Y.:—Do I understand correctly that the rolls are at first simple cylinders, one longer than the other, and that flanges are subsequently formed on the longer roll as the result of wear only ? Mr. Payne :—The flanges are formed by the wearing of the shorter roll into the other, which is about an inch longer. When the roll-shells are new, the longer one has machined at each end a ridge about 1/8 in. or 0.25 in. higher than the face. These slight projections help to center and steady the rolls, by locating the flanges in advance. Possibly they might be left off at the start; but Mr. Frazee has found it better, in machining the new roll-shells, to turn such small flanges upon the longer one. In his practice the feed-stream is extended a short distance beyond the two ends of the shorter roll-shell. This allows a small amount of crushing to be done between the flange-ftices and the vertical ends of the shorter roll-shell, which prevents any ridges from forming at the ends of the shorter roll-shell.

(in reply to several questions):—The cut representing some of the round briquettes which were under test shows that, at the brcaking-stresses, they break into lumps, and do not disintegrate into powder. The process is simplicity itself. I have followed the different processes for sintering iron-ores and flue-dust, am interested in all of them and wish them all success; but this process appealed to me strongly by its simplicity. It is in line with a method which I once tried to work out myself, but which never came to anything, namely, the agglomeration of fine iron-ores by means of Portland cement. As small an amount as 5 or 6 per cent. of Portland cement will enable fine ore to agglomerate and set into a briquette, but when I came to estimate the cost, I found it was a little too high. The Schumacher process, curiously enough, does not work well on iron-ore, but flue-dust thus treated does harden and give a strong briquette. In my attempts to find a reason for this difference, it has occurred to me that possibly the particles of flue-dust had been coated over with some sublimed silica, which might be an agent in the setting. But I found by experiment that neither sublimed silica, nor ordinary silica, nor ordinary alumina, would briquette. Chemically pure iron oxide briquetted quite hard; but the application of pressure is a necessary part of the operation. If simply moistened with the solution and allowed to stand it does not set hard, but the more pressure applied to it the hardcr it sets. Evidently the flue-dust particles must be pressed very close together in order to get the small proportion of active material wet, so that the particles shall act at their points of contact; for it is evident that only at the points of contact does the cementing action take place. The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. With the threatened falling off in production of the lighter oil pools of the Tampico embayment in Mexico, a general search of that country for oil-producing regions has resulted in renewed activity in the region of the Isthmus of Tehuantepec, one of the first districts exploited in Mexico. Since the drilling of the first well in the San Cristobal section by the Pearson interests in 1902, drilling has been continuous, except during 1917-1921, when practically all development was stopped by the revolutionary activity. Early in 1921, a drilling campaign was inaugurated for the purpose of testing out the known salt-dome poolfi on the flanks of the salt masses, rather than on their tops where previous tests had been located. On Dec. 7, 1921, the Aguila Co., with which are consolidated the Pearson interests and which has been the only company active in developing this region, unexpectedly drilled into a sand horizon at 3015 ft. with its Conception well No. 18. The hole was unable to handle the production, as a 1400-ft. string of 121/2-in. casing was hanging in the hole, a salt-water horizon drilled through at about 800 ft., was not cemented off, and 3000 ft. of 4-in. drill stem with rotary bit was in the hole. This well's potential capacity was never determined, but it made 7000 bbl. of 25" Bé. oil through the bit and Pin. drill stem, in one of its sporadic flows before sanding up, and thus proved itself capable of the largest potential production of any well on the Isthmus. The well showed salt water before caving and sanding up with the drill stem still in the hole, and will probably never be used for production. Wells Nos. 22 and 23, drilled nearby, have proved disappointments after making good showings of oil. In the spring of 1922, Ixhuatlan wells Nos. 28 and 29, deep tests supposedly on the flank of the known salt cores in that field, went into solid salt; No. 28 at 2250 ft. and No. 29 at 2400 ft. In the preparation of this paper the writer has drawn freely upon the writings of Orton, Munn, Shaw, Mather, Miller, Hoeing, St. Clair, Jillson, and others, as well as upon his own personal knowledge of the fields of both states. It is to be regretted that certain data gathered by him and his assistants last fall are not available for publication. Oil in Tennessee A few wells drilled for brine for salt making in Tennessee between 1820 and 1840 obtained oil, but no definite search was made for oil until just after the close of the Civil War. Active drilling was then begun in Overton and counties southwest of it on the eastern half of the Highland Rim. A number of strikes were made at shallow depths in the basal part of the Mississippian but the wells were soon exhausted and abandoned. Drilling was revived, about 1892, when the Spurrier district in Pickett County was developed and was followed by the Riverton district in the same county in 1896. A pipe line was laid from the Wayne County, Ky., fields and about 60,000 bbl. of oil were run before a very heavy slump in the production, a failure to find an extension of the field, and excessive local taxation caused the removal of the pipe line in 1906. There was then no production in Tennessee until the discovery, in 1915, of oil near Oneida, Scott Co., at about 950 ft. (289 m.) in fissures in the Newman or St. Louis limestone. This field, however, soon failed and was abandoned. In 1916, oil was found at Glen Mary, Scott Co., in the Newman limestone at a depth of 1232 ft. (375 m.) A number of wells have since been drilled there, some of which were dry while others, close by, were produccrs. The largest one yielded, at first, about 340 bbl. per day and produced for several months, when it suddenly went dry. Several of the first wells began at 6 or 8 bbl. per day and are still maintaining that output. The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnsont Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. The brilliant and very original matter in Professor Jeffries' discussion† should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very leatures of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chap-pell's photographs of steel coarsened under somewhat different conditions.' The ideas developed by these discoveries are so novel that convenicnce of language seems to call for new conventional terms for expressing them. In what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progrcssively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called " supergerminant" if the distinction should be needed. "Germinative temperature" seems better than "critical temperature

