TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.

The copper concentrate market is becoming increasingly unstable. In the early 1990s large concentrate stocks were built up and the glut was cleared only after treatment charges rose so sharply that 'non-traditional' custom smelter capacity, such as in Kazakhstan, could be employed, By 1994 the market had shifted and Western smelters were unable to secure enough concentrates to operate full out. The reason for these sharp swings in the market balance is that virtllally all the recent mine development has been non-integrated. With different companies developing new mine . and smelter capacity, it is inevitable that the pace of expansion in the two sectors will not be coordinated. For many years the Japanese smelters were the major buyers from the new mm-integrated mines. However, Japanese smelter capacity is unlikely to increase appreciably in the future and this stabilizing influence will be very difficult to replace. This paper will examine the likely concentrate/smelter balance over the next five years and will forecast the likely direction of? treatment charges. It will also touch on the critical variables in assessing the viability of new greenfield custom smelter capacity, such as proximity to concentrate sources, by-product sulfuric acid prices and, most importantly, tariff protection.

The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.

The purpose of this discussion is to try to offer some suggestions as to how the zinc and lead markets will perform over the balance of the decade, review some of the factors influencing production and come to some conclusions regarding prices. The past 2 years have been simply awful in terms of consumption, prices and overall profitability for the industry. In looking ahead to the year 2,000, it is probably not a bad idea to look back about 20 years to see where we have been and how we got to where we are. Zinc consumption from 1950 to the early 1970's increased steadily and rather nicely at an annual average rate of close to 4.0%. It was starting in the early 1970's that things started to get volatile and at times, difficult for the industry. The general economic boom of the early 70's was marked by annual consumption rates close to 5.0 million tons, a level not seen again for over 10 years. The First Oil shock of 1973-74 was followed by the sharpest consumption drop in memory. In two years, Western World zinc consumption fell 27%. While our chart shows a rather dramatic recovery thereafter, the average annual growth rate since 1970 has only been a rather modest 1.5%.

In the mid 1960's Outokumpu considered building a lead Flash Smelter on the basis of Flash Smelting technology developed first in the late 1940s for smelting copper concentrates. Pilot scale tests were carried out and the process was found technically sound. The project was however not economically viable under Finnish conditions and it was cancelled. In 1981 pilot plant tests were restarted after many enquiries from the primary lead producers. All the know-how and development made in copper and nickel smelters was applied to the Lead Flash Smelting process and the tests were successful. Outokumpu has so far tested several types of lead concentrate with lead contents ranging from 28 to 75 per cent. The concentrate is oxidized and smelted to metallic lead and slag directly in the Flash Smelting Furnace using high oxygen enrichment of tonnage oxygen. Fossile fuel is used in the Flash Smelting Furnace in cases when the feed material does not contain enough latent heat to smelt the furnace products even though pure oxygen is used for oxidation. Thus the process results in a low consumption of extraneous energy. Use of oxygen results in a small gas flow but it is rich in sulphur dioxide. The gas treatment facilities and sulphur recovery plant will be small in size and low in investment cost. The process is flexible and can produce stable quality of products from different types of raw materials. Quality of lead bullion especially the sulphur content can be regulated over wide a range, from 0.1 per cent upwards according to the needs of the refinery.

The Outotec nickel matte chloride leaching process is especially suitable for small capacity standalone nickel refineries. The matte is leached with hydrochloric acid and oxygen in multiple steps in atmospheric OKTOP® reactors. Oxygen feed prevents reductive conditions and hydrogen formation in the leaching process. A sufficiently high acid concentration keeps the iron dissolved in the solution. The iron is removed after leaching by precipitation and the pregnant leach solution continues to metals recovery. The metals recovery from the chloride solution is done by solvent extractions, where ammonia is used for pH control. Copper and nickel are stripped from the organic phases into sulphate solutions. Metals can be recovered from the purified solution by conventional electrowinning. Other alternatives are precipitation or hydrogen reduction processes. The ammonium chloride in the solvent extraction raffinate is regenerated into ammonia. The calcium chloride solution from ammonia regeneration is routed to acid regeneration where sulphuric acid is added and ultra-pure gypsum is precipitated. The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

