MUCH the same story can be told for the lead industry for the year 1945 as for the three previous years. In response to inquiries as to new developments, invariably the answer has been, "No new developments-our men either too busy with the man-power problem or trying to get production out." Time and efforts of industry have been concentrated for the most part on war or readjustment problems. Now that V-E and V-1 day have passed, the lead industry can justly be proud of its record in World War II. As in previous wars, lead played an important role and one of its most spectacular uses was in the production of the atomic bomb. We read that the part lead played was rather obscure, but as a protective agent, lead played a most significant role. "Since the materials in the Pile Plant are intensely radioactive, all storage and handling must be done behind thick concrete walls or lead shields. The material is never seen and all operations are auto matically controlled by a foolproof remote control system especially designed for this purpose." (Chews. & Met., Sept. 1945.) THE Huitzuco mercury deposits have been described by C. W. Vaupell,1 therefore the general information such as location, history, production, etc. will not be repeated here. The present owners acquired the property when the deep levels of the Cruz mine were flooded, and it was believed that a relatively large tonnage of low-grade ore and fills would be encountered in the flooded section, because of the early mining methods used in the Cruz mine. The mine was partly unwatered and about 187,000 tons of fills was pit-sampled in the San Cayetano stope. These fills average 2.4 kg. Hg per ton. During the period of maximum production at Huitzuco, the ores were sorted in the mine and cobbed into 3-in. pieces, which were treated in Scott furnaces. Large pieces of raw ore are found in the sinter, and it is indicated that both recovery and costs were not very satisfactory. Recent practice has been to treat the ores in closed retorts made of 10-in. pipes. Because of the presence of combined antimony in the mineral livingstonite (HgS.2Sb2S3) and considerable native sulphur, little or no metallic mercury is recovered in the condensers and a second retorting of the condenser muds is necessary. This makes the treatment of the ores expensive and tends to low recoveries of mercury. The principal costs of retorting are, in their relative order: (1) fuel, (2) low recovery of mercury, (3) replacement of retort pipes, (4) labor. METHODS TESTED Three series of experiments have been made, with the object of reducing the costs of recovering mercury and antimony from the ores, by: (1) wet metallurgical methods, (2) bulk roasting in large mechanical furnaces, (3) concentration to reduce the bulk to be followed by roasting in some mechanical furnace. The wet metallurgical methods did not appear feasible because of the high cost of the alkaline solvents used, and investigations of these were not carried beyond the preliminary stage.

Wells based his "Food. of the Gods," namely that growth does not and cannot take place smoothly and steadily, but occurs in a series of bursts and intermissions: "It is as if every living thing has to accumulate force to grow, grows with vigor only for a time, and then has to wait for a space before it can go on growing again."

IN AS MUCH as the interesting changes in the economics of the zinc industry are covered nowhere else in this issue, and they are related to technological progress in the metallurgy of zinc, some reference to prices and production will first be made. The latter part of 1939 is outstanding in the large war demand for metals including zinc, whereas in the first eight months the demand for zinc was subnormal. The cause of the rapid in- crease in demand was the European war and hence the future is problematical. When the year began zinc was in the doldrums, with low prices, and continued thus until August when an advance in price started, reaching 6.5. per pound early in October. (Prime Western, St. Louis.) Rapid changes in the price of any metal are viewed adversely by the metal industry. The persistent low price for zinc of 4 to 49512 for about two years curtailed production and in one instance closed one large plant for a brief period.

THE PAST YEAR saw important developments in all the main branches of zinc metallurgy, which can only be douched on briefly here. Vertical Retort Smelting-The New Jersey Zinc Co. reports their operations to be about as last year when the number of vertical retorts at the Palmerton plant was increased from 16 to 28. The first unit of eight vertical retorts at Oker, Germany, to treat the Rammelsburg complex ore was completed early in the year. A second unit has been under construction and is probably ready to start operations about this time. Each unit is rated for 10,000 metric tons of zinc per year. A plant of 40,000 metric tons annual capacity is the goal. A reflux plant was also built to make high-grade zinc. The plant program is being -carried forward with government finan¬cial assistance, as was the case with the electrolytic zinc plant at Magdeburg. Government subsidies cover mining and 'smelting, and allow for depreciation and reasonable return on invested capital, according to U. S. Bureau of Mines reports.

