The Bureau of Mines has evaluated the effectiveness of the safety elements used to prevent tunnel methane explosions. These fa1l under the general categories of better ventilation, better gas monitoring, reducing ignition sources, and improved worker training. For this evaluation, a technique called fault-tree analysis was used to analyze questionnaire responses from 27 tunneling experts. This analysis allowed us to rank the effectiveness of each safety element, and indicates where money is best spent to reduce the chance of a methane explosion. Results indicated that large decreases in the explosion hazard only take place with the simultaneous application of several elements. Most of these involve a human component - the everyday vigilance and awareness of those working underground.

This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

Laboratory studies indicate that autogenous heating of low-rank coal can be prevented by a prior treatment which involves immersing the coal for short (5-15 min.) periods in an inert liquid at temperatures between ~ 350° and 400°C. Such "carbonization" effectively reduces the accessible pore volume of the coal to levels at which heat generation through subsequent sorption of moisture and oxygen is too slow to cause significant temperature rises in a stockpile. In addition, this treatment also irreversibly removes most of the moisture held in the raw coal and raises its calorific value by as much as 10-12%.

MORE men are killed and injured in the metal mines of the United States from falls of rock and ore than from any other cause. Dan Harrington, of the U. S. Bureau of Mines, recently stated that "falls of men and material continue to take about 50 per cent of the lives annually lost in our mines (coal or metal) and this kind of accident is now and has been one of the most difficult to prevent." The fact that comparatively little has recently been written on this important subject for the benefit of the metal miner is the incentive for the present paper. Little will be said that will be new, but I hope to place fresh emphasis on certain well-known' principles' and to reiterate and stress previously stated rules so that the average experienced miner, as well as his buddy who may not be so experienced,' will sit up and take notice. It is not within the scope of this paper to discuss mining methods from the standpoint of safety and the prevention of accidents from falls of rock. It is up to the mine management to select the system of mining best suited to the character of the ore deposit and its wall conditions. WHEN 1 was assigned by the Director of the United States Bureau of Mines to present a paper at this annual meeting of the Mining Society of Nova Scotia, 1 was grateful, honoured, and elated to realize finally a life-long desire to see your beautiful land and visit with you who have the good fortune to live and work here. Naturally, in preparing for this important event, 1 wanted to give you something of special interest within the limits of the subject so I chose an area dose to my heart -the operation of our Federal coal mine inspection service, which has, as its fundamental purpose, the prevention of accidents in and around ?Coal mines. In 1957 the United States had 10,879 active coal mines scattered throughout 28 States and the Territory of Alaska. The production of coal for the year was about 515,472,000 tons, including 2.5,472,000 tons of anthracite and 490,000,000 tons of bituminous coal and Hgnite. Anthracite is mined principally in a comparatively small area of one State. AU the 28 States and the Territory produce bituminons coal and/or lignite. The beds mined range from 18 inches to more than 100 feet in thickness and from the horizontal to the perpendicular.

Open pit blasting at Ernest Henry Mining has the potential to cause damage to nearby underground workings. This paper is a case study of the blast vibration management project that was conducted to ensure open pit blasting did not adversely affect the stability of upper production levels or cause damage to the underground primary fan units. The two upper levels of the underground mine surround the lower portion of the open pit mine. The remaining underground mine workings are directly below the open pit mine. This paper details the process developed to prevent open pit blasting causing excess vibration in the underground mine. Measurement of test blasts combined with historic blast monitoring data was used to determine site specific blast vibration parameters. Threshold vibration levels for blast-induced damage to underground drives and the fan chambers were developed from benchmarking and non-linear numerical modelling. A Monte Carlo simulation model was used to predict vibration levels in critical underground areas. Blasts predicted to exceed maximum vibration levels could then be redesigned to avoid damage.A scale distance law for determining peak particle velocity (PPV) from the distance and charge weight of blasts was developed. Underground observations were used to develop a site-specific relationship between PPV and ground support/rock mass damage. A Monte Carlo superposition prediction model was developed and compared to measured data to refine input parameters. Standards for redesigning open pit blasts in order to reduce blast vibrations whilst minimising impacts on productivity are described. Non-linear numerical modelling was used to establish the dynamic capacity of the fan chambers, and set a PPV of 250 mm/s as a threshold for damage. The numerical model captured the full dynamic behaviour of the fan chambers and installed support, including transient stresses, strains and induced damage, when subjected to a simulated open pit blast.This case study also outlines a procedure for monitoring and predicting blast vibrations at other mine sites where open pit blasting has the potential to impact on a nearby underground mine.

