Taken in all its bearings there is, perhaps, no more interesting coal-field than that locally known and designated as " Wilmington," both on account of the superior qualities of its product as a household and steam fuel, when compared with other Illinois coal, and its geological position. The territory underlaid with coal, to which this name was originally given, embraced a very small area, including only the south half of sections 31 and 32 (township 33 north, range 9 east) in Wilmington township, and sections 5, 6, 7, 8, 17, 18, 19, 30, and 31, with occasional outliers in sections 3, 4, and 9, and, possibly, in sections 20, 28, 29, 30, and 32 (township 32 north, range 9 east) of Reed township, in Will County, comprising eleven square miles of workable coal within the known basin. THE opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, and whom he had had the pleasure of meeting on the shores of Lake Champlain. THOUGH the fall meeting of the Coal Division was held in the heart of the anthracite section, at Hazleton, Pa., the bituminous industry was well represented also, and the two groups found much common ground for discussion. The' technical part of the program was confined to two sessions in the morning and afternoon of the first day, Friday, Oct. 14, the evening and the following day being reserved for field trips and social functions. The attendance more than met the expectations of those in charge of the arrangements; there seemed no hint of depression here.

"HCl leaching using molten salt hydrates has the potential to improve the extraction of nickel from laterite ores. However, as in other HCl leaching applications, recovery of HCl is key to process economics. Spray pyrohydrolysis, which is used in current chloride-based flowsheets, is associated with a high energy cost. The authors have developed a proposed laterite leach circuit using an alternative HCl recovery route. The leach circuit envisions a leach by concentrated (33%) HCl in an MgCl2 molten salt hydrate (MSH) or brine medium, followed by Ni/Co recovery and iron precipitation. Magnesium and chloride are precipitated from solution as magnesium hydroxychloride; this hydroxychloride is thermally decomposed to produce HCl gas. The proposed flowsheet employs a chloride leach circuit with simpler equipment and lower energy cost than in the conventional practice of pyrohydrolysis. Laboratory work investigated key aspects of the flowsheet, including precipitation of magnesium hydroxychlorides and their composition; magnesium hydroxychloride thermal decomposition; and iron control.Introduction As sulphide nickel ores become harder to mine and more complex to process, laterite ores will increase in importance. Laterite ore deposits can be divided into two main mineralogies. Limonite ores consist mostly of hydrated iron oxide, FeOOH, with 1-3% nickel substituting for the iron. Saprolite ores consist of iron-magnesium silicates, (Fe, Mg)2Si04, again with some nickel substituting for the metal ions. Limonite ores can be treated using the HP AL (High Pressure Acid Leach) process, in which the ore is reacted with sulphuric acid at high temperature in an autoclave. HP AL, however, cannot in general be used to treat saprolite ores because the magnesium enters solution and consumes sulphuric acid, which results in excessive spending on lixiviant. It is therefore desirable to find a hydrometallurgical process specifically for saprolite ores that can provide better results than the treatment options currently available."

The cooling of smelter gases by air dilution, adiabatic evaporative cooling and indirect heat exchange is discussed with reference to the ,process, to the subsequent cleaning of the gas and to the use of the heat extracted from the gas. The method of reducing the effect of acidic ,sulphide formation on the corrosive properties of the gas and the dust and the development of surface cleaning mechanisms are discussed. The development of indirect recuperators using air, water or steam cooling, made 'possible by the control of surface fouling is traced. The application of the modern Waste Heat Boiler to the new sulphide smelting processes is discussed with respect to the natural and forced circulation concepts. Case histories are presented to illustrate mistakes made with respect to designs produced without recourse to sensitivity analysis and without an appreciation of "worst process conditions".

It was recently proposed to use the pastefill technology as a surface tailings management method. Surface paste is an economic and safe storage method that respects current environmental regulations. There are many problems related to accidents that occur in conventional tailings damps. In this study, the applicability of the surface paste disposal (SPD) method for a Pb-Zn mine in western Turkey was examined. Density was 3.084 and specific surface area was 0.899 m2/g. The mill tailings have very low plasticity and show characteristics of clays and silts in terms of the Unified Soil Classification System. The particle size distribution of the tailings was 39.2% particles finer than 20 µm. The results of this study showed that the physical and chemical properties of mill tailings make them suitable for SPD.

