The U. S. Bureau of Mines conducted a research project to analyze the design of underground mining equipment with respect to ease of maintenance and maintainer safety. The work included a review of maintainability design literature, an analysis of maintenance related accident data, field reviews of equipment designs, and interviews with mine maintenance personnel and equipment manufacturers. Based on the findings, a set of maintainability design recommendations have been prepared. The final recommendations document includes maintainability engineering information for equipment designers, as well as a buyers' guide to aid purchasers of mining machinery in evaluating the maintainability of equipment.

The National Institute for Occupational Safety and Health (NIOSH) recommends that occupational exposures to respirable coal mine dust and respirable crystalline silica* be controlled by complying with the provisions presented in this document. These recommendations are designed to protect the health and provide for the safety of workers exposed to respirable coal mine dust and respirable crystalline silica for up to 10 hr/day during a 40-hr workweek over a working lifetime. The information presented in this document demonstrates that underground and surface coal miners are at risk of developing simple coal workers' pneumoconiosis (CWP), progressive massive fibrosis (PMF), silicosis, and chronic obstructive pulmonary disease (COPD). Adherence to the recommendations in this document should prevent or greatly reduce the risk of adverse health effects in workers exposed to respirable coal mine dust and respirable crystalline silica. NIOSH recommends that preventive efforts be focused primarily on reducing worker exposures. Effective health and hazard surveillance and medical screening are also useful components of a comprehensive prevention effort.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

The following document aims to cover all issues concerning the three main methods employed for the in-situ survey of concrete pile integrity. Within it are described both sonic coring and low-strain tests and the frequency and time domain analysis of their results, which are the most advanced techniques currently in use in Spain. The survey techniques described were developed and began worldwide deployment in the 1960s, but it was not until the 1980s that they saw large scale implementation in Spain, largely thanks to the miniaturisation of electronics and computer equipment that made them easier to use on-site. Sonic coring, echo and frequency-response testing or mechanical impedance tests are spreading further every day. However, there appears to be a need for standardisation of the testing methods, as well as their implementation, interpretation and the presentation of results. The goal of these Spanish recommendations is to serve as a guideline for test standards and to provide examples for a correct and commonly agreed interpretation of test results, as well as settling any differences in the evaluation of defects detected in foundation works.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

Most belt scales on the market are factory calibrated to minimum accuracy figures of 0.1% - 0.2% at several load points. However, if the same belt scale is not properly installed and maintained on the customers conveyor then the scale will not measure up to the claims of the manufacturer or to the requirements of the operator.

The report, which was presented to the federal and provincial mines ministers in September 1986, identifies and discusses key tax issues relating to this industry. The report is mandatory reading for anybody with an interest in mineral exploration or production in Canada.IntroductionIn 1986, Canada's federal and provincial mines ministers were presented with an important report concerning the taxation of this country's mining industry. This document is important for a number of reasons, two of the reasons being: first, the report contains an objective analysis of the key mineral taxation issues of the day; and, second, the report is the product of a cooperative exercise involving representatives of various facets of the industry and government. Currently, at Caltrans, the Office of Structure Design is carrying out an extensive seismic retrofit program involving transportation structures throughout California. The goal of the retrofit program has been to upgrade existing transportation structures to meet the present seismic codes and anticipated loads that are generated during a seismic event Part of the retrofit program involves retrofitting existing structure foundations when required. To determine if the foundations of a specific structure need to be retrofitted, an engineering analysis of the existing foundations has to be done. If the engineering analysis of the structure foundations determines that the foundations will not meet the load carrying demands required by the structural engineer, the existing foundations are then retrofitted. The retrofit projects that require foundation modifications can be separated into two general cases. The first case comprises structures where the original designs will not meet the demands of the present seismic design code. In this case, the existing foundations are not capable of providing the load capacities the current seismic code requires. The second case consists of structures where the retrofitting of the superstructure will increase the required load carrying capacity of the existing foundations during a seismic event In this case, the anticipated load demands on the existing foundations are greater than the foundations are capable of providing. For either of the cases listed above, the present strategy for increasing the capacity of the existing structure foundation consists of installing tiedown anchors or large capacity piles to provide the required resistance to seisraically induced loads.

The Ontario Committee on Taxation is making a comprehensive study of taxation in the Province of Ontario, and in this connection has received representations concerning mining taxation from a number of interested parties. Some of the more important recommendations on mining taxation are reviewed in this article. An existing 1 800 m long pipeline, which carried waste mica slurry from kaolin processing, is to be recommissioned. The mica solids throughput is to be substantially increased from 5.2 t/h up to a maximum of9.53 t/h, but with a typical throughput of around 7.5 t/h. Because of this throughput increase, it was unclear whether the existing 80 mm diameter pipe would be adequate. In addition, the pipe route is to be extended by 250 m to 2 050m, and its elevation at discharge to settling lagoons increased from 66.2 m to 80 m. The pipeline hydraulics of waste mica slurry were investigated for the 80 mm diameter pipe using the Saskatchewan Research Council?s (SRC) Two-Layer Flow Model, for the maximum mica solids throughput of 9.53t/h. The pipe operating velocity was compared with the predicted deposit velocity for several mica concentrations, ranging from 20% to 50% by weight. Estimates were made of the total differential pressure across the proposed2 050 m long pipeline, as well as the power imparted to the slurry by the pump, and the specific energy consumption (SEC). Two pipe diameters were assumed: 80 mm when no mica wall deposit is present, and 70 mm when there is a 5mm mica wall deposit. This parameter has a significant effect on the determination of the appropriate pipe operating conditions. For the pipe operating velocity to remain adequately above the deposit velocity (and therefore for the heterogeneous flow pattern to prevail in either horizontal or inclined pipe), it was concluded that if the newly commissioned pipeline contains no mica wall deposit, the pipe should initially be operated at a mica concentration of between 20% and 25% by weight, probably with a target mica concentration of about 23%. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

