A NEW and interesting type of drier has been developed and operated at the Magna plant of the Utah Copper Co. for the past year for the drying of a filtered concentrate in the molybdenum recovery plant of this company. The several units installed have ranged from 12 to 30 in. in width, and from 14 to 30 ft. long. Their economy was immediately apparent after the first one was installed. The machine is not only low in capital cost, but has proved efficient for the drying of fine concentrate at low operating cost. The Utah vibrating drier consists of a steel conveyor trough supported on flexible reeds from a structural steel foundation anchored in concrete. The steel pan, which is also the drying surface, is vibrated by a heavy Utah electromagnetic vibrator fastened either to the head or discharge end of the pan. The vibration thus obtained agitates the material and causes it to be conveyed over the heated surface.

The sulphur consumed in Canadian pulp mills and acid plants is worth approximately three million dollars annually and amounts to one hundred and fifty thousand long tons, all of which is imported from the United States. Concurrently with a decline in the value of newsprint there has been a gradual increase in the price of this raw material. Most pulp mills in Canada are situated within reasonable distance of domestic pyrite deposits; nevertheless it has not yet been found possible to mine these deposits and utilize the contained sulphur in competition with the imported material. It is the purpose of this paper to elucidate the reasons therefor, and to describe? a commercial-scale experiment undertaken with the object of introducing a native raw material into the Canadian pulp industry on the purely economic basis. Reasons for the Preferred use of Sulphur The known sulphur deposits in the United States are very large, so that at least a twenty-year supply of this material is assured. It is recovered cheaply and in pure condition. Although large deposits of pyrite are known in Canada, nothing has yet been developed to compare in size, cost of mining, or purity with the United States material. It has been necessary to handle and transport more than two tons of pyrite to equal a ton of sulphur.

The presence of arsenic, even at trace levels, in copper processing leads to the risk of arsine gas where reducing conditions exist that can reduce any soluble arsenic present to its minus 3 valance state and generate hydrogen gas from the solutions. This risk is understood to be significant within the industry, particularly in the case of liberator cells where copper concentrations in solution are drawn down to remove the copper and impurities from the bleed stream. However, there are numerous other potential areas where the arsine gas risk exists including contact between active metal such as iron, zinc or aluminum and arsenic bearing solutions in pyrometallurgical dust treatment, refining and acid plant operations. In turn this breaks down to different mitigating strategies dependent on the risk scenarios considered; for example, how this risk interacts with Change Management, Confined Space Entry or Contractor Training. The ISO 45001 is an emerging standard meant to improve employee safety, reduce workplace risks and create safer working conditions all over the world. The paper shows a case study of how a framework consistent with the tenets of ISO 45001 has been used to provide a consistent assessment of this risk for a wide variety of copper operations and the expectations of how this may be used to effectively improve the effectiveness of barriers against future incidents. INTRODUCTION Arsine gas (AsH3), first identified in 1775, is a highly poisonous, colorless, non-irritating gas with a mild garlic odor that is heavier than air. Arsine gas is generated when reducing conditions are generated in the presence of hydrogen ions and arsenic compounds. Present permissible occupational exposure limit as defined by Occupational Safety and Health Administration (OSHA) as an 8-hour time-weighted average is ppm (0.2 mg/m3). Further increasing the risk, conventional respiratory protection utilizing half or full masks with gas filtering cartridges provide minimal protection against arsine. In copper processing plants, the risk of arsine generation is well understood in liberator cells, which are part of the electrolysis process. In this process, solutions containing copper are reduced in copper concentration removing not only the copper, but also arsenic, antimony and bismuth. The residual solution can be bled to control impurity build-up in the refinery. In this process, if the copper concentration is reduced to the point where As3- can form, arsine gas is generated via reaction with hydrogen ions generated during the plating process. The copper concentration at which arsine gas is generated depends on copper concentration at the cathode surface, the temperature and the acidity. As a result, there is always a risk of arsine gas generation in the liberator cell. Process measures to minimize or mitigate arsine evolution are tight control on final copper concentration, warm temperatures, fresh feed distribution and internal acid recirculation rates. Operator exposure protection measures are hooding, ventilation, arsine detection systems, restricted personnel access, automated shutdown controls and pre-defined evacuation plans.

