Geotechnical models developed during the open pit mine planning stage are generally three-dimensional (3D) in component to capture the spatial variation in geological, structural, hydrogeological and geomechanical conditions. Yet when geotechnical analysis is completed, often the 3D geological, hydrogeological and structural models are simplified to two-dimensions (2D). This paper demonstrates this simplification, through referenced case studies, can lead to the wrong failure mechanism being analysed and/or a conservative Factor of Safety (FOS), or Strength Reduction Factor (SRF), being calculated, leading to a false sense of stability. There exists a paradigm that the FOS calculated using 2D limit equilibrium (LE), or the Strength Reduction Factor (SRF) calculated using 2D finite element (FE), modelling methods is generally conservative, ie lower, than the true FOS. However, this assumption that 3D FOS, or 3D SRF, is always higher than 2D FOS, or 2D SRF, is not always correct (Chen and Chameau, 1983; Bromhead and Martin, 2004; Herza et al, 2017; Pyke, 2017; Dana et al, 2018).

W. C. MATTESON (communication to the Secretary*).-The criticism and question raised by Arthur Knapp regarding the standardization of nomenclature is most important. Faulty rock classification-is generally the result of carelessness or ignorance on the part of the driller. Two remedies might be suggested. In a field where several large companies are operating on an extensive scale, a geologist from each concern might be assigned to superintend the gathering of well-log data and the classification of samples. The geologists from the several operating companies might then combine their data, which would doubtless give valuable information to all interested parties. At present, coordination is not a big factor, unfortunately, but the time will come when conservation will demand such systematic coordination on the part of competing companies. The second remedy lies in instructing and educating the driller to a thorough understanding of the importance of an accurate log and correct classification of the various formations. The writer does not agree with the statement that "90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log." While mistakes in nomenclature often occur, the driller is generally able to classify the important water-, oil-, and gas-bearing formations with a fair degree of accuracy. Such information is often sufficient to permit accurate correlation and also constitutes valuable data for projection purposes. It must be borne in mind that to attempt to use well-log data in a strict scientific sense of accuracy is impracticable and impossible. A broad interpretation and a comprehensive knowledge of the practical limits of such' information are essential in applying it successfully. Even experienced geologists do not always agree on rock classification. The question as to what constitutes correct nomenclature should receive the earnest and immediate attention of geologists, operators, and producers. Although standard textbooks on geology give correct definitions and descriptions of the general rock species, such textbooks fail to develop the subject in sufficient detail for the work under consideration. THE dire effects of rapidly vanishing natural resources, widespread unemployment, and increased debt and taxation in recent years have challenged Canadians to produce a practical solution to these national economic problems. In more recent months, wars and rumours of war have indicated, among other things, the need for better control of our mineral wealth. The erection of a smelter on the lower mainland coast of British Columbia, treating all Western ores, and such ores as it will be found advisable to import, will make an important contribution toward a solution of these problems. It is believed that the ores tributary justify a smelter of major proportions. A stock-taking to confirm this can be made with reason-able accuracy in a short time, and this should be undertaken without delay. Enough general information is, however, available .in this paper to justify the technicians of the Department of Mines at Ottawa and of interested smelting companies making a preliminary study of the matter. THE DEFENCE ARGUMENT As a factor in rearmament, metals play a vital part. That rearmament is to continue on an increasing scale is indicated in Premier Chamberlain's address of October 3rd last, when he said: ?'For a long period now we have been engaged in this country in a great programme of rearmament which is daily increasing in pace and volume. let no one think because we have signed 'this agreement between the four powers at Munich we can afford to relax our efforts or call a halt in our armaments at this moment'. As matters stand, the facilities in British Columbia are entirely out of line with the strategic importance of this Province as the Western Front of Canada and the Empire. All our copper ores, and an appreciable part of our lead and zinc ores, are sent for treatment to Japan, United States, and Europe, while we import our iron and alloys. A treatment plant on this Coast would not only give us control of war metals and chemicals but it would provide an increased industrial and research population, badly needed in this area and of the greatest value in the case of war. This is where the mining industry can do its bit.

