The 2023 Rapid Excavation and Tunneling Conference (RETC) will be held in Boston, MA and will include the presentation of 133 papers divided into 20 technical sessions during the 3 day conference that were selected from over 200+ papers that were submitted to the committee. The selected papers are included within this book to provide a comprehensive recap of the conference while also providing a source of reference for contractors and engineers in the future. The selected papers will include contributions from all divisions of the tunneling industry plus risk management and best contract practices. Boston is known to the tunneling industry for its complex and difficult tunneling history, specifically of recent memory the Central Artery/Tunnel Project also know as the “Big Dig” of the 1980s and early 1990s. The selection of Boston as a host city was fitting from a historical perspective and as avenue for the city to present its upcoming tunnel projects. RETC began in 1972 with the idea of sharing ideas, design and project construction experience, and new technology, between contractors, designers, owners and suppliers. The ability to provide a single location every other year for all facets of the tunneling industry to gather and discuss the aforementioned was and still is viewed as a way to help the tunnel industry grow. The lessons learned from completed projects, the advancement of technology which could be implemented into design and the presentation of new projects by owners/designers and contractors allows for the limits and complexity of upcoming projects to be expanded beyond our current capabilities. Our industry has never been as busy as it currently is, and we are seeing more future projects coming out for solicitation across all business sectors. With the good fortune that all of us have been blessed with one of the biggest challenges that we have been faced with is the shortage of future management on all levels for our projects including the labor force. We all want our industry to continue to grow and succeed, our most important assets are the people that we employ. Investing in the education and continued training of our work forces to be up to date with the latest technology and methods is the key to our success. This also includes develop, recruiting and mentoring of young students graduating college to join our industry so that we can all continue to grow. We hope that all those attending the conference will have the ability to attend as many sessions as possible and to expand their network within our industry. As in past years, scholarship students will be in attendance and we encourage all to offer these students an opportunity to visit jobs, attend learning sessions or future internships to expand their interest in our industry that needs an injection of young engineers to contribute and lead our future Rapid Excavation and Tunneling Conferences. The program chairs wish to thank the session chairs, co-chairs, authors, and other members of the RETC Executive Committee for their dedication to this conference. Last but certainly not least, we give special thanks to the SME staff for their hard work and enthusiastic support in making this conference possible.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. "The Rapid Excavation & Tunneling Conference (RETC) is a world-renowned event that attracts some of the best minds in the global underground construction and tunneling industry. The experts gather at this conference to impart new technologies, discuss challenges to their projects and learn about new technologies that have become available to them.The 2015 RETC will be held June 7-10 at the Sheraton New Orleans, in New Orleans, LA. This biennial conference, of which SME is a sponsor, is expected to attract about 1,400 attendees from around the world. These professionals represent all parts of the global tunneling and underground construction industries - contractors, engineers, owners, consultants and equipment suppliers.More than 110 technical papers in 21 sessions will be presented over two-and-a-half days. Paid attendees will receive a proceedings volume of the conference. The proceedings will also be available from SME. In addition to the technical programming, the accompanying exhibit will include 155 exhibitors occupying 175 booths, providing RETC attendees the opportunity to get a look at the latest in equipment and service technology. Three short courses will be held on the Sunday preceding the start of the show. And there will be plenty of opportunities for attendees to meet and chat during several social activities that are scheduled throughout the conference."

