of the desire to get the most out of the circuit, is the easiest to evaluate in economic terms. It assumes that the processes downstream

PRIMARY blasting at the open pit of the Cananea Consolidated Copper Co. has been developed to meet several conditions peculiar to the operation. Mining at Cananea is not confined to the open pit but is in conjunction with the underground mine which has been in operation for many years. Several old stopes included in the pit area were filled with waste obtained in stripping for the pit. The main haulage tunnel for the underground ore passes directly under one section of the pit and at present is but 180 ft below the pit floor. The pit as originally laid out called for an overall final pit limit slope of 60°. However, the upper 275 ft - a fairly soft oxidized capping, was carried at a 50° slope and the lower benches, which constitute 750 ft in combined height, are being mined to an over-all final slope of 60°.

CHUQUICAMATA, located in northern Chile in the Province of Antofagasta, is on the western slope of the Andes at an elevation of 9500 ft. Because of its position on the eastern edge of the Atacama Desert, the climate is extremely arid with practically no precipitation, either rain or snow. All primary blasting in the open-pit mine at Chuquicamata is done by the churn drill, blasthole method. Since 1915; when the first tonnages of importance were removed from the open pit, there have been many changes in the blasting practice, but no clear-cut rules of method and procedure have been devised for application to the mine as a whole. One general fact stands out: both the ore and waste rock at Chuquicamata are difficult to break satisfactorily for the most efficient operation of power shovels. Numerous experiments have been made in an effort to improve the breakage and thereby increase the shovel efficiency. Holes of different diameter have been drilled, the length of toe and spacing of holes have been varied, and several types of explosives have been used. Early blasting was done by the tunnel method. The banks were high, generally 30 m, requiring the use of large charges of black powder, detonated by electric blasting caps: Large tonnages were broken at comparatively low cost, but the method left such a large proportion of oversize material for secondary blasting that satisfactory shovel operation was practically impossible: Railroad-type steam and electric shovels then in service proved unequal to the task of efficiently handling the large proportion of oversize material produced. The clean-up of high banks proved to be dangerous and expensive as large quantities of explosive were consumed in dressing these banks, and from time to time the shovels were damaged by rock slides. As early as 1923 the high benches were divided, and a standard height of 12 m was selected for the development of new benches. The recently acquired Bucyrus-Erie 550-B shovel, with its greater radius of operation compared to the Bucyrus-Erie 320-B formerly used for bench development, allowed the bench height to be increased to 16 m. Churn drill, blasthole shooting proved to be successful, and tunnel blasts were limited to certain locations where development existed or natural ground conditions made the method more attractive than the use of churn-drill holes. Liquid oxygen explosive and black powder were used along with dynamite of various grades in blasthole loading up to early 1937. Liquid oxygen and black powder were discontinued because they were more difficult to handle due to their sensitivity to fire or sparks in the extremely dry climate. At present ammonium nitrate dynamite is favored because of its superior handling qualities and its adaptability to the dry condition found in 90 pct of the mine. In wet holes, which are found only in the lowest bench of the pit and account for the remaining 10 pct of the ground to be broken, Nitramon in 8x24-in. cans, or ammonium nitrate dynamite packed in 8x24-in. paper cartridges, is being used. This latter explosive, which is protected by a special antiwetting agent that makes the cartridges resistant to water for about 24 hr, currently is considered the best available for the work and is preferred over Nitramon. Early churn drill hole shots detonated' by electric blasting caps, one in each hole, gave trouble because of misfires caused by the improper balance of resistance in the electrical circuits. Primarily, it was of vital importance to effect an absolute balance of resistance in these circuits, the undertaking and completion of which invariably caused delays in the shooting schedule. Misfires resulting from the improper balance of electrical circuits, or from any other cause, were extremely hazardous, since holes had to be unloaded or fired by the insertion of another detonator. The advent of cordeau, later followed by primacord, corrected this particular difficulty and therefore reduced the possibility of missed holes. After much experimentation, the blasting practice evolved into single row, multihole shots, with the holes spaced 4.5 to 5 m center to center in a row 7.5 to 8 m back from the toe. Such shots were fired from either end .by electric blasting caps attached to the main trunk lines of cordeau or primacord. The detonating speed of cordeau or primacord gave the practical effect of firing all holes instantaneously. Double row and multirow blasts, fired instantaneously with cordeau or primacord, proved to be unsatisfactory in the type of rock found at Chuquica-