"Automated Mineralogy (AM) is an important diagnostic tool in flotation plants as it adds ore and particle mineralogical properties to traditional mass and chemical data. AM is used in project development, for future ore studies and for diagnosing concentrator operations. With the exception of operations who own central laboratory or on-site systems, the use of AM is often limited to the analysis of a comparatively small set of samples. Metrix Plant Technologies has partnered with TESCAN to integrate TIMA AM technology into the implementation of Performance Assessment Campaigns (PAC). Routine daily composite samples from the mill are analysed mineralogically on a size-by-size basis over several weeks. All the relevant metallurgical, process control and mineralogical data is combined into a single large database for mass balancing and interactive examination. This paper describes the implementation and results of a PAC at the Agnico Eagle Kittilä gold mine in Finland. Although challenging, the addition of mineralogical data as dependent variables in multivariate analysis leads to a much deeper understanding of the root cause effect of events driving the flotation performance. INTRODUCTION TO STUDY The Kittilä mine, owned by Agnico Eagle, is Europe’s largest primary gold mine, with annual production of approximately 180,000 Oz. The operation is located in Lapland in northern Finland, and is currently expected to operate until 2035. The location of the operation is shown in Figure 1. Historically, the mine was an open pit, although in recent years ore is sourced solely from underground operations. The processing plant features crushing and grinding, followed by carbon flotation and sulphide flotation. Carbon concentrate is a waste stream, and sulphide concentrate reports to pressure oxidation (autoclave) and CIL circuits for gold extraction. The final flowsheet is shown in Figure 2. Following commissioning in late 2008, the operation achieved commercial production on May 1st 2009. Gold recovery in flotation gradually increased to a 92-96% range at a throughput of ~3500-4000 tonnes per day. In late 2014, the operation commissioned a plant expansion to ~5000 tonnes per day. Following a commissioning period, the operation stabilised with recoveries in a 90-94% range, which over any given period was determined to be ~2% lower with statistical significance. The trends from start-up of gold recovery in flotation and throughput are shown as follows in Figure 3. In early 2016, Agnico Eagle Kittilä mine, along with Agnico Eagle Technical Services (AETS) partnered with Metrix Plant Technologies and TESCAN, to perform a Performance Assessment Campaign (PAC) at Kittilä, involving automated mineralogy on five key streams at Kittilä on 40 days selected from a 50 day period between February 15th and April 4th 2016, when plant operations were stable. In addition to the mineralogical data, metallurgical and operational data were pooled into a single, powerful database to explore opportunities for the operation to improve recovery in a sustained manner, ideally to the levels pre-expansion."

"Metalorganic chemical vapor deposition (MOCVD) is an ideal technique for the deposition of conducting and non-conducting oxide based thin film materials. In this paper we have presented a study of photo assisted MOCVD for the low temperature deposition of a number of oxide based advanced materials. We have used incoherent light sources as the source of optical and thermal energy in our MOCVD system. The vacuum ultraviolet (VUV) and ultraviolet (UV) photons can enhance the surface reaction of the absorbed molecules through the perturbation of the electronic state of binding between the absorbed molecules and the solid surface. Unlike plasma process, no surface damage is expected and high quality materials have been deposited. At a given substrate temperature, the performance of deposited film depends on the lamp configuration.INTRODUCTIONMetalorganic chemical vapor deposition (MOCVD) has become the standard manufacturing technique for the deposition of large area thin films of compound semiconductors. l.(.w-cost, high crystalline quality, atomically clean and sharp interfaces, atomic layer epitaxy, high throughput rates and potential for direct writing are some attractive features of MOCVD. Due to a number of potential advantages mentioned above, MOCVD is considered as an ideal technique for the deposition of various electronic and optical materials for a wide variety of applications. Rapid isothermal processing based on incoherent radiation as the source of optical and thermal energy is emerging as the key low thermal budget (integral of processing time and temperature) processing technique for the fabrication of current and next generation of microelectronic and optoelectronic devices and circuits [1]. In this paper we have demonstrated that the design of the lamp assembly plays an important role in determining the properties of the materials deposited by RIP assisted MOCVD. We have studied the growth rates, structural properties and electrical properties of Y2O3/Si structure. At a given substrate temperature, best results are obtained for the lamp assembly that provides maximum number of VUV and UV photons."

