This paper deals with specifying and evaluating fans for mine ventilation projects. Topics such as fan and equipment design life, operating points, and operating conditions are discussed. Common operating problems, such as vibration, parallel operation, mechanical failure, erosion, corrosion, and deficient fan performance are covered. Apart from identifying the potential operating problems, likely causes and suggested remedies are given. Fan type, fan accessories, and likely system effects and fan testing are discussed. Suggestions on what should be covered when evaluating different fan options and proposals and suggestions on the verification of supplier claims and guarantees, including cost of operation, the evaluation of initial capital cost, estimate on maintenance costs, and likely replacement expenditure over the life of the fans. In addition, fan reliability, operational flexibility, suggested construction details and fan vendor past history and experience are reviewed.

MINE ventilation has for many years been the subject of intensive study by numerous investigators who have presented their findings in forms that are understandable to the average mining man, and all this writer hopes to do is to review those findings in relation to the 'manager's' problem in mine ventilation. It would not, perhaps, be wholly correct to acclaim practical mine ventilation as an exact science, because of the many variables entering into the problem. Each mine has its own particular problem and ventilation characteristics. Fan design, in contra distinction to mine ventilation, is an exact science, but the designer cannot always take into proper consideration the practical variations to which each mine is subject. Fan designers, accordingly, are forced to base their design on such data as the mine manager or engineer is able to supply, and, when it is borne in mind that the mine characteristic is constantly changing, it is not at all surprising that fans do not always show efficiencies hoped for. In many instances, fans work far beyond the de-signer's limitations, and, in consequence, are an economic disability in the colliery cost-sheet, and it is of paramount importance that the colliery manager evaluate all the factors involved in relation to fan performance for the colliery to receive full benefit from its investment.

THE South African Mining and Engineering Journal recently pointed out that no satisfactory solution of the question of compensation for silicosis can be arrived at by placing further liability of an inequitable nature upon the mines. There are at present 35 scheduled mines liable to contribute to the annual levy of $800,000 and provide for the net outstanding liability of $6,400,000. Several of these mines have, as yet, not been able to set aside sufficient funds against their out- standing liability to the Compensation Fund. The gold producers declare that the gold mining industry today is passing its zenith, and that the production of gold will decline, with a consequent lessening of the spending power of the mines, which in about ten years will be reduced to a great extent unless encouragement is given for the opening of new mines. It is during this period of decline that the mines will be required to meet the large burden already created by miners' phthisis. In England the Workmen's Compensation Act, 1925, was extended to industries involving exposure to asbestos dust.

"Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

"Re-occurring face ignitions in U.S. coal mines are concerning and require a closer look at air quality monitoring systems and practices employed in these mines. The explosion disaster at the Upper Big Branch mine in West Virginia in 2010 caused 29 fatal injuries and was largely caused by inadequate water sprays and inadequate ventilation monitoring. In this comparison, the author compares ventilation system monitoring in Australian, German and U.S. underground coal mines and makes recommendations for improvements and best practices. Mines in Germany and Australia are adhering to more stringent requirements for monitoring air quality and quantity and for monitoring water spray systems on cutters to prevent frictional ignitions. Air quality should to be monitored for sufficient oxygen, toxic gases, explosibility and for fire gases indicating a potential fire. Ventilation monitors must also confirm that sufficient quantities of air are available. Fully automated, continuously recording atmospheric monitoring and alarm systems are established practices in Germany and Australia and should be mandated for U.S. mines as well, in addition to the current, regular spot inspections of the ventilation system by certified mine examiners. BACKGROUND: METHANE EXPLOSIONS, FACE IGNITIONS AND NEED FOR AIR QUALITY MONITORING Accumulations of methane in face areas of underground coal mines frequently lead to ignitions that can cause burns, traumatic injuries and, in the case of the 2010 Upper Big Branch disaster, cause major explosions with multiple fatalities. Table 1 shows the number of reported face ignitions in U.S. coal mines between 2010 and 2014, based on statistical data published by MSHA (MSHA 2010 – 2014). Although there appears to be a downward trend in such ignition incidents over time, ignitions continue to occur with some regularity; and each ignition may cause a potentially catastrophic mine explosion.Per regulation, all U.S. coal mining machinery, continuous miners and longwall equipment, is outfitted with continuously monitoring methane sensors wired to cut power to the equipment as the methane level exceeds 1%. Face ignitions keep occurring because these sensors are usually not positioned in sufficiently close proximity to the coal cutting drums or to the freshly exposed coal face where the methane is most likely released. Therefore, methane may accumulate in explosive concentrations near the coal face and the cutting drums long before the gas concentration reaches the 1% level near the monitor and creates an alarm."

