Electronic detonators have been in commercial use for a decade, with an excellent safety record. This paper lists known incidents involving electronic detonators. Typical standards required by regulatory bodies for static electricity and electromagnetic fields are reviewed. The performance of some detonators is compared to these standards; in general the minimum standards are easily exceeded. The general resistance of electronic detonators to extraneous electrical energy that can be derived from the body of test results is compared to danger levels for exposure of humans to these energies; it is shown that electronic detonators can safely tolerate higher electrical energies than people can. This comparison includes comparable data for electric detonators, which are shown to be more vulnerable to extraneous electrical energy than people are. Electronic detonators also bring significant safety benefits in blasting due to their testability, two-way communications, reliability, programmability and precision. The links between these attributes and enhanced safety are discussed with examples from actual blasting. Although electronic detonators are usually more vulnerable to extraneous electricity than non-electric initiation systems, the paper shows that the net safety benefit in handling and blasting is in favor of electronic detonators, which are the safest initiation system that has ever been offered to the mining industry.

Safety management is an important mortal and business function in construction. Contractors have traditionally tracked and reported lagging indicators, e.g. fatalities and lost-time accident rates, to measure their safety performance and stay in compliance with relevant regulations. Over the last several decades, contractors became more proactive in their approach to safety and developed programs that track leading indicators, e.g. safety audits and safety climate. In particular, safety climate measures workers? perception of safety management and its effectiveness in the workplace. Past literatures indicated that, while some industrial construction contractors ignore safety climate measures, others are limited by a lack of a formal means to measure safety climate. In this study, a survey approach is used to measure an industrial construction contractor?s safety climate through three key areas: management commitment, job control, and general safety climate. As a pilot study, a total of 214 individuals at a fabrication facility participated in the survey to verify the validity and effectiveness of the proposed survey approach. This survey study also confirms that job control and management commitment have a positive correlation and that worker demographics have an effect on respondents? perceptions of management commitment.

No single factor in modern civilization has played a more important part in the lives of our people than mechanization in industry and to it civilization owes much of its progress. In no industry has mechanization met more opposition than in coal mining, where ?the introduction of mechanical equipment has been opposed on many fronts for economic and social reasons. The term 'mechanization? as used in this report refers to the application of machinery to cutting, loading, and transporting coal from the face to the mine cars. During 1933, 84.7 per cent of the underground production of the bitu-minous-coal mines of the United States (1) was cut by machines, while in Washington only 17.6 per cent was machine-cut. Information in this report has been obtained from personal observations and from operating officials in the Roslyn-Cle Elum coal fields, especially D. R. Swem, manager of coal operations, and Thomas Murphy, superintendent, of the Northwestern Improvement Company, to whom the author is indebted for assistance. INTRODUCTION Although Washington coal-mining problems relating co mining methods, ventilation, drainage, and preparation of coal have been discussed in many publications, little has been published on mechanization in this region, principally because it has not been accepted generally that mining machines, mechanical loaders, and conveyors are necessary or economically adaptable to the variable and steeply inclined coal beds of Washington. Production of coal in Washington reached its maximum in 1918, when 4,128,424 short tons were produced; from that year, the trend was downward until 1934, when production was 1,383,103 short tons, the lowest since 1898; for the past two years, production has risen steadily.

FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safely conscious. In so doing, a constant re- minder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand.

The accident-frequency rate for placer mining in 1942 is reported as 36.923 accidents per million man-hours worked. This figure places placer-mining accident frequency slightly higher than that given for quarrying-35.7-but considerably under the 78.0 for coal mining and 56.5 for metal mining.4 Placer mining is subdivided into four types of activity: Underground, surface, dredging, and hydraulicking. It is the purpose of this paper to present and discuss safety practices in dredging and hydraulic mining; therefore, the following considerations will be limited to these two types of placer mining.

Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.

Campbell Mine operates a 100 tpd gold autoclave that treats sulphide concentrates at 305 psi and 200 °C. Autoclave feed consists of fresh pretreated concentrate, an acidic oxide slurry recycle as well as other high arsenic sources. The brickwork that is used to construct the five compartments of the vessel must be inspected and repaired periodically. Shutdowns are scheduled to inspect this brickwork and at times replace entire sections of the brick walls or lining. It also provides an opportunity to repair or replace other internal features such as agitator blades or oxygen spargers. Mechanics and contractors are scheduled around the clock to perform the maintenance requirements. There are many safety considerations and precautions that must be taken in order to protect the well-being of the workers and minimize damage to sensitive pieces of equipment. Heat, arsenic and lead contamination and confined space issues are just a few of the hazards involved. The following paper will describe how these safety concerns are addressed and will serve as a guide for future autoclave shutdowns.

