Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

Computations and allowances for mine depletion for Federal income tax purposes depend upon the meaning of certain terms in the pertinent provisions of section 114(b) 4 of the Internal Revenue Code. Unfortunately, but one of these terms is defined in the Code. Congress left it to the Commissioner to define the other terms in the Regulations. Even though the Commissioner, through his staff, labored long and earnestly to draft these definitions they have not been satisfactory to the mining industry, because the definitions in the Regulations and the interpretation placed thereon by the Commissioner do not state what the industry believes to be the clear and obvious intent of Congress. Consequently serious and prolonged disputes, unduly delaying the settlement of Federal tax returns involving percentage depletion deductions are continually arising between taxpayers and the Commissioner.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

"SUMMARY Investigations from tunnel face are part of risk mitigation measures during the excavation works. With the tunnel equipment, percussion drillings of up to 30-40m can be achieved. Core drillings are state of art method for investigation exceeding 50m. At Koralm base tunnel, up to 270m deep percussion drillings were performed with drilling rigs and accompanied by an intensive investigation program. These investigations consisted of monitoring during the drilling, field tests (with packer, using the preventer, borehole imaging) and in laboratory. Percussion drillings are cheaper and save time of interruption of the excavation progress. INTRODUCTION As part of a proper risk management, horizontal advance drillings during excavation of underground works can be seen as state of art and meet wide acceptance. Core drillings, deep and shallow percussion drillings can be differed. The selection of the type of drilling, meanwhile, causes intensive discussions. On the one hand, only a core drilling allows a direct investigation of the rock mass expected during later excavation works. On the other hand core drillings are expensive in both cost and time – if there is no excavation progress during the investigation measures – in construction time. Percussion drillings can be performed as rapid investigation measure with the excavation equipment (“Jumbo”) allowing two dimensional image of the ground around the cross section. There is some limitation concerning a reasonable depth of approximately 30m and a borehole diameter of 76mm. The applications of preventer, packer or borehole imaging are hardly applicable. By use of a drilling rig depths of percussion drillings of several hundred meters can be achieved relative easily and there is less limitation of the borehole diameter. Installation of a preventer is possible, as well as packer tests and borehole measurements (imaging, gyroscope, borehole geophysics). The gap of information between core and percussion drilling cannot be closed completely, but it can be reduced substantially and sufficiently by combination of an intensive program of measurements and analysis accompanying the investigation works."

