Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual's ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

Steep Rock Resources Inc. owns a calcite quarry property at Tatlock, Ontario, and a calcite processing plant at Perth, Ontario. The Tatlock marble deposit forms part of an extensive series of carbonate rocks of the Grenville Geological Province in the Precambrian Shield of southeastern Ontario. The deposit is very unusual, if not unique, in the Grenville area in its combination of characteristics of large size, whiteness, high calcium content, low magnesium and silica contents, and scarcity of accessory minerals. A major expansion of the fine grind products capacity of the plant was undertaken in 1982 and came on stream in 1983. The expansion provides important operating benefits at the plant: greater flexibility as to the product mix and reduced dependence on the single grinding mill previously in place. The expanded facility consists of prima,y and secondary crushers, a rotary drye,~ a screenhouse producing a range of screen separator grade products, an airswept Raymond Mill, and a pebble mill with integrated air classifiers, product storage bins, bulk, semi-bulk, and bagged product shipping capabilities, road and rail access, and a substantial product warehouse. The expansion was designed to be compatible with a move into ultrafine calcite production, and is capable of supplying the anticipated sales growth within its market area during the next 5 years. Products are exceptionally white, with good chemistry, low abrasion, and consistent quality. Markets range, according to product particle size, from pre-cast concrete aggregate to fillers for coatings, plastic pipe, and compounds.

It is important for a refractory supplier to make systematic petro-graphic examinations of products which have been in service in the furnaces and kilns of customers. The petrographic examination of refractory service samples involves the microscopic study of polished and/or thin sections, supplemented by electron probe microanalysis, as well as the bulk chemical and XRD analysis of zones in the samples. The evolution of the A. P. Green Refractories Company petrographic laboratory is described, and the application of petrographic methods is illustrated in the examination of service refractories from a Portland cement rotary kiln and an AOD stainless steel vessel. The objectives of such studies are to assist the customer in the solution of his refractory problems, and to accumulate data which are of use in the design of improved refractory products.

PRODUCTION of crude it in the United States during 1939 totaled about 1.255,776,000 barrels, an average of 3,440,482 barrels per day, 3.41 per cent above the 1938 output of 1,214,355,000 barrels but 1.83 per cent below the record pro¬duction of 1,279,160,000 barrels, in 1937. However only the two-week shutdown of oil fields in the Southwestern States in August and September prevented the domestic crude production from establishing an all-time record in 1939. Demand for all petroleum products for the first ten months of 1939 showed an increase of 7.04 per cent over the similar period of 1938. Domestic demand for all petroleum products was particularly benefited by the increasing industrial activity, advancing 8.37 per cent above the like period of the preceding year equivalent to a volume increment of 256,810 barrels per day; with motor-fuel demand gaining 5.83 per cent and demand for all fuel oils gaining 12.15 per cent over the corresponding period of 1938. The export demand for the first ten months of 1939 was slightly below the export movements during the same period of 1938, declining 0.56 per cent. The European war was a major factor in 1939 for the petroleum industry in the United States, even if, at the end of the year, the war had not yet resulted in the expected large shipments to England and France.

NINETEEN Thirty-Six was the biggest year in volume in the history of the oil industry, and unquestionably the best since 1929 in respect to profits. The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. PETROLEUM'S importance in World War II can perhaps be better realized by the recitation of a few facts and figures: Gasoline needs in this war are already eighty times greater than in the last war. It takes nearly three pounds of gasoline to deliver one pound of bombs, filled with petroleum explosives, on an enemy objective. Every American soldier overseas requires an average of more than fifty gallons of petroleum products per week, with the oil used by Navy and supply ships and America's Allies boosting the consumption of oil per soldier to an even higher figure. Every oil well in the United States now must produce each day an average of four barrels of oil for war and combat jobs. More than fifty million gallons of gasoline, fuel oils, lubricants, and other petroleum products are now going directly to the fighting forces every day.