WE associate metals with hardness, toughness, and strength. But a curious paradox lies at the root of the valuable mechanical proper-ties of the metallic state: in order to be strong, a metal must be weak. This paradox, and the equally surprising fact that, in a sense, metals are not true solids at all, are among the topics here discussed by Sir Lawrence Bragg. (1) WHAT METALS MEAN TO US We employ various materials to build or fabricate the many objects we use in everyday life, choosing those whose properties are most suitable for the purpose which the object has to serve. Certain of these materials have been used from the earliest times, such as stone, wood, leather, and animal or vegetable fibres, each with its own peculiar valuable properties. Stone resists crushing and is very durable and permanent, as indeed it must be, since it has so long resisted change as a part of-the earth's crust. It is there-fore ideal for walls and buildings, and very early in his history man discovered how to make artificial stones by burning clay, with the advantage that they could be given any desired shape, and made into bricks or given elaborate forms as pottery. Wood is strong and tough and light, it resists tension as well as compression, and is nor brittle like stone. It forms beams and furniture and parts of tools or weapons. Leather is tough but at the same time iris flexible; it is ideal as straps or sheers. Vegetable fibres such as linen or cotton, and animal fibres such as wool and silk, owe their value to their flexibility and strength in resisting extension. They can be spun into yarn or rope, and woven into cloth. The technological age in which we are now living is replacing the natural products used by early man by a series of artificial products, but it is remarkable to see how in nearly every case we are copying Nature's materials. The wide use of concrete represents a developed art of making artificial stone. Artificial fibres such as rayon or ?nylon replace cotton, wool, and flax. Plastics are coming very much to the fore; they correspond to early man's use of horn, another substance with peculiar properties of roughness in all directions without the 'grain' of wood. For the most part we are following in the footsteps of our remote ancestors, though we can make for ourselves what they had to cull from wood and field. There are exceptions; for instance, we have discovered comparatively recently the number of uses to which natural rubber can be put, and are now making it artificially. This is a really new discovery; our ancestors had nothing with such remarkable powers of elastic stretching without breaking, and resistance to being abraded.

JEROME ALEXANDER.-All of you undoubtedly know that a microscopic examination of metals will reveal many things; but we should go further than just simply using a low- or medium-powered- microscope and seek the reason why grain size varies under different conditions. When we get below the limits of the ordinary microscope, we enter the so-called colloidal field, which means that we are dealing with aggregations of matter that approximate, say, 100 millimicrons. The colloidal dimensions average approximately 50 millionths of a millimeter and extend down to about 3 µµ. This, of course, is beyond the range of visibility in the ordinary microscope. Just to give you an idea of this matter, if 1 cu. in. of platinum is reduced to a sheet five molecules thick, it will cover 7 acres; you can imagine the amount of surface involved when metal, or anything else, is subdivided to so high a degree. THE metallic products of today represent the temporary end point of the efforts and interplay of thousands of years of the human struggle for existence, for pleasure, for conquest, for defense, for improvement in the standard of living, and for the satisfaction of that irrepressible urge to discover and utilize the materials and laws of nature Each metal has gained its place in the sun in severe competition with all other materials, be they metallic or nonmetallic Each serves better than any other for certain purposes. The compromise between cost and properties usually determines the selection of a metallic product for a given use. There are exceptions, as in wartime when the availability at a certain place at a certain time may far outweigh the ordinary economic considerations. In many instances superior properties are vastly more important than cost. If this were not so, the metal industry, for practical purposes, would be the iron industry. The use of 38,000,000 metric tons of newly produced nonferrous metal during, the five-year period from 1940 through 1944 is ample evidence that the special properties of these many metals have great economic value. In fact, our extensive industrial advances would have been quite impossible without the great range and variety of properties and combinations of properties of the nonferrous metals. A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

AT the seventeenth National Metal Congress, held at Chicago, Oct. 1-3, the Iron and Steel Division and Institute of Metals Division participated with the American Society for Metals, American Welding Society, and the Wire Association in one of the most successful meetings ever held. The total attendance at the technical sessions and the scope of and interest shown in the exhibits at the Exposition were greater than at any of the "Metal Weeks" since the depression began. The Iron and Steel Division held two all-day symposia and one general session. The latter, at the International Amphitheatre, Wednesday afternoon, was the only one poorly attended. This was attributable, at least partly, to the location of the meeting roan.

