The need for mechanization in coal mining wherever it can be successfully introduced is evident when we take into account the fact that during recent years the coal-mine employee's wages have increased and his hours have been shortened. Coal is no longer King, and a brief study of statistics covering the production of coal, petroleum and natural gas and the development of water power will convince anyone that coal has had very powerful competitors during the past 10 years. Petroleum production in the United States between 1918 and 1936 increased from 100 per cent to 309 per cent. Water power increased from 100 per cent in 1918 to 270 per cent in 1936. Bituminous coal slipped from 100 per cent in 1918 to 75 per cent in 1936. The anthracite industry slipped from 100 per cent in 1918 to 50 per cent in 1932, but climbed to 55 per cent in 1936. In 1918, the State of Washington produced a little over four million tons of coal and the production of California oil, at that time, was a little less than one hundred million barrels per year. By 1929 the production of California oil had increased to a little over 292,000,000 bbl. or nearly 300 per cent as compared with 1918. By 1934 the production of coal in the state of Washington had dropped to about 1 1/3 millions of tons per year. Our neighbors in British Columbia had their coal production reduced from a little over 2 1/2 million tons in 1920 to less than 1 1/3 million in 1933. The North western Improvement Co., a subsidiary of the Northern Pacific Railroad Co., owns coal properties in various parts of Washington and Montana. The Northern Pacific is one of the very few railroads using any considerable quantity of coal in its operations. Practically all of the American railroads in the Pacific Northwest, except the Northern Pacific, are using cheap California fuel oil or electricity. This problem, of course, is not a new one in coal mining, and all of the progressive coal companies in the country have tried to meet competition from an overproduction of petroleum and an overproduction of natural gas as well as enlarged developments of hydroelectric plants.

Miners have observed for many years that as pillars are removed in mining operations the pillar adjacent to those mined out frequently shows evidence of being compressed. Although this has been known for a long time, little or no information is available concerning how far from the mining area the pillars are affected in this manner, or how great is the magnitude of the compression, or concerning the manner or characteristic way in which the compression acts, as the mined-out area approaches the pillar under consideration. The writer made a study of pillar action in the Mona mine of the Arkwright Coal Co., partly to get some quantitative data on the deformation of coal-mine pillars. The study was not completed but it seems best to present the information that was obtained. Method of Measurement Fig. 1 shows the details of the apparatus used for measuring the deformation. This is permanently attached to the pillar. Fig. 2 shows the details of the gauge that records the deformation. This gauge is removable and was used to measure the deformation at all the stations. The recording dial is graduated in thousandths of an inch and records measurements up to one inch. Fig. 3 shows how the removable gauge is placed in the instrument. When installing the instrument in the side of the pillar, all loose coal near by was removed and a trench 4 to 6 in. deep, and approximately 1 ft. wide, was dug in the pillar. In this trench near the top and the floor, the holes holding the instrument were bored. These holes were then partly filled with thin cement and the rods were inserted. The remaining space in the holes was tamped full of cement. At this time, by carefully manipulating the permanent rods and clamps and adjustable pin, it was possible to adjust the instrument so that the removable gauge would stand true and measure any vertical deformation between the top and bottom rods. Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

No outstanding example of an important producing unit operation exists in California today where the competitive drilling drainage feature is or was entirely eliminated We need not feel, however, that the thought of unit operation had its birth in 1924, when Henry L. Doherty named and sponsored it so strongly before the American Petroleum Institute and our own organization. No man or company in California ever drilled a wildcat well without exerting every possible effort to get all of the structure, so as to control drilling and avoid competition. Overproduction did not begin in 1923, so there has always been the wish to avoid it. In this state the practice of selling acreage around a wildcat has not been followed, except possibly in rare instances. The operator drilling the wildcat knew he must pay the bill alone, so he endeavored to get the benefit of his effort by tying up all of the land around his well and by so planning his different lease obligations as to avoid as much offsetting as possible. If he failed to get all of the land, it was because someone's price was too high, some other oil man also had the same idea and already held some lands, a competitor took leases away from him while his work was still incomplete, or (as was so often the case) the hidden structure when developed did not prove to be where the wildcatter thought it would be. The last named condition often led to a forced drilling campaign by the last leases secured and thus to serious drilling drainage problems. Ownership of the Land The land situation differs a great deal in various parts of the state. In the San Joaquin Valley, all the land is surveyed into sections and townships. Railroad land grants embraced a part of the land. In the areas that were developed at an early date, as at Kern River, Coalinga, McKittrick and the Sunset-Midway field, such land as the railroad company's diligent land department had been unable to