The Fimiston reserve is being depleted at the rate of one million ounces per year; most of which is processed by the Fimiston plant, with the remainder being stockpiled. As for most other large open cut mines around the world, Fimiston has an excellent dispatch and tracking system. Reconciliation is used to determine how the various models used in mine planning (such as a reserve, budget and schedule models) are tracking against production. It is also used to gauge the performance of grade control estimation against production; however, analysing the results of this can be complicated and, at times, misleading. The reconciliation process involves adjusting the monthly production data to equal the mill reported tonnes and grade, plus the change in stockpiles. This adjusted number is then compared to the grade control reported tonnes and grade, the scheduled model (monthly planning model) tonnes and grade and against budget (Reserve) tonnes and grade. This paper includes explanations of all assumptions made in the reconciliation process, including the end of month closing stocks balance, the application of adjustment factors to the dispatch data to create a new balanced set of production data and the monthly sign off to comply with the Sarbanes-Oxley requirements of the North American owners. The reserve is reconciled by proved and probable classification. This tool is used to assess the robustness of the classification scheme utilised and identify any reconciliation issues as they arise. Within the Fimiston deposit there are still issues that are clouded by the assumptions made concerning the scale of observation, poor data support and the mining of the narrow lode areas of the deposit. The declared ore mined (DOM) number (which is defined in the paper) can be significantly affected by these assumptions, and these need to be clearly stated and understood when looking at the reconciliation data. The DOM tonnes and grade is a good indicator of real mine performance as it adjusts mined tonnes and grade to take into account the milled tonnes and grade each month, and prevents cumulative errors from building up in mine predicted dispatch numbers or end of period stockpiles. This number allows monthly monitoring of the mine to mill performance and allows valid comparisons to be made back to budgets and reserves over a period of time. KCGM uses three month rolling averages to monitor performance against reserve and budget models. This ensures that monthly distortions in the figures due to stockpiling issues or over mining in a particular period do not lead to false conclusions. Reconciliation performance over a longer period (12 - 18 months) is used to adjust reserve models should significant variance be observed. By closely monitoring the reconciliation performance at the Fimiston operation, fine tuning of all aspects of the grade estimation process from reserve through to grade control can be made. This allows the most accurate data to be used when planning from reserve data for the Life of Mine Plan through to grade control data for short-term mill feed.

The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

Modern mining operations are increasingly affected by complex economic factors. Broad and rapid fluctuations in metal prices, rising operating costs, socio-political trends and the inherent technical difficulties encountered in most operations, all can combine to quickly change once-profitable ventures into money-losing propositions. Accurate knowledge of metal inventories during all phases of an operation has become essential to wise management decision-making. This paper reviews key elements of metallurgical accounting: sampling theory, measurement technology and computerized data adjustment. Application of current technology to the reconciliation of a hypothetical operation is discussed.

In 2013, Rio Tinto Iron Ore (RTIO) produced 251 Mt from 15 mines in Western Australia. Throughout the mines, Ore Reserve models are used for long-term and medium-term mine planning. Grade control data aids the accuracy of short-term planning. Reconciliation of models with grade control data is important for maintaining confidence in predictions from the models, understanding the limitations of the models, and identifying issues that may require further work.There are a large number of sites and models, with more than 200 professionals involved in different parts of the reconciliation process. Regular meetings of all involved and enabling effective communication are important in the reconciliation process.Reconciliation data is gathered and processed through a web-based system; Grade Block Reconciliation System. This system cuts each grade block against the required model, stores the results, and allows users to view and analyse the data. Development of this system has occurred over a number of years and all Rio Tinto Iron Ore mine geologists and resource geologists now use it as standard to report reconciliation results. The results can be viewed in many ways including by different time periods or benches. Graphing the results assists identification of trends. Centralising and standardising reconciliation has allowed easier comparison between sites. Flexibility in the system allows users to customise reports to manage issues unique to their particular site.In parallel with system development, substantial effort has been put into ensuring mining professionals get together to discuss and understand reconciliation issues. To facilitate this there are now regular sessions, including site visits. Issues are assessed on a case-by-case basis and decisions on how best to address the issues are made by the relevant stakeholders. McKinnons open pit gold mine, located within the Cobar Basin in New South Wales, is characterised by complex mineralisation controlled by the intersection of steep faults in the hinge zone of an anticline. Resource estimation using indicator variography and indicator kriging was based on RC drilling on 25 in sections together with grade control RC drilling on 12 in by 12 in and 6 m by 6 in patterns. Rigorous sampling and checking procedures were used to verify the reliability of the drill hole data. Blast hole data was used to assist grade control in defining ore block boundaries.
