When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. IN the manufacture of portland cement, the basic and fundamental essential is a limestone uniformly rich in calcium carbonate and carrying less than 3 per cent magnesium carbonate. In searching for such a deposit, also having in mind quantity of rock, accessibility and quarrying facilities, the Pacific Coast Cement Co. discovered and developed its present quarry at View Cove on the east coast of Dall Island, Alaska. Dall Island is about 100 miles west of Ketchikan and 650 miles north from Seattle. It is 70 miles in length and 5 to 10 miles in width. The climatic conditions are much more favorable than would be expected. The temperature ranges from zero to 70 degrees. The precipitation is considerably more than at Seattle, although there was less snow during the last season than at Seattle. The island is rugged and mountainous; the vegetation is moss and grass and a large portion is timbered with spruce, hemlock and cedar. Some of this timber has market value. The limestone quarry is about 30 miles north of the extreme southern end of the island. The company acquired 240 acres which contain limestone of remarkable uniformity, the percentage of calcium carbonate being about 95. It is estimated that there is ample recover- able rock on the holdings to supply the cement plant at its maximum capacity for well over 100 years.

T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

An underground mining method for extracting an eight metre (26') coal horizon, containing a sandstone layer. A decrease in the thickness of the rock strata between the number two and number three seams of the Sasolburg Coal Field, has resulted in a total mining horizon approximately eight metres (26') thick. This parting varies in thickness and competency and in some areas is impractical to cut with a continuous miner. In addition, the general mining area is highly jointed. The top seam is first mined to a normal bord and pillar plan with a continuous miner. The bottom seam is then mined by selectively undercutting the stone parting constituting the floor of the top seam. In areas where this parting is between 0.75 - 2.50 metres (29.5" - 98") thick, it is suspended from the primary roof support installed when mining the top seam. Secondary, high extraction retreat mining is then undertaken in the coal pillars adjacent to the suspension supported headings in the bottom seam. Left in-situ, the parting provides lateral support to the pillar sidewalls in both the top and bottom seams, enabling high percentage extraction rates in what was previously thought an uneconomically mineable area. The paper proposed, presents the challenges and practical implications of executing the mining method, including the primary roof control of the top seam and the stone parting between scams.

The East wall of the Kalgoorlie Consolidated Gold Mines Fimiston Open Pit (KCGM Superpit) has a history of wall instabilities impacting mining operations; the most significant of which occurred in May 2018, when more than 1 Mt of rock dislodged over six, 30 m high bench stacks and impacted the pit floor. Since 2011 approximately 1.250 Mt of material has fallen from the East wall at Fimiston Pit across three failure events (2011, 2018 and 2020). Each failure has been associated with major structures intersecting the pit walls: the Fiji Fault, the Australia East Secondary Splay Fault and the EWD3 Fault. In each instance the trigger for failure has been transient pore pressure in the pit walls. Northern Star will mine a cut back behind the failure area over a vertical distance of 180 m. Cut back mining will include the extraction of a remaining in situ wedge, which is assessed as kinematically able to fail, and a subvertical failure backscarp in Stage 1. A substantial amount of rill material from the 2018 and 2020 failures will be extracted in Stage 2. This paper presents the methodology in use to mine Stage 1 of the cut back, safely, through this potentially high-risk area, detailing the specific mining methodology employed, the controls put in place and the monitoring required. Day-to-day monitoring will be undertaken using the already installed slope stability radar and will feed into a daily assessment of activities which may be undertaken in the cut back area. Initial activities will focus on eliminating the potentially unstable wedge and vertical backscarp with use of innovative drill and blast techniques/products and the extensive use of remote capable equipment to limit personnel exposure.

