For the first time in the history of the Venezuelan petroleum industry production exceeded 200 million barrels. The total production for all fields amounted to 205,430,869 bbl., which is more than 9 per cent of the world's 1939 total. This is an increase of over 15 million barrels or 8.0 per cent above the 1938 figure, which, compared with the slightly less than 2 per cent increase of the 1938 figure over 1937, shows the marked activity in Venezuela during the past year. The Maracaibo Lake fields are still the predominating factor in Venezuelan production, showing an increase of approximately 9½ million barrels over last year's figure and accounting for 71.8 per cent of Venezuela's total. Lagunillas continues to hold precedence as a single field, having yielded 47.1 per cent of the accumulative total and 39.4 per cent of 1939's total. This field showed an increase of slightly more than 3½ million barrels over 1938. Tia Juana, the second largest field, attained a record production, increasing its percentage of the Venezuelan total from 23.4 in 1938 to 23.7 in 1939. The La Rosa field, which includes Punta Benitez and Ambrosio, declined from 13.7 to 12.0 per cent; Bachaquero, the southernmost Lake field, which came into regular production at the end of 1938, contributed over 31/3 million barrels. Quiriquire, in eastern Venezuela, ousted La Rosa as the third largest producing field, and, although production increased by 11/3 milliorl barrels, percentage of the total declined from 13.2 to 12.9. Mene Grande, the oldest field, declined from 6.6 per cent in 1938 to 5.9 in 1939. Tem-blador produced for a whole year for the first time and yielded 3,647,867 bbl. The Colon district, in the Maracaibo Lake area, comprising the Tarra-Los Manueles fields, showed slight increases, as also did Cumarebo and Pedernales. Construction of the 16-in. pipe line from Oficina to Puerto La Cruz (Guanta), the longest line of this size in the world, was completed toward the end of the year and this new field in eastern Venezuela started shipping oil in December. Production of crude oil in Bahrein Island during 1938 reached the new high of 8,297,998 bbl., an increase of 535,734 bbl, over the 1937 production of 7,762,264 bbl. The monthly average during 1938 was 691,500 bbl. and the daily average 22,734 barrels. To the close of December 1938, a total of 52 producing wells have been drilled. During the year 13 producing wells were completed and 11 wells were drilling or partly completed as of Dec. 31, 1938. The total footage drilled as of Dec. 31, 1938, amounted to 165,339 ft., of which 60,739 ft. was drilled during 1938. The production from the main pay comes from a depth of approximately 2200 ft. and the gravity of the oil is 33" A.P.I.

The oil production in Bahrein for the year 1939 totaled 7,588,554 bbl., a decline of 709,444 bbl. from the 1939 production of 8,297,998 bbl. The production for the first seven months of 1939 remained fairly constant, the daily average by months during this period ranging between 20,000 and 22,000 bbl. per day. The daily average rose in August to the year's high of 23,800 bbl. per day, then dropped gradually to the year's low of 18,787 bbl. per day for November. The daily average for the year was 20,791 bbl. At the end of 1939 there were 59 wells producing and 8 wells drilling.

In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. The production of petroleum in India (including Burma) increased from 334,811,624 gal.' ill 1936 to 350,322,222 gal. in 1937, the highest figure in the history of the industry. The increase in 1937 was clue to an increase of some 20 million gallons from Singu, 51/2 million gallons from Attack, 11/4 million gallons from Thayetmyo, and 1 mi1lien gallons from Digboi, accompanied by decrcases of 91/2 million gallons from Yenan-gyaung and 2 million gallons from Yenangyat,. The amount of gasoline produced from natural gas during the year was 10,616,313 gal. in Burma and 456,780 gal. in the Punjab. Yenangyaung Field.—The Yenangyaung field maintained its reputation of being one of the most wonderful oil fields in the world. The total production during 1937 was less than in the previous year but the resources of the field as a whole are sufficient to ensure an adequate supply of oil for many years. At the end of 1037 there were 2910 wells producing in the field. Besides a large number of ells drilled to shallow sands, this total includes 180 hand-dug wells, whose continued existenice is one of the interesting features of the field. During the year the deep drilling activities of 1936 in the southern part of the field died down, owing to the disappointing results obtained. On the eastern flank the limit of present economic extension of the oil sands was approximately demareated. Satisfactory results continue to be obtained from gas drives in the leased blocks; gas is also injected for repressuring and storage. Casing policies continue to be carefully designed to protect the oil sands against the danger of flooding by water and, in general, production methods throughout the field are characterized by a realization of the importance of the conservation of oil and gas and the prevention of waste, whether simple or underground. Singu Field.—-In 1937 the increase in the output from the Singu field was continued. This increased production was due not only to the rapid development of the valuable area in the southern part of the field but also to the successful results obtained from the first wells to produce from behind the practically completed river training wall of the Burmah Oil