The Cannon mine, located in north-central Washington is mining gold hosted in silicified Eocene-age arkosic sediments arrayed along a regional strike-slip fault system. Branches of the Eagle Creek fault have broken the Chumstick Formation into blocks and wedges, and have caused intense deformation of stratigraphy in the mine. Mineralization at the Cannon mine (B-Reef) and O-Reef (L-O mine) is a bulk silicification with high grade cross-cutting veins containing principally electrum, silver sulfosalts and pyrite in a gangue of quartz, adularia and calcite. Orebodies have very irregular shapes, but tend to follow stratigraphy and high-angle pre-mineral fault breccias and splays developed adjacent to the major faults. Both B-Reef and O-Reef occur at significant bends in the regional trend of major fault strands. Mean gold grades decrease upward from near sea level to the 300 m elevation at the Cannon mine. A new discovery, the A-Reef is hosted by a moderately dipping structure which is at a low angle to bedding. Fluid inclusion studies of B-Reef ore zones indicate dilute ore-bearing fluids boiled at temperatures between 185 and 2850 C at a depth of 1 km. Many ore zones are bounded by sheared mudstone and claystone and a much broader halo of argillic alteration comprising illite, smectite and sericite. Trace and major element analysis by ICP-ES for 33 elements, LECO for S, Hg by CVAA and gold by AA-FA shows dispersion patterns hundreds of meters outward from the known orebodies in the Cannon mine. Geometric mean comparisons, hierarchical R-mode cluster analysis and single element spatial plots show that Hg, As, Sb, S and K/Al compose a suite of elements which are significantly dispersed away from, and increase toward mineralization. Ba, Ca, Na, Mn, V and Zr decrease toward mineralization. The suite is more selective than gold with respect to known mineralization within the exploration area.

Conventionally, carbon steel has been the primary material for salt mine headframe construction, protected by specialty paint layers to prevent corrosion. These layers require meticulous QA/QC during fabrication and erection, and the top UV protection layer typically loses effectiveness after an average of 10 years, necessitating ongoing maintenance. As headframes age, significant structural repairs are often required. Alternatively, stainless steel can eliminate corrosion concerns, though its high initial cost has limited its use in headframe design. However, when factoring in long-term maintenance costs, a 'maintenance-free' stainless steel headframe can be an attractive option for stakeholders. This paper compares the structural performance and economic considerations of painted carbon steel and stainless steel headframes, including initial capital and long-term maintenance costs. Additionally, it explores a hybrid approach, strategically using carbon steel in low-contamination areas to reduce initial costs and significantly minimize future maintenance efforts.

"The Broadmeadow mine is a punch longwall mine owned and operated by BHP Billiton Mitsubishi Alliance (BMA) in the Bowen Basin of Queensland, Australia. In 1999, an exploratory adit was driven as part of the feasibility study for the establishment of the mine. Subsequent development of the mine in 2004 started some distance away from the initial test adit. Ten years later, the trial adit would be used as the headgate of the 5'h longwall panel. However, multiple roof falls had occurred in a heavily jointed area over a distance of 1, 000 ft (300 m) during the past 10 years. Due to the immediate coal roof, low stress environment and time, some of these falls had progressed to 38 ft (11.5 m) above the mining floor. As a result of the extensive work involved and safety implications of trying to recover the roof falls conventionally, a strategy was developed to fill these roof falls with a cement based product from the surface, down boreholes, and redrive the roadways through the consolidated roof fall material. This paper describes the process of rehabilitating these roadways, the results when the roadway was redriven and the headgate performance as the longwall mined through the area.INTRODUCTIONBMA operates 7 open cut and 2 underground mines in the Bowen Basin of Queensland, Australia producing over 50 mt per year of high quality coking coal. As a result, BMA has established over 150 miles (250 km) of open cut highwall.Broadmeadow Mine is a punch longwall mine located 22 miles (35 km) north of Moranbah in Queensland, Australia on the western limb of the Bowen Basin Coal Measures (Figure 1). Broadmeadow Mine commenced development in 2004 and began longwall operations in 2005. Broadmeadow is currently completing the fifth longwall panel and produces over 4 Mt per year of high quality coking coal. Mining is undertaken in the Goonyella Middle Seam, which is 21 to 25 ft (6.5 to 7.5 m) thick in the current mining area.The mine layout required the use of an old exploratory gateroad as the headgate of its 5th longwall. This gateroad had experienced numerous large roof falls and required extensive rehabilitation."