IN this critical period of our history, the coal industry of the nation, faced with many obstacles, performed its work safely during the first ten months of 1943. Thousands of the younger mine workers were inducted into the armed forces of our country and in many instances their jobs have been filled by others without much if any experience and training. This situation alone would seem to be sufficient to interfere with the safe and orderly operation of the industry but the Government's demand for a substantial increase in coal tonnage over that produced in normal times introduced a hazard which always accompanies speed, regardless of the skill of the worker.

Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Many coal beds in the State of Washington, pitching as much as 90°, offer unusual mining conditions. This paper describes methods and safe practices of mechanized mining in pitching bituminous-coal beds that have attracted the attention of mining people from most of the coal-producing countries of the world. The development and use of continuous miners as part of the mechanized program apply particularly to the Roslyn-Cle Elum coalfield, Kittitas County, Wash. All three mines now operating in the field use continuous miners and during 1957 furnished 72 percent of the State's total coal production. Mining operations are now conducted in three coal beds of the Roslyn-Cle Elum field. The coal measures range from 3-1/2 to 20 feet in thickness and vary in dip from 5° to 45° in the localities where the coal is mined. Some safety measures adopted by-the principal operating company in the field during the past 30 years of mechanized mining follow: Use of only permissible electrical or compressed-air-operated equipment on other than intake air; providing and using an explosion gallery to test repaired permissible electrical equipment before taking it underground; use of only compressed-air-operated drill augers in preference to permissible

PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

SAFETY and industrial hygiene have always been recognized as highly important in company policy, and the co-operative support of the company officials and entire plant personnel has contributed largely to the present success of the Company's program in this field. Growth has necessarily been slow, and dependent, at times, on trial and error but the program in its present form combines the regulations, working methods, and equipment that have proved their value under actual operating conditions. Every effort is made to keep the program on a practical basis. Continuous experimental work is carried on in conjunction with the health and safety program, with resultant periodic changes for improvement. As a proof of accomplishment, in 1945 the frequency and severity rates for accidents were the lowest in the history of the operation. A full-time safety engineer was employed in 1933 and an assistant safety engineer in 1936. Compañía Minera Doña Inés de Collahuasi's (CMDIC) Concentrator Plant is located at 4300 meters above sea level, approximately 2000 kms north from Santiago, Chile. The concentrator has three grinding lines. Each one, Lines 1 and 2, have one SAG mill at the primary grinding stage followed by a secondary grinding and classification stage consisting of one ball mill, two hydrocyclone batteries and a sump with two pumps. Line 3 has one SAG mill (Gearless Mill Drive), followed by a secondary grinding and classification consisting two ball mills, four hydrocyclone batteries and a sump with four pumps. Average throughput for these three lines is 150 Ktons per day. Peak values of 180 ktons per day have been achieved. Since late 2008 and throughout 2009 and 2010, Operations and Automation areas developed an optimization program for the grinding process, considering the implementation of Model Predictive Controllers (MPC) for the three SAG mills, and later, extending MPC to the secondary grinding and classification stages. The implementation of a MPC solution was based on stability considerations (high variability of the SAG process, high interaction between sump level control and classification efficiency, etc), requirements for an automated and consistent operation, the need to maximize throughput under timevarying scenarios and, in the long term, optimization of grinding process considering Specific Energy Consumption, among other parameters. MPC solutions had proven control robustness and strong optimizing capabilities in terms of helping in discovering new operational points and so achieving all of the aforementioned goals. On the first stage of the program, MPC implementation considered identification of dynamical process control models based mainly on historical data, in order to know the impact of a group of Manipulated Variables over Controlled Variables. Also, the impact of measured Disturbance Variables was modeled in order to take into account the high impact and interaction of these variables over the processes. At the end of this stage, 4 controllers were successfully operating for the 3 SAG mills and the secondary grinding and classification process. In response to challenges made by the working group, the second stage of the development of control applications in the grinding process required to achieve a design and implementation of a solution capable of governing the milling process, in addition to stabilization and optimization of both processes (SAG milling and secondary grinding), to integrate from a point of view of process control and automation. Therefore, in the second stage, MPC performance was continuously monitored and optimized through advanced tuning, inclusion of more process models (with proper step tests), redefinition of specific optimization criteria and adjustment to new process needs. Finally, successful MPC implementation at Collahuasi has proved that fast development and deployment of process control solutions is possible and allows immediate process stability, higher throughput, specific energy consumption reduction, and successful product size control, among many others.

This paper presents a review of plant layout considerations incorporated into recent designs of SAG/Ball mill circuits for two medium sized concentrators. The plant layouts presented and the design concepts discussed, relate to smaller SAG circuits, but can equally apply to larger milling circuits. Included are design concepts and ideas introduced by the various project teams, and the focus is on the primary factors of any layout design which are safety, constructability, operability, and capital cost.