The oxidation characteristics of solid copper matte particles under simulated Kennecott-Outokumpu Flash Converting conditions are presented. The effects of feed matte grade, matte particle size, oxygen-to-matte mass ratio, oxygen content of the process gas and temperature on the particle oxidation rate, quality of conversion, particle size change and particle morphology were determined. The converting quality was highest (~68) with the 58% copper matte at 1100°C. At similar conditions, the 72% copper matte was more likely to produce copper oxides and leave unoxidized particles rather than directly produce sulfur dioxide at 1100°C, resulting in an average converting quality of 55. The quality of conversion was poorest for the 72% matte at 920°C (~45); the sulfur removal was extremely low even with a relatively high degree of oxidation. Fragmentation of the particles was significant in all cases with the 72% matte. A higher O2/matte .ratio and higher temperature, in general, resulted in increased fragmentation while oxygen enrichment had no significant effect. With the 58% matte, particle size was found to increase for the finest fractions rather than to decrease due to particle expansion.

RECENTLY there has been much speculation concerning the advantages of using oxygen enriched air or pure oxygen in pyrometallurgical processes. The advantage of using oxygen in the iron blast furnace and elsewhere in ferrous production metallurgy has been given careful consideration and, as a result, several experiments have been tried and a number of papers have recently appeared on this subject.1.2 The use of oxygen in nonferrous smelting likewise poses interesting problems, therefore any experimental data obtained in this area should likewise be of general interest.3 Ashcroft4 in 1933 claimed to have obtained improved results when copper concentrates were roasted in pure oxygen. However, his' paper gives neither data nor experimental details. A few years ago a research program was started in this laboratory which had for its objective the determination of the mechanism of oxidation of metallic sulfides under varying conditions. To date we have studied the oxidation of galena, 5 sphalerite, and chalcocite. It is a well known fact that copper sulfide minerals are oxidized slowly by weathering agents, so that the sulfides of copper which find their way into a tailing pond are gradually changed into watersoluble and acid-soluble compounds. Commercially, the oxidation of copper sulfide minerals is accomplished by roasting them at elevated temperatures in air using a suitable (usually multiple-hearth) roaster. Most copper smelters are equipped with such roasters. In this phase of the study we were especially interested in determining the effect of temperature on: (I) the air oxidation of chalcocite and (2) the oxidation of chalcocite using commercial oxygen. The amount of sulphur removed as sulphur dioxide, the percentages of water-soluble copper, and of acid-soluble copper were determined for the air oxidation tests. In the tests using commercial oxygen, the percentages of sulphur dioxide, water-soluble copper, acid-soluble copper, water-soluble sulphur and acid-soluble sulphur were determined. For these experiments the temperature was varied from 250 to 700°°C. EXPERIMENTAL Preparation of Chalcocite (Cu2S) Natural chalcocite is not pure. Minerals such as bornite, covellite, and chalcopyrite may be present. It was decided, therefore, to prepare some chalcocite in our own laboratory. The oxidation of Fe(II) with S(IV) and oxygen can be used advantageously in leaching systems requiring both Fe(III) and sulfuric acid; e.g., heap leaching of sulfide-containing ores or concentrates. The oxidation of Fe(II) with SO2/air is several orders of magnitude faster than with air alone; rates of up to ?20 g/L'h were observed at 25°C. The reaction proceeds via an intermediate orange-red mixed-valence Fe(II)/Fe(III) sulfite complex, which is present at an essentially constant concentration throughout most of the oxidation process. The oxidation rate of Fe(II) is approximated by the formula -d[Fe(II)]/dt = k [S(IV)] [02]0'3. The concentration of the mixed-valence complex, and thus the iron oxidation rate, decreases with increasing acidity. Certain impurities, such as SCN- and thiourea, negatively affect the rate. The oxidation reaction 2Fe2 + SO2 + 02 4 2Fe3+ + S042- is accompanied by the side reaction H20 + SO2 + 1/202 4 H2SO4. The side reaction becomes particularly important at low temperatures and whenever the oxygen mass transfer is insufficient with respect to the rate of addition of S(IV). Thus, effective oxygen mass transfer is essential for achieving high oxidation rates with minimal acid formation. The activation energy was estimated as 141 kJ/mol over the temperature range 10-35°C.

