Tests were made at the Government Fuel Yard , operated at Washington , D. C. by the Bureau of Mines , Department of the Interior , in order to determine and improve the adjustment of the carburetors on the trucks used for transporting coal from the Fuel Yard to the different Government buildings in Washington . The tests were made possible through the hearty cooperation of G , S. Pope , engineer in charge of the Fuel Yard . Joseph Burrows and A. E. Foote of the garage department assisted during all the tests and supplied information on the mileage obtained by the trucks for the months preceding and succeding the time the tests were made . The Mack trucks used range in capacity from 2-1/2 to 7-1/2 ttoonnss .. The majority of the carburetors were Stromberg G- 3 type , as shown in Table 2. During the winter months , when the demand for coal is heavy , from 30 to 35 trucks are used . At the time the tests were made , only about ten of the trucks were in daily use , owing to the small demand for coal during the summer months , and scarcity due to labor conditions . Samples of the exhaust gas were taken on the trucks kept in service for summer hauling in order to determine the carburetor adjustment as used . Changes were then made to a more economical adjustment wherever possible , without sacrificing flexibility of operation and power . In every case the adjustments were maintained for maximum power , but were adjusted to the leanest position to give that power . In all but one case the carburetors were found to be adjusted too rich for maximum power and economy . These results are considered in detail in a later part of this report .

"According to accident statistics, issued from time to time by the Department of the Interior, Bureau of Mines covering fatalities in coal mines, between the years 1870 and 1921 there were 4,897 deaths caused by explosives. The legislatures and safety commissions of the various mining States have Elected and formulated many excellent regulations in regard to the handling and use of explosives in an endeavor to keep this class of accidents as low as possible. An analysis or comparison of the explosive, regulations issued by over thirty States would make a very long paper, however, by subdividing according to phases and issuing several papers it is believed that the material will be more readily available. The first phase was treated in Serial No. 2405 of the Bureau of Mines (""State and Federal Electrical Shot-Firing Regulations,"" issued in October 1922) which gave a compilation of such regulations as apply strictly to electric shot-firing. The second phase under consideration is ""Who may set off blasts in coal mines.""In some States, the person who does the firing must be an ""authorized shotfirer,"" while in other States he must have proved his ability to do this work, and again in other States he is ""any person."" The present paper covers rules and regulations relating to this phase of shotfiring, and those States having similar regulations have been grouped as follows."

The data presented in this paper form the chief part of a general survey of the oil-shale resources of Indiana. Other papers* have already been published which contain data an various aspects of this resource. In combination, these papers present data with reference to the following points; (1) distribution of the New Albany shale; (2) amount of shale available; (3) homogeneity and thickness of the formation; (4) amount and quality of the oil obtained from the shale; (5) nitrogen content of the shale; (6) extractibility of the shale and its amenity to breaking; (7) some economic factors bearing upon the utilization of the shale; and (3) other miscellaneous factors and data. In the future, technical work on other phases of the general problem is expected to be done with the object of making a complete survey of this resource which is of much potential importance to the state and nation.

The Department of the Interior has recently investigated the atmospheric conditions in tunnels of the Union Pacific Railroad in Utah and Wyoming , by observations made from the cabs of freight locomotives . This work was conducted by the Bureau of Mines at the request of , and in cooperation with , the Union Pacific Railroad Co .. and was brought about by several accidents to members of engine crews while passing through tunnels , from pollution of the tunnel air by exhaust gases from freight locomotives . The object was to determine the cause of gassing accidents , by examining into composition of the air in locomotive cabs while passing through railroad turmels ; to learn the effect of these conditions on the engine crew; and to provide a means of protection for the men so exposed . Gas samples and temperature readings taken in the cabs of locomotives were used in studying the atmospheric conditions to which the locomotive crews were exposed . The symptoms and the physiologica effects produced in men exposed to the atmospheres encountered were studied . The pulse rates and body temperatures were taken , and the determinations of the carbon monoxide content of the blood were made . Various methods for the prevention of gassing and for the protection of men therefrom were considered and tested , among which were the use of mechanical devices for deflecting the smoke away from the engine cab, and the use of various types of gas masks and breathing apparatus . While this investigation is a part of the safety work of the Bureau of Mines in connection with hazards from atmospheres containing carbon monoxide ( CO ) , the results are of particular value to railroads operating steam locomotives through tunnels , and are also valuable to other industries where atmospheres having poisonous gases or of a high temperature and humidity may be present . The results may be summarized as follows :

During the past few years our possible domestic resources of platinum have attracted much attention . On account of the extensive use of platinum during the World War , and the practical elimination of the Russian supply , the price of this metal rose to new high levels , as shown in Table 1 ; and though it since receded to some extent , the price is now nearly six times that of gold .

