The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. Dust exposure resulting from the exploitation and winning of natural resources below ground has presented a serious health problem since the beginning of mining. The boom phase of the German hard coal mining industry after World War II with at times up to 500,000 employees saw an increase of dust exposure of miners below ground as the mechanization of road heading and mining increased significantly. More and more miners were diagnosed with coal-workers-pneumoconiosis (CWP), a chronic and irreversible lung disease resulting in a significant impairment of pulmonary function. This realization led to a reduction of CWP in the German hard coal mining industry in the 1960s. The successful fight against CWP began with the introduction of technical dust prevention measures. By infusing the coal seam with water before mining, sprinkling and spraying of heading and mining machines as well as canopies with water, aspiration in places with high amounts of dust and the suppression of dust with chemical substances it is possible to significantly reduce the miners? dust exposure. All operating points below ground are checked and measured regularly with regard to dust exposure. Through the combination of these values together with the individual shift data a relatively precise profile of individual dust exposure can be obtained. This profile allows the targeted work assignment when certain predetermined limits have been reached, moving the miner to a work place with less dust exposure and thus reducing the chronic dust exposure. The state of health of the individual is known because since about 60 years ago extensive occupational health checks have been carried out regularly at least every two years which means that work restrictions can be imposed depending on the findings. Since the beginning of the 1980s more value has been attached to not only situational but also behavioral prevention. Given the comprehensive provision of protective masks, having a protective effect as well as the required comfort when being worn, each miner has the opportunity to protect his respiratory organs depending on the specific dust exposure. Through a combination of all these measures the German hard coal mining industry has succeeded in beating the classic coal miner?s disease CWP. For mines in the Ruhr valley this means that a miner who started work after 1978 will no longer develop CWP.

The microtunneling project for the State of Hawaii's Natural Energy Laboratory (NELH) facility in Kona, Hawaii, was awarded to Nova Group Inc., Napa, California. Nova has developed both microtunnel and deep pile cofferdam experience. Both of which would be required for this project. The project was designed by Makai Ocean Engineering of Honolulu as a continuation of the Ocean Thermal Energy Project (OTEC). The world's first OTEC plant has been successfully operational at NELH since 1982 netting approx 50 kw of usable electric power from a gross generation of 210 kw. A second plant designed to draw 39°F cold water from 3,000 ft below sea level and produce a gross output of 1 mw with a net 500 kw of usable power required 2 - 54 in. finished diameter pipelines. An ongoing problem with earlier offshore pipelines has been the damage to the near-shore pipes within the surf zone. The necessity for a deeper connection between the land based pipe and submerged sea pipeline was obvious. Earlier pipelines had been drilled and shot through the shoreline. This process was only practical at shallow depths. Makai Ocean Engineering and the NELH scientists looked at different methods to get the pipeline through the shoreline at a depth of 80 ft below sea level. Rare and rare earth metals use quite often is an indicator of national economy development. The world structure of the rare-earth metals manufacturing countries in 2015 was presented as follows: China – 94.2%, India – 2.0%, Russia – 1.8%, the USA – 1.2%, Brazil – 0.5%, Malaysia – 0.3%. In Russia, large reserves of rare-earth metals, which reach nearly 28 million tons, are revealed. Kazakhstan, possessing a raw materials source of rare-earth metals, has all prerequisites for development of branch. Rare metals are manufactured in Kazakhstan incidentally by non-ferrous metals production. The production of indium, thallium, cadmium, selenium, tellurium, bismuth is made at the Ust-Kamenogorsk lead plant; tantalum, beryllium, niobium and molybdenum – at the enterprises of “National Atomic Company Kazatomprom” JSC. Production of a titanium, magnesium and vanadium is adjusted on “Ust-Kamenogorsk Titanium-magnesium Plant” JSC. Capacities for beryllic production yield are available on “Ulba Metallurgical Plant” JSC. The main producer of perrhenic production and osmium-187 is "Zhezkazganredmet" RSE. The single producer of gallium in Kazakhstan is “Aluminium of Kazakhstan” JSC; the capacity of enterprise is 25 t a year. In Kazakhstan innovative technologies for rare and rare earths mineral raw materials processing are created. The technology has been developed and a vacuum distillation apparatus has been created to purify crude selenium, which makes it possible to obtain a metal with a main component content of 99.9-99.99%. Technologies for processing of technogenic wastes and byproducts of the copper industry are developed. Implementation of technologies allow to obtain ammonium perrhenate, perrhenic acid, osmium isotope -187, tribasic lead sulphate, silver-concentrate. The technology of complex processing of black shales of Balasauskandyk deposit with the production of gold, vanadium, rare earth elements, uranium and ferrosilicon has been proposed. The processing was carried out using methods of autoclave leaching, sorption, extraction, precipitation. A highly profitable sorption technology for recovery of rhenium from solutions of underground leaching of uranium ores containing 0.2-0.4 mg/L of Re has been created. The organization of ammonium perrhenate production from solutions of uranium ore will significantly increase the volume of its production in Kazakhstan.