Scale is a broad term which includes many types of mineral deposits which have limited solubility in water. These mineral components precipitate when combinations of scale-forming cations and anions exceed their solubility. Scale deposits are tightly bound to each other and to the metal surfaces of a water system. Precipitates that do not readily adhere to each other or to metal surfaces are known as sludges. Sludges are easily removed from a system by flushing. For example, a sludge is formed in the internal treatment of boiler waters with orthophosphates where the calcium is purposely precipitated as hydroxyapatite. Calcium phosphate would have a tendency to adhere to the boiler tubes except for the addition of tannins or lignins. These sludge conditioners maintain the precipitated calcium phosphate as a sludge which can be readily removed by boiler blowdown.

Preventing the spontaneous combustion of remnant coal, which is indicated by carbon monoxide (CO), is a significant issue for coal mining safety. The N00 longwall mining method with Z-type ventilation is advantageous for the prevention and control of CO; however, research regarding this topic is limited. To investigate the distribution of CO in a goaf and working face, a sealing material and technique for blocking the goaf were introduced after proposing a forming method for a Z-type ventilation system; furthermore, a monitoring method was designed and applied in the field. The results demonstrated that the CO concentration during mining in the upper corner and return airway ranged between 4–6 ppm and 3–7 ppm, respectively. More importantly, no CO was generated in the goaf. The results indicate that the advantages and mechanisms regarding the prevention of spontaneous ignition using the N00 longwall mining method with Z-type ventilation are as follows: (1) The adoption of the downward ventilation technique is not only beneficial for reducing the air pressure difference between both ends of the working face, but also prevents CO accumulation in the upper corner. (2) The basis of a spontaneous combustion disaster is eliminated owing to the absence of coal pillars reserved in the goaf. This study proposes a superior method for mitigating spontaneous combustion disasters related to remnant coal in the goaf in a coal mining field and contributes to the better understanding of the N00 longwall mining method for coal mining safety.

Lewis, B. LINDEMUTH, ?New York, N. Y.-I would like to confirm Dr. Howe's supposition that a process could be worked out for steel along similar lines. About 1 ½ years ago, F. D. Carney and myself were working on the elimination of columnar crystals which are particularly evident in nickel steel. We discussed rotation and varying speeds of rotation, but figured that with just rotation the steel would eventually catch-up to the motion of the mold and that the desired effect could not be obtained in that way, so we decided to alternate the direction of rotation. We rigged up in ordinary commercial turntable and on the same mounting attached a blast, furnace and mud gun, which is a simple steam cylinder, and mounted an 18-in. ingot mold on the turntable. The turntable had a stroke of about 10° to 12°, with stops at the ends. The steam cylinder would bang the table against the stops so that the stopping was so violent that it would tend to keep the metal in motion when the mold stopped and thus wash away any crystals that would form. We made quite a few interesting experiments; the results of which were that the columnar crystallization was entirely eliminated. At the same time we cast ingots in a similar mold, allowing the molds to remain stationary; these showed columnar crystals of from 2 to 4 in. in depth. The grain structure of the balance of the ingots, which were rotated, was very much finer than the grain structure of the ingots that were cast and allowed to cool slowly. The experiments were made on a 0.35 per cent. carbon nickel steel, which is probably more susceptible to columnar crystallization than any other. I think that the rolling properties and the forging properties of some alloy steels could be very much improved by a similar method, or some commercial method of casting ingots to eliminate this columnar crystallization.

Many hot rolling mills worldwide face nowadays bonding zone fatigue problems before reaching scrap diameter of the work rolls. This phenomenon is nowadays known to occur in reversing roughing mills both in stainless steel and in carbon steel rolling. The phenomenon can be explained through longer rolling campaigns, inadequate backup or work roll maintenance, harder steel grades or increased throughput by reduced amount of passes to achieve the same thickness. In order to help users in optimizing the roll use, we developed a numerical tool to evaluate and optimize roll maintenance. This paper will review the influence of roll geometries on stresses generated at the roll surface but also at the bonding zone. We will also show how roll geometries can decrease contact fatigue damages by modifying crowning and chamfering procedures, shell thickness, material design or campaign length