Erosion control during the mining cycle can be more effectively planned using Erosion and Sedimentation Control Plans (ESCPs). This raises the issue of who should develop an Erosion and Sedimentation Control Plan Guidance document (ESCPG) to standardize the content of ESCPs. A search for ESCPG documents in Canada revealed no examples for mine sites. In the U.S. there are a number of regulatory authorities who developed such documents for mine sites, including EPA. An ESCPG is expected to result in: (a) plans will be more standardized (b) more clarity and efficiency for those generating ESCPs; (c) assisting regulators tasked with reviewing/approving ESCPs; (d) providing guidance for the mine effluent permitting process relative to sediment control; (e) providing a basis for developing and including ESCPs in the Environmental Assessment (EA) phase and the mine economic assessment; (f) applying and optimizing ESCPs above the ?watersheds? of sediment ponds; (g) utilizing the ESCPG document for ?exploration? sites; (h) lowering the risk of adversely impacting water quality downstream of mining activities; (i) providing a methodology for determining the need for sedimentation pond(s) during the construction and production phases; and (j) providing a clear environmental sustainability message relative to sediment control if the mining industry takes the lead in developing an ESCPG. ESCPs will proactively create increased administrative (regulatory) efficiency in the EA and sub-EA reviews relative to erosion control and sediment release from mine sites. This also assists the new initiative in BC, One Project, One Process (OPOP) and synchronous permitting (a variation of concurrent permitting): as an example, enhanced erosion control planning at the EA phase then allows the synchronous permitting initiative to proceed efficiently, particularly for the mine permit (Ministry of Energy, Mines and Natural Gas) and effluent permit (Ministry of Environment). Approximately twenty more management plans (e.g. ARD/ML, explosive management, emergency response, hazardous waste, sediment pond operation, environmental effects, environmental sampling, etc.) may also be entered into the EA process to create increased efficiency, and then feed into the synchronous permitting effort. The BC OPOP initiative also adds support to the Canadian Federal ?One Project, One Review Process? approach. The ESCP and a sediment pond management plan will also address the Canadian Metal Mining Effluent Regulations requirement for all discharges from mine sites to meet a grab sample of 30 mg/L Total Suspended Solids.

“Down The Hole” (DTH) hammer drilling is often necessary to advance the casing during pile construction where the test bores have determined difficult drilling conditions with obstructions such as boulders, cobble and glacial till. The use of compressed air to operate DTH hammers in foundation drilling has been a contentious point in many regions of the world due to its potential to disturb the ground around the pile being constructed. There are many examples of damage to adjacent building foundations where compressed air exiting the pile being drilled disturbed the subsurface around the building’s existing piles. This paper looks at the use of compressed air in DTH hammer foundation drilling and the move towards controlling the exhausted air to avoid over drilling the pile, causing potential damage to nearby piles. Simulated models of air flow penetration into the soil of different configurations of drill bits are discussed to highlight design changes employed to better control the air during the drilling process. A case study of the construction of a water-tight pipe pile wall for a building’s underground parking structure is studied to demonstrate the potential of DTH hammer foundation drilling where the air is fully controlled.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

Preparation of suitable core specimens for physico-mechanical testing s not always possible, particularly for soft and clay-bearing rocks. Although several indirect test methods have been proposed to predict the properties of rocks, specimen preparation from soft rocks for some indirect tests is still difficult. For such cases, the needle penetration test has been developed. In this paper we present a study on the predictability of the physico-mechanical properties of pyroclastic rocks from the needle penetration index (NPI). The NPI, uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), density, and porosity tests were performed in the laboratory on specimens from ten different locations in Turkey. Correlations were established between the NPI values and the physico-mechanical properties. Strong correlations were observed between NPI and both UCS and BTS. General correlations were found between NPI and both density and porosity.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

The various experiments involve mobile access to data, intelligent sensors, advanced analytics, virtual collaboration, virtual reality, automated equipment, remote operations centres and strategic partnerships. A synthesis of all these components creates a ænetwork effectÆ that can dramatically improve the overall effectiveness the entire operation. The concept of the Network Centric Mine borrows from a variety of industries, including defence, aerospace, aviation, petroleum, utilities and manufacturing. Central to the concept are improvements to the way we connect people, process, information and technology, resulting in a more highly collaborative business model, with roles and processes designed to take advantage of new technology. The components of the mining operation act as a connected network aimed at a common goal, regardless of the boundaries of organisation and location.The design of this new organisational ecosystem needs to take into account the recent advances that enable the æplug and playÆ integrated collaborative environment, including cloud computing, mobile devices and social networking, as well as advances in augmented reality, robotics, geo-location, digital labelling, simulation and analytics. However, the most consistent lesson from other industries is the need to properly enable the behaviour and process changes necessary for success.Benefits from adopting a network centric approach include the more effective use of scarce expertise, improved data and information analysis, reduced process variance, and more informed and faster decision-making. The future of mining will see more technology savvy workers who will drive the adoption of new processes. WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