UNITED STATES petroleum pro-dU6tion during 1937 materially exceeded? that of any previous year. Firm control of the production rate was maintained under State and Federal laws and aided by the' Interstate Compact. During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

CURTAILMENT of production was a matter of far more serious concern to the oil industry through 1933 than the search for new supplies of oil. The huge reserves of crude, built up during past years, instead of inspiring a feeling of security, were viewed apprehensively. The status of past laws and court decisions seemed to guarantee to operators the right to produce oil at will, and this entrenched privilege was so widely adhered to that the market was-in a constant state of chaos. The more modern idea of the ownership of oil in place and correlative rights gained headway slowly, since usually there were enough belligerent producers, staunch believers in the old established order, to defeat the efforts of the majority who sought to' introduce order and restraint. State regulatory commissions were unable to cope, with the rebellion among producers with the result that those who abided by proration rulings were penalized, while those who flouted the rulings and produced unrestrainedly were able to make profits on large volumes of flush oil even at low prices. This situation, known in the vernacular as the "hot 'oil" problem, became so acute that the industry was threatened with ruin. The low price for 36c A.P.I. in the Mid-Continent came in April. at 25c per barrel 'but gradually moved upward to the long-hoped for price of $1.00 per barrel in October, after the Federal Government had taken a hand in the matter and effectively allocated production among the oil producing states and materially curbed the "hot oil" runs.

The elements of competitiveness are discussed forthe industry and the effects of Government charges and policies relating to existing operations are outlined. There is a demonstrated need for improvements in competitiveness in direct and indirect costs and for improved access to resources for the mining industry to continue to grow and add to Australia's economic growth.

AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

The PGT uranium assay probe is a borehole tool developed by Princeton Gamma-Tech over the last several years. It has the ability to do an in-situ assay of uranium in the presence of any amount of disequilibrium. It has some advantages over coring including cost, speed of analysis, and accuracy. In this paper we would like to give a brief description of the measurement and then show some sample logs from South Texas. Uranium exploration and development is carried out primarily by gamma logging since uranium daughters are prolific emitters of gamma rays. The conventional gross gamma tool for uranium logging is limited in value because of the inability of this tool to distinguish uranium from its daughters and other naturally occurring radioisotopes, such as potassium and thorium. This problem becomes severe in cases of disequilibrium. Disequilibrium, in a geological context, is defined as the condition when the gamma radiations from the daughter products are being emitted in a location different from that of the parent uranium. In the decay chain of uranium almost all the gamma radiation emitted in the entire chain comes from the daughter product, bismuth-214. Bismuth-214 is separated from uranium by several long-lived isotopes that are chemically active and have different physical properties, often resulting in shifts in the location of bismuth- 214 relative to the parent uranium. In the United States orebodies exhibiting disequilibrium are a common occurrence and the use of a gross gamma log to delineate uranium orebodies can lead to errors. At present the solution to the disequilibrium problem is extensive coring followed by chemical analyses of the cores. There are several drawbacks in using this technique. First is the high cost of coring, the second is the fact that no results are available for days, or typically, weeks after the drilling is done. Thus for development work, coring and drilling must be done on a grid basis and many additional holes are cored to ensure that the entire orebody is mapped. Another disadvantage to cores is the fact that a small volume is sampled, the volume of the core itself. This leads to problems in the mapping out of the orebody when the ore de- posit is not very homogeneous. The PGT probe described in this paper is a new solution to the disequilibrium problem. Basically, the probe measures radiations that come almost directly from uranium itself. The first daughter of uranium, which is protactinium-234 (Pa-234), is only separated from uranium by a 24-day half-life and no disequilibrium problems build up in such a short time. The PGT probe measures the intensity of a one MeV gamma line emitted by Pa-234 and, using this information, calculates the concentration of uranium. The PGT probe is 24" in diameter and 12 feet long. The probe contains a microprocessor which passes the information to a larger minicomputer in the truck. All data is analyzed on site, and the results from a high speed printer are presented to the geologist. Data is also available on 9- track IBM compatible tape for further processing. The PGT probe output is linear with uranium concentration. The only correction factor is for borehole size, and that only becomes important in boreholes bigger than seven inches in diameter. Dead time is compensated in the probe itself and no problems have been encountered in ore zones up to several percent UjO8. In addition to the uranium assay, a conventional gross gamma log is plotted alongside. Grade thicknesses for zones above cutoff are calculated as well as disequilibrium factors. COMPARISONS During its commercial operation PGT logged a series of 18 holes that had been cored and assayed. All of the holes in this series were logged in normal operation by regular field operators. The time to log each hole was generally under an hour, and in typical operation a PGT logging truck will do between 7 and 8 holes a day. The results of the comparison of the PGT and the core assays are presented in a series of figures showing plots of the PGT assay, core analysis and gross gamma measurements. The first three figures show individual holes with the gross gamma plotted along with the core and the PGT assays. All three logs were from holes on the reduced side of a rollfront deposit in South Texas. In Figure 1 we see the two wings of the roll- front at 143 ft and 150 ft separated by a barren zone. The wings are well defined both by the PGT assay and the core. There is approximately a one foot shift which can be attributed to drilling errors. Introduction It is common experience that on re-heating a fully martensitic steel below the Ac, point, a softer and tougher structure is formed as the tempering temperature is raised. The mechanism of tempering of plain carbon and low-alloy steels has been the subject of many investigations. In a very comprehensive study, Cohen and associates have recently established three different tempering stages, the last of which reaches completion at about 700°F., with heating rates of 5°F. per minute. This latter stage has been established ta be the carbide-forming stage, so that the steel consists of a mixture of ferrite and carbide, which are the metastable equilibrium phases. Any subsequent changes which take place at higher temperatures below the Ac, point in the absence of graphitization or carbide lattice conversion normally consist of agglomeration of the carbide particles. This naturally results in the softening of the steel. However, in many cases the Ac, point, as determined by dilatometry, thermal analysis, etc., only gives a rough estimate of the temperature where the reaction, ferrite plus carbides to austenite, is initiated. This appears to be especially true in the case of alloy steels in which three phases can co-exist in certain temperature ranges. Bain has given data on the three-phase equilibrium in both manganese and nickel steels. In these steels, the formation of austenite at temperatures just above the AeIL apparently involves the diffusion of the alloying elements to the first pools of austenite, thereby making the process very sluggish. As a consequence, the critical Ac points determined by ordinary methods at normal rates of heating can be quite distant from the true equilibrium Ae temperatures.

