With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

The development of separation process for the wastewater treatment in distinct industrial process have been applied for recover water and inputs. Electrodialysis is an example of separation process that have been studied for electroplating wastewater treatment. The use of ion-exchange membranes and an electric energy allows the selectivity separation of ions in a solution. The 1-hydroxyethane-1,1diphosphonic acid HEDP is an organic acid that is has been applied for the cyanide substitution in electroplating baths, and in this condition the electrodialysis has showed recover potential. The ion-exchange membrane used in an electrodialysis process contain organic sample are exposed for extreme conditions. These conditions can provide degradation structure and loss of permselectivity, which causes unusual membrane properties. The aim of this study is evaluate the influence of CuHEDP complexes in synthetic ion-exchange membranes using electrochemical test.

Las plantas concentradoras de producción de Cu tienen como equipos críticos, en el procesamiento del mineral, a los molinos de bolas. Estos molinos están revestidos con liners metálicos o híbridos para proteger la superficie interior del cuerpo cilíndrico o shell de la abrasión y desgaste, ocasionados por el impacto de los medios de molienda como son las bolas de acero y el mineral. Uno de los problemas en molinos de bolas es la rotura de los pernos que sostienen dichos liners. Al romperse estos pernos, el liner cae impactando en su trayectoria a los demás, ocasionando la rotura masiva de éstos con el riesgo de perforar el shell. Previendo lo anterior, se detiene el molino e ingresa para la reposición de dichos pernos y se elimina el riesgo de caída del liner.

Degussa Corporation's peroxide-assisted leaching (PAL) process was evaluated in the batch concentrate leach circuit at Hecla Mining Company's Republic Unit. The product leached in this batch circuit is a high grade gold-silver sulfide (predominately pyrite) flotation concentrate. The primary objectives of the test program were to determine the effects of dilute hydrogen peroxide addition on leaching kinetics, sodium cyanide consumption and precious metals recovery. The results of the testing demonstrated that using dilute hydrogen peroxide produced the following benefits: - 1. Batch leach time requirements decreased by 80%. - 2. Sodium cyanide consumption in concentrate leach reduced by 55%, which translated to an overall plant reduction of 20%. - 3. In the concentrate leach process, gold recovery was increased by 1 to 2%. Because of the excellent metallurgical results achieved with the use of dilute hydrogen peroxide, as well as an economic incentive, PAL has become standard practice in the concentrate leach circuit operation. A complete description of the Republic PAL plant evaluation and performance is provided in this paper. In addition, process chemistry considerations in regard to the role of hydrogen peroxide are discussed.

Improve the efficiency of stainless steel pickling (chemically cleaning) operations by providing the industry a quick and convenient method to estimate pickling solution behavior and to estimate recommended ranges of nitric and hydrofluoric acid concentrations for effective pickling of stainless steels. Background Iron, chromium, and nickel in stainless steels react with nitric and hydrofluoric acids during pickling. Ions of these dissolved metals complex or combine with the acid anions. When the total metal concentration reaches about, 50 grams per liter of pickling solution, the solution no longer serves its purpose and is considered spent. Knowledge of cation and anion species in these pickling solutions contributes an insight into pickling chemistry and allows estimates to be made of the most effective ranges of acid concentrations. The Bureau developed a computational model of the complex equilibrium chemistry occurring among iron, chromium, and nickel and the pickling solution. Total concentrations, in grams per liter, of nitrate, fluoride, iron, chromium, and nickel were used as input; output was 17 cation and anion molar concentrations. The model, in the form (if an equilibrium program on a mainframe computer, was used extensively to facilitate Bureau research by determining chemical complexes in numerous stainless steel pickling solutions. However, the program's availability to members of the stainless steel industry, its intended users, was limited because of lack of mainframe compatibility and the difficulty of program maintenance.

INTRODUCTION The topic of the paper is to discuss the use of micro computers in the construction industry. I will first discuss the present situation of the PCs in our industry followed by a discussion how Guy. F. Atkinson has integrated the PCs into it's organization. I will close with some general comments that any organization should review in order to enhance the use of their PCs both at the job sites and home office locations. PRESENT SITUATION OF THE PCs IN OUR INDUSTRY Today, the possible number of combinations that can be obtained when bringing together the available models of PCs, with their peripherals and software, is astronomical. With this array of equipment that can be bought, plus the new and possibly better equipment that is being put on the market almost daily, it is indeed a very difficult task for an organization to know how to invest its money in computer equipment. At the job sites, the work is fast paced with little time available to fully learn what the PCs can do to help with the required paperwork. I am still waiting for the day when someone has to tell the superintendent at the job site that he cannot start pouring concrete or shoot the next round because no one can get the computer to work.

