HISTORY AND LOCATION SEAL HARBOR GOLD MINES, LIMITED, was incorporated in January, 1934, to take over 116 acres of mining lands in the Stormont gold district, Guysboro county, Nova Scotia. The nearby ten-stamp Mulgrave mill was also purchased, and since that time 974 acres of adjoining properties have been secured from the Government by direct lease. The property is served by a motor road and is about two miles from the village of Goldboro, situated on the shore of Isaac's harbour. The bulk of ?the supplies are brought in by coastal steamer from Halifax, a distance of about 100 miles, since the nearest railway connections are at Antigonish, some 40 miles distant. EARLYY WORK The Seal Harbor properties include the old Partington and Beaver Hat mines. A small tonnage of ore was mined from each and treated on the properties in stamp mills, which were later torn. down . A survey of old records shows that this ore averaged about $8.00 gold per ton. Development work by the present Company was confined to the 100-foot level until February, 1935, but after that rime the incline shaft was deepened to 425 feet and the 300-foot level was explored east and west of the shaft. Six belts of ore were intersected to the west of the shaft. The ore from these belts was hand sorted and the ore portion was put through the 10-stamp Mulgrave mill to defray operating expenses and to serve as a sample of the deposits. The average recovery per ton from this sorted ore was $6.10. Samples of the ore were sent to the testing laboratories of the Mines Branch, at Ottawa, and of Canadian Industries, Limited, at Toronto. Recommendations from both of these authorities were for removal of the coarse gold by concentration and barrel amalgamation, followed by cyanidation of the residue.

An extra-refractory gold ore in China belongs to Carlin Type Gold Ore which is not only submicroscopic but also rich in arsenic and organic carbon. They have been proved that its floatability is not good enough and the gold in the ore could not be leached almost if it was not pretreated. The tests for the ore were carried out in accordance with flotation-concentrate preoxidation-cyanidation(or CIL) processes in order to exploit the mine. Two new depressants were discovered in the flotation tests and improved concentrate grades from about 20g/t to 32~50g/t. The methods of the concentrate preoxidation tests were alkaline atmospheric oxidation, acidic atmospheric oxidation, acidic pressure oxidation, roasting oxidation?biooxidation. The cyanidation tests after the concentrate preoxidation have proved the gold extraction of the pressure oxidation to be the highest(92.5%) and that of roasting secondary(89.3%). After fuller techno-economic comparison, it is suggested that the flotation-pressure oxidation or roasting-CIL process should be the most optimal for treating the ore. The gold recoveries of the ore were 83% for the pressure oxidation and 80% for the roasting respectively.

RUM Jungle uranium field lies in the subtropical portion of the Northern Territory on the Finniss River, East Branch. It takes its name from a railway siding about 2 ½ miles to the southwest and 52 miles from Darwin. The field can be reached from Darwin by a bituminized road. Monsoonal rains of the wet season, October to April, provide an annual rainfall of about 60 in. Vegetation is of the open forest type with denser tree growth along the watercourses and scattered throughout the area are isolated dense patches of jungle growth which are always found on ironstone cappings overlying limestones. The name, Rum Jungle, is thought to have been derived from this unusual occurrence of jungle growth. The wet season prevents the movement of motor vehicles and personnel. It is not until March, when the grass which ranges up to 15 ft in height is burned and the alluvial flats dry out, that field work can be undertaken.

IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

"The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper INTRODUCTIONSearch Minerals Inc. (Search) is exploring and developing a number of deposits for rare earth element (REE) recovery in Labrador, Canada. The Port Hope Simpson District is in the southeast of Labrador and is highly prospective for heavy and light rare earth elements. The Foxtrot deposit sits within the Port Hope Simpson REE District (Figure 1), which is 70 km long by up to 10 km wide. The infrastructure available at Foxtrot is excellent; a deep-water port, air strip, and road and power infrastructure are pre-existing at St. Lewis. The three communities of Port Hope Simpson, St. Lewis and Mary’s Harbour are in close proximity to the site."

ONE of the little-known characteristics of cast' iron, which neverthe-less has an important bearing on results where accuracy in machining-is essential, is the ability of this material to ease up internal strains when. .allowed to remain quiescent for a more or less extended period of time. At seems as if the molecules in such a casting, by virtue of their "mobility,? can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may he in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken' outdoors to be, cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, this adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the-strains., would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal- strains" in castings-the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and ¼ in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes. it is simply the difference .in dimensions of the casting red-hot and cold.

