Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

In September 2009, Newmont began the commissioning of a 3 stage crushing and milling circuit at its Boddington Gold Operation in Western Australia. The Boddington ore has been recognized as one of the hardest and most abrasive ores treated to date and this played a pivotal role in the selection of crushing and HPGR technology for this operation as opposed to the more conventional SABC circuit. This paper will examine the scale up from laboratory to pilot plant and full scale operation of the crushing circuit. There have been many challenges to overcome in the first 18 months of operation; however, the HPGRs have in general met design expectations and performance is expected to improve further with ongoing design changes

Sao Bento Mlnerai;;ao Mine (SBM), located 100 kms northwest of Belo Horlzante, Brazil, was commissioned In 1987t1l to produce 185 kg per month of gold from 240 tpd of refractory sulphide flotation concentrate. The concentrate Is processed by a Sherrill Gordon design pressure oxidation circuit followed by conventional CIL gold recovery process (Flgur .. J). The original plant design foresaw expansion to 480 tpd, and In this regard the acidic effluent neutralisation, CIL and carbon circuits were designed for future expansion to treat the higher tonnage. The pressure oxidation section was sized for 240 tpd with the Intention to double the Installed plant equipment to provide 480 tpd capacity when required. This decision was based In part on the novelty of pressure oxidation to treat refractory sulphide concentrates in 1984 when the process design was finalised. General Mining, Metals & Minerals (Pty) Ltd (GENMIN), has been actively Involved for the past 30 years in the development of bacterial process for the oxidation of refractory gold concentrates; the results of this development program have provided the registered process BIOx®. The successful Implementation of BIOx® technology for treatment of refractory gold concentrates at GENMIN's Fairview Mine In October 1986t2l, as well as the substantial experience accumulated in laboratory and pilot testing of some 40 other sulphide concentrates, Justified reconsideration of the oxidation process best suited to provide the Incremental sulphide oxidation capacity planned for SBM.

"Commissioning of a circulating dry scrubber plant was recently completed at an existing facility, in order to treat the sulphur dioxide off-gas emitted from rotary kilns. Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong operational readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.INTRODUCTIONCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Quebec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.The CDS ProcessA general overview of the CDS process is presented in Figure 1 below. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary byproductof the process.Fresh hydrated lime and CDS residue is captured by the dust collection system and is re-circulated to the CDS via a fluidised transport system. Clean off-gas passes through the dust-collection system and is then sent to the atmosphere by a single exhaust fan.The CDS residue purged from the system is combined with the dust collected from the kiln offgas system and this mixture is wetted in the already exiting agglomeration system, to minimize dust generation during handling, and then sent to disposal."

"SGS Minerals commissioned an internal R&D program to develop in-house expertise to design, set up and operate REE separation pilot campaigns at its Lakefield, Canada site. A team approach was used that included expert consultants in the field of REE separation as well as in-house expertise supported by the on-site Analytical Laboratories.A mini pilot scale SX circuit was designed and constructed consisting of several modular banks of 30 stages each. About 80 stages of mixer-settlers were used to separate Pr and Nd from La and Ce contained in a synthetic REE chloride stream simulating the raffinate from an initial La-Nd|Sm-Lu+Y separation.Two pilot campaigns were operated totalling 25 days of 24/7 operation with 99.4% plant availability in the final 20 day campaign. Purities of > 99.9% in the Pr-Nd strip liquor and > 99% in the La- Ce raffinate were achieved and simultaneously sustained in the second campaign for prolonged operating periods. Key to controlling and adjusting the circuit was the rapid assay turnaround (as low as 2 hours) provided by the on-site SGS analytical lab. This permitted the operating team to modify conditions and observe the effect of changes relatively quickly considering the large number of stages. A portable XRF analyser was also used to track evolving assay trends in the circuit. The small physical size of the circuit enabled longer operation with a limited amount of sample.This paper discusses the design of the circuit, operating conditions, some of the key operating factors and controls and results obtained.INTRODUCTIONSGS Minerals commissioned the design of and built a solvent extraction (SX) pilot plant for the separation of rare earth elements (REE). The plant consists of a battery of 120 mixer-settlers set up in a dedicated piloting facility.The purpose of the programme was to develop capabilities and in-house expertise in REE SX separation technology. The program aimed to establish operating procedures, sampling regimes, and analytical methodologies and protocols for this type of process/plant. A team comprised of SGS personnel and several external consultants with prior industrial and REE separation piloting experience was assembled to achieve these objectives."