Worldwide BOF-based steel plants are faced with demanding environmental requests and rising energy costs. For cleaning of primary gases from the BOF the scrubbing technology is worldwide adapted. For wet-scrubbers there is a direct relation between pressure loss and achievable clean gas dust content. Subsequently main energy consumers within Gas Cleaning Plants are the driving fans. To evaluate actual performance and to identify optimization measures extensive field measurements at existing Gas Cleaning Plants were performed. The operational results from various BOF plants worldwide will be presented and benchmarked. As a conclusion, advanced control strategies for reduced energy consumption and lower environmental impact were developed and implemented.

Double rotary drilling combines continuous flight auger drilling with a casing for producing a cast-in-place pile. When producing a pile an outer casing and an auger (hollow auger) rotating inside the casing are driven into the ground in counter-rotation. The outer casing serves to support the surrounding soil and the inner auger excavates the drilling cuttings to the surface inside the casing. After reaching the projected drilling depth concrete is pumped through the hollow stem of the auger and outer casing and auger are extracted. After their complete extraction a reinforcement cage can be inserted in the fresh concrete. Compared to Kelly drilling the double rotary drilling method offers numerous advantages, including, for comparable diameter and length, shorter production times and higher accuracy (pile inclination and excess concrete) combined with increased occupational safety and lower noise emissions. Moreover, pile tests have proved that piles produced by double rotary drilling feature higher axial load-bearing capacities than comparable piles produced by Kelly drilling. This article offers an overview of the basic theoretical principles of double rotary drilling lists the required and currently available machinery and, finally, discusses the results and conclusions of a current jobsite.

The paper summarizes the current state of development of simulation models for SAG and FAG mills, and gives the results of recent investigations of the physical processes occurring in autogenous grinding. The breakage process is treated as the sum of three regions of breakage actions: normal breakage caused by nipping of particles between media (steel balls or pebbles); abnormal breakage caused when the particle or lump is too big in relation to the media to be readily nipped; self-breakage resulting from the chipping fracture and abrasion of the tumbling action of rock lumps. Each region of breakage action has associated specific rates of breakage and primary progeny fragment distributions.

Modern mechanical raise drilling was first introduced into the United states in 1962. This method of safely, economically raising a shaft has steadily increased in popularity since that time. This steady growth has been largely enhanced by the many advantages to be gained by mechanical raise drilling, as well as by the increasing reliability of the equipment required. It is the purpose of this paper to briefly review the state of the art of raise drilling to include: the various applications and advantages; the equipment requirements, including a comparison of the various types and sizes of machines and rock cutting equipment; equipment performance; and future trends.

