The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

"IntroductionThe combined library facilities of the five universities in the Generic Technology Center for Respirable Dust, The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University, represent one of the most extensive and comprehensive collections of information on respirable dust research which is available in the United States. The Center encompasses two major medical schools, the Milton S. Hershey Medical Center at The Pennsylvania State University and .West Virginia University Hospital at West Virginia University, and includes national and international experts from such diverse disciplines as geology, geomechanics, mining engineering, mineral processing, electrical engineering, industrial engineering, mechanical engineering, material science, physics and several areas of medicine. In order to maximize achievements in research and facilitate early results application in the private industry, university, government and public sectors, a geographically dispersed Reference Center on Respirable Dust has been established at each of the affiliated universities. This network serves to encourage unity between the universities in the Center and coordination and communication with other entities who benefit from their research.Description of the Reference CenterIn this light, the goal of the Reference Center network is to identify at what location Information is available and to provide a means for others to access this information. It is especially necessary to have both ease of input and maximum retrieval capabilities available to all the research personnel in the Reference Center. At the same time, the service provided to the inquiring public must be complete and cost-effective. The Center's approach to realizing this goal incorporates advances in computerized and electronic searching of individual library holdings and the networking of major library and commercial search systems.The Reference Center uses the following means to achieve this goal. At each participating university, a hard copy collection ls maintained of the current respirable dust research in progress by that institution's personnel. Also, available. at each university ls a review of their past and present research on respirable dust. At each participating university a hard copy collection of annual status reports and of all publications produced by Center personnel for symposiums, national and international conferences ls maintained. A key word computer search capability ls available to participating universities. This computer search, by title, author and location, allows researchers to determine at which facility information is available, thus avoiding the tremendous expense and effort of housing all the information on respirable dust research under one roof. The Reference Center has access, through The Pennsylvania State University Libraries system and the libraries of other institutions, to a large number of data bases such as MEDLINE at the National Library of Medicine,"

In August 1993, the operation of Refimet Chile's copper custom smelter commenced at La Negra, near Antofagasta in northern Chile. Design smelter throughput corresponded to 235 000 tonnes of concentrate, calcines and copper cements arising from suppliers in the north of the country to produce 90 000 t/y of blister copper. Refimet had initially gained experienced in building and operating leaching, roasting and a blast furnace facility at Rungue, near Santiago, followed by Roasting at La Negra. The initial smelter project was based on conventional reverb- smelting and Peirce-Smith converting and the majority of equipment was 'purchased second-hand and rehabilitated or modified. After only 3 years in production, the treatment capacity was significantly improved by introduction of technical improvements to the original plant operating scheme. Recently, the plant was further expanded to an annual smelting capacity in excess of 400 000 t/y feed, corresponding to around 160 000 t/y copper production. This expansion, referred to as Phase 2, was achieved by modification of the reverb to oxy-fuel firing, addition of a further (second-hand) acid plant, fire refining and anode casting facilities. Parallel development of concentrate injection into enlarged converters-also took place. Following successful commissioning of Phase 2 expansion, initial engineering studies for a third expansion phase have been completed. This aims to use leading technology based on bath smelting of bone-dry concentrates in a Continuous Reactor. This paper provides an overview of the relatively short plant history, its development and improvements together with operating indices achieved.

Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

"This paper investigated the refinement effect of pulse magneto-oscillation (PMO) on the solidification structures of medium carbon steel S45C in metal mould. The induction coil was positioned at the middle of ingot. The results showed that solidification structure of the treated ingots was remarkably modified with a transformation from well-developed dendritic structures to small dendritic structures or globular structures compared to the untreated ingot. The area fraction of modified microstructure regions reached more than 80 percent. A further experimental investigation had been done to understand the influence of refinement effect on the solidification structure under different mould size. Theoretical analysis demonstrated that the mechanism for the refinement of solidification structure was that PMO promoted nucleation near the mould walls and changed the interface temperature gradient and concentration gradient in liquid, eventually leading to a transition from the columnar crystals to the equiaxed crystals.IntroductionIn recent two decades, the electromagnetic processing of materials (EPM) has been widely used in many fields such as ironmaking, steelmaking, and solidification processing [1-6], where EPM can control melt flow, modify melt shape, reduce macro-segregation and refine microstructure. Pulse magneto-oscillation [7-9] (PMO), as a novel technique of EPM, has a remarkable effect on grain refinement and high potentiality to be used in industrial production. Compared with ultrasound refinement technique, PMO can be easily employed to metal solidification processing for long time in no contact with hot metal liquid by using a water-cooled coil. Another important advantage is that PMO needs smaller energy compared to pulsed magnetic field which needs a very high current to obtain a strong magnetic field to get a satisfactory effect. These advantages mentioned above are beneficial for industrial application, which make it potential to be widely used in future. Gong et al. [7] have studied the refinement effect of PMO on pure aluminum and find that PMO can significantly modify the solidification structure of pure aluminum. Li et al. [9] have reported the effect of temperature field on solidification structure under the influence of PMO. On the basis of these works, this paper has studied the effect of PMO on solidification process of medium carbon steel S45C in a metal mould, which can also provide some information for industrial application of this new technique."

"Lead alloys electro-winning from chloride melts was under investigation. Impurities concentration in cathode lead is strongly depended on temperature, electrolyte composition, anode current density. The equilibrium electrode potentials of lead-antimony alloys with the various content of electropositive metal in the alloy were investigated in the wide temperature interval. Thermodynamic properties of Pb-Sb alloys containing 20-95 mol% of Pb were studied by EMF method in temperature interval 723-873K in molten mixture of potassium and lead chlorides. Partial and integral thermodynamic characteristics were calculated. Small negative deviations from Raul’s law were found. Anode processes were investigated. The lead dissolution was found to be the only process in certain interval of current densities and electropositive metal content in alloy.IntroductionAt present human race is facing the problem of pollution by lead and its compounds and also the pollution influence on population health all over the world. One of the solution ways is the recycling lead containing technical wastes by ecologically clean technologies.World scientific community pays much attention to the electrolysis of molten salts. The usage of salt mixtures, as electrolytes, discovers new possibilities in the production of metals, metal compounds and alloys. ?????????? of the electrolysis at the temperature 50 - 200 °? above the melting temperature of chosen salt mixture allow to unbreaks processes, that undergo in the pre-electrode layer. The rate of the electrodepositing of elements are much higher than in the water electrolytes. At present there are technologies developed for production of metals (Ta, Nb, Ti, Zr, Hf, Ca, Al, Mg, Be, Li and others) by the electrolysis of the melts. Electrolysis of melts might be used in order to convert different technological formations containing lead and other nonferrous metals, that produced by different enterprises. According to the level of the influence on the living organisms lead is in the group of highly dangerous substances alongside with arsenic, cadmium, mercury, selenium, zinc, etc. Toxity and ability to accumulate in the human organism are two main sources of danger for the human being."

THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/64 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of "overdrilling"-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 3/4-in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in, larger than the original diameter of the bit, and a new 1 ¾ -in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1), a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere.