CHILE EXPLORATION CO's. oxide plant at Chuquicamata, the largest of its kind, started in 1915 with initial operations at the rate of 10,000 tons of ore per day. Anaconda Copper Mining Co. acquired the controlling interest in 1923 and in the next few years modernized the plant and mine, extending operations to a nominal capacity of 490 million lb of electrolytic copper yearly by 1942. Plant production averaging 495.7 million lb of copper per year was maintained for the eight-year period extending from 1941 to 1948 inclusive. During the World War II production reached its highest level when in 1944 the output was 531.8 million lb. The maximum production for any one month was 49.6 million lb, achieved in May 1947. E. A. Cappelen Smith, consulting metallurgist for M. Guggenheim's Sons, worked out the first process for the treatment of Chuquicamata copper oxide ore about 1913, and directed a staff of 20 young engineers operating a pilot plant at Perth Amboy, N. J., on three shifts for an entire year. The copper is extracted from the oxide ore by a hydro-metallurgical treatment described in detail by T. A. Campbell in AIME Transactions, Vol. 106, Copper Metallurgy, 1933. The Oxide Plant is divided into five main operations as follows: (1) Crushing, (2) Leaching, including dechloridizing and sulphur dioxide treatment, (3) Tailing disposal, (4) Electrolytic precipitation, (5) Smelting and melting. Crushing The present Primary Crushing Plant has been in operation 25 years, during which time 4,342,112 cars of 70 tons net capacity have passed through the dumpers. The ore as received from the mine is frequently blocky and up to 5 feet in section. It is reduced to 9-in. size by two 60-in. gyratory crushers, and transported to the east and west ore bins by 60-in. conveyors. In the secondary crushing operation the ore is first reduced to 2 to 3-in. size by five standard 7-ft cone crushers and two No. 10 gyratories. This product is then reduced to 3/8-in. size by fifty-two 48-in. vertical Symons disc crushers and is transported by belt conveyors to the loading bridges from which it is charged° into the leaching vats. Conveyor belt No. 14 which serves the eight vats in the east section of the leaching plant has transported over 125 million tons of ore, which is a record for any type of conveyor. This 60-in. belt travels at a speed of 600 fpm and carries loads up to 5500 tons per hr. Leaching The ore is leached in 14 vats, averaging 13,500 short tons net capacity each. These vats are lined with a natural mastic which adequately resists the sulphuric acid leaching solutions. The leaching process as presently conducted comprises soaking the ore with successive volumes of leaching solution and spent electrolyte and withdrawing successive volumes of enriched solution from the vat to a total of approximately 3.2 million gal. The first 1.6 million gal of this volume withdrawn is called strong solution and contains about 35 parts of copper per 1000. The balance of 1.6 million gal subsequently withdrawn is stored in a

"The oxygen meter has been in use at MacLeod Cockshutt Gold Mines for over a year, At MacLeod about 200 tons per day of reground concentrate containing roughly 10% pyrrhotite and 20% pyrite is cyanided in four 181 x 18' Dorr agitators. A survey by the Department of Mines showed that oxygen content of some of the agitators was rather low. Experience with our oxygen meter indicates that the oxygen content must at times have been too low for good gold dis solution.We have found that in winter, when pulp temperatures drop to about 50° F, oxygen saturation in the agitators is not difficult to maintain. In summer, however, when pulp temperatures rise to 70or 75°F, the oxygen content will drop very readily. It was found that a high oxygen content can be maintained readily if the pulp is sufficiently dilute. Thus at 50° F, a pulp of specific gravity 1. 75 i.e., about 55% solids, will saturate; but at 70 or 75° F, the specific gravity must be decreased to 1 .45, equivalent to about 40% solids, in order to maintain saturation. Very thick pulps, such as thickener underflows, are noticeably difficult to saturate in the laboratory, and lose their oxygen rapidly.Clear solutions, on the other hand, absorb oxygen readily and hold it. The primary thickener overflow, before agitation, is 100% saturated; after storage of 3 to 4 hours it is still 100% saturated at re clarifier tank. Barren solution after spraying in a launder is 100% saturated.We have not yet attempted to determine what percentage saturation is necessary for good extraction, but it is known that there is a point at which extraction decreases rapidly. So far, the measures required to maintain over 80 or 90% saturation have coincided with measures required to hold the reducing power to the point believed necessary."

