A.. S. DWIGHT, New York, N. Y.-Mr. Henrich's paper is rather inconclusive as to the role that alumina really plays in slags. He gives a number of interesting instances of high alumina, with conclusions that he draws from the analyses, in the light of what he knows of the accompanying conditions, but the information given is hardly sufficient to permit intelligent criticism of these conclusions, for it is well known that the slag composition is not the only factor that can produce some of the furnace results favorable or disastrous, as the case may be, which he records. As a matter of fact, most metallurgists who have wrestled with this problem in connection with the smelting of lead and copper ores, usually arrived at some sort of a working hypothesis which met the local conditions fairly well, and then, being busy men, were inclined 'to leave the theoretical question very much as Mr: Henrich leaves it when he says: "A question with which I purpose dealing at some future time." CARL HENRICH (communication to the Secretary*).-I have read with much interest the discussions of my paper by Messrs. A. S. Dwight, E. P. Mathewson, Win. B. Boggs, Jos. W. Richards, and W. C. Smith. Mr. Dwight's acknowledgment that he always-in lead smelting¬obtained better results by figuring A1203 as an acid in his slags, I may take as a confirmation of my views, notwithstanding his later conversion by, the late T. S. Austin to the latter's empirical view and way of neglecting the consideration of A1203 altogether in the composition of slags-letting the slags "dissolve" in Al203. I have a strong suspicion that Mr. Austin, in a large custom smelting plant at El Paso, has been able to keep the alumina percentage of his slags sufficiently low, not to give him much trouble, although I have also a suspicion that his furnace foreman may have had a somewhat differing opinion of the practical working of the "dissolving" theory,, whenever its applicability was tested to its limits. That Austin should have conceived the notion that the Ca of CaF2 would enter into a slag as CaO, seems hardly in accord with the recognized ability of that late metallurgist. It is a well-recognized fact that even small amounts of CaF2 will reduce the viscosity of a slag; but I did not think anyone ever had an idea that CaF2, in some mysterious way, parted with its F and coupled itself with 0 to satisfy a craving for CaO on the part of 802-least of all in a lead furnace. The "dissolving" theory for CaF2 was doubtless appropriate, and an improvement on figuring the Ca of CaF2 as CaO to satisfy the demand of Si02 for RO bases. However, I cannot understand the rationality of extending this "dissolving" theory to A1203 and to ZnO. It would be interesting to have more specific data from Mr. Mathewson in regard to the actual composition-analyses-of the slags made, when he had these unusually high alumina slags in Colorado. We "old" smelters all know that within certain limits, usually found out by rather tough experience, we could safely "disregard" A1203. "IntroductionBACK IN THE nineteen-thirties, when Eldorado was a private company and was preparing to become Canada's first radium producer, the Mines Branch in Ottawa did much work on the development of chemical processes for the Port Hope refinery (1).In 1945, after the Canadian Government had taken over Eldorado for •atomic energy reasons, the Mines Branch was called upon again, this time to help out by looking into ways and means of improving ore treatment methods for the mine at Great Bear Lake. A group of technical men was assembled to devote full attention to this work, which was known as the Eldorado Project.Three years later, in 1948, the Government decided to reopen the development and operation of uranium properties to private enterprise.Since it is a function of the Mines Branch to assisit private development of Canadian mineral resources, this new uranium policy made it important for the Branch to be in a position where it could provide up-to-date services, technical assistance, and information relating to treatment of radioactive ores, mineralogy of radioactive ores, and assay methods for radioactive ores.At the same time, .because of the demand for increased uranium production, lower grade ores had definitely come into the picture, ores that might be of decidedly lower grade than, say, Eldorado pitchblende, and of entirely different nature."

THIS paper is an endeavour to analyse the ideal and practical functions of government technical mining services, and their relationship to the National Domain, as well as to one another. its spirit is not critical, even though at times it may appear to besoin fact. It is a serious effort to divert a trend in public thought which delights in calling itself practical whereas it is really merely short-sighted. The author refers particularly to the idea that governmental research is a luxury which should be curtailed in the interests of economy, and turned over to private enterprise or the provinces. In order that we obtain the proper perspective of the question, it is advisable to indulge in a little history. In the year 1842, the Geological Survey of Canada was formed under the guidance of William (later Sir William) Edmund Logan. The literature on the founding and history of the Geological Survey of Canada is extensive, and therefore it is unnecessary to go into detail here regarding it. It might be mentioned, however, that the Geological Survey of Canada is only seven years younger than the Geological Survey of Great Britain (founded in 1835), and is only exceeded in age on the American continent by the State Geological Surveys of New York, Pennsylvania, Massachusetts, and Michigan, which were founded between 1833 and 1836. In 1877, the Geological Survey became a permanent government institution as a branch of the Department of the Interior. It should be noted, however, that the Director of the Survey ranked as a Deputy Minister and reported direct to the Minister. This continued until 1907. In 1886, the Mineral Resources and Statistics Division of the Geological Survey was formed. Some years later, the Canadian Institute of Mining and Metallurgy (then the Canadian Mining Institute), backed by the mining press, began to agitate for the establishment of a Dominion Department of Mines, and in 1907 such a department was founded by the Geology and Mines Act of that year, with a separate Cabinet portfolio for the position of Minister of Mines.

