NEARLY 25 years ago operating officials in the northern anthracite field were confronted with the problem of profitably mining virgin beds of thin coal (those 48 in. and under) or destroying them by mining under-lying thick beds. To solve this problem costly hand-mining methods were replaced by cheaper mechanical methods, which eliminated the need for the lifting of bottom or the brushing of top in excessive quantities, which was essential if proper height for hand loading' was to be provided. During this period long-face mining was an outstanding development. In its favor in comparison with any other method were the ease with which undercutting machines could be used, a differential in powder cost of about fifteen cents per ton in favor of this method over mining from a solid chamber or pillar face, and a greater production per day from a single working place, resulting in lower capital expenditures for a given total production, closer supervision and lower transportation cost. The long faces were drilled by jackhammer and undercut by machines. The coal from the cut was loaded into mine cars placed on the gangway road by means of a double-drum mechanical scraper engine and a mechan-ical V-type scoop. A tugger hoist was used to spot empty cars at the loading point from a supply placed at the operation by an electric mine locomotive. During loading the roof was supported by vertical wooden props paralleling the face. After the loading was completed the scraper engine and the ropes that had been used to propel the scoop in the loading of coal transferred the props to and along the face. A row of unfilled cogs was then built parallel to the new face and about 6 ft. from it. These cogs were usually made 6 by 3 ft., the longer dimension paralleling the face; they were placed on an average at 12-ft. centers. These wooden cogs were left in place and were buried later by falling roof. Attempts to remove them were never successful. Eighty feet of overburden, thirty feet consisting of fine, water-bearing sands, was encountered during the construction of a shaft collar for Chimo Gold Mines Limited at its Louvicourt, Quebec, property. This paper describes the excavation and construction methods used on the project. Open-cut methods, a sheet pile cofferdam, chemical grouting and special blasting methods were used during excavation. Concrete placement was hampered in the lower portion by a heavy water flow, and aided in the upper portion by an unusual method of form bracing. Plant and • pum11ing facilities are also described.

"Flotation process applied for concentration of unoxidized ferruginous quartzites by PJSC Mikhailovsky GOK (MGOK) is based on wet magnetic separation of strong magnetic minerals. However quality of the resulting concentrate (Fe65-66%) is insufficient for production of metallics. Quality upgrade of magnetite concentrate via flotation has been implemented by MGOK to produce premium quality magnetite concentrate.Flotation is a challenging process due to sensitivity to varied amounts of reagents, fine and coarse mineral ratio, particle contact (retention) time and temperature of feed. Tomah’s PA-14 reagent (USA) has proven efficient for application in flotation of MGOK’s magnetite concentrate.Objective of this work is to select and prove applicability of selective agents for flotation upgrade of magnetite iron ore concentrate.Series of flotation tests has been carried out with application of new highly selective collecting agents produced by Akzo Nobel (Sweden), Clariant (Germany) as well as Akzo Nobel’s and Tomah’s cationic collector mix to improve performance efficiency of flotation process. Tomah’s flotation agents and Akzo Nobel’s Lilaflotproved to be the most effective for purposes of concentrate quality upgrade to Fe69.0% via flotation.Testing Method: Following scientific research methods were applied for testwork: system analysis, mathematical statistics, observation, comparison, trial (experiment).To determine key process factors a series of pilot tests was carried out. Most of the testwork was performed by PJSC Mikhailovsky GOK’s Central Process Laboratory.Work Results:-optimized flotation performance modes were defined to ensure production of three types of low-silica concentrate, i.e. containing SiO25%, SiO24% and below SiO23% by weight. Most efficient selective agents applicable for flotation have been defined. Mixture of higher aliphatic amines has proven to intensify selective flotation of quartz. It enables higher yield of chamber product maintaining desired quality of concentrate.Achieved process operation and performance factors have been revaluated.Value for Advancement and Expansion of Mineral Processing:Flotation of concentrate has enabled expansion of PJSC Mikhailovsky GOK’s production capacity, improved production quality, helped to maintain sustainability and competitive advantage of the company."