Discussion of the paper of CHARLES COLCOCK JONES, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1887 to 1898. D. A. LYON, Salt Lake City, Utah.-For some years I have been interested in the iron-ore deposits of the Pacific Coast, and I feel very much indebted to Mr. Jones for the information he has given us on this subject. I think that we are also very much indebted to him for having presented this paper, as he has given us reliable data in shape of facts and figures, which is just what we need in considering whether or not it would be commercially feasible to attempt to establish an iron and steel industry on the Pacific Coast. Personally, due to lack of market, I do not think it is a commercially feasible proposition at the present time. Mr. Jones states that pig iron can be produced on this coast as cheaply as it can be produced in Pittsburgh. Even. so, what can be done, with it after it is produced? To begin with, iron produced on the. Pacific Coast has to compete with iron produced in China. Last year I had occasion to investigate the subject of the market for iron and, steel on the Pacific slope, and found that it was possible for the producers of Chinese iron to sell it for much less than the price for which iron can be produced in the West, and also for less than eastern pig iron is now sold for, even when shipped through the Panama Canal. I was informed that the agents for Chinese iron had instructions to sell it for $1 or $2 less per ton than that asked for other irons on the market. Of course, I realize that the competition of Chinese iron may not be important, but even if it is not, and even though pig iron ,can be produced at the cost given by Mr. Jones in his paper, I do not see any immediate chance of its being so produced, due to lack of market. C. C. JONES, Los Angeles, Cal.-Mr. Lyon is right. It is a fact that Chinese pig is being sold in San Francisco on some large contracts at $18.50 a ton, while $19 is the usual price. We ought to produce iron. on this coast at $14. Personally I do not think Chinese iron is ever going to be an important factor. It is a bugbear out here now. You are not going to have much Chinese pig iron in .this country. Our little friend Japan is going to absorb everything it can. The price of Chinese pig iron at $18 is about as low as it will ever get. If we can show you that we can produce this iron here at the same price as at Pittsburgh, I. think you will have a good opportunity to compete with anything China or India can ever do. Costs there are very low now. They are going to come up by leaps and bounds in the next few years. The labor cost over there may be very low now, but I. have seen some men from there quite recently

(San Francisco Meeting, September, 1915) IN any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific. Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in. the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly riot due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul.

The liability created by building this railway is the great financial problem before the people of British Columbia at the present time. In dealing with the subject, I propose to divide it into three periods: The Past - The Present - and The Future. The Past The primary objects in building the railway were to provide an independent and direct route for the Grand Trunk Pacific railway into the city of Vancouver, and to open the central and north-eastern portion of the province.. This vast territory, almost one-half the entire area of British Columbia, has great wealth in fruit, agricultural, and grazing lands; timber, coal, water-power and minerals of all kinds, including some of the richest placer deposits in the world. Rivers and lakes teem with fish. Big game, including moose, elk, caribou, deer, grizzly and black bear, mountain goat and sheep, is plentiful and there is an abundance of small game and fur-bearing animals. In addition, its scenic attractions are unsurpassed in Canada. To develop these resources it was considered necessary to build a railway from south to north as a main artery of transportation and, if necessary, branch lines to carry heavy .shipments of coal or other commodities. Lighter freight may be handled by motor trucks from distant points to the railway.

IT may seem necessary to offer an apology for presenting for consideration a process which is conspicuous by its absence in the literature of the Institute, and which may be thought by some to belong to the past in metallurgy, and to have been already superseded. But the large capital invested in puddling calls for a careful consideration of the question whether the time has certainly arrived when the puddling furnace must be replaced by the converter and open-hearth furnace. May there not still be a place for puddled iron alongside of molten iron and steel, and is not the improvement of the puddling process itself worthy the attention of engineers equally with the Bessemer and open-hearth processes? The changes involved in the conversion of pig iron into wrought iron are well understood and need only be briefly alluded to. The patent of Henry Cort bears the date of 1784. Since that time the improvements in the process have mainly consisted in the replacement of sand by iron bottoms by Samuel Baldwyn Rogers in 1818, and the still more recent substitution of iron oxide for the refractory materials used for the rides and bridge of the hearth, which distinguishes the wet or boiling process from the dry or paddling process. Chemically, the process consists in the removal of the metalloids from the pig iron, a result effected mainly by the iron oxide. Silicon is first oxidized, then the phosphorus, and finally the carbon. The silicic and phosphoric acids produced pass into the cinder and the carbonic oxide burns as it escapes from the bath of metal. It is interesting in this connection to note the effect of temperature on the removal of the phosphorus from the iron. As is well known, no phosphorus is eliminated under the oxidizing influences prevailing in the Bessemer converter, while from 70 to 80 per cent. is removed in puddling. Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. This paper describes the status of the project and planning as of April 2000.