This study was undertaken primarily to determine the reasons for certain variations in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates in some cases exhibited marked differences in specific gravity. crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents. Introduction When it is stated that the aggregate from one point is inferior to that from another, it must not be construed to mean that the gravel is unfit for use. The classification upon which such aggregate ratings are based is largely arbitrary, thus inferiority or superiority is merely relative. Samples of gravel were selected from stockpiles at the dams of the Tennessee Valley Authority under construction, from the stockpiles of private companies along the river, and from samples taken by the gravel-exploration barge of the T. V. A. One hundred or more gravels of each size studied were selected at random by taking small handfuls while walking around the piles. These were separated according to the different mineral or rock constituents present, and the percentage of each constituent was obtained by counting. At least three such samples were taken from each size, and all checked with one another within a few per cent. The results were then averaged. In order to check on the accuracy of such sampling, a whole sample was taken from one point after the gravel was thoroughly mixed. The two methods gave approximately identical results. DuRing the winter of 1937, the writer visited a West Virginia stone quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide. The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the overburden was dug by hand labor, dumped to the quarry floor and transported to the dump in quarry cars. Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semicircle around the top of the quarry about 200 ft. from the face and about 50 ft. above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river. As quarrying progressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp., 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft. above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting bays into which the motors are raised whenever the river reaches flood stage. An 8-in. suction line, equipped with a strainer and a foot valve, takes the water from a concrete sump at the edge of the river. Development of the lime industry in Ste. Genevieve County began in a crude way in 1840. According to information furnished by the Missouri Bureau of Geology, in the early days small vertical kilns built of stone were used, and wood was the fuel. Modern development began in 1904 when one company introduced steel shells lined with firebrick. Within a few years two more companies erected similar plants, and in 1925 a fourth company began operations. Thus there arc today four lime companies at Ste. Genevieve, all operating at high capacity and with a gradually increasing production. Geology The limestone of Ste. Genevieve County, which has the chemical composition and purity required for lime burning, is the upper 80 or 90 ft, of Spergen formation. The Missouri Bureau of Geology, in its geological map of Ste. Genevieve County, gives the Spergen formation a total thickness of 160 ft., but only the upper portion is pure enough for lime burning, with an average raw-stone analysis of 98.7 per cent CaCo3; 0.35 SiO2; 0.3 R2O3; 0.35 MgCO3; 0.3 SO3. The Spergen, one member of the Meramac group, Iowa series, of the Mississippian system, underlies an area approximately 12 miles long north and south, by 5 miles wide east and west (Fig. 1) in Ste. Genevieve County. The entire eastern two-thirds of Ste. Genevieve County is sedimentary, the formations dipping gently toward the east on an average grade of about 4 per cent, or 2 1/2°. Thus the outcrops of the various sedimentaries run approximately north and south. A line running west from Ste. Genevievc crosses the outcrops of the sedimentaries, ranging from the top of the Mississippian to the Ozarkian geological system in a space of 12 miles. Thus with the gentle dip of 2 1/2° the 160-ft. thickness of the Spergen formation stretches out in its outcrop so that it is approximately one mile wide. The early quarry and lime developments at Ste. Genevieve mere in this easily obtained surface rock of the Spergen outcrop.

The use of filling in mines is less common in the United States than it is in Europe, where in some places it is required by law. In most cases the filling is placed by hand, and the material used for this purpose is the waste from development and that sorted from the ore in the stopes. When these sources provide an insufficient supply, additional rock must be quarried on surface or mined underground, or some other material must be used. In different parts of the world sand, clay, gravel, culm, granulated slag, mill tailings, and even ashes, have been used as filling material in place of or in conjunction with rock. Of all the materials used for filling the best is probably clean sand. Gravel, finely crushed rock, granulated slag and coarse mill tailings are almost as good, and the methods used for placing and confining sand will apply equally well to any of these. The advantages of sand are its comparatively slight compressibility and the ease, economy and convenience with which it may be placed. On account of the voids, which necessarily occur in fills made of coarse waste, such fills will compress 10 to 25 per cent before they develop their full strength, whereas clean sand seldom compresses more than 5 per cent. Sand is especially desirable when practically complete filling is required, and sand derived from mill tailings, especially when not thoroughly cleaned, has been remarkably effective in sealing off and extinguishing mine fires. When natural sand is available on surface, or when it can be obtained from the mill tailings or tailings dump, the cost of using this material for fill will probably be considerably less than that of rock. In this paper it is not proposed to discuss all methods of filling, but to describe some of the methods used for placing sand fill and to make a brief comparison of their merits. Methods of Placing Sand Sand may be transported and placed underground by several methods, which may be classified as follows: 1. By Hand.—The sand, which must be comparatively dry, is taken down the shaft in cars on cages and is distributed to its destination in these cars, or it is dumped down raises and is drawn off and distributed by means of cars, wheelbarrows or scrapers.