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. In several European countries, including Russia, it has become economically attractive to utilize peat as a fuel for power generation, the production of metallurgical coke, the production of fuel briquettes for the domestic market and low-Btu gas. Although the economic base and availability of energy supplies in Europe is much different than it is in Canada, regional economics here may warrant the development of peat as an alternative source of energy. Canadian peatlands cover several thousands of square miles and have historically been considered as waste land. Now, with the increasing costs of other energy sources, it is apparent that fuel peat should be re-evaluated as a potential energy resource. A nation-wide inventory of peat deposits has been prepared and reserves evaluated for some of these areas where field surveys have been carried out. The paper describes alternative mining methods developed to meet some of the various conditions encountered on virgin peatland . These mining techniques are generally based on current peat technology exercised in other parts of the world and would be applicable in some of the peat regions of Canada. Cost estimates have been prepared for peat production in regions of Canada, and the socio-economic aspects of a large-scale fuel peat operation are discussed. Several potential utilization schemes have been described, with particular emphasis on electric power generation. The paper makes recommendations for steps to be taken in the development of a fuel peat industry in Canada.

THE preparation of this paper is in response to many requests for in-formation on the mining and smelting developments which have been carried on for the past three years or more by the Chromium Mining and Smelting Corporation of Canada. By way of introduction, the following paragraphs, relating to the early history and present status of the chrome-mining industry in the United States, are of interest. They are quoted from Bulletin No. 76 of the California State Mining Bureau, published in August, 1918: 'Chromium was discovered about 1797 by a French chemist, Louis Nicolaus Vauquelin, in ore from Siberia. From that time until 1827, the Urals, in the region of Ekaterinburg, supplied the chromium used in . Europe. In the summer of 1827, as the historian advises us, Isaac Tyson, Jr., saw in a Baltimore market-place a cart containing a cider barrel, which was held from rolling about by some heavy black stones. He had made a study of such stones at the first-known American locality, the Bare hills near his father's home, six miles from Baltimore, and he recognized the black stones as chromite. On inquiry, he found the chromite came from the Reed farm in Harford county, 27 miles northeast of Baltimore. At this time, Tyson was one of the very few men in the country who knew the value of chromite, and in the next few years he took full advantage of this knowledge. He immediately bought the Reed farm. He found about 30 tons of float-ore on the surface, but there was no outcrop of ore in place. Never-theless, he sank a shaft, and at a depth of eight feet struck an ore-pocket which proved to be 80 ft. long, 25 ft. wide, and 8 ft. in maximum thickness. His next discovery was of placer chromite in the sands in the beds of brooks on an estate called Soldiers' Delight, 16 miles northwest of Baltimore. Thus far, Tyson's observations had shown him that chromite occurred apparently only in serpentine areas. His explorations were now leading him farther afield. In 1828, he found on the Wood Farm, in Lancaster county, Pennsylvania, a deposit of float chromite which led him to lease the ore-right of the farm, which he finally purChased in 1832. Here he developed the famous Wood mine, the largest single producer of chromite in the world.

"OVER half a million tons of chromite ore is used annually on the North American continent, all of which is imported from overseas. Chromite is essential in the manufacture of stainless steel, armour plate, and tool steel, to mention only three important uses. It is, therefore, a strategic mineral, and every effort should be made to discover a means of utilizing our domestic supplies.Both Canada and the United States possess deposits of chromite, but they are low grade with respect both to their chromium content and to the ratio of chromium to iron. Mechanical concentration can improve the chromium content •by rejecting gangue, but chromium concentrate produced is still lower in chromium than imported chromite and, more important, the ratio of chromium to iron is only about half that in the imported material. At present, a chromium to iron ratio •of 3:1 is desired by industry. To obtain this .ratio in the case of domestic ores, a chemical attack on the chromi'e is necessary."

The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum (Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coals cans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

Static-Load Piledriving utilizes a hydraulic push to facilitate the installation of a pile. The pile is not rotated, impacted or vibrated. A smooth pushing force advances the pile incrementally into the ground. Static-Load devices must have a reaction mass to push against. The most simple form of a Static-Load device is a jack; more advanced equipment, such as the Still Worker, also utilizes this approach. This paper focuses on the use of the Still Worker on three challenging projects. In each case, the existing site conditions made it risky, or unattractive, to utilize conventional impact, vibratory, or drilled-shaft equipment.