To enable the analysis of stability for a mine feasibility study a variety of geotechnical engineering parameters need to be obtained. At the early stage of a project it is usual for those responsible for the study to require a wide spatial distribution of RC holes in order to define a resource at the lowest possible cost. By the time a geotechnical study has commenced drilling priorities have usually switched to improving the definition of a resource, by drilling with diamond coring methods in the central area of the main orebody. The usual timing for geotechnical data collection is therefore after a wide distribution of holes have been drilled but which contain little geotechnical information. Conventional methods employed usually involve estimation methods, including book values and examination of disturbed core, or expensive additional drilling. With downhole geophysical methods we can economically take advantage of existing holes to obtain continuous values for density, defect orientation and ranking, elastic modulus values, unconfined compressive strength estimates and fracture frequency. This paper presents the results of a geophysical study and discusses the advantages and potential pitfalls of the method as compared to conventional methods of data collection.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. THE fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. EXPERIMENTAL Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,' and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: 1. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. DISCUSSION OF RESULTS Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether

With the depletion of easy-to-treat phosphate resources, low quality phosphate ores with high carbonates, particularly dolomite impurities have to be mined to meet the agricultural demand because of the continued growth of world population. The separation of dolomite from phosphate has been recognized as one of the most difficult subjects in mineral processing due to the similarities in their physical and chemical properties. Flotation is considered the most important approach for beneficiating both easy-to-treat and high impurity phosphate resources. There is no doubt that the development of reagents is the key for achieving satisfactory separation performance through flotation process. In order to separate dolomite from phosphate, Arr-Maz Custom Chemicals has made great efforts in developing flotation reagents for removal of carbonates from phosphate ores of different origins worldwide. This paper describes some flotation reagents and processes for the separation of dolomite or/and calcite impurities from phosphate in the ores from different locations.

The paper describes the unique operating features of the Lebanon Concentrator Plant wherein both magnetic concentration and froth flotation are used. Chalcopyrite is selectively floated by the use of dual collectors, Aerofloats and secondary butyl xanthate. Both potassium ethyl xanthate and sodium isopropyl xanthate (dual collectors) are dissolved and emulsified with pine oil for the flotation of the pyrite. Sketches describing the plant operations are presented and plant operating metallurgical results obtained are also given. The optimum production of minerals by the froth flotation process is normally achieved [ ] smooth operating conditions, The process, because of its many variables, becomes an art as well as a science. Therefore, any phase of the operation which will aid the operator in his control of the numerous variables will help produce a smoother operating plant, One of the most important variables which the operator deals with is the addition of reagents, These are usually costly items and should be used discretely with minimum amount of waste, The danger is that ,this emphasis may reduce the reagent amount to a point below that required, or, on the other hand an excessive amount is added, Both conditions usually yield poor results. The drea of the metallurgist is to provide the operator with the tools enabling him to produce a good mineralized froth at all times. Normally the operator has no control concerning the type of reagents which he must use. This has usually been worked out for him in the laboratory and by plant-scale tests. He does have limited authority to control the amounts of the reagents at his disposal. This, I believe, is as it should be. However, the operator should be provided with the best combination of reagents for his particular job. The providing of this combination of reagents for his particular job, The providing of this combination is often difficult, yet it is very important in order to yield good results, With this in mind, the dual collector idea was introduced for the selective flotation of chalcopyrite, and also later for the flotation of pyrite at the Concentrator Plant of the Bethlehem Cornwall Corporation in Lebanon, Pennsylvania, Supplying several types of collectors has given the operator an additional effective tool, even though great variations are encountered in ore tonnage treated and in ore composition, This paper deals with the use of the dual collectors and with the addition of the reagents in the form of a pine oil emulsion, or more accurately, a pine oil suspension. It is hoped that other operators may find the ideas helpful. There does not seem, to me, to be definite scientific fact which would substantiate the necessity for the use of dual collectors. However, in actual operations, the metallurgical results at Lebanon became more uniform with the use of dual collectors, I look upon it as an "insurance policy" which greatly aids the operator during those periods when he is having trouble, One theory has been advanced, i.e. one collector has a greater tendency to float the coarser minerals, whereas the other one may float the finer ones. Consequently, a combination of the two collectors will result in optimum recoveries, There has been some evidence that this is true, but it is not conclusive, on the other hand, the use of a xanthate-pine oil suspension (or emulsion) should speed up the surface reaction of the collector with the sulfide minerals, result¬ing in more uniform flotation, This has definitely happened in our particular case. A more interesting unexplainable observation has also occurred; i.e., the xanthate solution does not appear to lose its strength as rapidly when it is in the form of an emulsion (or suspension), This was first observed when a 50 gallon drum of a 20% ethyl xanthate solution was taken to Wilmington, Delaware, for a laboratory test, using a homogenizer to produce the xanthate-pine oil emulsion. Upon arrival, the drum of xanthate had developed a considerable internal pressure, The relief of this pressure was accompanied by a strong odor, When the emulsion was returned to Lebanon for the plant test orders were issued to release the pressure prior to emptying the emulsion. Nopressure had developed within the drum and there was no unusual odor present, Since this time it has been observed that xanthate pine oil suspensions have greatly decreased the possible decomposition of the xanthate solutions. In fact, suspensions have been exposed for more than a month without apparently effecting their reactions in the flotation plant. On the other hand, we found that the regularly mixed concentrated xanthate solutions, after standing for several days, did not give the same results as the freshly made ones. This effect was greatly reduced by the use of xanthate pine oil suspension (or emulsion)