"IntroductionSNOW LAKE is situated in northern Manitoba at latitude 54° 55 and longitude 100°, 400 miles northwesterly of Winnipeg, 80 miles northeast of The Pas, 80 miles east of Flin Flon. A 38-mile road from Wekusko, on the Hudson's Bay railway, serves the community.The mine is located in and close to the southern edge of the Precambrian Shield in typical low-relief muskeg and lake country.The Howe Sound Exploration Company, Limited optioned the property from Nor Acme Gold Mines, Limited, after preliminary diamond drilling had outlined two orebodies of low-grade arsenical gold ore.Following the examination and study of geological data and of 50,000 feet of diamond-drill core, and metallurgical tests made during 1942 to 1945, a decision was made to develop the mine and build a 2 ,000-ton mill concurrently. This development has been described by G. C. Lipsey in a paper entitled The Development of a Mining Operation from Diamond-Drill Data which was published in the August. 1952, issue of Mining Engineering.Geological Features of the OrebodiesThe orebodies at Snow Lake occur in volcanic rocks of acid to basic composition and, to a lesser extent, in intrusive hornblendite. The hornblendite is a massive, uniform, .coarse-textured rock except in the immediate vicinity of the ore zone, where it becomes sheared and carbonatized. The acid volcanics have been converted to quartz-garnet-biotite gneiss, and the basic volcanics to amphibolite gneiss. Orebodies have been formed by the replacement of all three rock types."

World cobalt production in 1987 was estimated to be about 26,600 metric tons (MT) of which Market Economy Country (MEC) production was estimated to be about 22,000 MT. Zaire and Zambia produce about 80 percent of the primary cobalt produced among Market Economy Countries (MEC). Production cutbacks. lowering cobalt grades and mining curtailments in Finland and Zambia in 1987, resulted in lower production than that of 1986. The trend is expected to continue through 1988. Cobalt production from Canadian ores and from Botswana is expected to increase significantly in 1988 as a result of increased nickel production. MEC production in 1988 is estimated to be 22,100 MT, only slightly higher than that of 1987. There are currently no primary cobalt mines. Virtually all cobalt is recovered as a byproduct of copper and/or nickel mining. Zaire, which produces cobalt as a byproduct of copper, is the worlds largest cobalt producer, with over 50 percent of total estimated world cobalt production and nearly 65 percent of MEC production. Zambia follows with about 14 percent and 17 percent, respectively. Zambia's cobalt production also results from copper production.

The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

In mining, the process of comminution starts at the pit and ends at the classifiers. The first machine that breaks or comminutes ore is the primary crusher. There are many types of crushers, but the one most commonly used in large tonnage plants is the gyratory so discussion is restricted to this type of machine. See Figure 1. The primary crusher is the most important piece of comminution machinery in the plant because every ton of ore processed by the concentrator must pass through it, as shown in Figure 2. Most plants can operate if a secondary crusher or a mill is shut down, but if the primary crusher stops, the whole concentrator goes down. It is, therefore, important that the machine be able to produce sufficient ore to keep the concentrator running without hesitation. The plant designer first considers the required daily capacity and an estimate of the size of the ore from the pit. To this he adds an availability factor to compensate for delays due to shovels, trucks and rou- [ ] tine maintenance at the crushing station. This factor is based on experience and can be on the order of 75% (1). With these figures, he determines the hourly capacity required of the primary crushing station to keep the concentrator supplied. See Table I.

The earliest U. S. patent on a crushing machine was issued in 1830. The device incorporated the drop hammer principle later used in the famous stamp mill, whose history is so intimately linked with that of the golden age of American Mining. Eli Blake invented the first successful mechanical rock-breaker --the Blake jaw crusher--patented in 1858. The idea of his mechanical principle, the powerful-toggle linkage, was so sound that today the Blake -type jaw crusher is the standard by which all jaw crushers are judged. In 1881, Philetus Gates was granted a patent on a machine which included in its design all the essential features of the modern gyra tory crusher. For some years after these pioneer machines were developed, crushing requirements were quite simple. All underground mining and open-pit quarrying was done by hand with tonnages and rock sizes generally small. In the milling of precious metal ores, stamp mills were popular as the final reduction machine. The stamps were fed with an ore size readily produced by one break through small gyratory or jaw crushers. Even in large underground mining operations, there was no demand for large crushers; and increasing tonnage requirements were met by duplicating the small units. The Homestake gold mine in South Dakota was a good example, where in 19 15 twenty -two small Gates gyratory crushers were used to prepare the ore for the batteries of 2,500 stamps. Open pit mines and the introduction of the steam shovel created a demand for larger crushers, which led to the development of a gyratory with an 18 in. (457 mm) receiving opening. Up to this time, the jaw crusher had kept pace with the gyratory, both from the standpoint of receiving opening and capacity; but now the gyratory stepped into a 15-year lead with larger and larger sizes. This trend toward large primary crushers started just before the turn of the century, and in 1910 crushers with 48 in. (1.22 m) receiving openings were being built. About this time, the jaw crusher was revived in a great contribution to primary crushing by the introduction of the 84 in. by 60 in. (2. 13 by 1. 52 m) machine. This crusher was usually followed by a 24 in. (6 10 mm) opening gyratory crusher for secondary breakage, a system which reawakened the industry to the use of the jaw crusher as a primary breaker. It is interesting that although his machines never came into general use, Thomas A. Edison ranks as a pioneer in the development of the large primary breaker. THE present study was rude to determine the laws governing the formation of the primary? crystal structure during solidification. Most of the experiments were carried out on chill castings, but from the results it will be possible to draw certain conclusions as far as sand cast-ings are concerned. It is necessary to discuss first a number of theories, which are generally adopted for explaining the structure of an ingot. Usually, the structure FIG. 1.-VARIOUS ZONES IN A CHILL INGOT. off an ingot consists of the following three zones (Fig. 1): (1) a chill layer of small at. random oriented crystals; (2) a layer of columnar crystals; (3) a zone of equiaxed crystals. The tensile properties of the chill layer and the equiaxed range are usually much better than in the columnar range, particularly the planes that are formed by the columnar crystals growing from two sides at right angles leave low tensile properties. This is one of the reasons why colum-nar crystals in ingot structures are undesirable.

