The seafloor in the US Pacific OCS and EEZ is enriched to varying degrees in critical and economically important minerals such as nickel, manganese, cobalt, copper, zinc, REY (rare earth elements plus yttrium), titanium, vanadium, antimony, gold, and silver. These mineral deposits take the form of polymetallic nodules on the seabed, cobalt rich ferromanganese crusts on seamounts and ridges swept clean of sediment accumulation, and seafloor massive sulfides formed by hydrothermal systems at geologic plate spreading centers and volcanic margins. Each of these mineral deposits form on or near the deep ocean seafloor where water depths are typically 4000 m to 5500 m and on the seamounts and volcanic arcs that rise from these depths. Commercial interest in deep sea mineral deposits and the potential for collecting or mining them began in earnest in the 1970s but has been heightened in the last 20 years as the international framework for developing these minerals in International Waters has matured that has coincided with forecasted rapid rising demand for minerals to supply energy and manufacturing needs for the green economy. Compilation reports published by academia, government, and private companies are reviewed to assemble data and assess the prospects for deep sea marine minerals in the US Pacific OCS and EEZ. Key compilations were made by the Circum-Pacific Council and USGS in the 1980s and 1990s. These, together with recent (2023) efforts by USGS to compile geochemical data from USGS affiliated marine research sampling cruises from the 1980s and 1990s, historical data maintained by NOAA National Centers for Environmental Information (NCEI), and recent publicly disclosed results from ISA contractors are used to inform the known occurrence and prospectivity for polymetallic nodules, cobalt-rich ferromanganese crusts, and seafloor massive sulfides in the US Pacific OCS and EEZ.

Molten salt electrolysis is a proven technology for the extraction of metals -- all the world's primary aluminum is produced in this manner. The unique properties of molten salts, also make them excellent media in which to treat a variety of forms of waste. Of special .note in this regard is electrolysis in molten oxides, a .concept put forward by. the author, initially as a ."clean technology" for producing primary metal. However, in the context of waste treatment, electroly-sis in molten oxides is a process offering the prospect of changing the. valence of dissolved heavy metals while making pure oxygen gas as the main by-product .Laboratory tests conducted at a temperature of 1550°C on chromate sludge dissolved in an melt composed of Al2O3 and MgO have confirmed electrochemical production of oxygen on a carbon-free anode.

IntroductionMolten salt electrolysis is the electrolytic decomposition of a compound dissolved in an ionic melt. The prime example of this process can be found in the production of aluminum. The compound, alumina (Al2O3)' derived from the mineral bauxite, is dissolved in an ionic melt comprising a multicomponent solution of cryolite (Na3AlF6)' aluminum fluoride (AlF3)' and calcium fluoride (CaF2,). The products of electrolysis are molten aluminum and carbon dioxide, the latter due to the attendant consumption of the carbon anode. Primary aluminum is produced in a reactor known as the Hall cell.' Alternatively, the compound undergoing electrolytic decomposition can be derived from waste. Processing in molten salts, with their capacity to dissolve materials to very high concentrations compared to those attainable in aqueous solutions, can be rather advantageous. High solubilities lead to high limiting current densities, and this, in tum, results in high productivities: For a primer on molten salt electrolysis and a review of the basic literature in the field of molten salts the reader is directed to an earlier publication of the author (1)."

Hydraulic or teetered bed separators (TBS) are finding new avenues for application in the field of mineral processing. Floatex Density Separator (FDS) is a hydraulic/teetered bed separator capable of operating at high tonnage due to its advanced instrumentation. FDS/TBS is being used in Indian mineral sand industry for classification and segregation of different minerals. The purpose of this paper is to provide details on the performance of the plant scale FDS in recovering the chromite from feed (below 1mm size). Historically this feed has been processed using hydrocyclones and spiral classifiers; however, there is a strong trend now to employ teetered bed separators, thus allowing significant changes to be made in the plant for improving process efficiency. In the present work, the performance of the plant scale FDS is described in terms of partition curve (yield, cut size, classification efficiency/Ep) for different combination of process variables and also in terms of metallurgical grade and recovery. It is found that, efficient classification can be achieved at a maximum cut size of 380 µm with and the imperfection is also reported as low as 0.16. The grade of the underflow product is enriched as maximum as 52.2% Cr2O3 from a feed assaying 40.4% Cr2O3.