The concept of precise, accurate timing with Electronic Delay Detonators (EDDs) was first seriously addressed in the mid-1980s and much was made of the cheapness and profusion of digital watches in terms of the likelihood of EDDs also being cheap and easy to produce. Ten years later, with every major explosives company and many electronics groups having instituted projects to capitalise on the promise of these devices, production devices are still to come into general use. In South Africa, Expert Explosives units have been used in most applications during proving trials and more recently for production blasting in underground ring stoping and open cast coal. The outcome has been valuable learning both as to the benefits and technical requirements for electronic delay blasting, and especially, safety aspects. Examples are shown of production blasts which utilised the power of EDDs. It is evident that it is not delay accuracy alone which determines the value of these systems, but the whole robustness, flexibility and ease of delay allocation when harnessing blast engineering knowledge. Muckpile movement and shape, fragmentation and vibration frequencies have shown to be greatly influenced by designs which can be implemented no other way. The flexibility of a system and the power of the software controlling it are crucial in capitalising on blasting potential, which lies in integrating control of blast timing with other developing electronic Technologies.

The Runruno Gold Project is located on the island of Luzon, approximately 200 km north of Manilla in the Philippines. The mine is a surface mine operation and use the proven BIOX® and carbon in leach processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces of gold, and the operation will produce 96,700 ounces of gold per annum over a mine life of 10.4 years. The BIOX® circuit is designed to treat 140,000 tpa of concentrate with a design capacity of 404 tpd of concentrate at a design sulphide sulphur grade of 17% S2-. The Runruno project is the first BIOX® plant to implement the Generation III BIOX® design principles. As part of the Generation III BIOX® program Outotec supplied a turnkey, containerised metallurgical laboratory to facilitate the first four stages of the BIOX® and ASTER™ inoculum build up requirements. BIOX® inoculum build-up was started during early January 2015 with 5 litres of stock cultures shipped from South Africa. The BIOX® culture was successfully adapted to concentrate produced from the mini plant during March 2015. The ASTER™ inoculum build-up commenced during early August 2015 utilising 27 litres of ASTER™ bacterial inoculum already adapted to similar process conditions expected during commercial operation. This paper will detail the various stages of inoculum build-up through to commissioning and ramp-up of the BIOX® and ASTER™ Processes at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX® design principles.

The Kanmantoo Copper Project is owned and operated by Hillgrove Resources Limited and is situated in the Adelaide Hills region in South Australia. Mining in the area has taken place off and on over the last 140 years to recover metal from both copper and lead-zinc ores. The PT Freeport Indonesiaæs Deep Ore Zone (DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start the fourth-quarter of year 2000 and to ramp up to 25 000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarises the technical aspects related to the installation and commissioning of two of these fans. The fans were installed on the surface in parallel arrangement with two others. Each has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

BHPÆs Cannington process plant was commissioned in October 1997. The Cannington ore contains high grades of silver, lead and zinc but also contains high levels of fluorine which must be removed to produce a marketable concentrate. As a consequence the plant is more complex than the typical base metal concentrator. Some of the features of the Cannington operation include a single stage autogenous mill, multiple stages of flotation cleaning, two leach circuits, pressure filtration and a paste fill plant. The start-up and achievement of design performance for new lead/zinc operations has traditionally taken much longer than for gold or copper operation and is littered with many tales of woe with feasibility targets often not achieved (Agarwal, Brown and Katrak, 1984; Bulatovic and Wyslouzil, 1999; Leung, Andreatidis, Woodall and Alford, 1996; Sherman, 1999; Ward, 1998).