During the testing of porcelain insulators with a " 60 - cycle flash - over apparatus " , gases are liberated having an odor greatly resembling that of ozone . Since the two main constituents of normal air are nitrogen and oxygen , and high voltages (approximately 90,000 volts ) are used during the tests , the conditions are favorable for the production of ozone or oxides of nitrogen , and perhaps both simultaneously . The presence of these gases is only noticeable during the testing period . They soon disappear after the test is over . No fatalities have ever resulted from these gases at the plant visited nor are there any records of any of the men who worked on the tests being confined to their homes from this cause . New employees sometimes complain of a depressed feeling and shortness of breath , which is most noticeable after leaving work and getting into fresh air , but they som become accustomed to it and no ill effects are noticed . In view of previous work*** which the Bureau of Mines has done on oxides of nitrogen in connection with mine gases and problems in gas analysis , tests were made at the plant of the Westinghouse High Voltage Insulator Company at Derry , Pa . to determine the kind and amount of gases liberated .

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. In studies of mine and tunnel ventilation conducted by engineers of the Bureau of Mines , various smokes are used to determine flow of air , direction of the currents , and the rate of mixing . The instrument for generating streams of sulphur trioxide (SO ) smoke , shown in the drawing herewith, has been found helpful , convenient and practicable for such purposes ; it is also especially useful in some places where fire for generating smokes is not permissible . The apparatus consists simply of a glass tube containing fuming sulphuric acid on granular pumice stone , attached to a rubber syringe bulb . When a squeeze of the bulb blows air through the tube , a stream of dense white smoke evolves, which follows and makes visible the air currents . The tubes after preparation are hermetically sealed to prevent deterioration . When ready for use , they are easily broken open at a file scratch for the purpose on both tips , and inserted into a rubber nipple at the bulb . Sometimes it is of advantage to attach them to a longer rubber tube leading to the bulb . Tubes of the size shown (about 1/2 inch outside diameter by 5 inches long) are usually sufficient for the needs of a day . Thereafter they cease to fume because the acid absorbs moisture from the air and looses its effectiveness . Smaller sizes of tubes and larger have been made , but the size shown has proved most practicable . Immediately after a person has finished using a tube it should be buried or disposed of in a place where it will not be touched by shoes or clothing, or come in contact with wooden floors , furniture , or metals , because the acid , which will eventually leak from the tubes , is highly corrosive . -- Reports of Investigations , Department of the Interior , Bureau of Mines .

In connection with the approval of coal-cutting machines for service in gaseous mines , the engineers of the Bureau of Mines have been somewhat concerned as to the type of trailing cables that could safely be used on permissible outfits . While no final action has been taken on this question ( tentative approvals having been granted pending investigations ) , the Bureau has been endeavoring to collect data and information on this question which would permit a fair , yet safe , ruling to be made . For this purpose cooperative arrangements were made with three coal companies to visit certain of their mines , making inspections inside the mines to observe the cables and cutting machines in operation . In all , twenty mines were visited . A questionnaire covering the operations of trailing cables was filled out at each of these mines . In a few instances no personal inspection was made , the information being supplied by mine officials after conferences with the Bureau's engineer . At other mines the information given by mine officials was supplemented by personal observation inside the mines , usually at a time when the cutting machines were in operation .

This problem was taken up by the Bureau of Mines as a result of the oxygen explosion at the Jefferson Physical Laboratory of Harvard University , and other similar explosions , in order to supply technical information which would serve as a basis for safety precautions in the future . At the Harvard inquiry the fact was emphasized by the Massachusetts State Chemist , Mr. Walter M. Wedger , that we do not know the limiting pressures and temperatures above which compressed oxygen and lubricating oil are capable of spontaneous explosion . The problem is also of importance to the Army and Navy and to the Bureau of Mines in connection with the hazards incurred in the use of compressed and liquified gases in the repurification of helium. In fact , the risk of fires and explosions due to traces of lubricating oil coming into contact with high pressure oxygen is of serious interest to all concerned with the manufacture and use of oxygen , a commodity which is now being produced and distributed on a rapidly increasing scale . Part of the money expended on this investigation was from Army and Navy funds . The problem was undertaken by the Bureau of Mines at the suggestion of Dr. Charles E. Munroe , Chairman of the Committee on Explosives Investigations of the National Research Council , and referred to the Pittsburgh experiment station of the bureau.

That natural gas-gasoline can be used to advantage as a refrigerant is suggested by the fact that the "make" tanks and other parts of the equipment of gasoline plants frequently become coated with frost. The experiments reported in this paper confirm this assumption and indicate that volatile gasoline can be use used to advantage in many refrigerating plants. The Bureau of Mines is making a study of wax distillates in order to find out why satisfactory lubricating oils and waxes can be made easily from certain crude oils and only with difficulty from others. In the commercial distillation of crude petroleum it is customary to separate the distillates into the following groups: (A) Gasolines and naphthas, (B) Kerosenes, (C) Gas oil, and (D) Wax distillate (consisting mostly of light lubricating oil together with small amounts of paraffin Wax).