The impact of stockpile oxidation on chalcopyrite was studied through collectorless and collector-induced flotation conditions. In both cases, the Cu grade-recovery performance of stockpiled ore showed relatively poor concentrate grades with respect to that of a fresh sample. However, the oxidation had a minor effect on chalcopyrite recovery itself. The poor concentrate grades resulted from dilution effect primarily by excessive flotation of pyrrhotite. Size-by-size analyses indicated that for the collectorless flotation, the recoveries in the coarse and fine particle-size regions, were higher for fresh ore than for stockpile sample. A greater impact was seen in the coarse size regions for both types of sample, compared to the collector-induced case. The Cu recoveries showed a remarkable increase in the coarse size range for both samples when a collector was used. However, the case for stockpile sample was a marginally higher compared to the fresh sample. This difference has been offset by an opposite trend that was observed between these two samples in the fine size region. It is concluded that in contrast to the case with nickel-bearing sulphides, stockpiling conditions do not show a significant adverse effect on behaviour of chalcopyrite due to its strong floatability, regardless of oxidation.

Collectorless flotation of sulphide minerals from Lyon Lake ore (Mattabi Mines Ltd.) has been studied both in the laboratory and plant. Among the four major minerals chalcopyrite showed the greatest response to collectorless flotation, followed by galena. Flotation of sphalerite and pyrite was minimal. Collectorless flotation was influenced by pulp potential and pH. Experiments using different gas compositions showed collectorless flotation was promoted when the pulp potentials were greater than about 0 mV (SCE). The study of the effect of depressants showed that SO2 at pH < 8.0 depresses both galena and chalcopyrite but at pH 9.5 flotation of chalcopyrite recovers. Use of NaCN preferentially depressed chalcopyrite compared to galena. Preliminary results from plant tests at Mattabi Mines Ltd. confirm that collectorless flotation occurs and that it is preferential for chalcopyrite and to a lesser extent galena. Practical implications of collectorless flotation in plant practice are discussed. A critical factor will be silver recovery.

Held on the 22nd March 1972 at Kelvin House. Four papers were presented at this colloquium, which was attended by approximately 120 people. The first paper, &apos;Flotation Research Work at the N.I.M. research group, University of Natal on the modelling of a Flotation Process&apos; was presented by Dr R. P. King, the leader of the N.I.M. Research Group in the Department of Chemical Engineering at the University of Natal. A discussion panel, under the chairmanship of Dr R. E. Robinson with Mr M. Dawson (PMC), Mr E. Roux (FOSKOR), and Dr B. K. Loveday (NIM), discussed the potential application of the theoretical work on flotation modelling to industrial processes, and alternative approaches to providing a way of control of flotation plants. The second paper, &apos;Fundamental Studies of the Flotation Process the Work of the National Institute) for Metallurgy&apos;, was presented by Dr N. P. Finkelstein. The discussion panel for this paper was under the chairmanship of Professor D. D. Howat,and had as its members Mr H. P. Carlisle (JCI), Professor D. le Roux (University of Pretoria), and Mr E. Rudolph (Anglo American Research Laboratories). A lively discussion on this paper ensued, with several contributions from the floor. After lunch, Mr S. K. de Kok, Assistant Consulting Metallurgist, Anglo Vaal, presented a paper on &apos;The Flotation of Copper and Zinc Sulphide from Prieska Ore&apos;. The paper was discussed by a panel comprising Dr V. C. Lovell (NIM), Mr A. Gilbert (General Mining), and Dr D. Legge (Anglo Vaal), under the chairmanship of Dr L. Bushell. This discussion, in which many members of the audience participated, revolved around the difficulties associated with the production of copper and zinc concentrates and the lack of fundamental information on the behaviour of copper and zinc sulphides in flotation. The final presentati0n was a paper, &apos;The Recovery by Flotation of Cassiterite contained in Gravity Concentration Plant Tailings&apos;, presented by Mr E. B. Viljoen (Metallurgy Department, Goldfields South Africa Limited). The discussion, led by a panel consisting of Mr O. Tant (Goldfields Laboratories), Mr J. Levin (NIM), and Mr R. I. Shanks (NIM), under the chairmanship of Mr H. Cross (Goldfields South Africa Limited) referred particularly to the use of new reagents for the flotation of tin, with particular emphasis on the fundamental relationship between reagent composition and its ability to float this type of mineral.