Provide a means for continuous measurement and display of respirable dust concentrations in a mine so that when high dust levels occur, timely, corrective measures can be taken. Approach Develop a personal dust monitor that (1) is small and light enough to be worn by a miner, (2) has the capability to continuously measure the respirable fraction of coal dust, (3) will display the respirable dust concentration in mg/m3, and (4) can store the average respirable dust concentration and sampling time of several sampling shifts for later play-back. How It Works The personal dust monitor (PDM-1) uses light scattering and convection air currents to sample the respirable fraction of coal dust. Convective air currents cause dust laden air to pass through an open-celled sampling chamber (light sensing chamber). A near infrared light emitting diode (LED) located in the PDM-1 emits pulses of light. The pulsed light passes through a focusing lens and glass window into the sampling chamber. The light is then reflected, scattered, and refracted by the airborne dust particles. Light scattered within the angles of 450 to 900 (the angles within which the intensity of the scattered light is most closely related to respirable-size dust particles) passes through another window and is focused on a light detector. The light detector signal is amplified and presented as analog output voltage for conventional recording. This signal is also converted to a digital signal which the microprocessor uses with its crystal clock to calculate the 10-second average dust concentration, the shift average concentration, the time-weighted average concentration, and the elapsed sampling time. The microprocessor also stores dust concentrations of the seven most recent sampling periods, controls the operation of the LED and detector, and operates the liquid crystal display (LCD).

WELL known member of the Institute, Henry Krumb, survived the Japanese earthquake and has written a most interesting description of his personal experience to a friend in New York, an extended excerpt from which we publish, by permission, below. Not having been written for publication it has increased value as a human document in its vivid description of personal impressions and sensations in the midst of such a catastrophe. The earthquake was the most terrible experience I have ever passed through. We arrived at Miyanoshita, Friday, Aug. 31, about 6 p.m., having left Yokohama about 2:30 that afternoon by automobile. It was a most beautiful ride, although rather warm, but not unusually so, as it has been uncomfortably hot ever since we arrived in Japan. The first part of this automobile trip was along the old highway from Kyoto to Tokyo, which is lined with fine old pine trees. There are 52 villages along this highway and we saw real Japanese country life: naked children, both boys and girls, and men wearing nothing but gee-strings. The country on either side was intensively cultivated, the green rice fields and lotus ponds making a most beautiful sight. The occasional hills were all re-forested with young pines. In places the road runs close to the ocean beaches. The last part of the trip was up a steep mountain road, cut out of the side of the mountain. On one side of the road, in the gulch below, was a roaring river. The road crosses this river several times. Miyanoshita is beautifully located on the side of a mountain about 400 ft. above this river at an altitude of 1400 ft. The grounds of the hotel are laid out in Japanese style, small lakes with fish, waterfalls and dwarf trees making a very pretty sight. On the morning of Sept. 1, after walking around the garden and the hotel, we went to our room and I started to write up a few notes. Mrs. Krumb was reading a guide book. A few minutes before noon she came over to the table where I was writing and said that it was about lunch time. Just at that moment hell broke loose. It was the first earthquake I have ever experienced and I did not immediately realize what was happening. The building was shaking as a mine office might shake when heavy blasting was going on near by. Mrs. Krumb, having experienced many earthquakes, stepped to the open door between our room and the bathroom and called to me to get out from under the chande-lier. The plaster was commencing to fall and a large wardrobe fell over. I then knew what was happening and ran to the win dow. Before I reached it a large chunk of plaster from the ceiling hit me on the head and cut my forehead and nose. Mrs. Krumb ran for the other window just as the marble mantelpiece and the dresser fell. Without any hesitation, she jumped out of the win-dow and I followed suit out of the other. Luckily neither of us sprained an ankle-we had jumped 8 ft. We started to runaway from the building but had not gone more than 25 ft. when a second shock or rather a continuation of the first became so violent and the ground under our feet was trembling so that it was almost impossible to stand up without holding on to a tree. The ground seemed to have become liquid and rocked violently, it seemed to me in a vertical direction. In some later shocks the movement was more horizontal. About this time Mrs. Krumb saw the blood on my face and commenced to break down, but only for a moment: As soon as she saw it was not serious she was all right and during the following days stood the experiences and hardships as well as the best of them:

CLIMAX is situated in the heart of the high Rockies at Fremont Pass on the Continental Divide. This setting naturally throws some of the romantic aura of the old mining camps around the town. In its early days it was much like them, even to its air of impermanence. Its founders had faith in the future-as did every adventurer who started a hole in the ground and called it a mine. In those days, however, all available money was expended on the mine, and those who labored on the job had to he content with rugged living arrangements. The visitor at Climax today. however, sees a townsite carefully laid out to enhance the natural' beauty of the surroundings. There are 250 houses and 43 apartments which have been carefully designed by an architect, and missing is the long line of houses of the same type. Every house is of a different design, all being modern in every respect, with haths, running water, electricity, and .sewage disposal. They vary in size from three to six rooms and rent for $5 per room per month. A complete, well-designed water-treatment plant supplies water for domestic purposes.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

As the mining industry faces times of change, new challenges arise to ensure raw material supply for the younger and future generations. Different scenarios are currently shaping the way we mine and teach mining engineering. Led by an increasing demand for raw materials, net zero requirements for improving long-term operation performance, technological advancements such as automation and digitalisation, safety improvements, environmental considerations and a need for social acceptance, mining is pursuing to change and adapt to these requirements at a faster pace. Such changing times raise new concerns, one of the most relevant is the lower number of students interested or enrolling in mining engineering and related fields leaving mining engineering as one of the less preferred career options between the younger generations. Nonetheless, it is essential to continue addressing and supplying the skill sets that is suited to contemporary and future of the mining industry. To this end, globally, academia is currently undergoing several initiatives such as curricula updates and adaptation, up skilling, improving teaching practices and techniques, including e-learning techniques, enhancing industry-academia and inter-university collaboration, and much more

The ferrous and non-ferrous metallurgical industries have been utilising slags, fluxes and mattes for process optimisation and quality improvements at high temperatures. Understanding the fundamentals of the thermodynamics and kinetics of chemical metallurgy regarding slags, fluxes and mattes has been essential to the technological developments of these optimisation and improvements. This work will discuss how these fundamentals have been studied in the reactions involved and implemented in the ferrous industry from primary refining to continuous casting. In particular, the chemical driving forces that allow these reactions to take place and the limitations of the kinetics that require optimisation to enhance the reactions. In addition, the future research direction for slag technology innovation and the role of these fundamentals will also be described.

In July 2006, ten Mining Engineering students and Associate Professor David Laurence from the University of New South Wales (UNSW) participated in the universityÆs inaugural overseas mining field trip. The ten-day trip to western Canada involved visits to two mines in British Columbia, the Diavik Diamond Mine in the Northwest Territories and the Syncrude oil sands operation in Alberta. Importantly, the groupÆs main objective was to gain a global understanding of todayÆs mining industry by observing the different cultural, legal, social and environmental setting found in Canada. It should be noted that the entire trip was planned, organised and directed by the students and benefited from extensive industry support both in Australia and Canada. This report intends to provide an overview of the field trip and describe to a limited extent the Canadian approach to mining.

The 1987-88 Denver Brown Cloud Study was performed to determine the sources of the particle cloud which forms over Denver each winter. The study was organized under the leadership of Colorado Governor Roy Romer , EPA Region VIII and the Greater Denver Chamber of Commerce. The study was sponsored by over 40 organizations representing governmental agencies, the natural gas industry, the coal industry, utilities, oil companies, railroads, the motor vehicle industry, and other Denver area companies and organizations. The cost of the study was $1.5 million which was raised almost entirely from private sources. The study team was headed by Dr. John Watson of the Desert Research Institute of the University of Nevada. Dr. Watson is a recognized expert in conducting studies of this type.

World demand for iron ore is far from peaking, and the substantial price decline that has captivated commentators since early 2014 is not the result of widespread misreading by producers of the prospects for global market growth. Recent price movements provide little useful insight into the industry’s longer-term fortunes, apart from reminding mining companies that their businesses need to be robust against the volatility and inescapable cyclicality of mineral commodity markets. THE year 1935 is noteworthy for the superior legislative measures passed by several states. Sincere efforts have been made to establish equity between the various producing tracts in oil and gas fields. Outstanding legislative measures include the New Mexico law, known as Senate Bill No. 79, approved on Feb. 23; the Oklahoma law on April 22; the Texas law on April 30; and the Kansas law, which became effective July 1. Primarily designed to prevent waste, but more or less the direct out- growth of the current excess of potential oil and gas production, these statutes fall in the class of "Proration Laws."