DR. W. F. GRAY (Contributed discussion, presented at meeting by Mr. S. C. Mifilen): Mr. Rowe's suggestion that the Institute should organize itself to interpret the needs of the mining industry to federal and provincial mines departments should commend itself to our membership as sensible and practical, and as one which these public administrative bodies may welcome. One has to start with the premise that those who head the departments of mines in question have the welfare of the industry at heart. Also, it must be postulated that the technical viewpoint of our membership is necessarily free of political considerations. With these reservations, one ventures to state that both Mr. Rowe in his communication to the present session of the Institute, and Professor M. Y. Williams in his earlier communication to the Western Meeting, on The Geological Survey and Mining Development (1), voice the regret general among our membership at the abandonment of the honoured name, and to some extent of the status, of the Geological Survey of Canada. The writer, in 1932, devoted his Presidential Address to the Institute to an appreciation of the value to Canadian mining of the Geological Survey of Canada (2), affirming the desire of the Institute "that the work of the Survey shall be maintained at the highest pitch of efficiency the resources of our country will permit, because, to scrimp expenses on the Survey, is 'to save at the spigot and lose at the bunghole'." He believes that is still the opinion of the Institute, and, if contraction of the usefulness of the Survey is feared by our members at this time, it is incumbent upon the Institute, in fairness to those who direct our government, to say so in precise and explicit terms. Mr. Rowe puts the situation pithily when he writes: "We have reached a stage in our development where a stock-taking and co-ordination of existing knowledge and data is essential. This is a part of that basic function of Dominion mineral technical services which is national and not provincial in its scope".

The advent of open nit mining permitted the development and processing of minerals never before thought possible. New equipment was needed; new techniques were devised; new methods were called for. This development and acquisition of new techniques, methods and equipment did not, however, stir the souls of our industry and educational leaders sufficiently to a recognition of the problem of people, especially the future development of the people needed in open-pit mining. The people problem has been and will be with us as long as there are two of them. The development of people will be required for the same reason. The problem of developing future personnel for open-pit mining is not what must be developed; that is known to all of us and can be briefly stated ashore and better of everything." As I see it, the real problem lies in determining (1) what personnel are really critical, (2) why are they critical and (3) how can we develop them.

Dr. K. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

The growth in production of beneficiated ilmenite products has been one of the most significant trends in the titanium feedstock industry over the past 30 years. In this period, the production of titanium slag and synthetic rutile has grown five-fold to the point where these products represented 56 per cent of total feedstock production in 2000. Additional production capacity is being proposed as the core component of new feedstock supply projects presently under consideration. A high proportion of these products is based on technologies for which the inherent quality of the is an essential factor. Location specific factors also play a large part in determining the cost of production. As the demand for such products grows, and the availability of favourably located sources of ilmenite of suitable quality declines, it can be expected that existing beneficiation technologies will become increasingly constrained. Existing beneficiation technologies, and those which have been developed, but are not yet commercially applied, are reviewed. Future issues which are likely to impact on the cost effectiveness of these technologies, or the quality of final products, are identified. These factors suggest directions for development of ilmenite beneficiation technologies to achieve economic production of the quality of feedstocks which will be demanded by the TiO2 pigment industry in the future.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. Extensive use of diesel-powered mobile equipment in modern mines for materials handling, such as load-haul-dump machines, constitute a significant source of heat, exhaust gases and diesel particulate matter. Provision of sufficient quantities of fresh, cool air are required to remove such atmospheric contaminants from the environment for miners, particularly at depths where ventilation constraints and associated operating costs have an increasingly adverse impact. An alternative solution to diesel equipment to combat economic, environmental, social and health challenges, are battery electric vehicles (BEV), with the potential to expand production and substantially reduce ventilation and cooling demand, subsequently reducing operating costs. In this context, this paper focuses on the introduction of a battery electric loader to a diesel fleet at one of the deepest underground mines in Australia, the CSA Mine, a high-grade copper operation in Cobar, New South Wales. Analysis of a trial battery electric loader compared to existing diesel machines is performed with regards to infrastructure, technical and operational issues. Key benefits of battery electric vehicles over conventional diesel-powered vehicles are discussed, including lower energy consumption and greater efficiency, reduction of emissions and heat, reduced need for ventilation and lower operating costs. Challenges of introducing BEVs into an operation, along with the results from the comparative study are addressed under impacts to energy consumption, equipment selection, effects on ventilation and cooling, mine design and economic viability for future fleet implementation scenarios whilst meeting production targets.

Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

Along with other transportation modes, the barge industry will be greatly effected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country's energy program. Perhaps even more significantly, a series of events have caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of our long experience in moving large quantifies of coal, the barging industry is in an excellent position to capitalize on coal's increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to the barging industry. Barge companies operate on a 40.23-Mm (25 000 mile) river system which includes the East and West Coasts and the Mississippi River System. Included in the Mississippi River System are the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior - Tombigbee and Mobile Rivers as well as some smaller tributaries. The Gulf Intracoastal Waterway, which stretches along the Gulf Coast from Brownsville, Texas to Apalachicola, Florida, is also considered part of the inland waterway system.

At the Annual General Meeting of the Institute in 1924. I endeavoured to present the position held by the mineral industries in the commercial life of this country. The facts and figures were presented at that time in a detached way. Since then, however, I have made some attempt to analyze them in order to determine the causes for that position and to draw some conclusions as to the future of the mining industry. As everyone knows, our trade figures are very often used in political discussion, especially in discussion of tariff policy. It would be entirely out of order for me to say anything touching the tariff issue and I want to have it clearly understood that, in my opinion, the material I am about to present contains not a single statement or conclusion which anyone would be warranted in using as an argument for either a lower or a higher tariff or for tariff changes of any kind. As a starting point, let me re-state, very sketchily, Canada's general situation in external trade. In the last calendar year, 1924, we sold Canadian merchandise of all kinds to other countries to the value of $1,045,000,000 in round figures. Our purchases abroad reached about $893,000,000. Thus our sales exceeded our purchases by roughly $152,000,000. In other words, we had what is known as a 'favourable balance of trade' - one of the biggest favourable balances we have ever had in our history. The proceeds of our sales of Canadian products enabled us to meet the bills for all our purchases of foreign commodities and, in addition, placed a large surplus to our credit with which to offset our interest charges and other obligations abroad.

This paper gives an estimation of the future requirements of the western world in relation to energy re-sources. It then goes on to outline the role that atomic power -with its basic raw material, uranium -will play in supplying these energy requirements. Canada's position in this picture is covered, and some interesting forecasts are made. Introduction I T is possible that the following remarks will appear to have more to do with power than uranium. However, to fully comprehend what is in store for the Canadian uranium mining industry, we must be able to estimate the potential requirement, and, to do this satisfactorily, a thorough understanding of the circumstances that will give rise to that demand is necessary. The growing need for electrical energy will play by far the major role, as large tonnages of uranium will be required for its generation. The nuclear weapon has, up to the present, comprised the major market for uranium.

"This paper summarizes the present-day usage of computers in the mining-metallurgical industry. The industry appears to be following a path taken by other industries in improving the operation of processing plants, production schedules, grade control and haulage performance. A reduction in the cost of computers and computing has been a significant factor.An attempt is made to forecast the future of computers in our industry. Such developments as time-sharing, mini-computers, and easy-to-understand process-oriented languages will lead to wider usage. Considerable strides have been made in the use of computers for laboratory data acquisition. In general, the implementation of new methods, new techniques and new equipment will require plant personnel to develop new skills. The universities are meeting this challenge by re-structuring curricula and offering special courses. Most vendors of computers already offer special courses within their own facilities at a customer's plant."

From 2009 to 2012, Aker Wirth, in cooperation with the BGR (German Federal Institute for Geosciences and Natural Resources), developed a concept for the deep sea mining of manganese nodules, which it also examined by means of a profitability analysis. The study was undertaken for the German Federal Ministry of Economics and Technology. The increasing scarcity of resources, coupled with the continuous rise in resource prices, drive the search for new raw material deposits. As a result, the deep sea is coming increasingly under the spotlight. At depths of more than 1,000 m (3,280 ft), large deposits of ores and precious and high-tech metals, such as manganese, cobalt, nickel, copper and gold, along with rare earths (which are important for the high-tech industry), can be found. The extreme deep sea conditions ? enormous water pressure, ice-cold temperatures and complete darkness ? present huge financial and technical challenges to the mining industry when extracting these materials. Aker Wirth has recognized the potential of this important future market early on and advances the development of relevant products.