sell for a song as grazing land still remained in its ownership. The discovery well in the Rock River field, in Carbon County, Wyoming, came in May 1, 1918. The field is on a large anticline having more than 1500 ft. of closure and production is obtained from three sands of the Dakota group. At its peak, production approximated 10,000 bbl. daily and is now averaging 2200 bbl. Total production to Jan. 1, 1930, exceeded 12,500,000 barrels. So far as known to the writer, Rock River was the first light oil field in the Rocky Mountain region to be produced under what we now term unit operation. Though this type of operation was not popularly acclaimed by the oil industry, the Federal Government and the public until many years after the inception of development at Rock River, the officials of the Ohio Oil Co. when acquiring this property were fully cognizant of the economies to be effected by unit ownership and the consequent elimination of competitive drilling and producing of wells, and had this in mind at the time. Thus unit management was introduced in this field at an early date by this company. Area and Management Fig. 1 shows the location of all wells drilled on the Rock River structure and the outline of the productive area as now defined, which amounts to 1380 acres. The hachured line indicates the area now under unit ownership; originally a much larger area was so owned but leases have been canceled as progressive development indicated their lack of oil. The management and operation of the entire productive area is handled by the Ohio Oil Co., which owns the majority working interest. The Continental Oil Co. with a 20 to 35 per cent. interest in much of this acreage, and smaller interests owned by others in some of the leases, constitute the remainder of the ownership. The three gas-producing "pools" discussed in this paper are in Sweet-water County, southwest Wyoming, and Moffat, County, northwest Colorado. Hiawatha, North Baxter Basin and South Baxter Basin gas fields became economically important in 1929 when a 330-mile gas line connected them with Salt Lake City, Ogden and towns en route. This development immediately focussed attention on the gas-producing fields and the efforts of the producing company to develop them in an orderly, economical manner. Portland cement is manufactured under either of two general processes, the wet or the dry. The raw materials in general consist of limestone, shells, marl, cement rock, clay, shale, blast-furnace slag, etc., so proportioned that when calcined the desired composition will be obtained. In the wet process the combined raw materials are ground to extreme fineness in the presence of water, to a resulting slurry of from 30 to 50 per cent moisture content. The moisture of the slurry may be reduced by thickening or filtering processes for feed to the cement kiln or the slurry may be fed to the kiln with its full percentage of water. The dry process differs from the wet in that the surface moisture of the raw materials is removed prior to grinding. For the drying of these materials heat is required and in most cases is produced by burning of raw fuel either on grates or stokers before the dryers or in suspension in the form of pulverized coal, oil or gaseous fuel. The power required for making the cement is sometimes purchased from outside sources; sometimes it is generated from the heat in the waste gases leaving the cement kilns, or generated at the plants direct from raw fuel. We have, then, as the possible requirements of fuel in the cement industry: (1) fuel for power generation, (2) fuel for drying raw materials, including coal before pulverizing, and (3) fuel for burning the raw materials to cement clinker. There is no essential difference in quality required in fuel for burning the materials by the wet and,dry processes. Fuel fob Power Generation As there is nothing peculiar to steam generation in a cement mill power plant as compared with other power plants this use classification of such fuel will be found in other reports of the Technical Committee. Fuel for Drying Raw Materials and Coal Any fuels capable of producing moderate temperature gases may be used for drying raw materials. There is no problem of material contamination from fuels at this part of the cement manufacture to be guarded against.

In technological studies on steel considerable emphasis has been placed on the identification of the foreign inclusions, testimony of which is adequately given in the metallographic literature covering methods for their identification. The outstanding accomplishment in this field is the scheme devised by Campbell, Comstock and Wohrman for identifying various oxides, sulfides, silicates and other constituents by systematic etching tests and microscopic examination.' The time involved in carrying out this procedure has led to attempts to secure quicker methods, or at least to shorten the time required to secure essential information. An example of this is the use of dark field illuminatin,2 but when this was tried out by the authors it was found that cavities and pits on the polished surface appeared bright on a dark field and could not be distinguished from small glassy inclusions. Still another means is the Leitz Ultropak, an instrument equipped with optical units for the illumination of the specimen by reflected light to secure an effect similar to dark field illumination. The structures are made visible in exceedingly sharp details by utilizing the inherent properties of the samples, such as refractive index, absorption coefficients and reflection powers. We have had no experience with the Ultropak, but a recent paper by Benedicks and Löfquist3 describes methods for determining the refractive index of (Fe, Mn) O and MnS by the use of this equipment. Presumably this method would be subject to about the same limitations as dark field illumination, though the, feature added by Benedicks and Löfquist appears to offer great promise in inclusion identification.