WHY try to find oil in Utah? Why try to find oil anywhere? Isn't there too much oil already? Answers to these questions involve general oil conditions but are pertinent to my subject. In the first place oil produced in Utah up to the total amount of local consumption would not be subject to nor concerned with the national oil situation. An oil field in this State capable of producing up to 15,000 bbl. per day would have a large value and prompt realization. In the sec¬ond place, there is not too much oil nationally although the markets have been upset temporarily from time to time. Petroleum is so necessary and is in such general demand that an oil field anywhere, anytime, is a valuable and live asset. The oil business in general shows the best condition of any major industry. It has never been hit as hard as most industries and 1932 was a large improvement over its low spot of 1931. It can be and probably will be the one to lead the country back into business stability. Consumption of its products has been reduced less than that of any other important commodity. There are good and valid reasons why it should have been making a normal profit continuously. It has the oil and the processes and the facilities and the policies and the consumption of its products. There is only one reason why it has not been profitable recently and that is the lack of intelligence of from five to ten per cent of the producers. An op¬erator lacks intelligence when he cannot see that it is better for him to sell one barrel of oil at $1 than two or three barrels at 25 or 35c. per bbl.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. IN most branches of the mining industry it is a well-recognized fact that care must be taken to protect the mineral deposit from undue physical injury. It is comparatively easy to grasp this idea when the mineral is a solid and the lives of workmen depend directly upon the care with which it is removed from its natural position, but when the product is a liquid. drawn up from pools several thousand feet beneath the surface of the ground through openings only a few inches in diameter, it requires some imagination to picture underground conditions and the changes which must often occur. The development of the petroleum deposits of California has been attended by numerous accidents, the results of which are readily noticed at the top of the wells and in the profit and loss accounts of the operators. Determination of the cause of these accidents has been the subject of considerable study, which naturally has fallen upon men familiar with technical methods. The greatest damage to the oil deposits of California has resulted from water finding its way into the oil-bearing sands, and it is the purpose of this paper to set forth briefly this phase of the oil industry. Much of the material here presented has previously appeared inn publications issued by the California State Mining Bureau, which, under the direction of State. Mineralogist Fletcher McN. Hamilton, has investigated the subject and taken steps toward improvement of conditions. The writer, having been in charge of this branch of the Bureau work, has gained considerable knowledge of existing conditions.

LOMBARDI, Berkeley, Cal.-Mr. Bell, I would ask you to state before the meeting what you said to me the other day, about the final recovery of oil from oil sands that have become inundated with water. A. F. L. BELL, San. Francisco, Cal: In stating my opinion, I give it with certain qualifications. In the Kern field, and possibly in some others, I think we will eventually get all the oil out, whether the water comes in or not, since it is peculiarly constructed, being in the form of a partial dome. In 1909, while I was field manager of the Associated Oil Co., I installed some large air compressors to handle the water. At that time the oil had migrated to the higher and more shallow portions of the field, because the water had inundated the deeper sections. The result was that the shallow districts within the center of the dome were in many, cases producing as much or more oil per well than the deeper wells. And in the inundated sections the water had slowly spread over large areas, so that nothing but water was pumped from them. Under these conditions, we decided to pump the wet. well with air, and installed four 2,000-cu. ft. compressors. The air was compressed and forced into the wet wells at, about 250 lb. pressure. Shortly the inundated district that had produced almost all water and only about 150 bbl. of oil a day increased its production to over 2,000 bbl. of oil per day. It was not-long before, we noticed that the production of the shallow territory was falling off to such an extent that in many cases the wells were abandoned; at the same time the area of the water-inundated district was greatly reduced, showing that when the water pressure was reduced the oil migrated back to the lower depth. The wells which at first had had the air jets put into them finally produced so much oil that we had to take the 'air jets out and return to the use of the beam pump, because it is not commercially feasible to pump, an oil of 14° gravity with air. To handle such oil profitably by air, it must carry with it 50 to 90 per cent. of water. The results have led me to believe that oil monoclines, where there is a gradual rise to a certain point, or in plunging anticlines, even though water gets into oil sands, eventually we get the larger percentage of the oil. However, the man with a small acreage in the deeper sections may find some morning that his oil has gone, another man in some higher portion of the district having gotten it.

