The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

Natural gas was the only economically significant mineral produced. A significant amount of the gas output was consumed in the production of nitrogen fertilizer and electric power. Proved reserves of natural gas were abundant and at least sufficient to supply most of the country's industrial and domestic needs for many decades to come. Other mineral production was of little importance to the Bangladesh economy, although there were prospects for developing some of the nonmetallic minerals. The flat river-delta terrain comprising nearly all of Bangladesh made the potential for discovering major, economically exploitable mineral deposits poor. The deep sediments, however, have good potential for crude oil or additional natural gas discoveries.

Bangladesh, whose population probably passed 100 million by yearend, remained one of the poorest countries in the world, with a per capita gross domestic product (GDP) of $126.2 Its only economically significant mineral production was natural gas. A few other minerals or mineral-based commodities were also produced, generally for local consumption. These included cement, clays, nitrogenous fertilizers, limestone, salt, steel, and pilot plant production of ilmenite and rutile. Exploration for oil was a continuing quest, which was hindered by a lack of funding and a hesitancy on the part of foreign petroleum companies to make long-term or expensive exploration commitments. PODUCTION AND TRADE Production of natural gas continued to increase as more use was being made of the abundant gas reserves variously put at between 7 and 16 trillion cubic feet. The main consumers were nitrogenous fertilizer producers and electric powerplants, but other industries were converting to natural gas from imported coal or fuel oil wherever possible.

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

Natural gas was Bangladesh's only significant exploited mineral. A few other minerals or mineral-based commodities were produced for local consumption. The most valuable were nitrogen fertilizer, salt, cement, and clay for brick.2 The most important mineral industry development of 1987 was the start of modest production of crude oil, the first discovered and produced in the country. PRODUCTION AND TIADE Production of natural gas from the nation's huge reserves continued to increase but was limited by the lack of residential and industrial demand. Gas reserves of 7 trillion to 16 trillion cubic feet were sufficient for far more production than the country could efficiently utilize for many years. The country's consumption-to-reserves ratio was one of the lowest of the developing nations. Mineral exports have been insignificant, comprising a small amount of nitrogen fertilizer. Nitrogenous fertilizer exports could become important when planned new capacity comes on-stream. Mineral imports were dominated by crude petroleum.

Mineral production was of minor importance to the country's economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh's strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

Cameroon's mineral industry continued to be dominated by crude petroleum, The economic development of the country depended on the production and export of crude on. Output was estimated to be 49 million barrels in 1985 compared with 56 million barrels in 1984 and 47 million barrels in 1988. The country's only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

Cameroon's mining industry continued to be dominated by crude petroleum. The value of petroleum output was estimated at $1 billion.2 The 1982 gross domestic product (GOP) was approximately $8.4 billion. During 1981, crude oil export revenues increased in value 30%, comprising approximately 56% of Cameroon's total export earnings. The 1982-87 5-year plan emphasized, hydrocarbon and agricultural development and targeted the exploitation of bauxite and clay deposits. New petroleum legislation was promulgated on November 26, 1982. Public Law No. 82-20 detailed hydrocarbon companies' obligations concerning oil and gas discoveries and exploitation. In general, the Cameroon Government has participated in joint ventures with private companies and has levied a 57.5% petroleum tax plus adjustable royalties. Exploration expenses were paid by concession holding companies, and the Government in the past has reimbursed 50% of expenses under certain conditions.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

Crude petroleum, the only commercially exploited mineral resource in Cameroon, continued to dominate developments in the mineral industry sector. International mining concerns have expressed interest in developing Cameroon's bauxite and iron and steel potentials. Domestically, the mineral industry focused on production of fertilisers for agricultural development, infrastructure construction, and hydrocarbon development, through the nearly self-sufficient production of fertilizer materials, cement, and crude oil. The mineral sector contributed 5.6% to the estimated 1981 gross domestic product (GDP) of $6.5 billion.2 Petroleum exports accounted for approximately 4.5% of the 1981 GDP and exceeded coffee and cocoa exports for the second consecutive year. The trade gap widened during the fiscal year ending on July 80, 1981, owing to a 21% increase in exports and a 25% increase in imports. Offsetting these balance-of-payments difficulties, typical of developing countries' early economic stages, were increases in foreign exchange reserves to $71 trillion by May 1983.

The mineral industry of Afghanistan improved substantially in 1976 as asbestos production was begun and feasibility studies were made of possible copper and iron and steel industries. The remarkable event of the year was the introduction of Afghanistan's 7-year economic and social development plan which covered the years 2976-82. The 7-year plan established ambitious goals for a gross national product (GNP) annual growth rate of 6.3% during its duration. To achieve this target, large increases in expenditures for economic development were programed in virtually every sector of the economy. Foreign assistance, in particular, was expected to finance a large share of new development projects. The major components of the plan were the development of transportation (highways and railroads), oil and gas exploration, construction of a copper smelter to exploit the copper deposits near Kabul, and development of an iron and steel industry to exploit the rich iron ore deposits in the central part of the country. Exports during the plan period were to continue to be principally agriculture products and natural gas to the U.S.S.R.

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.