The financial performance of the mining industry, measured by return on equity and capital employed, has been inadequate for many years. Consequently, mining companies are not valued highly by stock markets. Among the more important causes for the decline in the sector are the conservative working practices and reluctance to adapt to change or to develop new technology, although some relatively recent developments such as SX-EW copper and heap leach gold have made a significant impact on the cost base of these metals. The subsidiary business of metals exploration suffers from the same problems as the rest of the industry. The rate of discovery of ore deposits has been falling over many years and since the late 1990s, there has been a sharp reduction in global exploration activity that, if it continues, will further reduce the global supply of new ore reserves. New technological developments, particularly in geophysics and different operational practices may help reverse this trend. Statistical methods for evaluating the risk of ore reserve estimates will also improve the economic return on new mining ventures. The science of ore geology has potential to reduce exploration risk, but modern ore genetic theory has not contributed greatly to recent discoveries. The junior exploration market has almost ceased, but a new style of technically specialized efficient small exploration company has emerged which, in alliances with major companies, may be the vehicle for future global exploration. Exploration in virgin terrains has a higher risk discounted potential for the discovery of very large orebodies than that in known mining districts but mining companies have little financial incentive for this high risk exploration because of the very long lead time to production. Alliances of two or more companies reduce the risk in both the exploration for and development of major new mining projects. If new orebodies are not found, then metal prices will inevitably rise in the long term. Governments of industrial countries, particularly those with a significant mining industry such as Canada, should therefore provide assistance to exploration in order to maintain their existing industry and prevent a metals shortage from developing in the future with its consequent impact on the world economy and increased environmental damage as large lowgrade orebodies are developed to supply an expanding market.

The separation of Ni and Co from sulphate medium containing Mn, Mg, Cu and Ca was carried out by solvent extraction. The object of this study was to investigate the synergistic effect using phosphinic acid (Cyanex 272) and carboxylic acid (Versatic 10) and their mixtures in kerosene. The extraction percent of each metal ion was found to increase with increasing pH and extractant concentration. Co was preferentially extracted over Ni under the same extraction conditions. The separation factors of Ni/Co increased with the use of the synergistic systems investigated.

IN response to many urgent requests for a concrete realization of a series of standard temperatures that would be available to any one anywhere for the standardization of pyrometers and the reproduction of the standard scale of temperature for use in laboratories and industrial works, the Bureau, in 1916, made arrangements with several manufacturers to prepare a series of- pure metals that could best serve this purpose. After the necessary preliminary work of chemical analysis, as a check on the purity, together with exact determinations of melting or freezing points, the Bureau began, in 1917, the issuing of melting -point standards of tin, zinc, aluminum, and copper. At the outset, it was decided to secure metals of the highest purity and of American manufacture, and this was accomplished in a more satisfactory manner than anticipated. In the preparation of these temperature standards, the Bureau has had the hearty cooperation of several American companies, which have succeeded in producing metals highly satisfactory for the purpose and of as high a state of purity as could have been obtained anywhere. Each company that undertook the responsibility of furnishing a metal for this series of standards exercised most painstaking care to produce the best possible product as to purity and uniformity. A representative of the Bureau witnessed the actual preparation of each metal. The 300 and 400-lb. (136 and 181-kg.) samples making up the first series were all used up, with the exception of the aluminum, early in 1919. The Bureau has taken steps to replenish its stocks of metals serving as pyrometric standards and to the list has been added lead. The copper and lead are being ordered this time in 1-ton lots and the zinc and tin in 300-lb. (136 kg.) lots as before. The wide dissemination of these samples will be appreciated when it is noted that the metals are distributed by the Bureau inn quantities of 50 cu. cm. each, at $2 a sample and accompanied by a certificate which gives the melting point as determined by samples from the same lot. The manufacture and detailed description of chemical analyses, physical measurements, and precautions in use of these pyrometric standards, are described in detail in the Bureau Circulcar No., 66.

ARCHEOLOGISTS, by use of the terms Bronze Age and Iron Age, indicate that metals have in the past determined the character of civilization. The relatively simple discovery by a primitive metallurgist that the addition of tin to copper both facilitated the production of castings and increased the durability of the product enabled hunter, warrior, and housewife alike to do things never dreamed of before. Similarly, the smelting of iron and the discovery of hardening methods greatly changed the arts of peace and war. Discoveries of low-melting-point alloys for joining and for making household utensils, and perhaps the adornment of a feminine form by sparkling precious-metal jewelry, have at times changed the destiny of a country. Bronze cannon, the cast and wrought iron Watt engine, copper transmission lines, and aluminum alloy aircraft, are cases of particular metals making possible the realization of an improved engineering design. Perhaps of the greatest influence of all upon civilization was the development of type metal. The rapid increase in the rate of dissemination of knowledge dates from the day that the technique of the pewterer was utilized in making rapidly reproducible and accurately sized letters for printing. It was not movable type, but metal type that was important, for metal castings could be made of identically the same shape and size at an enormous rate, and possessed excellent inking and wearing characteristics.

ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. In the cost of production $31,523 is charged against metal, nearly one-third for salaries and wages. In miscellaneous sales were $4,696 from waste metal and $1,147 from waste gold (from books). Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service. The Congressional Record superseded the Congressional Globe in 1873.)

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique?