The corresponding figures for the year 1938 were 263,823,-265 gal. valued at £3,766,810 and 87,082,371 gal. valued at £1,234,563, respectively, which is a slight increase in total quantities but a fall in value for the combined outputs of Burma and India. The appreciable increase from India in 1938 is due to an increase of over 11 million gallons from Attock and a little from Digboi, while the decrease from Burma is due to a fall of nearly 9 million gallons from Yenangyaung, over 3 million gallons from Yenangyat (and Lanywa) and half a million gallons from Minbu (Table 1). For several hundred years the petroleum industry has flourished in Burma and at the close of the eighteenth century there were over five hundred producing wells in the Yenangyaung field. These were laboriously dug by hand and were exceedingly primitive, yet even today a small part of India's total production is obtained from hand-dug wells. The Indian Empire, the cradle of the oil industry, today produces but an unimpressive fraction of the world's supply of petroleum, not because the size of her contribution has diminished, but because it has remained more or less stationary while other countries have far outstripped her during the prodigious increase in the world's production of petroleum in recent years. Though for the past 10 years the total production in India has been remarkably constant, it has become increasingly difficult to maintain this output and at any rate from the older fields a slow decline may be anticipated unless new productive horizons are discovered. Production figures for the 10 years 192&1929 (the last year for which figures are available) are given by fields in Table 1. Crudes of Burma and Assam The bulk of India's production comes from the Yenangyaung and Singu fields, from which the crudes are very similar, the only important difference being that the oil from the Singu-Yenangyat structure contains a higher percentage of lighter fractions. The Burma crudes resemble that of the Panhandle of Texas and have a high content of solid paraffin, though strictly speaking the oil is of mixed base with a low content of asphaltum. With the exception of the negligible production from Sabe, the Burma crudes do not require dehydration; the sulfur content is very low and is innocuous. A small amount of naphthenic acids occurs in the kerosene and intermediate oil fractions while the lubricating fraction is practically free from acid. The ash content is low and the average A.P.I. gravity of mixtures of Yenangyaung and Singu oil is 36.4. The years 1935 and 1936 have been momentous ones in the history of oil exploitation in Burma. While the possibilities of the discovery of an important new field in the country have become increasingly remote, there have been surprising and to some extent unexpected developments in and near the old established fields. Further, these developments have not only an important bearing on the future of the industry in Burma, but they point to conclusions of, world-wide significance in connection with the disposition of oil pools. BC'rma Independent of India According to the Government of India Act, passed by the British Parliament in 1935, Burma becomes independent of India, of which it was formerly a province. In future, therefore, statistics for Burma will be quoted separately from those of India. In 1934, 1935 and 1936 the oil production in India (including Burma) reached new high levels— though only a few per cent above the totals for 1919, 1920 or 1930. Part of the increase came from Assam, so that Burma's total is apparently below that of 1921. It must always be remembered, however, that Burma's largest potential producer—Singu—is used essentially by the Burmah Oil Co. as a reserve and its production is varied from year to year, and indeed from week to week, according to local market demand or the requirements of the Rangoon refinery. The figures of Table 1 must therefore be viewed in the light of these remarks.

The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. So export tax is payable upon petroleum. Stability of taxation

The commercial production of petroleum in Germany is confined to the North German plain, in the Hereynian foreland, and the intramontane Permian salt basin of Thuringia, south of the Hare Mountains. Petroleum is produced in the former only in connection with salt domes, upthrust through Tertiary and Mezozoic strata of great thickness. In the basin of Thuringia petroleum is found in a Permian dolomite underlying a salt formation. It is exclusively in the peripheric zone of a few of the salt plugs in the North German plains region that commercial oil has so far been developed, notably in the following fields, all in the general region northeast of the city of Hanover: (1) Hänigsen-Obershagen-Nienhagen, south of Celle; producing from horizons in the Upper Triassic, the Middle Jurassic and the Lower Cretaceous; (2) Oberg, south of Peine; producing from horizons in the Middle Jurassic and Lower Cretaceous; (3) Oelheim-Eddesse, north of Peine; producing from horizons in the Upper Triassic, Lower and Middle Jurassic; (4) Wietze, west of Celle, where the main producing horizon is in the Lower Cretaceous. In some of these oil fields production from surface seepages was mentioned as early as 1669 (Oberg). Commercial production of importance dates only from recent time.

The world's production of petroleum in 1926 amounted to nearly 150 million long tons, of which India contributed 0.72 per cent. In 1927, this figure jumped to some 172 million long tons, of which the Indian proportion, on a practically stationary production, fell to 0.64 per cent. In 1928, there was another substantial rise in the world's production, which reached the figure of over 181 million tons. In 1929, there was another jump to over 202 million tons, but in 1930 the world's production fell to about 193% million tons, in 1931 to about 187 million tons, and in 1932 to about 183 million tons, while in 1933 the production rose again to about 202 million tons, in 1934 to about 215 million tons, and in 1935 to 233 million tons1. Decreases were shown by Poland, Sarawak, Egypt, Rumania and France. All other important producers showed an increase in production, by far the largest being due to Iraq, as a result of the opening of the pipe line to the Mediterranean. The United States contributed 60.9 per cent of the world's supply in 1935, Russia 10.7 per cent, Venezuela 9.4 per cent, Rumania 3.9 per cent and Iran 3.1 per cent. In 1928, India contributed 0.64 per cent, which fell to 0.60 per cent in 1929 and rose to 0.62 per cent in 1930, 0.63 per cent in 1931, and 0.64 per cent in 1932, and fell again to 0.62 per cent in 1933, to 0.60 per cent in 1934 and to 0.50 per cent in 1935; her position on the list of petroleum-producing countries fell from eleventh in 1929 to twelfth in 1930 to 1933, her place being taken by Trinidad and to thirteenth in 1934 and 1935, owing to the production by Iraq. The production of petroleum in India (including Burma2) increased slightly from 322,025,280 gal.3 in 1934 to 322,662,336 gal. in 1935, the highest figure in the history of the industry. The increase in 1935 is due to an increase of some 4 million gallons in Assam, almost offset by a decrease of 31/2 million gallons in Burma. This increase in output in 1935 was accompanied by an increase in estimated value amounting to Rs. 22,73,550 (£170,944).