NTRODUCTION In the mining industry, a "drill jumbo" is a drilling unit equipped with one or more rock drills and mounted on a mechanical conveyance. Jumbos range from single¬drill ring drills mounted on simple steel skids to sophisti¬cated multiple-drill units mounted on diesel engine powered carriers and equipped with automatic controls and sound-abatement cabs. Individual types of jumbos usually are designed for specific tasks such as fan drilling in sublevel caving operations. Some units, such as development jumbos, can be utilized for several functions in addition to their normal applications, e.g., for production drilling in room-and-pillar operations, stoping in cut-and-fill mining, etc. Mine operators can purchase individual components from manufacturers, assembling these components into a jumbo suitable for specific conditions. However, this requires that mine personnel have good engineering and mechanical abilities. Although manufacturers of jumbos maintain facilities for designing machines to meet con¬ditions created by new mining methods and unusual ap¬plications, the cost of the engineering and experimental work for new types of jumbos should be evaluated in terms of both costs and benefits; it may be advantageous to plan the mining operation so that existing and proven units can be utilized. GENERAL SELECTION CRITERIA Since the operating conditions vary in underground mines, the design of a jumbo must be selected to cope with the individual characteristics of the mine. The necessary considerations include access space into the working areas, grades expected to be encountered, radii of the curves, ambient temperatures, the characteristics of the rock, the acidity or alkalinity (pH rating) of the mine water, etc. Access to Mine Workings The mine workings must be accessible to the selected jumbo. Frequently, a jumbo must be disassembled at least partially to pass through the mine shafts. There¬fore, a bolted construction allowing disassembly into pieces of suitable size and weight is desirable in most applications. Type of Undercarriage Generally, a crawler-type undercarriage should not be used in trackless mines having acidic mine water. The acidic water causes an electrolytic action between the individual crawler parts and causes rapid corrosion and early failures. Propulsion A two-wheel drive on a pneumatic-tired jumbo is marginal for grades exceeding 12%. A four-wheel drive unit with good weight distribution is capable of operat¬ing on grades of up to 35%. At least 30% of the gross vehicle weight (GVW) should be carried on the steering axle; otherwise, the steering tires may not have sufficient traction on loose road surfaces and may "plow" instead of steer. To assure stable operation in mines with steep grades, the height of the center of gravity of the jumbo should be considered. It should not make the unit prone to rolling over on the steep grades that may be encoun¬tered. Turning Ability In confined working areas, a skid-steering or crawler unit has the best maneuverability. An articulated carrier is preferable when base-rotated parallel booms are being utilized. A rigid-frame jumbo with automotive steering is compact and economical, having lower maintenance requirements than the other two types. However, the turning radius of a rigid-frame unit is wider than either the skid-steering or articulated units, and this wider turning radius may be detrimental in mines with narrow drifts. JUMBO COMPONENTS Rail Undercarriages A mine with a rail-transportation system generally utilizes drill jumbos that are mounted on rail-type under¬carriages. With a light load and good weight distribu¬tion, this carrier may consist of a simple two-axle four-wheel platform onto which the boom-mounting brackets are attached. As the depth of the round and the penetration rates increase, the weight of the equip¬ment installed on the chassis also increases. The greatest problem with a heavy overhung load is balancing the carrier; a three-boom unit may require a substantial amount of counterweighting to maintain an acceptable 70% to 30% axle-load balance. Although lengthening the wheelbase helps balance the unit, a long wheelbase increases the turning radius, often creating problems on curves and sometimes requiring a swivel truck-type chassis. A good rule of thumb for a simple four-wheel undercarriage is to maintain a wheelbase length to track gage-width ratio that does not exceed 2.5 to 1.0. For a larger ratio, a swivel truck should be utilized. Swing-out outriggers or roof jacks help keep a jumbo in place during the drilling cycle. Usually, a rail-mounted jumbo is not self-propelled. Instead, it is maneuvered into place by a locomotive. Occasionally, several headings are being advanced in close proximity, and a self-propelled jumbo is con¬venient. In electrified mines, such a jumbo utilizes conventional battery-powered traction gear; in dieselized mines, hydrostatic drive components offer good flexi¬bility. There is no simple answer to the question, "What is the meaning of life?" The expressions of life are so multiple that life has different meanings for different spheres of thought, such as art, science, or philosophy; and it conveys a different significance to different persons, according to their individual development and interests. Life is complex from a philosophical point of view. The meaning of life is superficially positive and unmistakable only when approached from a mechanistic view- point; namely, that of biology or biochemistry, since these deal with the physicochemical basis of life processes. However, such a purely mechanistic or biochemical approach to the significance of life and the interpretation of man's behavior on the basis of purely physical laws is certain to run into trouble. Similarly, a concentration of effort upon materialistic advances in world progress is extremely dangerous. The possible consequences of splitting the atom, development of guided missiles, and possible bacterial warfare are timely examples. Man becomes more self-reliant as he extends his scientific and technologic discoveries and learns how to shape natural conditions to his own desires. "The anode process of carbon electrode in fluoride melt was studied by voltammetry and chronoamperometry. Anode gases were analyzed by gas chromatography on-line during controlled-potential electrolysis. Two peaks were observed on the cyclic voltammograms. According to the results of gas chromatography, the first peak was corresponded to the discharge of residual oxide ions, with the formation of CO and CO2. Discharge of fluoride ions occurred at 4.1 V vs. Li+/Li, and leading to the anode effect. With the occurrence of anode effect, small amount of CF4 was detected. As the potential reached 4.5 V, CF4 and C2F6 gas evolution occurred, and the current increased to form the second peak.1.IntroductionIn the primary production of Aluminum and some rare earth metals like neodymium, a departure from normal cell operation known as anode effect results in the generation of perfluorocarbons (PFCs), which have high global warming potentials [1]. Owing to the pressure of environmental protection, considerable research has been carried out to clarify the mechanism of anode effect and PFC generation of industry and laboratory cells in the aluminum electrolysis system [2-9]. The common result on PFC generation is that the PFCs are emitted from Hall-Heroult cells only when they are on anode effect. In this article, we selected LiF, the main electrolyte for the neodymium electrolysis [10-11], to perform further investigation on the underlying kinetics of PFC generation and the nature of the reactions at the electrode.2. ExperimentalAll experiments were carried out in an alumina tube reactor, which was filled with high purity helium atmosphere. Expansive clays pose a variety of geotechnical problems. Although the admixture stabilization is proven to address their problematic swelling and shrinkage characteristics, the influence of unsaturated condition on the engineering performance of these soils needs further research attention. In addition, highly saline soils with high organic content would further alter their performance. A similar soil stratum was encountered at the Gulf of Cambay, Bhavnagar district, India. High salinity in the in-situ expansive soil of basaltic origin and the prevailing unsaturated condition, enforces the engineers to look out for possible soil treatment methods. In this regard, the present work attempts to analyze the unsaturated behaviour of this soil when fly ash is used as an admixture. A comparative study for stabilized and unstabilized mixes is performed in terms of their unconfined compressive strength, electrical conductivity, swell characteristics and California Bearing Ratio.