The ubiquity of big data, internet of things (IoT), and smart devices is radically changing society; our personal lives are being tracked, digitally motivated through gamification, where information has become an addiction at all income levels, genders, and generations. These forces should not be held at bay in mining; rather, we should embrace and take advantage of this phenomenon to improve safety and productivity. It is time to rethink long-held conventions behind Fleet Management Systems, such as permanently mounted hardware, connecting through cables and Bblack boxes^, equipment centric rather than operator-centric, wireless requirements, minimal to no feedback to the operator, and high costs. We should also reconsider how we are collecting much of our safety, training, and preoperational forms on paper that then, must be entered into computer systems for compliance, and rarely if ever used in analytics, rather than entering the data directly into a digital device. Collecting safety and location data directly digitally also unlocks the information contained in safety forms and audits enabling new data mining and analytical approaches. Managing then gaining value from this new, greatly expanded mountain of largely unstructured data, requires the use of modern tools and approaches, such as gamification and big data, as well as skill sets, not traditionally available in mines. Furthermore, tablets can now provide a better user experience as well as new sensors when compared with traditional fleet management systems (Mining Magazine 2019, 2016, 2015), at a fraction of the cost, employing the extremely esthetic and engaging visuals derived from the video game industry. Real case studies of these applications of both technology and approach, such as gamification, show that these tracking technologies can bring high visibility and large amounts of data to even the smallest operations and the challenge of making use of the data can be facilitated through the application of gamification. As with our personal smart devices, these technologies are poised to deliver huge improvements in operator feedback, tracking, and performance management, at a much lower cost per unit.

Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper provides case studies from Aurizon, Iluka Resources and BHP Billiton and, as a guide for managers, a generic diversity strategy designed to be implemented alongside traditional merit-based personnel management techniques.CITATION:Hobbs, K, 2016. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alternative: the fully optimized use of the facility's present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements in the mine or plant necessary to support new technology will be equally effective when implemented for the facility's present operators. Firms that optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

IGO Ltd’s (IGO’s) Nova Operation (Nova), which is 160 km east-north-east of the town of Norseman in Western Australia (WA), mines and processes nickel-copper-cobalt (Ni-Cu-Co) sulfide ore from the magmatic Nova-Bollinger Deposit (Nova-Bollinger), which is hosted by the Mesoproterozoic age high-grade metamorphic rocks of the Albany Fraser Orogen. Over its 56-month life-of-mine (LOM) operations to 31 December 2020, Nova has processed 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co from its underground mine. At the end of 2020, both the Nova-Bollinger JORC Code reportable Mineral Resource estimate (MRE) and Ore Reserve estimate (ORE) were >90 per cent classified in the highest JORC Code confidence categories of Measured Mineral Resource and Proved Ore Reserve respectively. The high JORC Code classification confidences assigned to the Nova-Bollinger MRE and ORE results from the 386 km of surface and underground diamond drill testing of the deposit to a nominal 12.5 by 12.5 m pierce point spacing in mineralisation. The close spaced high-quality drilling and bulk mining method employed at Nova has effectively removed the need for any grade control modelling outside of the MRE process. Importantly, having only the one fully drilled out deposit being mined and only the one process plant, Nova’s reconciliation process is in the fortunate situation of not being confounded by issues such as external ore sources and constant updates as new grade control information becomes available. IGO’s Nova reconciliation processes are focused on reconciliation ratios that quantify operational period differences between the MRE and ORE head grade and tonnage forecasts and the process plant head actuals. These metrics have been used to identify key reconciliation issues and have initiated several studies into the causes for specific reconciliation results, which are discussed in the paper. In late 2020, a period of sustained poor reconciliation results led to the recognition that increasing the understanding of risk between the MRE and ORE should be investigated. To assist with modelling stope level risk within the mine plan and subsequent reconciliation, an attempt was made to develop a formula to quantify ‘stope risk’ from MRE metrics such as sample spacing, kriging efficiency and so on

SIGMA MINES is situated in the township of Bourlamaque, Abitibi County, Quebec. It is a gold producer, and presently treats an average of 1,200 tons of ore per day, at a grade of approximately 0.18 oz. per ton recovered. The mill started operations in March, I937, at a rate of 300 tons per day. This was increased to 800 tons in I940, and to 1,000 tons by I943. The rate was cut back during the war years, but was brought back up to capacity by I948. The mill tonnage was in-creased to the present 1,200 tons per day in I960. The underground workings are serviced through No. 2 Shaft (Figure 1), which, with 24 operating levels, extends from surface to a depth of 3,317 feet. When depth exploration was decided upon, two possibilities were considered: (a) deepen the main shaft by1,000 feet; (b) put down a winze for the same distance.