The investigation herein described was carried out for the purpose of studying, both by chemical and metallographical means, the extent of over-oxidation of steel that can be accomplished by excessive overblowing in a Bessemer converter. 111 addition there are appended some results of basic open-hearth and crucible steels. Remarks on Chemical Methods. The test block used was hemispherical in shape, 4.5 in. in diameter and 2 in. thick. Drillings for analysis were obtained by drilling through the entire solid part of the block, carefully avoiding all cracks and blow-holes and mixing these drillings thoroughly. Drillinga were carefully examined for scale and the finest were gone over with a microscope to be sure all scale from whatever source had been removed. Oxygen was determined by the well-known method of Ledebur, modified according to Cushman,1 with, however, the removal of the preheating tube, which was found unnecessary. This method has been found to give concordant results. Blanks run from 0.0003 to 0.0006 g. Duplicate determinations varied not more than 0.001 to 0.003 per cent. It seems to be generally supposed that the hydrogen method gives only that oxygen which is combined with iron. Whether this be true or not, the content of oxygen existing as iron oxide no doubt predominates sufficiently, so that the result obtained is sufficient to indicate whether the steel is over-oxidized or not. We are well aware that the oxides of manganese and chromium, when existing alone, are not reduced by hydrogen at a red heat. A metal is said to be overstrained when it is deformed beyond the elastic limit at a temperature well below the critical range, as in cold working. Quantitatively, overstrain might be considered as that part of the total elastic deformation of the piece of metal, left over after the external load is removed, that added to the permanent deformation due to plastic action will give the total permanent deformation. Ordinarily the effects of this phenomenon, which vary with the internal residual stress probably in accordance with Hooke's law, are more noticeable when the yield point of the metal is exceeded, but they probably also exist to a smaller degree when the load is just large enough to cause the least amount of permanent set. These effects, which we recognize as the result of overstrain, are as follows: 1. An apparent increase of the elastic limit in tension and a decrease of the elastic limit in compression, provided the external load is tensile. The reverse is true when the load is compressive. 2. An elastic after-effeet in which time and temperature are important factors. 3. A state of imperfect elasticity in which Hooke's straight line becomes slightly curved, giving rise to an hysteresis loop. 4. In addition to the apparent increase in the elastic limit, such properties as the hardness, ultimate strength, and resistance to fatigue failure are increased, provided the overstraining has not been carried far enough to make the metal brittle. 5. Correspondingly the ultimate elongation, reduction in area, magnetic quality, ratio of endurance limit (fatigue breaking stress) to elastic limit, and resistance to season cracking (in certain copper alloys) are decreased. The question naturally arises: how do these changes in the properties of a metal resulting from overstrain influence our method of design? In connection with law suits between mining companies at Bingham, Utah, a few years ago, the writer made petrographic studies of more than 1400 rock and mineral samples in thin sections, and also careful studies of their field relations. In petrographic studies, even when an area is studied intensively, attention is commonly centered very largely on the unusual features of special interest, so that the relative abundance of rock types (or minerals or textures) can only be determined by a study of map areas outlined largely by field methods, and cannot be based directly on microscopic work. It is very uncommon, and usually impossible, to take samples at regular short intervals along and across formations. It is precisely because such methods were used at Ringham that the work presents a rare opportunity for determining, on a microscopic basis, the relative abundance of rock types and the continuity of gradations between rock types. At the same time, a study was made of the alteration of sediments under the influence of igneous intrusions, with results that are believed to be of interest and importance. • Sandstone-limestone Gradation The sedimentary rocks of the Bingham district are chiefly sandstones, with some beds of limestone, all now lying with their strike nearly east and their dip nearly north at an angle of about 30°, near the surface. The limestone beds are remarkably irregular in thickness in some places, but usually change very slowly in composition along the strike. However, the most interesting results are obtained from a study of a section across the beds at right angles to the strike. In some places, such sections show the usual alternation of pure sandstone with nearly pure limestone, in the simple manner assumed in most geological discussions.