The standard provides examples of the different slurry pump types and contains an extensive section on pump and slurry definitions. The effect of slurry on pump performance is covered along with the pumping of froth. Reference is also made to ANSI/HI standard 9.6.7 (2004), which contains anew method for pump performance correction when handling viscous fluids. Classification of slurry services is established and then is used to determine limitations on velocities and total head per pump in order to obtain acceptable wear performance. The new service class, head per stage and other limits are directly related to capital and other cost considerations that will affect solids transport system economics. The writers review the contents of the new standard, highlight the main points, and discuss the reason for the slurry classification, corresponding limits and expected implications, particularly with respect to operating costs of the pumps in solids transport systems.

"Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

THE fact that this latest and most modern of the Universal Atlas Cement Company's plants at Northampton, Pa., is the fifth to be built on these same properties, and their development has been coincidental with the development of the portland cement industry in the United States, makes it appropriate to sketch briefly the history of the successive steps. In 1889 the original Atlas Portland Cement Co. started its first plant at Coplay, Pa., which is just across the Lehigh River from the present operation. Here the first successful rotary kiln was operated. These kilns were 6 ft. in diameter and 60 ft. long; they used oil for fuel until 1895, when the company developed the first burner for pulverized coal. Shortly thereafter the Atlas company acquired property on the Northampton side of the river and built its plants Nos. 2, 3 and 4 within the following 10 years. During the same period the production of portland cement in the country was increasing rapidly; owing largely to the development of the rotary kiln and improved grinding machinery, which lowered the cost and improved the quality of cement. The general tendency has been to increase the length of the kiln and grind both raw material and finished product finer. In 1930 the Atlas Portland Cement Co. and the Universal Portland Cement Co. united to form the Universal Atlas Cement Co., and the same policy of improving the product has been continued. Because of the large amount of research carried on by manufacturers and consumers, including government agencies, there is a demand for cement of different chemical and physical characteristics for different kinds of structures. Hence many engineers in recent years have been asking for cements of certain definite chemical analyses, which they think are best for their particular jobs. This has compelled the manufacturer to make several different types of cement by variations of chemical composition. These are generally made by adding silica, iron and lime to the standard mixture, which necessarily increases the cost of the product. Therefore the Universal Atlas Cement Co., in planning the modernization of its Northampton plant, gave this particular phase of the problem considerable study. Research and experimentation have developed the practicability of making a wide variety of differently proportioned raw materials for cement by a process of subtraction rather than by addition. With such process, it is possible to discard the undesirable aluminates and silicates from the ample supply of impure limestone available from the company's property rather than by adding high-grade limestone obtained from distant sources. This procedure requires mineral separation by centrifugal sedimentation and froth flotation. To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Still later, and after the original crushing plant was erected, the Associated Gold Mines of Australia were purchased.A very extensive development policy was adopted by the Company's management in the late 1920's, and as the underground programme progressed, it became eVident that a large treatment plant would be required. Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

The lead .smelter at Cominco's operations at Trail, B.C. has been undergoing. a modernization program since 1986. In that year a contract agreement was reached with German-based Lurgi GmbH which allows Cominco to construct and operate a lead smelter using Lurgi's QSL process. Cominco Engineering Services Ltd. (CESL), a subsidiary of Cominco Ltd., was contracted to provide project management, engineering, procurement and construction management? services for the project. The new smelter replaces the existing sinter-blast furnace plant ?and will have a capacity of up to 1601000 tonnes per year of refined lead. This new smelting proc.ess results in significant operating cost reductions and major environmental .improvements. Start-up of the new plant is scheduled for the fall of 1989. The metallurgy and the operating parameters, important to the design of the new smelter, are described together with projected deportments of lead, zinc, silver and minor metals. A plant description, will be given for the following major areas that make up the modernization project: the pressure filter operation for the preparation of ,zinc leach residues feed material, the QSL reactor and boiler itself, together with its feed system and process gas treatment, and the drossing plant with a new continuous drossing furnace and oxygen softening and thallium removal. Slag from the QSL reactor will be treated in existing slag furnaces until a subsequent second phase of the modernization is completed in the 1990s.