Many miners are exposed to dangerously high levels of noise on a daily basis. Over the past 15 years, a continually increasing number of occupational hearing loss has been reported from the mining community in the United States, of which, more than 95% is attributed to prolonged noise exposure. Although the noise exposure levels may differ between coal miners and metal and non-metal miners, in the absence of noise control at the source, the solution is the same: use of personal hearing protection devices (HPD). While protecting the miners? hearing it is also essential to no longer hinder their ability to communicate. With access to an advanced HPD that is customized to the miners? ears we are able to combine these two requirements. Using an intra-aural instantly custom molded HPD miners are protected from high levels of noise. The HPD is equipped with wireless capabilities, and contains both a speaker and an In-Ear Microphone (IEM). Therefore, the miners? speech may be captured from inside the ear and transmitted to the remote listener. This IEM signal is relatively noise-free since it is isolated from the background noise. The IEM speech signal, however, is ?boomy? and is missing some high frequency content, making fricative consonants hard to understand. Nonetheless, the IEM speech signal is correlated with the natural speech signal and may be manipulated through statistical techniques to more closely resemble natural speech. By improving the intelligibility and quality of the IEM signal, numerous applications may be enabled. One use of the enhanced IEM signal will be for radio communication. Using wireless radio communication in a noisy mining environment is sometimes the only practical and affordable solution to allow communication between miners equipped with personal hearing protection devices. Traditionally, one of the weaknesses of such wireless radio communication lies in the lack of designating receivers: whether they are the intended receiver or not, all those carrying a radio receiver are subjected to the broadcasted signal. The current work will detail a new concept of a "radio-acoustical virtual environment" where the radio signal will only be received by miners within a given spatial range, such range depending on the user?s vocal effort as well as the ambient and perceived background noise levels.

The Quinsam Coal Mine is in the process of extracting a panel beneath the mine access road. To prevent damage to the road, and adjacent powerline, it was necessary to establish a ?protection zone? within which the extent of mining would be limited. The protection zone is analogous to the setback limit. For economic reasons it was desirable to make the protective zone as small as possible, and with the greatest extraction ratio possible. The size of the protective zone was established by determining the angle of critical deformation using the numerical model FLAC, coupled with field data on subsidence from the Mine. The angle of critical deformation (defined as the angle, measured from the vertical, at which intolerable damage is sustained by a structure) was determined to be between 0 and 5 degrees. The allowable extraction ratio in the protection zone was established using the ARMPS method of pillar design coupled with field data on pillar stability from the Mine. Excavations spans to prevent caving were determined by historical experience and field data on span stability from the Mine, coupled with numerical modeling. The minimum pillar size was determined to be 7.5m. The maximum pillar height was established at 2.5m. The maximum allowable excavation span was determined to be 8.5m. With these criteria, extraction ratios between 54 and 73% (measured in plan view) were determined to be appropriate for the protection zone.

0 N March 5, at Carnegie Hall, Cleveland, the Ohio Section held a joint meeting with the Cleveland Engineering Society, and the local sections of the American Chemical Society, American Society of Mechanical Engineers, and the American Society for Steel Treating. Prior to the meeting there was an informal dinner attended by 50 men. Then followed an address, "The Principles of Corrosion Protection," by Ulick R. Evans, the well-known British specialist in this problem. There were 266 present, presided over by Zay Jeffries, president of the American Society for Steel Treating and a member of the Cleveland Engineering Society. The address was well received and some discussion followed

Steelmaking slag contains nutrition such as Si, P and Fe for acceleration of phytoplankton growth. Phytoplankton can fixate carbon dioxide more than any other species on earth. Hence, suppression of CO2 can be achieved by applying the potential of steelmaking slag as the nutrition for their propagation. When it is considered to supply nutrition from steelmaking slag to seawater, we must avoid dissolution of hazardous elements or change of pH of seawater by steelmaking slag addition into seawater. The protection against dissolution of fluorine into artificial seawater has been studied based on dissolution behavior of steelmaking slag and synthesized substances into artificial seawater in the present work. The dissolution mechanism of fluorine from steelmaking slag and buffering action of pH change are discussed by using stability diagram in seawater.

Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.