"Aluminum alloy structural components f or aircraft designed prior to the early 1970s, were machined from 2024, 7075 and 7079 plate, bar and forgings in either the T3xxx of the T6xxx tempers. Protective treatments for these parts consisted of chromic acid anodizing and alkyd zinc chromate primer, plus a nitrocellulose lacquer for exterior parts.The major service problem with these parts was the frequent occurrence of exfoliation corrosion and stress corrosion cracking (S. C. C.). Therefore, 2024 and 7079 alloys, with min or exceptions, were not used in aircraft designed after the early 1970s. Replacement materials were 7075 and 7050 alloys in the overaged, exfoliation corrosion and S. C. C. resistant, T73xxx tempers.The use of improved materials together with the upgrading to chromated epoxy primers, polyurethane enamels and the introduction of water displacing corrosion inhibiting compounds have significantly reduced corrosion in aircraft. IntroductionThe prevention of corrosion in aircraft has been a challenge to aircraft designers for many decades. With the design of the first all-metal aircraft, the designer and builder were thrust into the relatively new field of protective treatments as corrosion started to become more prevalent. This resulted from the continually increasing importance and wider utilization of aircraft, and their exposure to a wider variety of ho stile environments such as urban industrial pollution, high humidity tropical areas and salt ladened marine environments.Corrosion advanced another significant step when, after World War II, designs of new and larger aircraft utilized larger and thicker metal sections in the manufacture of structural components. With thicker mill products came higher residual heat treat, fabrication and assembly stresses resulting in an increased number of stress corrosion and exfoliation corrosion problems.Apart from the exterior environment, aircraft interior s can be exposed to a number of fluids which are either directly or indirectly responsible for corrosion. The most common of the fluids is water which is usually introduced as a result of condensation, especially in pressurized fuselages, and spillage from lavatories, galley s and electrolytes from batteries. These fluid s have a degrading effect on protective treatments and are also corrosive to the substrate metal. Fluids such as phosphate ester hydraulic fluids and ester based turbine engine lubricating oil s are not corrosive to the substrate metal, albeit they do contribute to corrosion by the degrading effect on protective treatments."

Aluminum alloys play an important role in the manufacturing of air and ground vehicles. However, with such alloys, corrosion damage is often found on structural components subjected to fatigue loading. The alloying provides large benefit in terms of the high specific tensile strength (ultimate strength/density ratio) to the aluminum alloy but causes the aluminum alloy to be more sensitive to localized corrosion due to complex microscopic heterogeneities such as secondary phases. This paper investigates thermal spray coating namely arc spraying to evaluate the protection against environmentally assisted cracking (EAC) and localized corrosion on Aircraft structural 7075 T651 aluminum alloys. In particular, EAC and pitting corrosion at the interface coating-substrate are a challenge for thermal spray protective coatings on aluminum alloys under cyclic load and immersion. To address these issues, different surface preparation techniques prior to arc spraying were considered such as chemical de-oxidation, laser ablation, shot peening and grit blasting. Results indicate that surface preparation and improved coating process parameters play an important role to provide a coating conferring a protection against both localized corrosion and EAC.

An extensive study has been carried out to determine the true cause of floating slimes precipitation which sometimes occurs and badly affects the quality of copper cathodes. Soluhilities of floating slime compounds systematically measured for the ternary system As-Sb-Ri added solely or in combination with conventional copper electrolyte (63°C) and bench scale electrorefining experiments done by varying electrolyte composition, have shown conclusively that the level of Sb(V) ions plays a substantial role in the precipitation mechanism. It was, therefore, speculated that controlling the level of the less soluble S b ( V ) ions below a certain critical level should result in a complete elimination of the undesirable precipitation. This can be easily achieved, for instance, by the addition of a reducing agent such as SO2 gas and the simultaneous employment of a certain type of cheating agent that effectively removes excessive Sb and Bi from the contaminated electrolyte. Long-term pilot testing conducted in line with the above speculation has confirmed the SO2/chelating resin scheme to be industrially very attractive and feasible.