Previous Work . The Bureau of Mines reported a survey of bond clays for graphite crucibles at the American Mining Congress which met at St. Louis in November , 1919 *** . The report contained information in regard to : (a) tests carried on to determine the effect of substituting Canadian and Alabama graphites for Ceylon graphite in varying proportions . The data indicated that Alabama graphite is superior to Canadian graphite and further , that Alabama can be substituted for Ceylon graphite to a large measure without lowering the quality of the ware . These tests were made on No. 70 size brass melting crucibles and were carried out under foundry practice . (b ) Tests were reported in which an attempt was made to modify the nature of Alabama graphite by heat treatment so as to resemble Ceylon graphite . Little advantage from the treatment was reported . With this general information as a basis , the experimental work proceeded along two lines : A study of bond clays for steel -melting crucibles and for brass -melting crucibles . Twenty- one sets of standard-size crucibles were made up of a body containing Ceylon graphite as standard , bonded with 21 bond clays . These tests were carried out under foundry practice as were the former tests . Three domestic clays proved to be superior to the standard Klingenberg clay formerly used in brass -melting practice while in the steel - melting industry , 13 domestic clays gave service superior to Klingenberg clay .

The detonating compound cyanuric triazide was discovered*** and patented**** by Erwin Ott, and on account of his claims, the Bureau of Ordnance, U. S. Navy, desired more complete data, so an investigation was made. The results obtained were such that the Bureau of Crdnance recommended publication thereof for the benefit of the explosives industry. Some of the patent claims regarding cyanuric triazide are as follows: 1. It is not poisonous in contradistinction to fulminating mercury and lead azide. 2. In contradistinction to the hitherto employed priming agents it is fusible, and its fusion point (94°C) is so low that the product melted by a single heating in water or steam bath, can be poured without danger in the capsule shell. It solidifies therein after cooling, and shows the density of 1.5. 3. It has been determined that the cyanuric triazide, in spite of its very much higher priming actions, is much less brisent then ful- minating mercury and lead nitride. 4. The chemically pure cyanuric triazide (C3M2) constitutes colorless crystals melting at 94°0., and is not volatile. It is not affected by cold water, and only slowly saponified by hot water. It is relatively insensitive to friction and not too strong concussion, but explodes by impact or when hea ted to 170°C., or when heated suddenly. It is not more sensitive to friction and shocks then fulminating mercury. 5. The preparation of the triazide is preferably carried out by acting with an excess of sodium azide in an aqueous solution; in the cold, on cyamric chloride gradually suspended in the said solution.

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. Recent studies ** at the Pittsburgh Experiment Station of the Bureau of Mines have revealed some interesting facts as to the probable behavior of steamed coke in the blast furnace . The literature on the chemistry of the blast furnace was tho roughly reviewed , and with this information in mind , the probable behavior of the coke sulphur in the blast furnace was deduced . Enough small - scale tests were conducted to furnish a check on most of the important deductions , and the conclusions derived therefrom accord with what is already known in regard to the forms of sulphur in coke , and fit in well with the general opinion concerning blast-furnace reactions .

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

"There are two general classes of accidents that prevail in and about mines, namely - (1) those that through the nature of mining work can only be lessened, and (2) those that by proper precaution can be eliminated altogether. The consumption of gasoline in the United States varies materially with the seasons; during some of the summer months it exceeds the rate of production and in the other seasons the production of gasoline exceeds the consumption, The usual practice of the larger refiners is to store surplus stocks during the winter season in order to meet the heavy demands during the summer months. "Conservation of slateWaste slate is a problem of outstanding importance in the slate industry, for a very large proportion of all slate quarried is thrown on the waste heap. While many uses for waste slate have been found, the demand calls for merely a fraction of the present supply of unused material. If the slate industry is to increase in prosperity, the producer's energy must be directed toward the development of ways and means of reducing waste to the lowest possible point. The Bureau of Mines of the Department of the Interior has devoted much study to this problem and a recent bulletin ** contains a detailed discussion of the waste problem.Attention has recently been directed toward an improved method of cutting slate in quarries, a method that promises to reduce greatly the percentage of waste material. The method has been introduced since that bulletin was published, and this supplementary paper covers the details of the process.A reversion in method,In connection with this new mode of operation history is repeating itself in a very interesting way, for the old quarry bar used years ago with steam drills, and later discarded in favor of the channeling machine .and the hammer drill, has been salvaged from the scrap heap, and again put to active use. The occasion for its employment is an attempt to improve quarry methods by the substitution of drilling for channeling or blasting."