There is nothing particularly new about the use of sinter in a blast-furnace burden. For many years flue dust has been sintered at the various blast-furnace plants to put it in a form that could be recharged to the furnace with some assurance that it would stay in the second time. This paper is not a compilation of scientific data but only an attempt to give our experience with sinter. There are some unexplained discrepancies in the tests given here, such as the flue dust produced and iron tonnages, but the results given are the results that were obtained. Sinter is not the cure-all for blast-furnace problems. A good coke is still the most important factor in good furnace operation. However, good sinter is a big help. As flue dust is produced under varying operating conditions and fluctuates greatly in carbon content, it is difficult to produce from flue dust alone a uniform sinter, which will give satisfactory blast-furnace results. Sinter made from flue dust alone will change in character with every carbon variation. Almost invariably flue dust contains carbon in excess of the amount necessary to make good sinter, and this excess must be burned out. This, of course, necessitates reduction of the speed of the sintering machine and thus a decrease in tonnage. An alternative is to dilute with a carbon-free material to use up the excess carbon. High-carbon material when sintered results in a very dense, undesirable product, since the excess heat melts the charge into a hard, nonporous mass, and tends to form refractory silicates. At the Republic Steel plant in Cleveland, there had existed since 1924 a continuous-type sintering machine having 224 sq. in. of grate-bar area, capable of producing 9 to 11 tons of sinter per hour from flue dust. Under a former management, it was the practice to sinter only the flue dust from the blast furnaces, no attempt being made to recover the gas-washer sludge. As the dust was limited, the plant operated only part time. In other words, there was a sintering plant representing considerable investment, with good facilities for screening and preparation of raw materials, and flue dust available for only part-time operation. The sinter produced was costly and not a very desirable product. The first step was to install equipment for the recovery of the gas-washer sludge. This was done in the form of two large thickeners and a filter, which have proved very satisfactory. It was then decided to screen out the minus 3/8-in. fines from the Mesabi ores, mix them with flue dust and coke breeze when necessary, and operate the plant at full capacity. The tonnage increased to 18 tons per hour and the product was much improved. Sintering costs fell and the product was a preferred blast-furnace material, which on an iron unit cost compared very favorably with good Mesabi ores. Statistical methods are becoming increasingly important for interpreting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor, 1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.—Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of variables more or less constantly tending to affect it. As pointed out by Daeves,2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such p1ants. Theoretical considerations by one of the authors have ledl to the prediction that the dynamic internal friction of annealed metals has a broad maximum at a certain grain size. This prediction they have verified2 for alpha brass. In the present paper the theory is extended to include the precise manner in which the internal friction varies with grain size on either side of the maximum. New experimental data are presented to test this extended theory. The physical basis for the type of internal friction that is being investigated lies in the interplay between stress and temperature. Just as local fluctuations in temperature give rise to local fluctuations in stress, so likewise fluctuations in stress give rise to fluctuations in temperature. But temperature gradients give rise to necessarily irreversible thermal currents, and hence to internal friction. The theory for this type of internal friction has been developed quantitatively,³ and has been experimentally verified,4,5 for the particularly simple case of the transverse thermal currents accompanying transverse vibrations. Of more fundamental importance are the intercrystalline thermal currents accompanying all types of vibration. The variation in stress across grain boundaries arises from the elastic anisotropy and at least partial random orientation of the individual crystallites. An exact quantitative treatment of the internal friction due to these thermal currents is of course out of the question. However, much information can be obtained from general arguments.1,6 Thus when the frequency of vibration f is low, or when the grain size d is small, adjacent grains remain nearly in thermal equilibrium, and vibration proceeds isothermally with little internal friction. Again, when the frequency is high, or the grain size large, the heat flow per cycle is small, the vibration proceeds adiabatically with little internal friction. TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. The purpose of an accurate underground pressure survey is to obtain a pressure gradient along the circuit or circuits under investigation. The pressure gradient shows the rate of pressure drop between various observation points along a circuit. This determines excessive resistance regions and the economic feasibility of correcting such conditions by cleaning airways, driving additional airways, or modifying existing airways. A pressure gradient is useful for predicting the effect on other parts of the circuit when adjusting the air regulation on any one split or when planning a field airshaft or slope or a new drift to the outcrop. A single-compartment airshaft often produces disappointing results because it relievcs only a part of the circuit instead of the over-all mine pressure. It is valuable to know how the circuit pressure drop is distributed. The underground pressure survey is used also to determine the friction coefficient for various types of airway. High precision work is required to establish these vital data for predicting the characteristics of mine pressure volume when projecting new mine developments. Methods Regardless of the type of instrument used to conduct a circuit pressure survey, the work should preferably be performed at a time when the mine is idle, in order to avoid air-flow disturbances from moving trips and cages or from the opening or closing of trap doors. Preferably the survey should be made when the barometer is comparatively steady, to restrict variation in the air specific weight at observation stations while the circuit is traversed. The two most commonly used instruments for underground pressure surveys are: (I) the altimeter; (2) the inclined manometer with hose extensions. The altimeter is sufficiently accurate for determining the underground pressure gradient and is preferable to the nianometer for such work because of greater flexibility and shorter time required for the traverse. With the altimeter it is possible to select more widely separated observation stations than is practical with the manometer, with its restricted hose extension lengths. The altimeter also permits easier travel along haulage roads between airway observation stations, avoiding badly obstructed airways. The inclined manometer is more reliable than the altimeter for establishing friction coefficients in mine airways. Manometer readings are unaffected by differences in elevations between stations, which require corrections to altimeter data. The manometer provides direct reading without temperature correction, which may or may not be true with the altimeter, depending upon the make of instrument used.