The aim of this investigation was to reduce the cost of primary steel de-oxidation by substitution of aluminium primary de-oxidation with a practice that uses carbon. The cost of carbon is four times lower than that of aluminium. The application of carbon would directly result in raw material cost savings. Investigations were conducted at Iscor?s Newcastle steel plant on various steel grades. Specific production aspects were emphasized to ensure that the cost savings accrued would not create secondary expenses. These production aspects entailed: ?Yields on de-oxidation elements ?De-oxidation capabilities ?Alloying yields (Mn and Si) ?Carbon-pickup ?Nitrogen-pickup ?Temperature loss during tap ?Steel cleanliness ?Slag morphology. This project proved that carbon de-oxidation, apart from reducing de-oxidation raw material cost due to cheaper raw materials being used and lower consumption rates, resulted in steel that is cleaner and has lower nitrogen concentrations. Carbon primary de-oxidation has been implemented at Iscor?s Newcastle plant on a large range of steel grades, ranging from ultra-high carbon (> 0.60% C) to ultra-low carbon (< 0.03% C) grades. A net saving of between R100 000 and R200 000 per month was achieved.

MOST mineral deposits change as they are followed downward on their dips. Some of these changes are due to primary arrangement; different ores were precipitated at different depths when the deposits were formed. Other changes are due to weathering or secondary enrichment. The chief changes resulting from weathering, in the main, are understood and standard changes are recognized. The processes are relatively simple. They take place at ordinary temperatures and pressures and can be duplicated in the laboratories. Moreover, there are thousands of deposits available for study, because the processes take place near the surface where the development of mines is begun. The changes due to primary arrangement of the deposits of the metals are not so well understood. Deposition has taken place at higher temperatures and our knowledge of the chemistry of the processes leaves much to be desired. Very few experimental data are available. The deposits, moreover, offer fewer examples because many mines are not, developed to depths where the changes can be studied and a change to unprofitable material usually results in stopping work. Most, students of ore deposits now accept, as confirmed, the hypothesis that nearly all lodes and related deposits were formed by solutions originating in intrusive igneous masses. Outward from these masses, the deposits at many places are grouped in zones and the arrangement noted from the intrusions outward are commonly the reverse of the changes noted from the surface downward in a single lode. A study of the changes in groups of deposits, from the parent intrusion outward, will throw light on the changes to be expected in a single lode downward. Because the changes in series of deposits from the intrusive outward may all be observed near the surface, where more data are available, it is possible to increase the number of examples many fold and to apply the statistical method of study with greater confidence of avoiding error.

Primary fracture from an array of shotholes by c. M. LOWNDS. B.Sc. Hons. (Rhodes). Ph.D. (Cape) (Visitor) and P. C. SELIGMANN. B.Sc. (Witwatersrand) (Visitor) The effects of stress on the directions of cracks that are propagating in a brittle medium are described. It is shown that the superimposition of stress fields from the holes of an array always adversely affects fragmentation. Consequently, the best fragmentation will result when holes are fired far enough apart in space or time for each to develop its whole crack pattern without disturbance from the others. This concept leads to a philosophy for the design of more effective blasting patterns, which has been verified on model scale and which explains many published, empirical results.