IT is only within the past 10 years that serious attempt appears to have been made to improve rotary drilling fluids by the application of the principles of colloid chemistry, although the use of chemicals to control the rheological properties of clay slips has long been known in the ceramic industry. The main difficulty apparently lay in the lack of a complete analysis of all of the functions of a drilling fluid in the drilling of the well, together with the lack of adequate consideration of how colloid science could be applied to secure these ends, and particularly how apparent antithetical properties of the fluid could be compromised. Thus one analysis1 of the many requirements of a drilling fluid proved conclusively that the viscosity should be low, in order that cuttings and entrained gas might be eliminated effi-ciently in the settling ditch, while the loss in carrying capacity accompanying low viscosity could be regained by increasing either the density of the mud or the upward velocity of the mud stream in the annular space of the well, and the danger of sticking of the drill stem due to rapid settling in case of enforced suspension of drilling operations could be eliminated by enhancing the thixotropic properties of the fluid. The desired properties of the drilling fluid having thus been established, it was a natural step to treat the fluid with vis-cosity-reducing chemicals, such as salts of weak organic acids1,2-for example, sodium tannate or gallate-and to adjust the pH to the alkaline side to such a degree of thixo-tropy as would give low viscosity and low yield point under the conditions of flow prevailing in the settling ditch, but rapid gelation and high yield point when quiescent in the annular space during shut-downs. In fact, flow in the settling ditch should be just short of turbulent while flow in the well, together with the flow of mud past the cuttings, is practically always turbulent. The use of chemicals other than those mentioned, such as Calgon (sodium hexametaphosphate) and certain other phosphates together with sodium tannate, has now become standard practice and it is the consensus that this method of treatment has proved to be an important step in the development of the art of drilling oil wells.

It is well established that the results of emulsion flotation in which water-insoluble oily collectors are utilized depend critically on the emulsification of the collector and on its conditioning with the pulp prior to flotation. The flotation tests carried out with magnesite and fluorite using sodium oleate as collector confirmed acidic and alkaline ranges of good flotation. While the flotation results in the acidic solutions depend strongly on the conditioning time and can be very much improved when longer conditioning times are utilized, the tests in the alkaline environment do not exhibit any significant dependence on conditioning. The results obtained with sodium salts of myristic and lauric acids confirm these findings. The observed effects provide additional evidence for the role of the colloidal species which appear in the acidic solutions of weak electrolyte type surfactants, such as fatty acids. The flotation properties of sodium oleate in the pH region in which it appears in the form of oleic acid droplets are mainly determined by the properties of such droplets. The flotation in this pH region closely resembles an emulsion flotation.

Many minerals float best with fatty acids in the intermediate pH range. For example, fluorite, a semi soluble salt mineral, exhibits a maximum contact angle and a maximum flotation recovery in the pH range of 6-8 after conditioning in a palmitate solution (fig. 1). The maximum in flotation coincides roughly, as many researchers have observed, with the boundary of bulk precipitation of the fatty acid. According to fig. Z this boundary is in the above case of 5xl0-7 M palmitate approximately at pH 6.3. For assessing the phenomena occurring at the bulk precipitation boundary of fatty acids, the surface tensions of carboxylate solutions have been measured under various conditions. Fig. 3 shows the surface tension development of palmitate and myristate solutions of increasing concentration at pH 12. Also shown are the bulk precipitation edges (BPE) of the respective solid species that is stable under these conditions, that is the potassium acid soap, HKAZ. Both curves display a similar behavior. As the concentration of carboxylat,e increases, the surface tension decreases, until a minimum is reached at which the curves level off. The decrease of surface tension with increasing carboxylate concentration is generally taken to indicate the surface excess of the carboxylate ion. The point where the curve suddenly levels off has not yet been explained. While it is well known that the onset of micellization (CMC) may cause such an inflexion of the surface tension curve, this cannot be the case here because the position of this point depends, as shown in fig. 4 for palmitate, on pH (the CMC is generally independent of pH). We believe that this point indicates the precipitation of a colloidal acid soap (colloidal precipitation edge, CPE) before the bulk precipitation of this species sets in (BPE).