The Federal Coal Mine Health and Safety Act of 1969 had far reaching effects upon many aspects of mining, ventilation being no exception. In this paper, good ventilation procedures are briefly reviewed, and attention is focused on the changes brought about by the new Act. By way of illustration the ventilation system for a typical Pittsburgh Block system is developed and the requirements of the fan determined. This is then solved by an available computer program, and the application is evaluated. Figure 1 represents a projected system for a coal property 1 by 3 miles in plan at a depth of 1000 feet with a coal thickness of 6 feet and desired daily tonnage of approximately 7200 tons on a two-shift basis. Only one half of the mine is shown (north area) with a mirror image mining arrangement to be developed concurrently for the south area. Six working units are projected, three in each area, one on pillar extraction, another developing panel entries and a third on main entry development. A two-split system is used for each working section so that the continuous miner and bolting crews each have a separate split of air, and no equipment need pass through a line brattice. The old requirement of 6000 cfm at the last open crosscut has been increased to 9000 cfm, and for the first time a minimum quantity (3000 cfm) is stipulated at the face thus requiring either line brattice or an auxiliary fan. With the respirable dust requirement limited to 3 mg/m3, the use of a blower system is precluded and exhaust systems are virtually the only choice. Maintaining the line brattice within 10 feet of the working face at all times as required by the new law has a definite effect on the mining cycle and is most difficult at best. In the highly gaseous Pittsburgh seam located in south-western Pennsylvania and northern West Virginia quantities of 20,000 cfm per split are not uncommon to maintain the methane percentage below the required l%

"A Ventilation on Demand (VOD) system has been optimized and maintained at Glencore’s Nickel Rim South Mine (NRS) in Sudbury, Ontario, Canada for the past seven years. The system monitors and controls air quality and quantity through real-time, dynamic automation of primary fans, secondary fans, automated airflow regulators, and air monitoring instrumentation with VentSim™ CONTROL, a VOD software. This paper will focus on the implementation of testing procedures and system maintenance methods. Overall, the results show a consistent reduction in energy usage.INTRODUCTIONThe Ventilation on Demand (VOD) system at Glencore’s Nickel Rim South (NRS) mine in Sudbury, Ontario, Canada, involves the control of two 2,980 kW centrifugal surface exhaust fans with Variable Frequency Drives (VFDs), three 335 kW vane-axial surface intake fans with VFDs, 21 automated airflow regulators, six automated dampers, seven automatic doors and 198 underground auxiliary fans with ON/OFF starters. Additionally, the system monitors airflow at 48 locations, carbon monoxide (CO) at 40 locations, nitrogen dioxide (NO2) at 21 locations, and dry bulb and wet bulb temperature at 21 locations. The VOD system is also integrated with a tagging and tracking system to modulate the ventilation system automatically and in real time according to the presence and position of the personnel and vehicles. The tracking system comprises of 75 vehicle tags with diesel status and hydraulic status (ON or OFF), 440 personnel tags, and 200 tracking zones. Finally, it also involves the configuration and updating of 55 level plan and interactive procedures and 24 daily scheduled events. NRS currently uses VentSim™ CONTROL, Ekahau Tracking and PI Datalink to control, monitor, and configure their VOD system."

Researchers from the National Institute for Occupational Safety and Health (NIOSH) evaluated the impact of potential shale gas well breaches and subsequent gas inflow on selected mine ventilation systems of operating longwall panels using a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) and Sulfur hexafluoride (SF6) as a tracer gas. A series of tests were performed at 340, 400, and 500 cfm inflow levels utilizing different mine ventilation scenarios. Results suggest that the breached gas can be diluted to meet statutory levels when the longwall panel is adequately ventilated. The results enhance the understanding of the gas inflow and mine ventilation system interaction and provide critical information to the industry and regulatory agencies for improving miners’ safety.