When Centaur Mining and Exploration produced nickel metal fromlaterite ore at its Cawse nickel project in January 1999, a new era in the nickel industry was heralded in. One of three new laterite projects commissioned that year, new technology and a unique process design has been combined at Cawse to launch what will be amongst the worldÆs cheapest nickel production. However, the road to success has proven to be long and challenging. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The latest chapter unfolded this summer when the Commodity Tax Review Group released its important report. Whatever sales tax changes, if any, are finally adopted will have profound effects on many aspects of doing business. The capital-intensive mining industry will not escape these effects.IntroductionThe Federal Sales Tax Review Committee, established by the Minister of Finance earlier this year, has published a report that is sharply critical of the government proposals to shift the incidence of federal sales tax from the manufacturer level to the whole sale level (sales to retailers). The Report recommends a continuance of the present manufacturer's tax, for the present, but with significant changes that would increase the tax cost on certain imports, smooth the administrative machinery and make appeals and determinations more open and equitable. For the longer term, the Report recommends a shift of the tax base to the retail level.Reform of the federal sales tax system has been under consideration for several decades. The work of the Committee on Industrial Preparedness* is well summed up in the following letter written by Thomas A. Edison, Chair-man of the Naval Consulting Board, after President Wilson and signed the army appropriation and army reorganization bills: "The Committee on Industrial Preparedness of the Naval Consulting Board, of which committee Howard E. Coffin is chairman, after a five months' campaign in many ways unique in vigor and vision has played a very definite part in the measures for the national defense which have just become law. It is responsible for having laid the foundation for a true industrial preparedness in this nation. "Five months ago the committee, wholly non-partisan in make-up, acting with the civil, mechanical, mining and electrical engineers and the chemists of the country, members of five great scientific bodies, began its work in' every nook and cranny of the land. The purpose was to prepare American industry efficiently to support the armed forces of America in the event of war. "The public, the business men and the legislators at Washington knew little regarding the demands on industry in connection with modern war. No department at Washington was charged with the duty of coordinating the needs of the army and navy with transportation, industry, and kindred functions. The purchasing, quartermaster's and ordnance departments of the army and navy were unable to buy military supplies except by competitive offering in the open market. No one had considered the need, and no legislative machinery was in existence, for preventing the presence of skilled workers on the fighting front when they would in time of war be needed in the factories, mills and mines of the country. Neither at Washington or elsewhere was there even a list of the industrial resources of the nation in such shape as could be used for practical purposes in case war should come. "The three things, then, that the committee headed by Mr. Coffin set out to do and that now have been brought about were as follows: First, to mobilize concretely the business men of America and their output against a day of need. This meant chiefly to discover in fullest detail just what equipment our manufacturers possessed that might be swung over to supply the army and navy swiftly and bountifully from the hour the colors were raised. In a few weeks this initial task, which has been a truly colossal one, will be at an end. A complete report of the equipment of practically every concern of substantial size in the country is now in the hands of the - committee. Directly in charge of the great inventory has been W. S. Gifford, Supervising Director of the Committee. The second step was to procure legislation making possible the placing by the war and navy departments of annual orders for munitions in small quantities to American manufacturers now not producing such things, so that quietly, efficiently and thoroughly they could learn in time of peace how to supply the government in time of war. The new laws make all this possible. It should be said here that this practice will bring about a geographical diffusion of munition plants all over our country, instead of affording us only a few such concerns for the most part near the exposed seaboards, as at present. It is obvious that this system will also throttle all talk of a munitions trust.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Commodity currency intrigues most of us because of the problems it offers to solve for the Third and the First Worlds. What problems might be solved, if commodity currency were to be adopted in the Third World? That is really the question we are probing here right now. It would take a while to think through all their subtle consequences of this question, but, off the top, it might well have at least three important impacts. Most important of these to this audience is relief from unfair Third World competition. Second, it might well liberate Third World economies from financial indebtedness to the First World and give them freedom from the liquidity limitations. The third benefit is that it might help relieve World trade tensions. All three benefits are interrelated. We could start our speculations on the application of commodity currency from anyone of these starting points. But let us use the starting point most important to you, unfair competition to the U.S. mining industry. From there we might wind up with some thoughts on things you, yourselves, can do to improve things.