A lot of galvalume/aluzinc steel sheet was furnished to a metallic roof manufacturer intended for tile fabrication. But, according with the roof manufacturer, that coils develops a different superficial aspect during processing. The purpose of this work was to provide an explanation for the appearance of the observed surface on one side of the coils. In order to find out the origin of the problem, mechanical and microstructural characterization tests were done at INSPEBRAS with the support of a partner laboratory. The results are described in this paper with their analysis and conclusions.

Dense medium cyclones have been in use for washing coarse and small coals for more than 50 years. There have been modifications in its design and today these units have become indispensable for washing of Indian coals possessing difficult washing characteristics. About 53 percent of the Indian coals (coking and non-coking) are being washed in jigs, about 38 per cent are washed in dense medium cyclones while the remaining 9 per cent is treated in other units like Barrel Washers, Heavy Media Baths and Drum Separators etc. The present paper deals with the attempts made for design of industrial Dense Medium Cyclones for enhanced coal recovery. Two industrial units of 500 mm diameter and 650 mm diameter were designed with their washing capacities being 200 m3/hr and 350 m3/hr, respectively. The results of the pilot tests conducted on 500 mm cyclone treating very high Near Gravity Material coals crushed to -3.0+0.5 mm gave an ash reduction of up to 19.5 percent with the new design i.e., from a feed ash of 34.5 percent to 15.06 percent in clean coal with an appreciable yield of 45 percent in one stage.

In most underground mines, the ventilation system is a significant portion of the total mine capital and operating cost and the largest consumer of underground electrical power. The effectiveness of the ventilation system has a major bearing on the safety, health, comfort and morale of underground personnel, and has a critical role in meeting production targets and therefore business revenue. Perhaps the most important component of the primary ventilation system is the primary fan. Correct performance testing of the primary fan during the warranty period is important not only to ensure the mine has obtained the asset that it paid for and can therefore deliver on the fanÆs crucial safety and economic role in the future of the mine, and to provide a justification for releasing final performance warranty payments to the supplier, but also to provide a benchmark or baseline against which to assess future performance issues. As there are at least three potential international standards available to measure fan performance, there has been considerable confusion regarding which of these to use for testing primary mine fans, and also the correct allowances and tolerances to use. This paper provides guidance on which standards to use for different applications, how the standards should be interpreted, what allowances and tolerances are reasonable, and other important issues to be resolved with the fan supplier prior to making a contract award. There is an increasing demand for refrigeration as mines progress deeper. Mine refrigeration plants have special requirements in terms of their duty and application. There are no national or international standards applicable for the testing of these plants. There have been numerous examples of plants failing to meet their required nominal capacity, but with the plant owner being unable to enforce the design duty on the manufacturer, due to a failure to unambiguously specify testing or accepting criteria. This paper discusses some of the reasons for performance shortcomings and describes a methodology for developing and specifying performance criteria, when inviting design and/or construction tenders, and a method of performance and acceptance testing once the plant has been built and commissioned. These guidelines encompass the full range of performance duties expected from a mine plant, including stable operation at maximum and minimum plant capacity, and under the various combinations of extremes of high and low condensing and evaporating pressures. A description of a methodology for developing a computer-based mine refrigeration plant model is also presented as part of the performance testing criteria. The methodology is illustrated with reference to the actual performance and acceptance testing process used on the worldÆs largest bulk air cooler (R67) at the Enterprise mine at Mount Isa, Australia.

Materials for construction of equipment used in hydrometallurgical plants are selected based on a combination of their ability to perform as required in aggressive process environments as well as their cost. As a material of construction, fiber reinforced plastic (FRP) has been shown to provide equal if not improved durability relative to alternative materials such as corrosion resistant alloys at a considerably lower cost. This is particularly true in the case of equipment used in acid leaching processes for copper, cobalt, nickel and rare earth elements. The selection and extensive use of FRP over alloys in new hydromet plant construction in North and South America illustrates this advantage of FRP effectively. This paper will compare corrosion performance and cost of plant equipment fabricated with stainless steel alloys and FRP made with Epoxy Vinyl Ester thermoset resins. Real world case histories for FRP piping, storage tanks, extraction vessels, and electrowinning cells combined with laboratory based corrosion studies will be reviewed to demonstrate how FRP materials are selected for hydrometallurgical equipment.