PROGRESSIVE industrial organizations have recognized the importance of maintaining an adequate reference library of volumes covering all phases of their particular branch of industry, but it has been the experience of the writer that few engineers know how to use to the best advantage this store of extremely -valuable information which has been accumulated for their service. Nor does the average engineer appreciate the fact that it is only through the current technical literature that he can keep abreast of the rapidly developing fields of engineering. The present-day ramifications of the engineering field are of such wide scope that the human mind is not capable of storing away more than a small fraction of the information available on any particular topie; yet, from time ? to time, such information would prove invaluable. An engineer can know intimately only a small part of his own branch of engineering; but he cannot afford to neglect to take the fullest possible advantage of all that is already known in his own particular field. Technical information may be obtained by one or more of the following methods: (1) by enquiring of the individual who knows; (2) by performing the experimental investigations necessary to ascertain the facts; (3) by consulting the technical literature, where a record may be found of the work of others. This last method is the one we wish to examine. Our main consideration is the question of how to use the library, but first it is necessary to give some attention to the kind of enquiries one takes to the library, and to the nature of the sources of information available.

Since coal has been designated as the short-term answer to the threatening world energy crisis, improved surface mining techniques, along with improved extraction and handling equipment, are needed to increase the amounts that can economically be mined by open pit methods. A dwindling supply of low cost oil and gas have dictated a major rethinking of our energy sources and their use. New methods for open pit coal mining have to be found to increase coal production and to meet more stringent reclamation laws. Modern twin-engine elevating scrapers can play a vital role in meeting these needs. They are readily available, with short delivery times, from several experienced manufacturers of earthmoving equipment. Recent developments of the elevator system have extended its working range to include many of the materials commonly encountered in open pit mining. The paper deals with the advantages of using twin-engine elevating scrapers in the performance of various mining tasks. These tasks range from utility work to the major task of using the scrapers as a primary stripping toot and, of even more importance, a stripping- reclamation tool for, with scrapers, the overburden can be moved and redeposited in the same strata sequence or soil horizon as in its natural state. A recap of current applications of the elevating scraper will be presented, along with proposed uses.

"The VALMIN Code was developed and formally adopted by The Australasian Institute of Mining and Metallurgy (AusIMM) in 1995 and a revision was issued in 1998. The VALMIN Code applies to all relevant reports under the Australian Corporations Law, including submissions to the Australian Stock Exchange (ASX) and the Australian Securities and Investments Commission (ASIC).The VALMIN Code and Guidelines sets standards for the preparation and commissioning of independent assessment and/or valuation reports on mineral and petroleum assets or mineral and petroleum securities.It is mandatory for AusllvI:M's members to follow this Code in these relevant circumstances and failure to do so will result in serious sanction of the member by the Ausllvllvfs Ethics Committee. Public support for the use of this Code has been given by regulators (ASX/ASIC) and market participants ( eg major accountancy firms). It is also endorsed as a guide to general best practice in project assessment and valuation.This paper will discuss how the VALMIN Code has worked in practice over the past few years. It will also examine areas where the Code could be improved and how it could form the basis of a new Canadian Code for mineral property valuation."

The use of geometallurgical modelling is becoming more common in concentrator plant design and during the operational phase. Predictive modelling aims to define optimised process parameters for the concentrator plant to accommodate variability within the ore feed. The main objective of this study is to show how the metallurgical response of different types of ore blends can be simulated using kinetic models derived from experimental flotation tests with different geometallurgical end-member ore types and their blends. For these validation tests, four different end-member ore types containing different ratios of chalcopyrite, chalcocite and oxidised copper minerals from Rich Metal Group’s Madneuli copper-gold mine, Georgia, were tested. Kinetic flotation tests, including both rougher and cleaner flotation tests, were carried out. The simulations were performed using HSC Chemistry software based on mineral compositions of the ores and kinetic models using rectangular distribution equations and flowsheet model. Simulated and experimental results of copper grade, copper recovery and concentrate mass pull correlated well with R2 values of >0.95. Based on these results, the metallurgical response of different ore blends can be simulated based on the flotation kinetics of end-member ore types. The use of this kind of simulation will create savings during the test work phase and increase the flexibility and predictability in the processing stage. "Codelco-Chile in the last decade has carried out industrially-oriented research as an alternative to the traditional batch-type converting process. In a first stage carried out preliminary evaluations in a rearranged Peirce Smith (PS) converter, and then an exploratory test in a “Convertidor Teniente” (Teniente converter, TC) for the Codelco-Chile Continuous Converting Process. However, the validation test for this process in the TC was delayed up to the second quarter of 2007 where the validation studies were done satisfactorily.Thus, the objective of this paper is to present the results of the campaign tests validating the Codelco-Chile Continuous Converting Process in the TC1 of the Codelco Norte smelter.The results of charging the solid or liquid matte or high grade matte (“white metal”) by Garrgun, or by mouth of the 22 m x 5 m TC1 are presented. Some features of the industrially validated process are discussed, and the pilot test results of the matte injection are also presented."