"Low back pains account for about 13 per cent of all compensation claims made to the Quebec Workmen's Compensation Commission and cost the employers a sum exceeding ten million dollars. The frequency and cost of these health problems in Quebec metal mines are proportional to the provincial trends. An elaborate review of the literature on the causes, nature and prevention of low back pain is made in this presentation. A prevention program for low back pain has been designed in cooperation with a team of seven medical specialists and two physiotherapists for the Quebec metal mines. The program is especially designed for persons who have had low back pain, in order to prevent a recurrence, and for persons beginning to feel chronic difficulties. It is based on existing programs at the Hawthorne Plant of Western Electric Company and at Minnesota Mining and Manufacturing, but it requires a much different approach because of the nature of medical care available at the mining sites. The program is difficult because it involves a change of attitude for every employee and every supervisor. The program, so far, is beneficial because several men are now seriously engaged in an active program of reconditioning and because the problem of low back pain ie beginning to be seen from a new angle."

Refractory ores and concentrates containing silver tend to form Ag-jarosite during autoclave oxidation. Silver extraction from the oxidation products is therefore low, unless a hot lime treatment step to decompose Ag-jarosite precedes cyanidation. Since silver iodide is very stable but soluble in cyanide solutions, the formation and decomposition of Ag-jarosite in the presence of iodine species was studied. Results indicate that Ag-jarosite formation could be prevented in favour of H3O-jarosite and AgI while oxidizing Ag2S under industrial autoclaving conditions, when the total iodine species to Ag mole ratio exceeded 5. Lower ratios gave proportionally more Ag-jarosite and less AgI. Under these conditions existing Ag-jarosite was also found to decompose in H30-jarosite and AgI.

The paper traces the pattern of spontaneous combustion in the workings of what was originally Hemsworth Colliery, but since July 1967 is now part of South Kirby Colliery. Examination is made of the Barnsley Seam sections and the part played by the top section of the seam as it comes in close proximity to the main seam. In this area of the colliery nine mechanised faces were set away between the years 1953 and 1968, every one "fired" at the pillar edge and six "fired" at the face line when production had ceased. The paper deals with the different preventative measures used, from sandbag walls, cement injections, spraying with polyurethane, until finally using Mandoseal as a sealant. Since the latter method was first used, the last three faces worked in this particular area were all salvaged completely, without any sign of a heating developing.

Coal and gas outburst is one of the serious natural disasters in the coal mines of China. Since 1950, more than 10,000 coal or gas outbursts have occurred in more than 200 underground coal mines of different types. The outburst prone coal mines are widely spread out. It occurs in different types of coal -ma and is very serious in some areas. Most outbursts occurred at the time of roadway driving in coal seam, serious outbursts occurred mainly when entering the coal seam during the cross-cut driving; of the outbursts, coal and gas outbursts We UP major proportion, while pressing out and pouring out ah account for a large proportion; outburst. occur under different operating conditions, but mostly occur during shotfiring. This paper introduces the prevention and control measures as practiced in China and illustrates the three types of outburst cla8sification. Both technology and management are equally important in outburst prevention and control. Measurement of the volume of drilling cuttings and the initial gas outflow rate fm- boreholes have proven to be effective. A special team and organization must be set up to deal with the problems.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. In the last decade or so, the importance of effective preventive maintenance controls and practices has taken on a new and accelerated emphasis. Advances in technology and changes in equipment and product designs impose more precise and demanding standards of quality, productivity and customer service at a very rapid pace. Daily, it is becoming more apparent that in order to fulfill current requirements, existing manufacturing practices and associated control programs must also be upgraded and expanded. This is particularly true in the field of maintenance services. As production and quality standards become more demanding, effective equipment maintenance takes on more importance and becomes more difficult to sustain. In modern plants, the failure of a single equipment component can shutdown a complete production line causing interruptions to operating and shipping schedules that result in costly downtime, dissatisfied customers, and reduced profits. These costly experiences can be minimized with an effective maintenance program that provides maximum equipment reliability and minimum downtime and readily adapts to revision and change. FOR THE PAST seven years Mr. W. Simpson, Chief Mechanical Inspector for the Nova Scotia Department of Mines, has carried out exhaustive field trials of non-destructive inspection equipment in the coal mines of that Province. This work has demonstrated the usefulness of a number of types of non-destructive inspection when used for periodic inspection of hoisting and haulage equipment in the coal mines of Nova Scotia. As a result, the Dominion Coal Company has instituted a programme of regular preventive maintenance inspection ?by a special staff of qualified and trained men. The purpose of this present paper is to describe how non-destructive testing techniques are used on ropes, axles, couplings, and other hoisting and haulage equipment, how these methods are being used in other industries, and the expected benefits from intelligent and properly organized use of these techniques in the coal mining industry.