The system of stoping described in this paper was first introduced at the Champion mine of the Copper Range Co., Painesdale, Mich., in 1929, and since that time has been developed to a high state of efficiency. The method was devised to overcome some of the objections to the system of horizontal cut-and-fill stoping formerly employed at this mine and has done so successfully. The objections to the old system became more pronounced as the depth of mining operations increased and a change became a matter of necessity. While the combination of conditions encountered at the Champion mine is rather unusual, it is believed that the sublevel system developed there could be employed advantageously at other mines, though certain modifications might be necessary. This paper describes the method and the results obtained through its use, and suggests modifications for making it applicable under quite different conditions from those at the Champion mine. Champion Lode The lode being mined at the Champion mine is the heavily brecciated top of what is known in the district as the Baltic lava flow. The brecciated portion of the lode varies from 6 to 50 ft. in width. Under this breccia is the thinner, tighter, amygdular portion of the lode; under the amygdular portion is the trap footwall. Native copper is found deposited in the rock fragments of the breccia, in the cementing material of the breccia, in the amygdules and in the trappy rock under the amygdular part of the lode. In some places masses of copper many tons in weight extend far into the footwall of the lode. The Baltic lode on Champion property is 8000 ft. long, very straight along the strike, and dips uniformly 70' to the west for 3000 ft. in depth, at which point the dip begins to flatten slightly. The width of the copper-bearing portion of the lode varies from 10 ft. to as much as 80 ft. in a few places; the average width now mined is 17 ft. R. M. Raymond, New York, N. Y.—The filling and drawing down of the overhead material was done at considerable depth, which is not the usual method in which it starts at the surface.. R. J. Mechin.— It is a little more than 1000 ft. at El Bordo. The vein above had been caved practically to the surface and some of the ore had been excavated, using underhand and overhand square-set methods. This was far enough away from the shaft to prevent any bad effects. When the sill floor was taken out, to insure the old cave material following down well, we put chutes in the square sets for several weeks until we were sure that the material from above was moving down; on each level above, several crosscuts were driven into the old fill by which we could see the material coming down and thus be sure it was following the first. We had to dynamite it very little because it was dry and dusty. The only trouble was that timber starting from the old square sets would get across the chute and hang up. R.. M. Raymond.—HOW many floors did you operate at once? R.. J. Mechin.—We would operate one floor through the whole length and prepare for the second. F. W. SperR, Houghton, Mich.—Could you have worked it in steps? R.. J. Mechin.—Yes; but working it all on one floor was much better for ventilation. The passage between steps would tend to become heavy and blocked and, as the passages from the mining floor down are usually filled with ore, there would be no way for the air to pass up. By means of doors and fans, air was driven to the extreme end of the orebody through the stope and up the other end; but it could have been worked in steps. F. W. When a new type of equipment revolutionizes methods of quarrying one kind of stone, producers of other kinds focus their attention on its potentialities in their particular fields. The purpose of this paper is to discuss the accomplishments of the wire saw in slate, to show its more limited attainments in other kinds of stone, and to point out the possibilities of much wider application. A wire saw consists of a 3/16-in. or ji-in. three-strand wire cable that runs as a belt and cuts the rock by abrasion. (Fig. 1. The teeth of the saw are sand grains carried in the grooves between the strands. Accomplishments in Slate† Initial experiments with wire saws by the U. S. Bureau of Mines in the Colonial Slate Quarry, Wind Gap, Pa., in 1926, attained success so immediate and pronounced that within two years in virtually every quarry in the neighborhood of Wind Gap, Pen Argyl and Bangor, the most productive slate area in the United States, wire saws were substituted for channeling machines. An 80-ft. cut in slate is shown in Fig. 2. The technique of operation has been described in several reports (references at the end of the paper). The present purpose is to summarize the accomplishments in a large, typical slate quarry after nine. years of experience. Parsons Bros. Slate Co., at Pen Argyl, Pa., substituted two wire saws for six channeling machines in 1927. The following comparisons are made between the present method with wire saws and the former channel-ing-machine method. Rate of Sawing.—The average rate of cutting with a wire saw in the early days of its operation, as determined by the Bureau of Mines', wits 14 to 17 sq. ft. per hour. Parsons Bros.