In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.

THIS paper deals with a plant built under joint agreement between the Canadian and United States Governments to supply the strategic mineral, corundum, at a time when African production was dwindling and war demands still increasing. The operation began in September 1944, retreating the tailings from a former mill by gravity methods, and is still in production (Sept. 1946). In 1942, when it became apparent that South African production would be insufficient to meet mounting wartime requirements of corundum, a survey was made of Canadian sources of the mineral, at the request of the Foreign Economic Administration of the U. S. Government. The investigation1 indicated that the quickest and cheapest supply would be obtained by reworking the tailings deposit at Craigmont, Ontario. Sampling of the dump by Canadian Government engineers revealed that 125,000 tons of tailings, averaging 2.96 pct corundum, was available for retreatment. Ore-dressing tests on representative samples of the deposit were conducted by the writer in the laboratories of the Industrial Minerals Section of the Department of Mines and Resources at Ottawa; and gravity concentration on tables was indicated as the most suitable method of treatment. Decision to proceed with the project was deferred until May 9, construction was begun on May 18, and tune-up operation of the plant begun on Sept. 15, 1944. CORUNDUM-ITS PROPERTIES AND USES Corundum is an oxide of aluminum having the formula A1203. Its outstanding characteristic is its great hardness; 9 in the Mohs scale. In this respect it is second only to the diamond. It usually occurs in barrel-shaped crystals in nepheline syenites and other feldspathic rocks deficient in silica. It has a specific gravity of 3.95 to 4.1 and is insoluble and infusible. In color it ranges from white, through red and green, to black. Ruby and sapphire are gem varieties of corundum. Corundum is supplied to industry as closely graded grain.2 The coarser products (10 to 24-mesh) are used largely for snagging wheels in the steel-castings industry, while the finer grades (from 70-mesh down to flours) find a wide application in the polishing of lenses and for other uses in the optical trade. All sizes of corundum grain are in close competition with synthetic abrasives such as carborundum and alundum. In some fields of application the artificial product is superior to the natural grain but not in all. The shape of the particle and its behavior under conditions of actual use determine its sphere of employment. The United States is the largest consumer of corundum, annual consumption in peacetime approaching 3000 tons; during the war this figure was roughly doubled. During the years 1902 to 1913, the bulk

"A surge bin at Agrium’s Vanscoy potash operations has been plagued with flow, wear, and corrosion issues since being built in 1967. The culprits? The bin’s carbon-steel construction, geometry, and the resultant funnel-flow pattern are the root causes. An investigation and cost analysis indicated that hopper redesign and retrofit would increase production and reduce maintenance and capital costs. The retrofitted bin provides safer, more reliable operation and has a much longer predicted working life. Using this example, the authors describe bulk-solids-flow theory and highlight the importance of customizing bulk-material-handling-system design using appropriate flow properties to improve reliability, safety, and cost effectiveness.RÉSUMÉ Depuis sa construction en 1967, un réservoir intermédiaire de l’exploitation de potasse Vanscoy d’Agrium connaît des problèmes de débit, d’usure et de corrosion. (J&J) to provide testing, consulting, and structural engineering services related to proposed modifications to the 270 t special standard product surge bin, which Agrium planned to undertake during a two-week shutdown in August 2013. The bin, which had been plagued with flow, wear, and corrosion issues for its entire working life, was essential for the continuous operation of two of VPO’s compaction plants and for efficient dispatching to loadout. The bin often experienced product hang-ups, clumping on the walls, and plugging at the hopper outlet. Two recent unscheduled mill shutdowns had been partially attributed to flow issues in the bin due to clumping and product plugging up at the screws. These problems increased maintenance costs, limited production capacity, and degraded product quality. Holes and paper-thin sections in the bin walls discovered during a 2013 inspection revealed the potential for major hot material leaks or even structural failure. Either issue would stop plant operations until the bin could be repaired or bypassed. Clearly, the bin cone had reached the end of its life and required replacement."

