Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. The major underlying threat to man's successful survival and happy existence on this planet is our own prolification. This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

This paper provides an overview of the international ?state of the art? with respect to underground coal mining methods used in seams of thickness greater than 4.5 m, through a review of a selection of high performing thick seam mining operations around the world?both Single Pass Longwall (SPL) and Longwall Top Coal Caving (LTCC). The paper discusses the recent operational experiences from these selected faces, together with the ground control issues faced, and identifies some of the major, inherent geotechnical factors that can influence the mining method selection, design criteria, and ultimate performance, from both an operational and safety perspective. It is clear that both of these methods are developing quickly? not only from an operational and equipment perspective, but also from the understanding of critical geotechnical criteria. There is an increasing role for both methods in thick seam environments, although the higher SPL faces will only be successful in the near to mid-term under benign geotechnical environments. Regardless of the method, a thorough understanding of the critical geotechnical factors is a key to successful implementation of either method.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

Current over-capacity in coal production provides assured and relatively low-cost supplies to coal importers. At the same time, it is of serious concern to coal producers who invested considerable sums in the expectation that overseas demand would continue to grow rapidly. This paper assesses the reserves available for export, the export facilities, the coal supplies which can be put through them, and the market prospects for the future. It assumes, rightly or wrongly, that there will be no major and prolonged disruptions in supply from any major sources of coal. COAL RESERVES FOR EXPORT Economically recoverable reserves in the non-communist world amount to about 470 billion tonnes. These are sufficient to sustain current production levels of 2 billion tonnes a year for 235 years.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

International trade in minerals plays a very important role in the economic growth of many nations. Several less developed countries a1•e heavily dependent on their mineral exports for earning foreign exchange, which is needed for industrialization. Mineral exporting nations experience many problems in international mineral markets; the most important are tariff barriers, deteriorating terms of trade, instability in metal prices, etc. The formation of international mineral cartels to raise prices can be successful only to a limited extent and only for a short period of time.

NONMETALLIC MINERALS, exclusive of fuels, may be divided into three groups: Building materials, fertilizer minerals, and miscellaneous minerals. Building materials, such as sand, gravel, slone, lime, and the ingredients of cement and clay products, occur widely in nature and are thus available near consuming centers at relatively low prices. Cost of transportation over great distances deters any' substantial movement in world trade. On the other hand, fertilizer minerals, such as phosphate rock, potash, nitrates, sulfur, and pyrite, and the miscellaneous nonmetallic minerals, such as long-fiber asbestos, mica, graphite, fluorspar, and china clay, do not have such widespread occurrence and consequently contribute the major part of the world's commerce in such minerals. DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

"Canada now supplies 23 per cent of the world demand for potash. Although potash is produced by many countries, Russia and Canada have the greatest reserves and capability to supply the future substantial demand over the next decade. It is estimated that demand will grow from 38,000,000 mt KCl in 1975-76 to 60,000,000 mt KCl in 1985-86. Current firm expansion plans and development underway in the world will move Russia to the forefront in supplying this demand growth. Russia will move from supplying 40 per cent of world demand in 1975 to supplying as much as 52 per cent in 1981. Canadian deposits suffer from natural disadvantages, such as high costs and risks of mine development and operation, and high-cost transportation to international markets, but experience has shown that these natural barriers can be surmounted to effectively compete in these international markets. However, Canadian potash is losing out in the race to supply the growth in the world potash demand over the next ten years because of artificial barriers raised through the unhealthy environment created by the current battle between different levels of government and the industry over resource taxation and legislation."

This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

YOU will likely recall the accomplishments of the International Geophysical Year of 1957, with its polar expeditions, the discovery of the Van Allen radiation belts and the spectacular launchings of the first artificial earth satellites. Our know ledge of the exterior of the earth was greatly increased by this international, friendly, cooperative scientific investigation. The Inter-national Union of Geodesy and Geo-physics has now been joined by the new International Union of Geological Sciences in sponsoring a similar study of the earth's interior. The program will extend from January, 1962 until December. 1964, and is known as the International Upper Mantle Project. During the T.G.Y studies of the interior of the earth were relatively neglected, even though the same international •Cooperation in obtaining simultaneous world-wide observations, by similar instruments, is required to locate and study earth-quakes, for example, as it is to study the earth's upper atmosphere. The upper mantle is 1•emote from man, as it extends from a depth of about 10 km. to perhaps 1000 km., but its practical importance is great.

This Workshop was held at the Doubletree Inn, Seattle, Washington from September 26 to 28, 1997. Run under the auspices of the Deep Foundations Institute (DFI), it was co-funded by the newly formed Japanese Association of Micropiles (JAMP), and the Federal Highway Administration (FHWA). The Workshop was jointly organized and facilitated by Fujita Research Corporation and ECO Geosystems, Inc., with close support by Donald B. Murphy Contractors, Inc. DFI kindly consented to publish these Proceedings. As is clear from the list of attendees, 42 specially invited engineers from all aspects of micropile technology were present, representing Japanese, European and American practice. This proved to be a most friendly and interactive group of people, who freely exchanged ideas, views and close comradeship, not only during the technical sessions, but (and especially!) during the numerous social events. Perhaps the best illustration of this came in Day 2 when the attendees were divided into five competing teams, each comprising representatives from the different geographic groupings. These teams had to quickly devise solutions to two technical problems (using standard data previously provided. A team of "referees" (who also acted as "coaches") later determined the most apposite response, based on constructability design concept, cost, schedule and so on. Not only were the winning team very liberal in distributing the prize (vintage California champagne) among themselves, but the whole Workshop soon benefited from their generous division of the spoils of victory.
