[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

NO thought had been given to deep level mining at the Alaska Juneau mine prior to 1930, but in that year a prospect winze was started and continued for 1000 ft. vertically below the main haulage or adit level. The point at which this winze was started was selected entirely by the prevailing physical conditions, such as proximity to established workings, convenience, and the presence overhead of a substantial pillar of dimensions sufficient to lo¬cate the sheave wheel and loading pocket. It was, therefore, with some surprise that the unusually high-grade ore found just below the collar of the winze persisted, with certain vari¬ations, to a full depth of 1000 ft. vertically. Likewise this unusually high-grade ore was found to persist on the various crosscuts driven on levels at 200-ft. vertical intervals. To be brief, this deep level work found richer ore than any yet found in the mine over like areas, and inasmuch as the area was sufficient to plan for extensive deep level mining, plans for such work were given extended consideration.

Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. However, the problems facing mineral development are of equal magnitude, and include:

"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

Alaska?s known mineral endowment includes some of the largest and highest grade deposits of various metals, including gold, copper and zinc. Recently, Alaska has also been active in the worldwide search for sources of rare earth elements (REE) to replace exports now being limitedby China. Driven by limited supply of the rare earths, combined with their increasing use in new ?green? energy, lighting, transportation, and many other technological applications, the rare earth metals neodymium, europium and, in particular, the heavy rare earth elements terbium, dysprosium and yttrium are forecast to soon be in critical short supply (U.S. Department of Energy, 2010). The REE, accompanied by other high field strength metals (such as Nb, Zr, Ti, Th, W), are associated with alkaline complexes of the Hogatza Belt in northwest Alaska; peraluminous tin-granites of the Ruby batholith in central Alaska and the Porcupine plateau in the northeast; and peralkaline intrusive complexes in the southwest Alaska Range west of Anchorage, and on Prince of Wales Island in southeastern Alaska. Limited evidence suggests that the heavy REE are associated with deposits that became more highly evolved by late hydrothermal processes.

To Americans, Alaska occupies a unique position, both geographically and historically. The only integral portion of the United States lying in the sub-Arctic and Arctic regions of the Earth, the early remoteness and climatic conditions effectively combined to impede the economic development of this area. Although Alaska has been a part of our Nation since 1867, its mining industry is still at that stage of development which characterized the West 100 years ago when miners concentrated on high-grade lodes and rich placer deposits. Since World War II, however, there has been a noticeable increase of interest in the raw materials of the North. This concern has been most noticeable in Canada, Scandinavia and Russia, but it has been, and is being shown in Alaska. To the American mining industry, the potential importance of this State can be summed up by the question, "Can Alaskan mining compete successfully with those of other states and countries?" The answer revolves about the vital factors of geography, economics, and the political turmoil of the World. These aspects are among those discussed on the following pages in a series of articles by Alaskans and non-Alaskans alike. We invite you to read "Alaska: Regional Report."

DURING the past ten or twelve years, the average reader of newspaper and magazine articles has been led to believe that enormous deposits of high-grade coal exist in the northland and that these can be mined for practically nothing. But much of the reputed glitter and attractiveness of Alaskan coals disappears when viewed at close range. Many areas of coal-bearing rocks are widely distributed geographically from Cape Lisburne, on Bering Sea, to Admiralty Island south of Juneau. Bituminous coal is found at Cape Lisburne, on the Bering Sea, at Five Finger Rapids on the upper Yukon, and at Herendeen Bay and Chignik Bay; lignite is found on the Kobuck River, along the Yukon River from points near the mouth to Tonakat, near Rampart, at Dawson, on the east shore of Cook Inlet, and in the Tanana Valley, 50 mi. south of Nenana. The Susitna and Matanuska Valleys contain coal ranging from lignite to anthracite, and in the Bering Lake district, there are coals ranging from semi-bituminous to anthracite. No effort will be made to describe all of these fields, but the writer wile confine himself to the four principal fields, namely, the Nenana field, in. the interior of Alaska, tributary to the Fairbanks district; the Matanuska, field, in the Matanuska Valley; the Kachemak Bay field on the east shore of Cook Inlet; and the Bering River field, east of the mouth of Copper River.