TEN miles from Hartsel, near Antelope springs, in Park county, Colorado, there is a large area of unconsolidated lake beds, which are interesting because at least a part of the lacustrine sands contains in the aggregate an immense amount of gold. During 1906, one of the arms of this dessicated lake was fairly well prospected with shafts and cuts by an Eastern company to test its value, as favorable amounts of gold had in some instances been found upon it. The claims of the company contain about 5,000 acres of the beds; but this is only a small portion of them, a south branch from a main body, which is at least 7 miles in diameter, with other and very wide lateral gulches, paralleling the one herein described on the east and west. A certain amount of digging and sampling was done in the outside areas; but the result was evidently unsatisfactory, since the work was discontinued. his section of Colorado has not been studied geologically, and the age of the ancient lake is unknown. It is probably Quaternary. I spent two weeks on the ground, in September and October, 1906, but was quite absorbed in the sampling. I looked, however, for terraces on the rim-rock and other evidences of movement and erosion, but did not find anything to denote an earlier age than the Quaternary. The granite rim-rock may be Archean; S. F. Emmons says that some of the granites in central Colorado are as old as that. The rim-rock as observed is a gray quartzose biotite-granite, except a small area in Sections 3 and 34, where it is a felsitic (?) breccia. The breccia is silicified by solfataric action at the corner near Shaft No. 7, in Section 34; but this action is older than the sands and does not extend to them. The shaft averaged 50c. per ton, more than twice as much as the rest.

INTRODUCTION Primary grinding mills as defined in this paper, are autogenous or semi-autogenous rotating, tumbling mills having a coarse feed with a top size usually varying from 150 to 300 mm (6 to 12 inches). Most frequently, the feed to these mills is the product of primary crushing plants but in some cases run of mine ore is used as feed such as at Benguet, McDermitt, L-Bar Sohio, Bear Creek and others. The size of the largest lumps in the mill feed is principally determined by limits set by the mill feed trunnion diameter and by the type and size of conveying equipment used for handling and of bins and stockpiles used for storage. The use of primary mills in mineral processing plants has expanded very significantly in the last twenty years, and they have been successfully applied to the treatment of a wide variety of ores in both wet and dry grinding applications. In the present state of technological development for primary grinding mills, there is a wide choice of acceptable options with respect to type and size, grinding flowsheet and grinding media. The choice of the optimum combination which would result in the most satisfactory condition of operation, from the standpoint of both metallurgical results and costs, depends on the nature of the ore, the required characteristics of the grinding products and on various geographic and economic circumstances. The effects of such factors and considerations on the choice and sizing of primary grinding mills and flowsheets are reviewed and discussed in the following pages. PRIMARY MILLS SELECTION Inherent Characteristics of Primary Grinding Primary grinding is complex because it involves several comminution mechanisms which occur simultaneously and to some degree interfere with one another. These mechanisms of impact, attrition and abrasion have been described earlier. The relative importance of these three main grinding actions and their mutual balance resulting in a continuous uniform operation of the mill depend to a very large extent on the nature of the ore and its physical properties. Since the last survey of lead smelters in 1987, the lead industry has experienced many changes. Technological innovations, in combination with a dramatic shift in the market structure as well as more stringent government regulations, caused major upheavals in many different areas. Therefore, a new survey was performed to review the progress in the technology of lead recovery over the least decade. The newly conducted survey reflects all current phases of the world's primary lead production, from charge preparation to refined metal shipment. It was prepared by sending questionnaires to individual companies, and the detailed statistical data of this survey are presented. In considering the data developed from the survey, it should be recognized that the primary lead industry is at a crossroad where novel technologies will gradually substitute the sinter machine - blast furnace operation in the new millennium.

The conversion of moisture and ash free (maf) coal to pyridine solubles and gas was investigated in a microautoclave batch reactor. Two washed Kentucky coal samples (KY # 9 and KY #11) were studied in liquefaction solvents of various donor strength. The liquefaction solvent hydrogen donor strength was varied by changing the tetralin content of a mixed 1 -methylnaphthalene-tetralin mixture. Primary liquefaction conversions in excess of 90 wt% in 10 minutes of reaction time @ 700° K (427OC or 800°F) were achieved with liquefaction solvents of moderate donor strength, i.e. 40% tetralin. A modified irreversible first order rate expression (eq. 1) described the experimental data:

These mafic-ultramafic complexes are essentially of two types. One is ophiolitic and has podiform chromite mineralisation presumably formed below a spreading ridge. The other type occurs as intraplate layered intrusions in which Fe-Cu-Ni sulphides and Fe-Ti-V oxides have formed as a result of liquid immiscibility with the host magma, and have subsequently accumulated by gravity means. Generalised descriptions are given for some deposits in NW Nelson, Fiordland and Marlborough districts.
