Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. Mt. Newman Mining Co. is now completing an expansion program, begun even before initial construction was complete, which will result in the ability to ship up to 35 million tpy of iron ore by early 1973. Located in the Pilbara region of Western Australia, the mine at Mt. Whaleback is about 700 road miles north of Perth and 265 railroad miles south of the port facilities at Port Hedland. Development of the tertiary crushing and screening facilities best illustrates the orderly, but rapid, sequence through which the capacity of the port loading terminal has been expanded. When the present program is completed, crushing and shiploading capability will reach - - 35 million tpy. Operations commenced in 1969 with 3 crusher lines in service; and despite the 5-million annual ton rating, 6.46 million tons of ore were shipped during the first full year of operation. With continuing increase in ore sales, expansion to an annual capacity of 12 million tons was authorized, and installation of two more crusher lines was begun. As a part of this program, provision for installation of a sixth crusher at some future date was included in the planning; but before construction was completed, new ore sales contracts demanded further expansion to an annual rate of 20 million tons, and the sixth crusher line was authorized. The distributing and collecting conveyors had been designed for extension in length and increase in capacity, therefore, conveyor service was provided for the additional crushers with additional belting and hardware only.

Ocean mining has a number of problems which are critical to its development: ? Political hurdles on national and international stages ? The worldwide economic situation, with the possibliity of a recession ? Financial difficulties in funding further work ? Technical problems for the development of ocean mining and transport subsystems ? Demands for technology transfer This paper touches the last two points and provides some thoughts for discussion and creative objectification. The many technical problems of ocean mining will be identified and some proposed solutions will be investigated relative to the state-of-the-art technology of ocean mining and nodule transport. An outlook into the future attempts identification of the steps necessary to eventually develop components for workable systems that are not only technically but also economically feasible.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

Oceanographers are tooling up. Back of the build-up is Navy defense work and private business. Business is dipping toes in the ocean gingerly and not sure whether the motivation is based on logic or intuition. The problem is that new business opportunities in the oceans could explode rather than evolve. The question is when. At stake for earthlings are food supplies, mineral resources, oil and gas, weather forecasting, navigational systems, shore erosion control and sewage disposal, as primary targets. "Twenty years ago, offshore oil seemed a remote possibility for economic exploitation but today it is a reality. It became a reality largely because of the development of practical ocean seismic equipment and drilling platforms. Today the oil industry is looking at submerged-type drilling rigs. Mineral exploration in the sea is more expensive than on land now primarily because familiar land tools are being modified for sub- marine work." These were the ideas expressed by C. G. Welling of Lockheed Missiles & Space Co., at one of the many meetings that have taken place so far this year on development of marine resources. Welling's views indicate the rationale of companies that have already invested in the sea. Many companies, including those in mining, have observers who caution, "go slow." The continental shelfs and even the deep ocean floor represent to the mineral industries the age-old, enigmatic confrontation-is this the time to move? To no other industry, except Defense, are the results of correct timing so vital.

Man has always been and will always be part of his environment, in ,a good, bad or indifferent manner. Until quite recently, this environment has been the atmospheric boundary layer above the land masses, and to a limited extent the air-sea interface of the oceans. Since the days when he lived in caves, he has built up a wealth of observations on these two environments,-with ever-increasing scientific precision which unfortunately until quite recently was completely insufficient for modern capabilities of data analysis. Consequently, in a sense, he has left in his wake thousands of years of missed, opportunities for making exact observations and increasing his understanding. The data of the past are lost and he has to be satisfied with what he can assemble from now on when his environ- ment, largely as a result of his actions, is exhibiting more and more rapid variations in time; in other words, time series of observations of phenomena are required, the length of which is critical for most purposes of analysis.

A review is given of the nomenclature, sources, imports, statistics, common methods of preparation, and testing of mineral pigments. A description of the Deer Park-Spokane colored-clay district and the laboratory methods of preparation of these colored clays, others, and siennas follows. The mineral pigments were prepared by washing or grinding the original material as received and by calcination of the yellow ocher and brown sienna with and without manganese dioxide to produce red, brown, and black colors. These prepared powders were tested for fineness, oil absorption, and color as compared with well-known brands of commercial pigments. Similar tests were made with several basalt red clays occurring in the neighborhood of Salem, Oreg., and Kalama, Eatonville, and Clay City, Wash. The color particularly was studied, since this property is the most important commercial characteristic of the minerals. PURPOSE OF INVESTIGATION Since the development of the clay industry in the Pacific Northwest, some curiosity and interest have been aroused by the red and yellow clay or ocherouslike material that has often been found associated with the commercial clay deposits. These include the red and yellow "paint pots" near Deer Park and Spokane in eastern Washington, a red clay at Clay City, another close to Eatonville in western Washington, and red basalt earths near Salem, Oreg., and along the Columbia River near Kalama, Wash. Several companies have been organized to produce pigment colors from two of these deposits but have either discontinued or never started operations.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