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. Monitoring-While-Drilling (MWD) is a proven technique that records instantaneous on-drill parameters which can be used to supply contextual information for in-situ, down hole conditions, such as: changes in geology, the presence of pre-existing fractures and dynamic alterations, down hole conditions including bit bailing, bit blockages and bit wear, and improper drill operation. This technique has been widely used in the oil and gas industry and, eventually, it was transferred to the mining industry. A challenge when analyzing and interpreting MWD data is in utilizing proper filtering which enables one to properly eliminate any ?noise? from the signals of interest. Overall the importance of MWD data is that, through the collection of operational field-based data, a dataset can be acquired which allows experimentation and analysis to be carried out. Such a dataset is often impossible to replicate in a laboratory setting. If successful, and through iterative refinement, any promising method can eventually be implemented on-machine and using real-time monitoring techniques. This paper will provide a state of the art review of presently used MWD techniques and applications in industry. The paper?s primary focus will be on shallow, mining-style, blast hole drilling but will also take into account techniques and applications utilized in oil and gas drilling which have not been adopted in the mining industry. In the cases where MWD techniques and applications exist solely in oil and gas drilling the paper will examine and comment on the potential utility of technology transfer to mining applications.

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

MY YEAR OF SERVICE as president of the A.I.M.E. came at a time when the mineral industry had suffered severely because of disturbed economic conditions throughout the world. The Institute, an integral part of this industry, had been similarly affected. Its membership and revenues decreased; it was confronted by problems of retrenchment at a time when its vigorous operation was especially important to its members, of some moment to the mining industry, and of value to the nation. Throughout the last year, the recession of activity in our industry continued with slight abatement. Your Board accordingly exercised such economy within the Institute as was possible without impairment of essential functions. It endeavored to aid in sustaining the morale of members, their sense of professional unity, and their interest in maintaining research and the interchange of scientific and technologic data upon which the progress of our industry depends. Effort was made to assist in the difficult task of finding employment for needy members; our endeavors have met with some success.

During the past few years, the international nickel industry has taken some important steps to respond to conditions of global production overcapacity, relatively flat demand and low prices. These include the implementation of major cost reduction programs by most producers, closure of some high cost operations and the establishment of the Nickel Development Institute. Consumption in the western world increased by about 7 per cent in 1987 compared to 1986, supplies were less than demand, inventories were low, and late in the year prices increased dramatically. By year-end 1987, most producers were operating at, or close to, their effective capacities. Nickel demand is expected to increase to the year 2000 at an annual rate of about 1.7 per cent, led by increasing usage in the stainless steel sector. If this rate of growth is realized, then there will be need for the effective capacity of the nickel industry to be increased. Producers in Canada have put considerable effort in the past few years into reducing costs - with impressive results. Mining costs, in particular, have been reduced dramatically. While production is still less than the peak years of the yearly 1970's, it has increased substantially from levels of the early 1980's. Over the next few years, production is expected to increase slowly. A key determinant of the level of production in the 1990's could be the effect that regulations on sulphur dioxide emissions have on limiting production.

Construction of buildings, roads, and traffic activities generate vibrations to urban infrastructure. The vibrations produced by construction activities have an impact on the soil through which they are transmitted. These effects become much more significant in granular soils. The soil conditions in Florida consist mainly of sandy soil deposits and this makes driven piles a commonly used method. In the design of deep foundation installations, it is significant to consider the potential construction issues related to the driving process. This process generates vibrations in the surrounding soils and thus, its effects on nearby soils and structures must be considered. This paper presents a web-based survey conducted among geotechnical engineers in Florida to better understand the common practice and experience regarding the effects of pile driving on surrounding soils and structures. The perception of different practitioners in the state of Florida on ground deformations and damages to adjacent structures induced by deep foundation installations are investigated. The engineers who have experienced ground vibrations and deformations were asked to define the susceptible soil conditions and main triggering factors of large ground deformations induced by pile driving. Sandy soils with loose to medium relative densities were found to be the most susceptible soil condition to generate ground deformations. Conclusions are drawn regarding the importance of considering ground vibration monitoring during the design phase of deep foundations.