In terms of special resources with iron, niobium and rare earth coexisting in Baiyuneboite, the new smelting technology of ferrocolumbite was studied. Reduction experients for the Baiyuneboite and explores ore phase change of Baiyuneboite in the process of reduction was conducted with graphitic carbon as the main reducer and a temperature below 1000 ℃. Moreover, it studies the influence of reducer, roasting temperature and grind fineness on the reduction as well as focuses on the evolution course of iron phase. Through the analysis on in-situ XRD of the raw ore and carbon addition ore, it also develops microstructure change rules of Fe ore phase and ore phase of paragenetic elements for composite ore(Ca, Si, Nb, F) in the process of reduction roasting. In addition, the impacts of temperature on the reduction process are also discussed. With regard to minerals of different particle sizes, the thesis will explore their ore phase changes and microstructures after 10 hours’ reduction under 900 ℃.

This paper details the approach adopted to upgrade the current metallurgical facilities at both the Driefontein and Kloof Gold Mines in the Republic of South Africa. Goldfields Ltd operates eight metallurgical plants within South Africa of which three have recently been upgraded to replace the older technology previously installed, with modern equipment. This upgrade was undertaken with a view to improving extraction efficiencies and to reduce operating costs. The upgrade was undertaken in a phased approach with the first phase focused on the replacement of the filtration/zinc precipitation processes with modern pumpcell carbon-in-pulp technology. Included in this upgrade phase was the installation of an automated hands-free electrowinning cell, which represents the first commercial application of its kind in the industry. The second phase of the upgrade entailed replacement of the multiple comminution stages previously installed with large SAG and SAG/Ball mill combinations. Due to the rapid return on these projects, a fast-track approach was adopted which necessitated the purchase of available good conditioned second-hand mills from both within South Africa as well as in Australia. Goldfields Ltd is a large mining house with gold mining operations in South Africa, Australia and Ghana. A well advanced PGM exploration project is underway in Finland- Arctic Platinum.

In 2003, Phelps Dodge Mining Company decided to pursue the design and construction of a Central Analytical Laboratory to provide chemical analyses for their Arizona and New Mexico operations. This centralized approach was selected in place of refurbishing six (6) older laboratories that operated at the various Phelps Dodge sites, and which would not have permitted full automation and use of robotics. The new lab was designed by the Process Technology Center (PTC) Material Characterization Group in cooperation with IMP Group. The Central Analytical Service Center (CASC) encompasses fully automated sample preparation of blast holes and geological samples weighing up to 15 kg/sample. The CASC also includes the first "wet chemistry module" worldwide to be operated by robotics systems to perform Total Cu, Acid Soluble Cu, and Quick Leach Tests (QLT), and a fully automated lab for electrowon copper cathode. The new lab also offers flexibility for handling specialty samples and analyses by either semi-automated or manual mode. Data handling and transfer is accomplished using the commercially available StarLIMS system. Commissioning was accomplished within five (5) months of startup during which the CASC also handled 86% of a full production load. The 24/7 lab operation has already exceeded its design capacity, has achieved considerable savings in operating cost, reduced sample preparation errors, and significantly increased analytical quality.