"The Williams Mine is Canada’s largest gold producer, with annual production of 450 000ounces from 2 300 000 tonnes of ore. Highly mechanized and automated underground mining practices are employed in order to achieve and maintain high levels of productivity and minimize costs.The mine ventilation system is modified to include a new vent raise and variable pitchvane-axial fan. This addition allows several fan installations underground to be decommissioned. A substantial net savings in installed horse power is achieved.Heating costs associated with under-ground ventilation air are a significant portion of mine operating costs. Air heating costs are substantially reduced by recovering heat from upcast exhaust air, minewater and compressor cooling circuits. This waste heat is used to supplement propane fired air heating systems for underground ventilation air. An additional benefit is the availability of a heat sink for summer cooling of the compressors.System design, energy savings data and payback calculations are presented."

The water resource is key to survival of the mankind and this resource is now becoming critical in many parts of globe including India. As per an assessment of Central Ground Water Board (CGWB) of India, a huge shortfall of about 58 billion m3 of water is anticipated by the year 2050. In order to counter this shortfall, there is thrust from Government of India to adopt water conservation measures. National Environment Policy, 2006 of Government of India also stresses upon the need to take up water conservation measures for water security of the country. The coal mines in India provide an excellent opportunity to take up water conservations measures therein. The mine water is not acidic unlike western countries and it conforms to the prescribed regulatory standards. This nature?s gift is utilized in Coal India Limited by allowing mine voids to get filled with mine water. The net recharge potential of the opencast mining area is found to be about 5% in comparison to 2% in non-mining area offering good prospects for ground water recharge. The seasonal rainwater is also diverted into mine voids left at the end of mining operations which act as huge reservoirs/ pit lakes for storage of the water. They also serve as surface water bodies for recharging of water table in the surrounding areas. The area and space left from where coal has been extracted completely in underground mines and will not be entered by any man or machinery after the extraction, called goaf, are also potential source of water conservation. These additional water resources created are being utilized for meeting the industrial, domestic, irrigation and other requirements of the projects and local communities eliminating the need to tap other fresh water resources including ground water. Presently, 75% of the water demand of the coal mining project is being met from the water stored in the mine pits. In future, CIL is likely to create about 3.3 billion m3 of water resource, on an average, in its opencast mines alone. In the mine closure plan of opencast mines, the last cut is proposed to be developed into water body for recharge of ground water and creating additional water resources. A clean potential source of potable water is thus developed after mine closure. This will ensure water security of the country.

Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

A soil cover isolates potentially acid-forming (PAF) mine wastes from atmospheric interaction and thereby mitigates acid mine drainage. As a cover that comprises either a single layer or a composite barrier, it essentially manages percolating rain water from flowing into these PAF materials and minimises air flow as oxygen has low diffusivity in saturated soils. However, the availability of suitable soils as cover materials is limited, especially in arid and semi-arid regions where weathering rates are low.This paper investigates the potential use of mine wastes as cover materials in a water-shedding soil cover in north-west Queensland. Four cover trial plots were built using mine wastes as cover materials. Each 2.3 m cover trial plot consisted of a 1.5 m soil cover made up of waste rocks and fines, a 0.5 m drainage layer that consisted of 0.1 m waste rock aggregates and a base layer made up of blended mine tailings. The hydrologic properties of cover materials were determined by in situ measurements and laboratory experiments, which, in turn, were used as input in a numerical model that described the cover’s transient soil moisture profile. The successful performance of the cover is reliant on the long-term stable geochemical behaviour of the substrate used as cover material. Therefore, investigations were carried out to determine the geochemical properties of the cover materials constructed from benign waste rock using static and kinetic tests, with the objective to increase the level of certainty of the material’s benign characteristics. Water treatment is not æcore businessÆ for mining companies.Just as mineral ores and coals are unique, each requiring detailed characterisation and pilot-testing to determine their optimum beneficiation route, so too are mine waters, each requiring careful assessment to determine the most appropriate treatment. There are many cases of æregret capitalÆ expenditure, whereby mines have installed off-the-shelf equipment only to find it inadequate for their purposes or grossly expensive and labour intensive to operate.Water may be required for potable purposes, ore processing, dust control and/or irrigation. A major driver will frequently be environmental constraints for off-site discharge. Mine water projects can become very complex, and detailed models need to be prepared and optimised to properly consider the raw water sources, the on-site storages, the on-site uses and the off-site discharges, as well as handling the residuals (by-products) of water treatment. By-products may be in the form of concentrated backwash streams or streams of elevated salt content. Careful management of the by-products is required to avoid recontamination of the source water.Regulators often drive mine owners toward reverse osmosis (RO) so that their discharges can be considered as æzero dischargeÆ in terms of potential pollutants. Such decisions need to be based on site-specific information rather than any form of æblanketÆ requirement. An analogy is that many humans like to consume mineral water rather than ænormalÆ tap water. Receiving environments also accommodate or even prefer their æmineralsÆ and so RO is neither warranted nor sustainable in many cases.This paper presents two case studies for operating mine sites, both of which have a significant excess of water requiring environmental discharge. The examples demonstrate a sensible balance between treatment type, environmental constraints, process implementation and residuals management. Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

(Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. THE purpose of mine-hoist safety controllers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper acceleration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoisting drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of mechanical hoist controllers, the basic elements of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical connections would cut off the power and set the brakes. Since in strictly mechanical hoist controllers valuable time was lost while the various mechanical movements took place, an important development was the invention of controllers partly mechanical and partly electrical. This type of controller has a governor and movable cams to be driven in synchronism with the hoist drum, the governor representing the hoist speeds and the cams profiled to form a pattern for retardation, representing the travel of the cages in the shaft. This type is also provided with an overspeed switch and usually with a pair of selective-limit switches, one for the top limit and the other for the bottom. In overspeeding or failure to retard in accordance with the profile of the cam, the overspeed switch will be opened, or if the top or bottom limit is overrun one of the limit switches will be opened, breaking the retaining circuit of a contactor or magnetic latch, causing the power to be cut off and the brakes applied. When the speed falls to the predetermined safe speed, the overspeed switch closes, and a hoist equipped with power-operated brakes controlled in emergency by a solenoid-operated valve can be restarted immediately by simply moving the master control lever to the "off" position and then applying power-unless brake interlocks are used, in which case the brake lever or levers must also be brought to the "applied" position, after which the hoist can be restarted in the usual way. When hand-reset weights instead of solenoid-operated mechanism are arranged to set the brakes for emergency, it is necessary to reset the weights manually, besides bringing the master control lever to the "off" position before the hoist can be restarted. Should a final limit be slightly overrun, and a stop made with a limit switch held open by a cam, it is necessary for the hoistman to use a "backing-out" switch which short-circuits the overrun limit switch, reestablishing the hoist-control circuit, and simultaneously opening the

For many years, mine-impacted water has been regarded as a problem and linked to long-term environmental liabilities. However, this water can be a renewable and a sustainable resource, provided that it is managed in a responsible and sensible manner. South Africa’s National Water Resource Strategy (NWRS, 2013) considers water that can be used to contribute to economic activity to be a water resource. Although all water resources are considered as belonging to the State, government does not appear to have meaningfully explored the use of mineimpacted water to contribute to the country’s economic activity. Africa is blessed with more sunshine than anywhere else, apart from Australia, yet we see no rollout of vast quantities of solar panels to ensure every African family has access to affordable power. This suggests that governments are incapable of managing such a free resource. At the same time, apart from the equatorial areas, water is a seriously constrained resource and yet we expect the same entities to manage a commodity none of us can live without. This paper explores the conversion of mine-impacted water from waste to a resource and how the inclusion of other stakeholders (such as water users, landowners, and ordinary South Africans) could benefit the process.

As in every business venture, the primary objective of a mining operation is to make money for those who supply the venture capital. Therefore, all decisions concerning the operation of the mining operation should be made in light of the resulting effect on profit. The ultimate control is on profit, but the process is controlled, for example, by aiming for a recovery or concentrate grade knowing its effect on profit. The normal procedure used to determi.ne the profitability of a venture is to "present worth" all costs and incomes back to some arbitrary year zero. Every company has formed a management decision as to what it will require as a minimum return before it will undertake an investment. Once the economic analysis is completed, investment will be made only if the venture shows a positive present worth. If two alternatives are available, the alternative with the larger positive present worth is the one chosen. The same principles can be applied to the selection of a production schedule.