A study was conducted to examine the potential of diesel emissions control strategies based on retrofitting existing power packages with exhaust aftertreatment devices and repowering with advanced power packages. The retrofit systems, a diesel oxidation catalyst (DOC) and diesel particulate filter (DPF), were evaluated individually using a US EPA tier 2 (ter 2) engine operated under four steady-state conditions and one transient cycle. The DOC effectively curtailed emissions of CO, and to some extent organic carbon (OC), elemental carbon (EC), and aerosol number concentration. The DPF system offered substantially higher reductions in OC and EC mass and aerosol number concentrations. Both, the DOC and DPF achieved reductions in the aforementioned emissions without adversely affecting emissions of NO2 and nano-sized aerosols. The strategy of repowering with an advanced system was examined using a US EPA tier 4 final (tier 4f) engine equipped with a cooled exhaust gas recirculation system and diesel exhaust fluid-based selective catalytic reduction system, but not with a DPF system. The tier 4f engine contributed substantially less than the tier 2 engine to the EC and OC mass, aerosol number, and CO, NO, and NO2 concentrations. The tier 4f engine was very effective in reducing aerosol mass, NO, and NO2 concentrations, but it was not equally effective in reducing aerosol number concentrations. The implementation of viable exhaust after treatment systems and advanced diesel power packages could be instrumental to the underground mining industry to secure a clean, economical, and dependable source of power for mobile equipment.

Reducing the contribution of heavy- and light-duty diesel-powered equipment to concentrations of aerosols and gases is essential to industry’s efforts to improve air quality in underground mining operations. The results of this study demonstrated a potential of control strategies based on retrofitting existing power packages with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) systems and repowering existing systems with advanced power packages to reduce contributions of diesel-powered vehicles to concentrations of diesel aerosols and criteria gases in underground mines. The implementation of viable exhaust aftertreatment systems and advanced diesel power packages could be instrumental in the underground mining industry securing a clean, economical and dependable source of power for mobile equipment.

Multiple agencies in Southern California are retrofitting and upgrading their levees to catch up with ever-advancing urbanization affecting the requirements for existing channels and levees in this seismically active zone. Pressed-in sheet piles have been specified on some of these projects to minimize noise and vibration problems associated with sheet pile installation. This paper will study three Southern California levee and sewer pipeline retrofit projects that utilized pressed-in sheet piles in hard soil conditions with N-values higher than 50. BACKGROUND Southern California is home to numerous drainage channels fortified with earthen levees. In spite of the region’s semi-arid climate with varying annual precipitation from year to year, winter storms can bring in heavy and continuous rainfall to the area which overwhelms the levees’ capacities at times. Some levees are running through densely populated areas with homes and other sensitive structures such as underground utilities and bridge piers. Conventional sheet pile driving utilizes either percussive or vibratory pile driving methods, both of which generate high levels of noise and vibration, causing nuisance and potential damage to nearby structures. On the other hand, the press-in piling method utilizes a hydraulic force to push piles into the ground, thus practically eliminating the noise and vibration issue. Although there are types of press-in piling systems mounted on tall leaders on large crawler-base machines, they are less frequently used due to its much larger size and more limited drivability than the type discussed hereunder. The other type of press-in machine sits on top of already installed piles and is anchored with its own weight and additional counter weight when starting off as shown in Figure 1. Once the first few piles are pressed in, the equipment grips on top of the installed piles and moves forward on its own as the pile installation progresses. See Figure 2. This method does not use a vibratory or percussive force to install piles.