THIS instrument, depends on the principle that, over a short period, the surfaee of a porous substance from which a liquid is evaporating receives the same amount of heat by conduction, convection, and radiation as it loses in the latent heat of the evaporating liquid. If, then, the amount of heat being received by a surface can be measured, the rate of evaporation can also be obtained. The Kata thermometer is also based on this principle differently applied.The instrument, as shown in Fig. 1, consists essentially of a thermometer with a sliding which is divided by three pointers into two equal parts which may be spaced so as to cover a distance of, for example, 5° of the thermometer scale. The instrument is calibrated so that the amount of heat required per unit area of the bulb to raise the menissus is known. The method of using the instrument is as follows:The slide is first set so that thc central pointer is at the temperature of the evaporating surface.The thermometer is cooled by any convenient means so that the meniscus is several below the lowest pointer. The thermometer is then placed near the evaporating surface, when the Ineniscus begins to rise and the time taken for it to rise from the lowest to the top pointer is measured. From this and the calibration results the amount of heat retained per unit area of the bulb at the mean temperature...

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. IT was said by many who discussed Professor Posepny's admirable paper on the " Genesis of Ore-Deposits," read at the Chicago meeting of the Institute, in 1893, that its most valuable feature was the clear distinction which it drew between the influence upon ore-deposits of the "vadose " circulation of waters descending directly from the surface, and that of the deep underground circulation of waters generally coming from the depths, and assumed by the author to be ascending through more or less open spaces under the influence of heat. A little later the effect of the oxidizing action of the vadose circulation upon ore-deposits was ably and exhaustively treated by Prof. R. A. F. Penrose, in a paper on " The Superficial Alteration of Ore-Deposits "f-the only one, so far as I know, which has been exclusively devoted to this important subject. My own first detailed study of ore-deposits was made at Leadville, in 1880, at a time when almost the only minerals visible in those deposits were in oxidized forms. That this form was the result of the alteration of earlier sulphides by surface-waters had to be proved at the time by induction or analogy, the general correctness of which was, however, abundantly confirmed by subsequent developments. Thus I was early impressed with the importance of distinguishing, in the study of an ore-deposit, the alteration-products, resulting from the action of oxidizing waters descending from the present surface, from the earlier-formed sulphides; and, assuming that the latter were primary or original, I called the former secondary. "There is an old joke at Moretrench that defines dewatering as “that element of an underground construction project, which, when disregarded, will generate the low bidder.” Sigmund Freud wrote that all jokes are true, and the kernel of truth behind this one is that dewatering is often misunderstood or neglected until the last possible moment in the life of a project. The purpose of this article is to describe commonly used dewatering methods and to clear up a pervasive but fundamental misunderstanding about how to determine the amount of dewatering effort required for a project. The Tools of DewateringDewatering may be divided into two broad categories: (1) methods that remove water from the excavation after it has already entered and (2) methods that seek to exclude or intercept the water before it reaches the excavation. The former is generally self-performed by general or earth moving contractors using sumps and ditches, while the latter is usually done by a specialty contractor. SumpsProperly installed sumps can be an effective and economical way to control water inflow into a site. In this technique, groundwater is allowed to enter the site before being pumped away. Advantages of this method include lost cost, easy availability of equipment and the fact that a general contractor can self-perform the dewatering. However, caution should be used when deciding whether to use this method, and consideration should be given to the following factors:1. How will the soil behave under seepage forces? Will it run, potentially causing ground loss?2. How much groundwater lowering is required? If the groundwater only needs to be lowered a few feet, using sumps will be much more practical than for a situation that requires significant drawdown.3. Will the excavation subgrade soften or otherwise be damaged by allowing water to run over it?4. Is my workforce skilled enough to implement and manage the sumping plan?In the photo, the sump is capturing groundwater that has already entered the excavation by traveling under the sheets. In this instance, the house in the background of the photo was eventually purchased by the project owner after sustaining damage due to ground loss."