HIGH-GRADE manganese ore, from which manganese is obtained commercially, is not found in large quantities in any major steel-producing nation in the free world. The U. S. is a "have not" nation with respect to deposits of directly mineable high-grade manganese ore. Known resources of 48 pct Mn or better grade ore amount to less than 200,000 tons. In 1950 the U. S. steel industry consumed 1.8 million short tons of metallurgical grade manganese ore that contained about 800,000 tons of manganese. About 16 pct of the manganese content was lost in processing, so that about 650,000 tons, or 13 pounds per ton of steel actually entered into steel production. Under present practices use expands directly with steel output, and by 1975 the demand in both the U. S. and the rest of the free world is expected to be roughly 60 pet greater than in 1950. In peacetime about 80 pet of manganese consumption goes into steel production; high-manganese steel, dry cells, and chemicals account for the remainder. The manganese supply problem centers around high-grade ore for ferromanganese production. Use of ores containing less than 35 pet Mn sharply increase the costs of making ferromanganese. Use of ferro-manganese of grade below 70 pet in turn requires changes in steelmaking that increase steel cost. Under normal conditions the present small domestic production cannot be expected to increase. Major resources in the U. S. consist of 12 low-grade deposits. The cost of mining and treating these ores to extract a product as good as that yielded by imported ores is at least twice and in some cases more than four times the 1951 price of foreign ores delivered to the U. S. However, as long as trade relations and overseas shipping are not interrupted, deposits in India, Africa, and Brazil can meet steadily increasing demand at approximately present costs. Cost considerations indicate that the U. S. should continue to rely upon overseas sources for its peace-time supply, and that this situation is satisfactory. But, this does not take into account the question of how the U. S. will be able to meet its needs in war. Position of the Rest of the Free World In 1950, free world steel producers outside the United States, with a steel output of 70 million ingot tons, consumed about 1.3 million tons of metallurgical-grade ore. Their manganese ore demand, expected to increase directly with steel production, will by 1975 be about 2.3 million tons. Russia possesses over half the known manganese ore reserves of the world and is producing twice the tonnage of any other country. It supplied more than a third of the U. S. manganese requirements up to 1938 and again in 1948, but by 1950 Soviet manganese exports to the free world had virtually ceased. The free world's supply of manganese now comes mainly from India and Africa. Somewhat over 10 pet of U. S. imports came from Brazil and Cuba. Security Considerations In the event of war the U. S. might be substantially cut off from 90 pet of present sources. Reduction in manganese specifications might cut consumption by over 10 pet without seriously affecting steel quality. By elimination of losses in the production of ferromanganese savings as high as 10 pet might be possible. But, wartime manganese requirements cannot be met through conservation alone. To meet possible future emergencies the U. S. should continue its comprehensive security program for manganese, including stockpiling and research on the economic use of low-grade ore, domestic ores, the recovery of manganese from slag and the reduction of manganese requirements in steel production. If this work, including additional pilot plant operation is pursued vigorously, it should be possible in an emergency to get an adequate supply of manganese from domestic sources. The national stockpile then can be looked upon as a source of supply during the period of at least 2 years required to reach full-scale production from low-grade resources. Ferromanganese Smelting In comparison with smelting of pig iron, ferro-manganese smelting is a very wasteful process. Under present ferromanganese blast-furnace smelting practice, about 8 pet of the manganese in the furnace charge is lost to the slag, and roughly the same amount is lost to the stack gases; the total loss approaches 15 pct. Present practice is a compromise between excessive slag loss and excessive stack loss. In fact, it may be seriously questioned whether conventional blast furnace design is suitable for manganese smelting. U. S. Resources The known manganese deposits of the U. S. contain a total of 3500 million long tons of raw material and 75 million long tons of metallic manganese. More than 98 pct of this contained metal is in 12 large low-grade deposits of which the most important are those at Chamberlain, S. Dak; Cuyuna, Minn.; Aroostook County, Maine; and Artillery Peak, Ariz. Reserves of high-grade ore (48 pct Mn) amount to less than 200,000 tons. About 20 million tons of ore average over 15 pct Mn, and when grade is decreased to 10 pct Mn reserves amount to about 100 million long tons. If cut-off grade is decreased to 5 pet Mn, resources amount to 800 million long tons. Many of these low-grade ores may be beneficiated by flotation or other concentration methods. Pyrometallurgical Methods For smelting ferromanganese, it is essential to have an ore containing at least 50 pct manganese, with an Mn:Fe ratio of about 8:1. Direct smelting of 20 pct Mn concentrates is not promising. The only method that offers any promise involves two-step smelting.