The purpose of this paper is to present validation studies of the mine-fire simulator using data gathered from an actual mine fire which occurred in November 1991 at the Pattiki Mine. To develop the model of the ventilation system with the fire in this validation study, the following adjustments were made: (1) flow and gas distribution in the entire ventilation network, and (2) fire parameters matching the data recorded by the monitoring system. After close correlations between simulation and real data were achieved, additional analysis of the ventilation system with the mine fire was performed. Presented and discussed in this paper are the following stages of the fire at the Pattiki Mine: (1) early fire (before the fire was detected), (2) preparation for and fire fighting with water, (3) fire sealing, and (4) fire extinguishing. This study evaluates the suitability of the computer software package for modeling underground fires. The paper also discusses the importance of the on-line monitoring system for the validation process.

A study of coal pillar strength was done at the Beehive Mine during a three year period, 1974?1977, in a cooperative effort involving the University of Utah, RE/SPEC, Inc., and the American Coal Company (Pariseau et al, 1977). The Beehive Mine is located in the Wasatch Plateau coal field in central Utah near Orangeville, Utah, where mines are developed from outcrops between steep canyon walls with topographic relief of a kilometer or so (3,600 ft). Coal is found in Cretaceous sediments that dip gently to the west. Detailed geology of the Wasatch Plateau is described by Doelling (1972). Mining was done in the Blind Canyon seam. An earlier Deseret Mine worked the Hiawatha seam that is lower in the stratigraphic column by about 36 m (120 ft). Mining progress and ownership changes occurred in time with mine mergers and name changes eventually to the collective Des-Bee-Dove label. At the Beehive Mine, depth varied with topography but was approximately 360 m (1200 ft) on average; seam thickness varied from 1.5 to 6 m (5 to 20 ft) and usually required two passes of the miner. The mine was eventually closed and finally reclaimed in 2003. Semborski and Oakley (2006) present a brief history of the mine and describe the reclamation work in some detail. Figure 1 shows the surface topography in the vicinity of the mine that is in the center of the figure.

A study of coal pillar strength at the Beehive Mine in central Utah was done in the 1970s. This study was a cooperative effort by the University of Utah, RE/SPEC, Inc., and the American Coal Company and was funded by the U.S. Bureau of Mines. Mine measurements of closure at 117 points and pillar stress using 119 vibrating wire stress gauges were made during retreat mining in this room-and-pillar operation. Laboratory testing for the strength and modulus of 372 coal cylinders up 0.3 m (1 ft) in diameter and 0.6 m (2 ft) in length was also done. Two-dimensional finite element model analyses complemented the study. However, the real world of mining is three-dimensional and in consideration of the significant advances in computing power since the time of the original study, a revisit of the data seemed warranted. In this regard, a novel finite element method was used that allows for the whole-mine analysis of tabular excavations on the kilometer scale and yet enables details to be obtained at pillar walls on the meter scale. The effects of material properties variability in situ and of joints can also be taken into account. Results that compare computed two- and three-dimensional seam-level closures with mine measurements show noticeable differences; three-dimensional results are reasonable, while two-dimensional results overestimate closure by nearly a factor of two.

Hillgrove, situated on the New England plateau of New South Wales, is an area rich in history and resources. Key resources are predominantly antimony, gold and scheelite and the area surrounding the historical field is environmentally sensitive and topographically challenging. Since acquiring the Hillgrove leases, Straits Hillgrove Gold has undertaken a significant exploration program on these historical mining areas with the goal to return the field to production. This exploration program has enabled Straits to significantly increase the resource base and has subsequently enabled the planned redevelopment of Hillgrove to be realised. In October 2006, installation of mining infrastructure and the initial stripping of existing development had commenced. To successfully redevelop Hillgrove, Straits has had to adopt a highly mechanised, trackless, diesel mining operation which will see the production rate commence at an initial rate of 250 kt/a of ore from a narrow vein environment. This ore will be processed on site to produce antimony metal, gold bullion and a scheelite concentrate.