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. The fusion-point of clay has usually been considered to be influenced chiefly by the quantity of fluxing impurities which the clay contained. Those clays which contain a high percentage of fluxes, such as ferric oxide, lirne, magnesia, and alkalies, fuse at a low temperature. Aside from the percentage of fluxing-impurities, the size of the grains exerts an important influence. Yet, while this fact has, no doubt, been recognized by many, practically no attempts have been made to prove it by actual experiment, although in the case of fire-clays, Prof. H. O. Hofman has rather disputed it. To illustrate the point more clearly, suppose a clay to be made up of a mixture of very refractory grains, such as kaolinite, and some fusible ones. If this clay be heated, the more easily fusible grains will melt first on the surface, and the softening under heat will gradually extend from the surface of the grain to its center. The larger, therefore, the size of the grain, the longer the time required for the heat to penetrate it. Now, if two samples of clay contain the same volume of flux, but of unequal size, the one containing the smaller-sized grains should fuse first, because the fluxing materials are more evenly and thoroughly distributed through the clay, so that they will more or less surround the refractory grains, which tend to act as a framework and hold up the clay-mass when heated. In order to demonstrate the effect of fineness of grain on the fusibility of clay, several mixtures were made up, consisting of white clay and other minerals. The white clay used was a very refractory type from Georgia, the fusion-point of which lay about cone 35 of the Seger series. The mixtures were formed into small bars 1* inches long, and set on a narrow surface, so that the ends were free to bend as soon as the mass softened. They were burned in a Seger gas-furnace.

A solution of lead-fluosilicate, containing an excess of fluosilicic acid, has been found to work very satisfactorily as an electrolyte for refining lead. It conducts the current well, iseasily handled and stored, non-volatile and stable under electrolysis, may be made to contain a considerable amount of dissolved lead, and is easily prepared from inexpensive materials. It possesses, however, in common with other lead electrolytes, the defect of yielding a deposit of lead lacking in solidity, which grows in crystalline branches toward the anodes, causing short circuits. But if a reducing-action (practically accomplished by the addition of gelatine or glue) be given to the solution, a perfectly solid and dense deposit is obtained, having very nearly the same structure as electrolytically-deposited copper, and a specific gravity of about 11.36—that of cast-lead. Lead-fluosilicate may be crystallized in very soluble, brilliant crystals, resembling those of lead-nitrate and containing four molecules of water of crystallization, with the formula PbSiF,,4H20. This salt dissolves at 150 C. in 28 per cent. of its weight of water, making a sirupy solution of 2.38 sp. gr. Heated to 60° C., it melts in its water of crystallization. A neutral solution of lead-fluosilicate is partially decomposed on heating, with the formation of a basic insoluble salt and free fluosilicic acid, which keeps the rest of the salt in solution. This decomposition ends when the solution contains, perhaps, 2 per cent. of free acid; and the solution may then be evaporated without further decomposition. The solutioi~s desired for refining are not liable to this decomposition, since they contain much more than 2 per cent. of free acid. A part of the field-seasons of 1900, 1901 and 1902 mas devoted by the writer to a study of the manganese ore-deposits of Georgia. A report embodying the results of this study is rapidly nearing completion, and when finished it will be published as a bulletin of the Geological Survey of Georgia. I believe, however, the importance of these deposits warrants a separate and earlier publication than that made possible by the Survey, in which the more important results of the study are briefly set forth. It is principally for this reason that the present paper has been prepared. Previous Work.—Some of the more important deposits of manganese occurring in the Paleozoic area of Georgia were studied to some extent previous to 1890 by Dr. Penrose;t and again in the early nineties by former State Geologist, J. W. Spencer. In a recent paper published in the Transactions, on the " Geological Relations of the Iron-Ores in the Cartersville District, Georgia," Dr. Hayes briefly mentions the manganeseores of the same district. In the course of some experiments conducted in the Metallographical Laboratory of Harvard University, some interesting facts were brought to light which appear to be worth recording in advance of a more elaborate and exhaustive paper which the authors hope to present to the Institute in the near future. Fig. 1 shows, under a magnification of 100 diameters, the microstructure of the cross-section of a steel bar 1/2-inch square, containing 0.52 per cent. carbon, heated to 1100 degrees C. and cooled slowly with the furnace. Fig. 2 illustrates the structure of the same steel, heated to the same temperature but cooled more rapidly in the air. Both samples were cut from the same bar and heated side by side in the furnace. When a temperature of 1100 degrees C. had been reached, one sample was taken out of the furnace and allowed to cool in the air, while the other was cooled with the furnace. The only difference, therefore, in the treatment of both samples will be found in their respective rate of cooling. This variation in the rate of cooling resulted, as shown