The subject of octanes and knock in petrol engines is of general interest, not only to the engineers and chemists in the petroleum and automotive industries, but also to the motorist who wishes to see some light through the haze of propaganda regarding "super" petrols. A mixture of petrol vapour and air will explode when a spark is passed through it if it contains more than one and a half per cent. or less than six per cent. of petrol vapour by volume. In a petrol engine the mixture has to be within the explosive range before it will operate. When the spark is passed it 'ignites the petrol vapour-air mixture which burns with rapid but finite progress of the flame front 'through the unburnt gases in much the same manner that a charge of dynamite is consumed. The turbulence of the gases in the cylinder under normal operating conditions more than doubles the velocity of the flame front and enables the combustion to be completed by the end of the working (expansion) stroke:KNOCKIf the cylinder head 'is poorly designed or is covered with a deposit of carbon, it is possible for "hot spots" to develop, and these can ignite the mixture before the spark is passed. This pre-ignition gives rise to an engine knock but is accompanied by a dull thud rather than the ringing knock associated with the true "knocking" found in a petrol engine and attributed to the detonation of the mixture. Control of the feed provided to mineral processing facilities is a continuing challenge. Much effort is currently being devoted to overcoming these problems. These projects are usually described under the general headings of Mine-to-Mill Integration or Mine-Mill Optimization. It should be possible to combine the knowledge of ore type, mineralogy, and other characteristics (located in the mine modelling system), with the advanced capabilities of state-of-the-art mill control systems, to achieve an improved level of control in mineral processing, allowing optimization of the mill processes on an almost realtime basis. This is not happening because mill feed it is often treated as a uniform material, when in reality it varies in composition and characteristics. The University of Utah is investigating the use of odor sensors for maintaining traceability in ore production and processing. Odor sensors now used in food processing, environmental monitoring, and other applications can detect the presence of very small amounts (0.1 - 500 ppm) of some molecules. An assortment of such molecules could be used to ?tag? blocks of ore as they are mined, according to their respective characteristics. Then, as the ore came into the mill, an array of ?electronic noses? could be used to assess its characteristics in real time.

The Hamersley Basin of Western Australia holds significant tonnages of detrital iron deposits. Formed by a cyclic weathering and eroding sequence of nominally barren banded iron formation, they may form rich proximal accumulations of iron cemented gravels distal from any obvious hard-rock iron mineralisation. While generally small, they nonetheless represent excellent economic targets as they are near surface and easy to mine. The relatively high density of iron detritals, when compared with their sedimentary hosts, makes the gravity method the primary method of exploring for these blind deposits. Identification of possible trap sites is used as a precursor to gravity surveying, with magnetics used as an ancillary method prior to drilling. Application of the gravity method in this terrain is not straightforward. Detrital trap sites are best developed next to the spectacular cliffs that form the range fronts to the Hamersley Ranges. Precise terrain corrections and use of first vertical derivatives are routinely applied to gravity data in an effort to map every possible gravity high that may reflect the presence of a detrital accumulation. Extensions to Hamersley Iron Pty LimitedÆs BS2D deposit were discovered by the routine application of gravity. This methodology has been used to create a model by which exploration for detrital deposits continue to the present day.

(communication to the Secretary): It has always appeared to me that each coalseam has its peculiar character or habit, due to the conditions of its formation, by virtue of which it is either persistent or variable in its section over extended areas. One seam will hold its thickness, chemical character, number and position of partings, beds of slate, etc., over a large area, while another will be found to vary in some of these characteristics every few feet. As the position of the outcrop is an accident of the topography, depending on folding and erosion which have taken place since the bed was formed, no one opening in the outcrop, or, in fact, anywhere else, can supply reliable evidence as to the general character of the seam. Prof. Henry M Howe, New York: It is extremely probable that this efflorescence of silica is due to the liquation either of silicon or of a silicide, and the subsequent oxidation of the silicon to silica. As Mr. Fackenthal says, it is very hard to see why silicon should liquate from an iron containing so little silicon, and it seems more probable that some silicide of some volatile element has liquated, and has dissociated on reaching the air, and that the volatile element has volatilized, leaving the silicon to oxidize to silica. The volatile elements present which might thus liquate in combination with the silicon are sulphur, zinc, and lead. It is hard to see why sulphide of silicon should have liquated from an iron containing so little of either sulphur or silicon. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Imported products and materials have been in the news over the last several years in a wide variety of industries. Certainly the mining and industrial minerals industry has not been exempt from this. Cement imports have received considerable attention in the press and a number of written articles. We are also seeing imported aggregates particularly along the gulf coast and east coast of the United states. We are now hearing increasing talk of bringing high brightness calcium carbonate from offshore sources into the U.s. domestic markets. This paper takes a look at the location of these sources, factors affecting their acceptance by U.S. industry and presents a general cost comparison of offshore and domestic calcium carbonate. In addition, the market response of U.S. suppliers and the impact of imports is also discussed.