Petroleum has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and ('burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil, which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D., the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.' (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the Japanese, however, still dug the wells by hand. Toward the end of the '80s) an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point,, which is near 700" C. The present paper will not consider these old and well known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, In 1886, reports that both working steel and heat treatment of steel in the blue-heat range arc highly injurious. Recently, however, some metallurgists believe that the straiglltening of warped steel forgings at a blue heat produces a beneficial effect on the metal2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes in Iron and Steel below the Thermal Critical Range, which has the following personnel: K. R. -Abbott, H. C. Boynton, William Campbell, J. V. Emmons, F. B. Foley, H. J. French, H. M. Howe, Zay Jeffries (chairman), F. C. Langenberg, J. A. Mathews, P. D. Merica, A. H. Miller, J. H. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the rise, and rooms turned at right angles to these entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut. in rooms and the back entry of the level above. All entries, rooms, and entry-and-room crosscuts should be driven .on sights and room crosscuts should be driven at, right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire. Where economic conditions permit, it is preferable to follow the retreating panel system of mining. In the case of coal that outcrops, and even in cases where no outcrop is exposed, it is preferable to commence pillar extracting on the high side of the mine. Where the retreating

The piping and segregation of ingots of steel is a comprehensive subject, and must be studied in reference to the different grades of soft, medium, and hard steel, rather than to discuss it in a general manner, as though applicable to all grades. Rail steel, however, will receive the most consideration in this paper, for the wheel-loads of the motive power and rolling stock have doubled from 1890 to 1910. Steel rails and tires which were efficient under the light loads, became less serviceable under the double wheel-loads, quadrupled tonnage, and higher speeds. Bessemer Steel. Bessemer steel of from 0.10 to 0.15 per cent. of carbon, for splice-bars, spikes, and tie-plates, rises in setting, and is cast in bottle-mouthed molds, which must be capped to prevent an overflow from the top. This grade of steel rises in the molds and makes a longer ingot than the volume of molten steel when first teemed. The ingots which are allowed to cool and then cut open, show, particularly in the upper part, large occluded blow-holes, and when they are not oxidized or do not contain foreign matter, weld more or less completely when the steel is rolled or forged above 1,100° C., and it is in this way that the blow-holes are closed in the low-carbon steels. Boiler-Plate and Fire-Box Steel. These grades often contain more or less minute laminations, which are the remains of small blow-holes forming after the setting metal has reached a pasty condition. The blow-holes in the low-carbon steels have not been prevented by usiug deox-idizers, though the ingots are slightly improved so far as the soundness of the steel is concerned. This grade of steel also rises in the molds in setting.

The Anaconda Copper Mining Co. purchases 25,000 kw. of electric power for its mining operations at Butte, Mont. This power is delivered, over duplicate feeders, in the form of 60-cycle, 2400-volt, three-phase current, to five compressor plants, where most of the energy is used for driving air compressors. At the compressor plants are located the switching apparatus for controlling the 2400-volt power and distributing it to the various mines. At these points, also, there are a number of motor-generator sets for converting the alternating current to 275-volt direct current for the haulage systems. Pole lines convey the powcr from the compressor plants to outdoor transformer substations at most of the mines. When it is not economical to distribute the power at the lower voltages in the mines, transformers and motor-generator sets are placed at strategic points underground. All power is purchased on a maximum-demand basis; therefore there is installed at one of the compressor plants an eight-element totalizing graphic wattmeter. This instrument records simultaneously the value of all power taken at the numerous points of delivery, which not only climinates the diversity factor but permits load dispatching between compressor and pumping plants, and thus materially reduces the maximum demand from the power system. As most of the mine hoisting is done by 90-lb. compressed-air winding engines, the air-compressor equipment for the winding engines and mining operations is quite extensive. The standard air compressor has a rating of 7500 cu. ft. per min. of free air, and most of the compressors are directly connected to synchronous motors. The synchronous motors are designed for 80 per cent. loading power factor, thus facilitating power-factor correction of total mine load. Consequently by cooperation with the power company, the voltage of the power received at the compressor plants is constant. In the mines there are installed an induction motor load of approxi-mately 10,000 hp., and 4500 kv.-a,, in transformer capacity.
