The Managalase area is remote and little visited by geologists or prospectors. Yet it holds the key to the tectonics and petrology of this part of Papua. The eastern Managalase plateau (M, Figure 1) lies between the Hydrographers andesite volcano (H) and Sesara shoshonite volcano (S) to the south of Popondetta on the Papua Peninsular. It contains over 30 small volcanic centres in an area of only 400 km2 . To the south and west lies the basic-utrabasic belt (B-UB) of the Morobe arc. This is the leading edge of oceanic plate obducted over the Owen Stanley Metamorphics during the lower Eocene time. To the east and southeast lies the Cape Vogel geosyncline where the western end of the Woodlark basin spreading centre enters mainland Papua. The extension of the spreading centre as a suture might pass as far as the southern margin of the Musa Coastal plain. A new pattern of plate tectonic motions has been determined by the global positioning system and the southern margin of the Woodlark plate has been redefined (Tregoning et al, 1998; Taylor, Goodliffe and Martinez, et al, 1999). The Managalase plateau is margined by two inferred faults. These outline a cusp protruding from the main basic-ultrabasic belt where these rocks are near the surface. The westerly arm of the cusp passes through the centres of the Hydrographers and Mount Lamington andesitic volcanoes. Mount Lamington overlies Quaternary alluvium and underlying Tertiary sediments (Arculus et al, 1983) but members of the basic-ultrabasic belt crop out on the southern flanks. The easterly arm of the cusp is an inferred shear zone (and ? fault) connecting up with the terminus of the suture on the Musa coastal plain. Movements on the two faults forming the cusp are thought to have produced the conjugate N-S, E-W faults on the plateau (Ruxton, 1966). To the east, and isolated, are the two large andesitic stratovolcanoes of Mounts Victory (V) and Trafalgar (T) which together form Cape Nelson. Mount Victory was last active in the 1890s. The Waiowa shoshonitic volcano explosion centres (W), last active in 1943 - 1944, lie near the suture adjacent to the actively rising Goropu mountains. Extension in these mountains is clearly demonstrated by the soil profiles being skeletal along a bounding fault and ageing uphill. The incision of small parallel ravines also dig deeper further upslope from the fault. To the south-east of Mount Suckling (K) the Dayman Dome is also an expanding mass. The Owen Stanley fault is parallel, and located to the south of the suture. The Mesozoic metamorphics form the backbone of the Papuan Peninsula. The intramontane Musa Trough is thought to date from the mid-Tertiary. At the eastern end of the trough Pleistocene and Recent ultrabasic breccias and alkali basalt crop out (Green, 1961).

SYNOPSIS The paper describes each of the stages in a carbon-in-pulp (CIP) or carbon-in-leach (CIL) plant, and details the steps that can be taken to achieve effective carbon management by referring to practices at the Daggafontein CIP plant. This approach was adopted because of the difficulty in summarizing current carbon management in the many varying operations in South Africa, Daggafontein being chosen as a high-tonnage dedicated well-run plant of recent design. Because of the major role played by the consumption of carbon in the operating costs of CIP and CIL plants, an attempt is made to develop a series of indexes based on quality parameters and price that can be used as a guide In the selection of carbon.

The paper describes a technique that has been developed by the Health and Safety Executive (USE) to make an assessment of the effectiveness of Health and Safety (H and S) management at complex sites. The paper then describes how the technique was adapted and used for the first time at a large coal mine. The results highlighted certain deficiencies in the safety management system, allowing directed advice to he given to management.

Based on the placement of lead and its consumption in industry branches, the paper deals with the composition of lead in the massive of Kopaonik. Removal, tenuity and grinding of galenit. The paper in particular treats the flotation process, and also treats physico-chemical bases of reagents in the process, as well as decanting, drying, filtering and storage of concentrates. Verification of the chemical composition of Pb concentrates with Pb, Zn, Bi, As, Sb, In, Au, Ag, etc. It is special that in Kopaonik massive the ratio of Pb: Zn composition is 1.4:1.0 and during the flotation lead is inclined to go with pirotines concentrate more than is allowed. We are strongly focused to maximally decrease the Pb amount that goes with pirotine concentrates and wastes. The paper as such gave the first effects in optimizing of these parameters with positive effects in flotation process in Trepca.

With the long lead time requirement for engineering and construction of mineral pro- cessing facilities and the costly financing arrangements necessary, effective project management is essential to the successful and timely start up of these major production units. An added complexity is the frequently remote location of such projects and the demands this imposes on efficient project staffing, scheduling, logistics and cost control. Parsons recent experience with major projects such as Greenvale in Queensland and La Caridad in the desert of Northern Mexico and at remote locations like Sar Cheshmeh in Iran are described. The applications being developed for improving project controls through the use of computer techniques such as MSCS-COPES, and readily accessible and versatile transportation means are reviewed.

Ballarat Goldfields Limited is currently re-opening the old workings of the East Ballarat Goldfield which contain an estimated 1800 ML of groundwater. The disposal of this 'minewater' was of concern: the minewater is of moderate salinity; increased salinity levels have interfered with agriculture and water use at a number of locations downstream from Ballarat. Extensive numerical studies indicated that treated minewater could be discharged into the Ballarat Creek system for dilution by sewage effluent and by surface runoff after rainfall events. An automatic real-time salinity management system has been developed to enable the disposal of saline minewater in this fashion. A desk top computer operates the system: discharge and salinity readings are taken automatically each hour and filed away; the maximum allowable rate of discharge of treated minewater is calculated; pumps are switched on and off. The system readily enables daily, weekly and monthly data reports together with floppy disks of 'raw' data to be prepared in formats suitable for direct submission to the Victorian Environmental Protection Authority.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. In South Africa, as in many other countries, the young engineering graduate is promoted quite soon to a management position where he uses less technical skills and more people-oriented skills. In the standard undergraduate curriculum for engineering, little attention is paid to the non-technical issues of the profession. An undergraduate course in management techniques cannot be a substitute for a MBA or Masters degree in engineering management, but can at least create an awareness of the practical problems facing the engineering manager. The aim of this paper is to provide an outline of such a course structure at the University of Stellenbosch. A survey is also presented on management training in the South African and Australian mineral industries. Feedback from students and graduates indicates that the fresh graduate does not fully appreciate the value of such a course until he/she achieves a position of responsibility after two or three years. Nevertheless, the management course appears to be successful in widening the perspectives of the engineer. As explained frequently in management journals, the technically oriented person (the engineer) has a convergent thought pattern, which could be in conflict with the more divergent thought pattern of the top, personnel or marketing manager. It becomes increasingly imperative for the young minerals engineer to be externally oriented instead of the traditional internal focus of engineering. The engineer should not only be aware of environmental issues in the technical design and operation of plants, but should also understand the inter-relationship between public relations, political pressures and environmental perceptions vis-d-vis technical facts.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. J., and whether there are. any traces of zinc in these Brazilian-deposits. J. T. SINGEWALD, JR.-We did not think of them at all as analogous to the Franklin Furnace deposits and there is no appreciable percentage of zinc present. INTRODUCTION FOR a number of years Russia, India and Brazil have outranked .all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.

AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. J. Sharshall Grasty referred to recent development work-in Virginia where of 30 per cent easily concen-trated manganese ore about 300,000 tons has been blocked out and possible and probable ore amounting to 700,000 tons more is indicated.