This article outlines various projects implemented at Rand Refinery to reduce effluent generation and freshwater consumption. The refinery generates about 2800 m³ of effluent annually and has initiated projects such as granulation water recycle and silver leach optimisation to address these issues. The granulation water recycle project has successfully reduced effluent volumes, while the silver leach optimisation has further decreased effluent by implementing stoichiometric addition of HCl and NaClO3. The vibratory shear enhanced processing (VSEP) trial showed promising results for gold recovery from wastewater, though further trials are recommended. The water savings of the effluent reduction projects are monitored by measuring the amount of effluent pumped to service yard effluent storage facilities with the use of flow meters connected on SCADA. Since the effluent reduction initiative of granulation effluent recycle in FY23, the effluent reduced to 2676 m³. The use of sulfuric acid in refining illuminating oils antedates the beginning of the petroleum industry in America by many years. It was used as early as 1792 by Tower in refining "coal oil" in the British Isles, and by 1860 there were 53 refineries in the United States manufacturing "coal oil," most of them using sulfuric acid as a refining agent. Following the completion of the Drake well in 1859, many of the "coal oil" refiners began to use petroleum for manufacturing illuminating oil, and their methods and equipment were adapted so far as possible to this new raw material. The value of sulfuric acid in refining L'coal oil" having been established, this reagent was immediately tried and found to be satisfactory in refining petroleum. Notwithstanding the tremendous advances in petroleum technology since that time, sulfuric acid remains today the most valuable and most widely used means for refining petroleum products. Early Methods of Disposal of Acid Sludge With the almost immediate expansion of the petrolrum industry came the problem of disposing of the acid sludge produced in the refining operations. While in 1859, the year of the discovery of the Drake well, a patent was granted for sludge separation and separated acid concrntration, most of the earlier refiners, and rnany of their successors, felt that separation and recovery of spent acid was uneconomical. Accordingly, many of then) disposed of the sludge in any way that seemed expedient nt the time. It was huricd in the refinery grounds, harged and tlurnped at sea, run into neighboring streams, or dumped into sewers. Some optimists carted it to open pits in the hope that it would eithcr sink into the ground or evaporate. Not so many years ago, the superintendent of nn eastern refinery, who was using the open-pit method of disposal, lost, a sludge cart, with horse attached, in such a pit. The horse was recovred almost immediately, but its availability for further use was reduced to zero by the loss of its hair.

The overproduction of crude oil in 1927 has received such widespread publicity, both within and without the industry, and the several factors which have brought about this situation are so thoroughly agreed upon by everyone, that it is unlikely the writer will in this brief review be able to contribute anything new. The entire story of low prices and demoralization revolves around two flush districts, Seminole and West Texas— the actual. performance of Seminole and the potential threat of West, Texas. The sustained production of California has been a contributing factor to this situation also. It seems reasonably certain that Seminole and West Texas will together dominate the industry during 1928, with Seminole probably destined to drop into second place, as additional pipe lines are completed into West Texas to care for its rapidly expanding production. It now appears inevitable that the production of 1928 will equal or exceed that of the past year, depending solely upon the rapidity wit,h which it is possible to market West Texas crude, and the degree of restraint which operators are willing to impose upon themselves in holding proved reserves of oil underground. Adversity has cultivated the growth of a promising spirit of cooperation which has accomplished practical results both at Seminole and in West Texas. Cooperation among oil producers has long been ardently hoped for, but prior to the past year it has never been effective on an important scale. The interests both of the industry and the public at large can best be conserved by cooperation in controlling production, and the widespread acceptance of this idea has paved the way for a more rational policy in the immediate future Production BY Major Districts The domestic production of the United States during 1927 amounted to 894,43.5,000 bbl. A gasoline recovery plant at a refinery is usually considered such a profitable investment, and performs so well apparently, even under conditions of low efficiency, that frequently but little attention is given it to make it perform at top efficiency. Further, there are so many other units in a refinery that demand most of the available attention that the recovery plant is left to shift for itself. "It seems to be doing pretty well so why bother with it," is sometimes the attitude toward it. On the other hand, there is no reason why it should not be placed on the same high plane of efficiency as that of many natural gasoline plants. The two problems, gasoline recovery from natural gas and gasoline recovery from refinery gases, have much in common. At some refineries the gasoline recovery plant produces too much gasoline, because too low a pressure is carried on the gathering lines and the condenser boxes are robbed of gasoline that they can and should take care of, and as a consequence the refiner fools himself into believing that his recovery plant is an extraordinarily fine unit, when on the contrary it may be working at low efficiency insofar as doing its rightful job is concerned.

Research is defined, scientifically, as a "systematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization should assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry has become a cheap commodity. The continual uncontrolled overproduction of crude petroleum, the intensive competitive condition in the marketing of petroleum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The purchaser has profited from the lower cost of gasoline by way of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics? Right now we are hearing much discussion concerning the development of a wider market for existing petroleum products and new products for existing or prospective markets. For instance, we can cite recent developments for use of propane, butane and ethylene. Butane has been found to be an efficient and inexpensive refrigerant, especially adapted to home refrigerating systems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for, acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carburation of coal gas, as we know that butane contains practically the gas enrichment as the same volume of gas oil and should prove to be a superior product for