It is well understood that designers and constructors must protect the existing surroundings of tunnel construction, particularly in the selection of excavation methods, ground support and waterproofing systems. However, while this can readily address the existing conditions, the tunnel owner and the designers need to consider the changes that are likely to occur during the life of the tunnel. It is typical for transport infrastructure to have a design life of at least a century. While the effects of constructing the tunnel on its surroundings are a short-term effect, the converse case, the protection of the tunnel, and the need to maintain its integrity, will affect developments over and adjacent to the tunnels beyond the foreseeable future. Decisions made during the design phase have the potential either to facilitate development or to hinder it for the long term.Examples principally from Australia, New Zealand, Singapore and Hong Kong show that the provision for future development is addressed in different ways. These have ranged from making no specific provision, putting the onus onto developers to ensure that the tunnels are not affected adversely, to including a loading allowance for future development in the performance specification or contract documents for a tunnel project.These two contrasting approaches have strong points and risks. A highly prescriptive definition of permissible loadings around the tunnel can provide unambiguous guidance for the approving authority and the developer, but runs the risk of being overly conservative to allow for all the envisaged works, while still missing a detrimental combination of effects that theoretically complies with the specified requirements. In contrast, a general requirement to not cause detriment is open to interpretation and potentially difficult negotiations to reach agreement between the tunnel owner/operator and developer and finally the appointed contractor (probably with no contractual relationship with the tunnel owner).In practice, a combination of prescriptive and performance requirements is likely to provide the optimum combination of clarity and flexibility. Impacts to ground water from mining are being comprehensively regulated in Nevada through specific requirements for design, construction, operation, permitting and closure. This program is the nation's most comprehensive for control of activities at mining operations which have the potential to cause groundwater degradation. It encompasses virtually all types of facilities, including placer, physical separation, flotation, testing, leaching and milling. Minimum design requirements are established by regulation, and must be met by each facility. Site-specific monitoring requirements are established for each facility, and are heavily emphasized. Regulatory and technical requirements and relevant permit conditions are presented and discussed.

Magnesium-based alloys are of growing interest for many industrial applications due to their favourable strength-to-weight ratio and excellent castability. Mass reduction has advantages in many industrial sectors for example, in automotive, a reduction in mass improves fuel economy and can lead to more efficient mechanical systems by reducing the weight of moving parts like wheels, gears, pistons. However, the relatively poor corrosion and wear resistance limits the use of magnesium and its alloys in many potential applications. The patented Keronite® plasma electrolytic oxidation (PEO) process enables manufacturers to overcome such problems and, in its latest generation equipment has been developed to industrial realisation for high volume production. This paper presents microstructural characteristics and corrosion performance of two most widely used high pressure die-cast magnesium alloys AZ91D and AM6OB with a duplex corrosion protection coating system that comprised a thin Keronite pre-treatment followed by a subsequent automotive grade final powder coat.

In this paper, a technique for assessing the stress level on a subsidence-affected pipeline is introduced. The main contributors for the stresses on the pipelines are identified. Mitigation techniques for reducing the stress on the pipeline have been proposed and successfully tested.

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Blasting in the mining industry is being transformed, and can no longer be treated as an art or a practice purely dependent upon experiences of individuals. Examples of key drivers that have demanded consistent and more accurate blast results are initiatives to control pit-wall damage to help mine steeper pit slope angles, to control damage to underground opening operating in close vicinity of the open pit mine. Such situation exists at Rampura Agucha open pit lead zinc mine, which is producing 5.7 Mt/a of ore and has started its underground part, which is slated to produce initially 2–2.4 Mt/a and 4.5 Mt/a in the near future. The open pit mine is currently working at 326 m depth and is designed to reach 421 m deep. It has been planned to operate the underground mine maintaining 50 m parting from the planned ultimate level of the open pit mine.Presently, open pit and underground mines are being operated simultaneously. The present average depth of underground working lies between 370 and 410 m below the surface level. Sometimes explosives up to 95 978 kg are being detonated in a blast round in open pit mine. These blasts are often apprehended as a danger to the safety and stability of underground openings. It was decided to document the impact of open pit blasting in the openings of underground workings, so that preventive measures may be taken for the safety and long-term stability of the underground mine. The impact of 86 open pit blasts has been documented in the underground openings and 258 blast vibration data has been recorded. The vibrations were recorded simultaneously in the roof, side walls and at floor levels. The highest levels of vibrations were recorded in the roof and the lowest levels at the corresponding floor levels. The pillars experienced lower level of vibrations than the roof. Blast designs were optimised at open pit mine to control vibration in view of long-term safety and stability of the underground openings. The vibrations generated due to detonation of explosives with shock tubes and electronic delay detonators have been recorded in underground openings for comparative assessment. Ground vibration recorded at roof, pillar and floor were analysed separately and threshold value of the vibration for the safety of underground workings has been determined based on the rock mass rating of the roof rock.CITATION:Singh, P K, Roy, M P, Paswan, R K, Shekhawat, L S and Joshi, A, 2015.