Concrete is a well established and reliable construction material for the permanent lining of tunnels, but shows some weak performance characteristics, which can be overcome by the addition of specialised fibre reinforcement. This paper addresses the particular performance design requirements of segmental linings, discussing the improvements of fi bres on concrete properties. Focus is made on the beneficial effects of fibre reinforcement on the cracking behaviour and the toughness performance, providing a safe and durable tunnel lining.Not only the mechanical performance of fibre reinforced concrete (FRC) for segmental linings, but also the durability of the linings has gained growing attention among the designers and consultants. Especially tunnel linings with exposure to media with corrosion potential, such as wastewater sewer tunnels or desalination plant outfall tunnels, have high requirements on their durability. The design of these structures must provide a comprehensive study of durability aspects. Fibre reinforcement can substantially improve the durability of concrete.Research has been carried out on the cracking behaviour of concrete. The beneficial effects of steel fibres on the cracking behaviour reduce the permeability by reducing the flow paths within the concrete. Crack bridging steel fibres create necking effects in bending cracks, leading to earlier closure of the cracks. Further, steel fibres create particular crack formations, which lead to a substantial reduction of the fl ow rates through separation cracks. The results also show that considerable cost savings can be achieved using FRC, as the thickness of the linings can be reduced.The durability design issues will be addressed and underlined by a case history on the Hobson Bay sewer tunnel in Auckland, New Zealand.

Brake testing of large mining trucks was initiated in British. Columbia in 1969 following an accident involving the failure of the service brakes of a l00-ton electric-drive truck. Some selected results of the 1976 brake test program are presented and discussed ?in this paper . The tests were conducted on end- dump trucks having load capacities ranging from 85 to 235 tons. All tests were made with the vehicles fully loaded operating on downhill grades varying from 8 to 10 %. Stopping distances were measured from initial speeds varying between 10 and 39 mph. The results are adequate, in most cases, to determine the "ultimate" capabilities of the service brakes of varying models and sizes of haulage trucks operating in British Columbia mines.

"INTRODUCTION Underground mines have the risk of accumulation of gases if not ventilated properly or during and after emergency situations when ventilation controls become damaged or stop working. Common gases that are monitored in underground coal are carbon monoxide (CO), oxygen (O2), and methane (CH4). Methane is a gas found in coal and released through mining; its explosive range is between 5% and 15%. Methane is commonly monitored on all mining equipment and with handheld gas sensors carried by most underground coal miners. Fiber optics (FO) is a popular technology applied in underground mining, particularly for its electric isolation. Many miners are familiar with FO cables hung throughout the mine, which are primarily used in the communication of voice and data (Taylor et al. 2010). Advancements in laser and fiber optics have made this technology well suited for gas sensing the harsh environment of mining applications. The work of the U.S. Bureau of Mines on the use of fiber optic monitoring of gases in mines started in 1992. Dubaniewicz et al. (1992, 1993, 1995, 1999, 2003) developed prototype gas sensors, including methane gas sensors, for research purposes. Previous research (Dubaniewicz & Chilton 1992) identified potential fiber optic gas detection cross-sensitivities associated with the index of refraction of various gases. Index of refraction effects was noted for carbon dioxide (CO2), which is produced in significant quantities by mine fires or explosions. NIOSH released a broad agency announcement (BAA) for the development and demonstration of mine safety and health technology (CDC NIOSH 2017). The objective of this announcement was to validate a sensor, specifically fiber optic, for the mine environment and test it in an actual working mine. The RSL FO sensor “OptoSniff” provided from this work is capable of hundreds of sensing points over distances of up to 20 km, has a measurement range of 0.05% to 100%, senses in an oxygen- deficient environment, and has no gas cross-sensitivity (RSL, 2014). The RSL system is totally electrically passive outside the central control unit (CCU), which can be housed in an MSHA-approved explosion-proof (XP) enclosure or in a control room outside of the permissive area. The sensor was tested in dusty and signal loss situations, showing it is tolerant of dust, has functioned at signal losses up to 90%, and was successfully tested in a mine environment for a five-month period (Walsh et al. 2014). This paper describes how the RSL FO sensor is used for testing using smoke and its contaminants for applicability in emergency situations. The testing investigates individual contaminants such as CO2, temperature, and smoke. Each test was performed separately and methane concentration, laser power, and response time data were collected."