Reduce dust exposure of longwall shearer operators by keeping them upwind of the primary cutting drum. Approach Use a different coal cutting sequence by cutting from headgate-to-tailgate, making the cleanup pass from tail-gate-to-headgate. How It Works The cutting action of the shearer drum is usually the primary source of respirable dust at longwall shearer faces. Dust exposure of the shearer operator is deter-mined by his position relative to the lead drum, which is normally in the raised position taking a full sump. On long-wall faces where the cut pass is taken from tail-to-head, against the primary airflow, the shearer operators must remain at their controls, on the return-air-side of the primary dust source, to maintain proper control. A simple method to lower shearer operators' dust exposures is to extract the primary coal from head-to-tail, thus positioning the operators up-wind of the lead cutting drum. The bottom coal is then cut, and the floor cleaned by the trailing drum during the tail-to-head cleanup pass. This sequence places the primary dust source, the cutting action of the shearer drums, on the return-air side of both shearer operators, except when cutting out at the longwall headgate.

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. The potential risks of working with lead have been recognised for centuries, but it is only with the development of sensitive measuring techniques in relatively recent years that it has been possible to establish effective approaches for the monitoring and control of lead exposure. This paper examines the principal control measures employed today - lead in air and lead in blood - and reviews the evolution of numerical standards, with particular reference to the latest understanding of health effects. In addition to lead, a large number of other metals are commonly encountered when producing lead and zinc - both primary and secondary - and the health effects of many of these are discussed. Modern hygiene practices and technologies, which have proved successful in reducing worker exposures, are reviewed. The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. "Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

AVAILABLE data for the first nine months of the Year indicate that accident occurrence in metal mining was well on its way to an all-time low for 1939. However, the relatively rapid pickup in mining production in the fall will be likely to boost both accident occurrence and also accident rates. Results of the National Safety Competition for 1938, the fourteenth of its kind conducted by the U. S. Bureau of Mines, were published in August, 1939. W. W. Adams, statistician of the bureau, states that "with 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost- time accidents occurred during the con- test year." The National Safety Competition provides a means whereby mines and quarries may engage in active competition to stimulate their safety programs. Companies in the contest can compare their records with those of similar plants operating elsewhere and thereby determine to what extent their safety programs are successful. The Joseph A. Holmes Safety Association gave over 150 awards for safety performance in the mineral industries in 1939 and a remarkable phase of these awards was the considerable number given to individual miners who had worked fifty or more years without sustaining a lost-time accident.

A STRIKING testimonial to the value of safety was contained in an ad- dress given in May, 1936, by A. R. Young, vice-president of the United States Steel Corp.: In the period from 1906 to 1935 we have spent $24,860,540 on safety work. By comparing the cost of "prevented" accidents by the cost of settling similar accidents, we found that we had made a saving of $117,224,238. Even if those figures are 50 per cent wrong, at least we got back every dollar we paid for safety and another with it. I don't think anyone has to blush before his board of directors for an investment of that kind.

INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.

GRATIFYING progress continues towards the elimination of the hazards confronting health and safety in and about mines. Employers and employees are diligently co-operating. One of the outstanding movements towards this end is the National Safety Competition conducted by the U. S. Bureau of Mines. William W.