The attention of travellers, upon the desert bordering the Great Colorado of the West, is often arrested by broad stretches of pebble-covered plains, or mesas, glittering in the sunlight from the myriads of polished surfaces, giving, at a distance, the appearance of a sheet of water. It is not alone the well-rounded, polished surface of these pebbles which commands attention, but, in addition, their nearly black or darkbrown color; and, above all, their uniform distribution in a level sheet, covering the plain in a continuous layer or pavement like a vast mosaic without sand or soil. Hundreds of square miles along the lower Colorado, especially in Yuma county, Arizona, and on the borders of the Colorado Desert in California, are thus covered. It is evident that the former cxtent of such pebbly plains was much greater than now, for the continuity of the mesa is broken into by the numerous dry arroyos or " washes " formed during exceptional showers or deluging rains. In some places there is an underlying bed of pebbly conglomerate, a mixture of pebbles and sand; in others the pebbles rest on a sandy, earthy foundation. The rounded pebbles are distinctly alluvial in origin, and pertain to the ancient Colorado drainage system; but it is not comprehensible that such regular layers of polished pebbles could have been left by subsiding floods or river action. Attention was early directed by me to these remarkable plains, first examined in 1853, when exploring for the United States and seeking a practicable route for a railway to the Pacific coast.* The cut and polished surface of the pebbles

Friends often ask how accurate the work of our little stamp mill is, or express the opinion that a little mill cannot do good work. As a reply we would like to place on record the results of a few tests. There are two periods of work in our laboratory; the fall term, when the class collectively goes through all our chief laboratory-processes, and the spring term, when the students work up their theses, each electing some one process or investigation and devoting himself wholly, or almost wholly, to that. Some of the tests, the results of which are recorded in this paper, were made in the fall term; the preparation of the apparatus, the sampling and the assaying being done largely by assistants, with the aid of the students. The removal of mine-water by hoisting in tanks instead of pumping, while somewhat a reversion to the methods of the ancients, has come very rapidly into favor in the anthracite region of Pennsylvania during the past few years. In fact, so much so, that at the present time there are at least eight large collieries at which all the water is hoisted, and six more plants are in preparation. The particulars of the plants in operation and under construction, as far as decided on, are given in the tables on pages 107 and 108. Besides these, the Delaware, Lackawanna and Western R.R. Co. is constructing a hoist of large capacity for a depth approximating 500 feet, to be located in the Keyser Valley, near Scranton. The hoists will be driven by electric motors, geared directly to the sheaves. The Lehigh Valley Coal Company is planning a large hoist for the Packer collieries in the Shenandoah district, but no work has been done on this as yet. The earliest regular hoisting, I believe, mas done by means of semi-cylindrical tanks (Fig. 1) at the Nanticoke collieries of the Susquehanna Coal Company. These tanks were attached under the regular shaft-carriages, taking in water through six large clack-valves in the bottom, and discharging through an endgate opened by a lever which was operated by a guide-piece on the shaft head-frame. These tanks were designed July, 1880, by the late J. H. Bowden, one of the very early members of the Institute. Similar tanks are still used in emergencies at the Nos. 1, 2, 3 and 6 shafts of the company. The objections to. their use were: that water could only be hoisted during the night-shift, or when the shafts were not in use for hoisting coal, thus requiring a very large sump, and greatly limiting the water capacity of the plants; that the alternate wetting and drying