Although there are many geologic situations which might be discussed at a session such as this, as I considered the problem, it became apparent to me that I should discuss a situation which has been of concern to me, and should be of concern to the geologic community. As a result, the questions which I will pose, and the criticisms, have not been arrived at quickly or easily, but have accumulated through time, to the point where I feel discussion is necessary. Very briefly let me say that my criticism of geologic mapping, of conclusions reached, and objectives or lack of such, results from my association with many areas where such studies have been completed, and resultingly my inability to comprehend the system of evidence or logic which supports extensive age-formational designations. The heart of the problem is that many conclusions resulting in geologic designations are based on weak or non-existent evidence, and such should be catagorized as hypotheses. Although the geologic community as a group does not approve or disapprove of such designations, it is evident that many or most of such designations attain a "status", and arc accepted as more or less valid statements. As will be shown, the amount of specific lithologic data provided in some quadrangle mapping projects is exceedingly slim. However, of concern herein is that the type of information presented at any stage is sufficient to warrant conclusions drawn. To see the magnitude of the problem, it is probably necessary to review some basic fundamentals upon which our geologic systems are established. The United States Geological Survey has defined a "formation" as the broad unit of geologic mapping consisting of a large and persistent stratum of one kind of rock. Obviously such a designation allows that a formation could be considered "time variant" in a horizontal as well as in a vertical context. However, other definitions enable a formation to mean units

Modern mine ventilation systems have grown rapidly in recent years both in tern of its complexities as well as its value for human health and safety. Although computer models are now available to help the design and operation of mine ventilation systems, considerable differences often exist between the computer based predictions and practical results. Research conducted to compare computer result with practical measurements made in ventilation circuits simulated in a physical model seems to confirm such differences. It is concluded that although a mine ventilation computer model is a very powerful tool, it can be utilized to its full potential only after more reliable input data are developed.

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. "While various methods are available to estimate a mining project's value, value is only established through a transaction. Comparable methods allow the value estimated for a mining project to be benchmarked against mining project values established in the market. Comparable methods thus are a key tool for ensuring value estimates are congruent with what the market would actually pay. For example, if the value estimated for a mining project using discounted cash flow analysis differs significantly from the value implied using comparable market methods, the valuator may be using metal price or discount rate assumptions that differ significantly from those the market is currently willing to pay for.The paper provides an overview of market comparable valuation approaches, and discusses some of the difficulties and limitations that arise in using these approaches. The types of market values that are typically utilised are discussed, including asset sale prices, share prices (market capitalisations), and values established in corporate mergers and acquisitions. Topics discussed include methods used in estimating a mining project's value based on the market value of the company that holds the asset, and limitations that arise because of unique features of mining projects and of companies that hold them.It is concluded that market comparable and fundamental (e.g. NPV) approaches to project valuation should not be viewed as alternative approaches to estimating project value, but rather can and should be integrated to derive a single value estimate based on both market andfandamental data. A method for integrating these approaches is discussed, and illustrated by example."

It is difficult, and probably inadvisable, to frame rigid rules for the valuation of alluvial deposits, for such deposits are very diverse in type, varying, for example, according to the mineral sought and according'to the complexity of the deposit which, on one hand, may be a narrow welldefined alluvial strip at the bottom of which is a continuous mineral lead, or, on the other, may be a broad alluvial flat with discontinuous patches of the valuable mineral occurring at different levels throughout the alluvium.However, some definite procedure in valuation must be adopted when dealing with anyone deposit, and the fundamentals of such a procedure are applicable to almost all alluvial deposits.The methods described in this paper are based very largely on the valuation of a specific deposit and, although an attempt has been made to keep the discussion as general as possible, it contains some statements which, if traced to their origin, spring from the writer's association with that deposit. Such statements must be interpreted with sufficient flexibility to be appropriate to whatever area the reader may have in mind.The subject of valuing an alluvial deposit falls naturally into two divisions: The valuation of each borehole; the valuation of the deposit as a whole. The following discussion is therefore dealt with under these two headings.Some general matters are mentioned in a third section.

State ownership of mineral in the ground is not newthe Regalian Right is an ancient concept. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations.