THERE is acute need for a method that will measure the size distribution of finely di-vided materials, particularly when the par-ticle sizes are smaller than the openings of the finest screen cloth regularly available for testing. Several methods and types of apparatus are in common use, but none are entirely satisfactory for all purposes. The commonest methods are microscopic grain counts, elutriation by liquids or air, and sedimentation. Valuable results have been secured by air elutriating devices, typified by the Haultain Infra-Sizer and the Pearson Air Analyzer. These are especially useful in obtaining sized fractions that can be examined and analyzed separately. They are particularly advantageous because the sizes of the sam-ples produced are adequate for a consider-able amount of subsequent manipulation and testing. The sedimentation methods, such as the Wagner and Klein turbidimeters, and the sedimentation balance, do not deliver sized fractions, but they do provide a means for reasonably rapid comparative determina-tions of fineness and surface area, which are important in many industries. The sedimentation balance consists essen-tially of a balance pan suspended in a liquid that contains falling particles. These are weighed as they settle onto the pan, and the time rate of settling is determined. The size distribution is computed from the set-tling rate. The balance appears to be in-herently more accurate than any of the other methods, and it has served a useful purpose in the study of numerous problems, but there have been limitations which have re-stricted its scope of application. Because of the essential simplicity of the method, it was felt that intensive investiga-tion might lead to modifications that would make it a valuable tool for the operators in industries that require precise information regarding the results secured from grinding equipment. A large number of size-distribu-tion determinations below 200 mesh were required in connection with a particular research problem in fine grinding. The sedimentation balance was used, in this investigation, and a technique was gradually developed that ultimately gave good results. A serious difficulty appeared, early in the work. It was discovered that less material always settled on the sedimentation pan and more on the bottom of the containing jar than could he accounted for by calculation, and also that the material that settled to the bottom of the jar outside the edges of the pan was considerably finer than that on the pan. This segregation was so great that the dis-tribution obtained for the finer sizes was obviously very much in error; material ground to about the degree of comminution of cement might have only 60 per cent of the calculated weight actually settling on the pan, and the error increased with the fine-

THE term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. "Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. THE continual improvements in. the two extremes of the drilling, unit, the drill and bit, have prompted critical examination of the drill steel, the weak link of this drilling unit. Obviously, little is to be gained from the betterment of the drill and bit if the drill steel which transmits the force needed for drilling from the machine to the bit cannot stand long hard service. The technology of the bit has advanced from the integral type to steel detachables, thence to the tungsten carbide insert. The carbide insert is the most significant advance in the bit, bringing it to the level of a machine tool with its performance records under constant surveillance. Long steel changes have become advantageous because the carbide bit will drill greater footages without replacement than did the steel bit: The development of the tungsten carbide insert opened new fields of endeavor in drilling with percussion drills here- to fore known, but limited by the steel bit. After the introduction of the tungsten carbide bit, drill manufacturers began promotion of long feed shells, lighter drifters and stopers, and easily handled auxiliary equipment. Ultimately this promotion of better equipment was intended to increase the bit-against-rock time of the drill shift. Advantages of the uninterrupted drilling period of a long steel change and faster setup time of lighter drill machines are lost when the shank fails in the machine, rod failure requires continual changing, or the bit breaks off in the hole. "The introduction of an amendment to the Mines Regulation Act in the Province of British Columbia, passed in July 1974, and similar amendments since enacted by other provinces introduced the Canadian underground mining industry to the use of fire-resistant hydraulic fluids.Few, if any, of the hydraulic circuits in use in underground mining at that time were specifically designed for use with fire-resistant fluids, compared with the increasing number of such circuits conceived and in production today. The technology required in designing equipment for use with fire-resistant fluids may be likened to that associated with conventional mineral oils, but, in many respects, a variety of additional and / or alternative considerations must be taken into account. The fast-increasing use and development of fire-resistant fluids throughout all facets of industry, world wide, during the past 20 years has led to a whole new technology in system construction and component design, whereby acceptable performance can be achieved . However , the transition from conventional mineral hydraulic oils has not been without its problems, particularly when retro-fit of existing units was involved."

The results of laboratory abrasive and abrasive-corrosive tests carried out on a range of carbon, Iowalloy, and stainless steels are compared with underground tests conducted on similar materials on prototype shaker conveyors carrying gold-bearing quartzitic rock. The dry-abrasion resistance of all the steels was found to be better than that of mild steel. When the added effect of corrosion was tested, the stainless steels proved to be much superior to proprietary abrasion-resistant alloys both in the laboratory and underground. The ferritic stainless grades were shown to be superior on the basis of cost per unit of volume lost. This investigation has shown that laboratory tests on materials can provide valuable information on their possible performance in situ, and can thus be used to replace lengthy experiments on site.