IN THE Alumni catalogue of Amherst College and with the Class of 1848 is recorded the name of Louis Palemon Ledoux, who on graduating studied for the ministry at the Union Theological Seminary in New York and was ordained by the Presbyterian church. Louis Palemon Ledoux entered college from Louisiana and, as his name implies, was of French ancestry. His departure from the traditions of his forebears in register-ing in a Protestant college and later becoming a Presby-terian minister brought about some alienation from his family which, however, softened with the passage of years and disappeared between later generations. In time the Rev. Louis P. Ledoux was married to Kate C. Reid of New York City and was stationed for a year at Newport, Ky., where on Nov. 2, 1852, his oldest son Albert Reid Ledoux was born. The next year, the family moved to Monroe, Mich., where for two years the young clergyman was pastor of the Presbyterian church. A call to Richmond, Va., then led them to live from 1855-1858 in the, Virginia capital, but the father became afflicted with what was then regarded as a mysterious ailment, malaria, and to escape it migrated in 1858, when the young boy Albert was a little over five years old, to Cornwall-on-Hudson, and became pastor of the Presbyterian church in the lower village near the river. In 1861 he was honored with the degree of D.D. from the State Uni-versity of Indiana. Some years later throat trouble compelled the Rev. Dr. Ledoux to give up preaching and led him to establish a school for boys, known as the Storm King School, above Cornwall, on the slopes of Storm King Mountain. As a boy Albert Ledoux roamed the woods of Storm King and became deeply attached to this .wonderful hillside, commanding as it does an extended view of Newburgh Bay to the north and the remoter reaches of the Hudson. In his later years he built his home on its slopes and continued to roam its woods for his recreation. In later years, also, the writer used to look each October for the fringed gentian which Dr. Ledoux gathered in some secret nook to wear in his lapel. In the Storm King school, Albert Ledoux and his brother Augustus Damon, seven years younger, were educated and entered the School of Mines of Columbia College.

"The valuable materials resulting from the processing of gold-bearing ores are often refractory to direct gold recovery through cyanidation. There are multiple methods for chemical liberation of gold prior to cyanidation such as pressure and biological oxidation as well as atmospheric oxidation which is typically used in combination with physical activation of material by ultrafine grinding such as the Albion ProcessTM. This paper will examine the data from process testworks carried out to estimate the efficiency of the Albion Process™ for the oxidation of materials with a wide composition range prior to cyanidation. The data will be compared to that obtained by direct cyanidation of the feed (without oxidation) and from the testing of pressure oxidation on the feed prior to cyanidation. Albion Process™ tests were conducted in Institute TOMS with participation of Glencore Technology Pty Ltd (Australia). Refractory concentrates obtained from the ores of several Russian and CIS deposits were used as feed for the testing. These concentrates were also subjected to a material composition study and testing using conventional recovery methods. The resulted test data make it possible to perform an integrated assessment of process properties for materials with different compositions, compare performance of various process flowsheets for the materials under study, and conclude on efficiency of Albion Process™ application for gold recovery from refractory materials different in their composition.INTRODUCTION It is often the case that gold ore concentrates are refractory to gold recovery by direct cyanidation. This refractory nature is as a rule attributable to fine gold dissemination in minerals, most often in pyrite and other sulphides, as well as to the increased amount of components impeding cyanide leaching of gold due to cyanide consumption and reducing process conditions. The refractoriness of the concentrates results in low gold recovery values when conventional cyanidation technology is used. In this context, various additional processes are applied to breakdown such refractory sulphide concentrates, i.e. mechanical breakdown (fine and ultrafine grinding), chemical breakdown (atmospheric oxidation, e.g. Leachox, acid-oxygen oxidation, pressure oxidation – POX, bacterial oxidation – BIOX), and thermochemical breakdown (various roasting methods). Such breakdown processes allow for increase in recovery of finely disseminated gold during the downstream cyanidation, however, their application is cost-intensive and does not always ensure economic benefit."