The stability of bentonite clay suspensions against flocculation in the presence of certain anionic polymers was investigated. These polymers included a purified sodium lignosulfonate, a sodium oxylignosulfonate, a potassium salt of humic acid, and a sodium polyacrylate. The polymers differed from one another in molecular weight as well as in carboxylic, phenolic, and sulfonate group contents. The scope of this study is in evaluating the extent of thinning achievable in a bentonite clay suspension in the presence of these anionic polymers under varying electrolyte concentration, presumably as a result of deflocculation of the clay platelets by the polymers. Under certain conditions of polymer dosage and electrolyte concentration, the lignosulfonate seemed to have flocculated the clay suspension, while the other polymers served fairly well as a deflocculating/dispersing agent. The lignosulfonate, however, showed some deflocculating ability when the electrolyte concentration of the suspending medium (water) was increased by adding sodium chloride to the clay suspension. Among the four polymers tested, the polyacrylate was found to be the most effective in deflocculating clay particles, followed by the humate and the oxylignosulfonate.

THE object of this paper is to show that many of the important phenomena of metals and alloys are due to the facts that, at some stage, metals and alloys, or some of their constituents, are in a colloidal state and that a portion of the metal or alloy tends to remain in this state. The so-called amorphous phase in pure metals is an isocolloid, consisting of colloidal groups of metal molecules that may be dispersed in still more finely subdivided metal; these colloidal particles are not truly amorphous, but may consist, in part, if not entirely, of ultramicroscopic crystals; as a result the expressions amorphous phase and amorphous theory might be replaced by the expressions colloidal phase and colloidal theory. Any substance is in the colloidal state when the constituent particles consist of molecular or atomic groups, whose size varies approximately from about 100µµ down to about 5µµ, that is from just below the limit of microscopic resolvability to the dimensions commonly ascribed to the larger molecules. Colloidality involves no assumption as to the shape, internal structure, or orientation of the colloidal particles; size alone is the critical factor. A colloidal system may therefore contain crystalline groups, or amorphous groups (non-crystalline, random or haphazard clusters), or a mixture of the two. All colloids consist of at least two phases, the subdivided substance, or dispersed phase, and the substance into which this is subdivided, the dispersion medium. It is not necessary that there be any chemical difference between the dispersed phase and the dispersion medium. As molecular forces are extremely powerful, their application may produce marked changes in the physical properties of metals. It is doubtful whether metal in the interior, especially of large masses, possesses the same properties as that on or near the surface, which alone is open to, inspection.

As a producer of gold and platinum, Colombia is most emphatically an important country. Last year it produced 656,000 oz. of gold-twice as much as any other country in South America, in fact accounting for a third of the production of that continent. In platinum, world data for 1941 are not available, but in 1939 Colombia exported 39,000 oz., apparently ranking fourth among the world&apos;s producing countries, being exceeded only by Canada, Russia, and the Union of South Africa. Colombia was always a mining country. Centuries before the Conquest, Indians mined gold, copper, silver, salt, and emeralds. The Spaniards simply intensified mining. The Bank of the Republic states that from 1493 to 1940 52,177,427 oz. of gold was produced by Colombia, and official Chocó statistics show that about $60,000,000 worth of platinum was mined between 1908 and 1941. These figures are impressive indeed considering that only rich pockets and surface showings were mined by the ancients.

Fifty to 75 million years ago, hydrocarbon-bearing rocks were formed in the Green River formation of Colorado, Wyoming and Utah. The hydro- carbons can be extracted from these rocks, marl- stone but misnamed oil shale, after crushing and intense heating. At about 900°F the marlstone decomposes to produce liquid shale oil. A press release from the Colony Development Co. describes a process which may permit, for the first time, economically feasible access to shale oil. Shale oil has resisted economic extraction for almost three centuries. According to the USBM, a patent was issued as early as 1684 in England to produce "oyle from a kind of stone". France produced oil from marlstone in 1838 and a dozen years later, Scotland started an oil shale industry, producing kerosine, that lasted nearly 100 years. In both countries, the process involved crushing the stone and retorting it to decompose the kerogen-a long and costly process at that time. In 1859, Edwin L. Drake brought in the first oil well in Titusville, Pa., and shale oil faded into oblivion.

We are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England, is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany.&apos;&apos; Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient in the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may be a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion. In the United States we have such an admixture of unassimilated foreigners that the problem is more difficult, and as yet we have not been brought to that point of stress which has arrived in England.
