Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

Interest in X-80 linepipe steels emerged in the early 1980’s and it was first used in 1985 by Ruhr Gas [1]. The early steels were extensions of conventional Nb-V or Nb-Mo microalloyed X-70 steels but other alloying concepts emerged based on Nb-Mo-B alloying (NKSTAF [2] and ULCB [3]). The latter had acicular ferrite/bainitic microstructures and carbon contents below 0.05 percent. In parallel renewed interest developed in ultra low carbon (0.02 percent) higher niobium steels which had first been studied in 1962 [4]. Such steels exhibited excellent notch toughness when processed with high finish rolling temperatures (>950°C) which made them suitable for processing on weak, older rolling mills. With time such steels, designated “High Temperature Processed”, or HTP steels, were further optimized and produced in modern, very strong rolling mills due to their superior economy compared with traditional vanadium and molybdenum containing steels. The chronology of the HTP development is presented in the present paper. Full scale demonstration heats of a 0.06 percent carbon 0.10 percent niobium steel were produced by Bofors Steel Plant in 1972 and were converted from slabs to plates by nine different steel mills [5-7]. Commercial application in API Grade X-70 first occurred in Canada in 1974 [8,9] but the concept was only used sporadically after that until 1998 when it was applied for the API Grade X-70 Sour Service Cantarell Project [10] in Mexico. Soon thereafter, the El Paso Cheyenne Plains Project used a 0.05%C 0.095%Nb 0.27%Cr variant of the HTP steel [10-12]. Nowadays the HTP concept is being utilized for construction of approximately 6000 km of 48” OD x 18.4 mm X-80 per year in China. The metallurgical principles and history of the development are presented in details in this paper.

At present the Codelco´s smelter & refinery business have growing complexities, concentrates with lower copper grades, higher impurities contents, and environmental restrictions which have lead to refocus the Codelco business, not only by considering the isolated developments for each of the Codelco´s Smelt & Ref complexes, but also as an integrated corporative complex scheme which improve the economy of scale, optimize the synergies, and include new technologies for higher productivity and lower operational costs. Accordingly, for the 2008-2012 period, Codelco have prepared a Development Plan integrated to the smelters and refineries business units that improve its single potentialities of and include the advances for the Teniente Converter [1] and Continuous Converting [2] Technologies, and also include the concept of uncoupling the smelting process from the converting process allowing a higher operational flexibility, and a better control of its contaminants. Thus, processing the white metal generated in the Teniente Converter unit of the smelter A into the smelter B has comparative advantages. These changes in the business concept allow an overall increment of the smelting capacity by processing only white metal as a final product through a very marginal investment in this way the total or partial conversion of the white metal into blister copper is eliminated allowing to use the available gas capture-treating capacity, and available acid plants for increase smelting capacity as well.

As the amount of construction information used in the growing construction field increases, the importance of efficient construction field management has been growing. Therefore, construction industry have been tried to introduce and conjugate various software and IT technology such as PMIS, Web Camera, RFID, GPS, PDA. However, existing IT technology especially PMIS have not been performed systematically because of difficulty of real time information collection and decision-making from the insufficient handy equipment. These problems make construction manager cannot efficiently respond to diverse condition occur in construction sites. In addition, after the completion, individual who use PMIS have to move another site and use another system so than cannot use information from previous sites. On the other hand, development of IT technology transmute PDA phone for text-based work like schedule management, internet research to smart phone for network based multimedia service. In other words, smart phone is not just IT equipment but new way for overall industry and it can satisfy the demand IT technology on construction sites. Therefore, the purpose of this study is introduce mobile based individual unit PMIS system using cloud computing and SNS which is in development progress. It is expected to be possible to collect and record the real-time information that occur at the site and make rapid decisions based on the recorded information, by converting the office works that are managed based on the site PC or Web, if the site management system that is based on the smart phones and Cloud computing that will be constructed through this research are utilized. After this study, it is necessary to research about interwork with project unit PMIS system and test on real construction site.

The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

IN THE southwestern Wisconsin zinc district, lying in Lafayette, Grant, and Iowa Counties, and the adjoining territory in northwestern Illinois, the orebodies are generally small, and are mined out in a few years. Many of the mines are developed with an expectation of five years or less of actual production. For this reason, as well as for considerations of economy, certain features in the development practice, which have been worked out with a view toward keeping the ratio of time required for, development to that occupied by actual production as small as possible, are of interest. ORGANIZATION The organization of a crew for, this work is as follows: Inasmuch as speed in sinking is desirable, the shaft crew comprises three shifts working 8 hr. each. In the smaller shafts, running up to 6 by 12 ft. (1.8 by 3.6 in.) in size, two men are employed on a shift; in larger shafts an additional man is usually employed. A mine foreman, or ground boss, has general control of the work of the three shifts. He is usually with the crew on the first and the early part of the second shifts, and plans the work to be done for the third shift when it comes on. His schedule, of course, is flexible and when pump changes, or other special conditions warrant, he, arranges his working time to suit the occasion. The surface crew for a sinking operation is made up of two hoistermen, each working 12-hr. shifts. Since the various operations in the shaft must be conducted in succession,. and not in combination, one with the other, separate attendance for hoisting and general plant is unnecessary. Drilling is done when no hoisting is necessary and vice versa. The hoisterman trams out and dumps the excavated material which the crew in the shaft is mucking, as a part of his regular hoisting work.

"Proper ground stability in gate roads has been a critical aspect of success in longwall mining. In particular, the tailgate has proven to be one of the more active mine areas that needs to be managed (Barczak, Dolinar, and Mucho, 1999). As longwall tailgate support technologies continue to be developed and improved, Strata Worldwide has worked to design and manufacture a revised Propsetter to provide additional support capacity and enable applications at greater mine heights. The support is targeted for tailgate applications; however, it can also be used for roof support in various types of mining environments. This paper describes the design changes for enhancing the support capacity of the Propsetter to more closely align its performance with other support technologies currently being employed in longwall tailgates. Balancing changes to each design aspect of the Propsetter was key to successfully improving the roof support load capacity while maintaining controlled deformation. Increasing the load capacity would allow a mine to improve support efficiency with a smaller, less intrusive support compared to support alternatives and to reduce the cost per foot of supported entry. The target support capacity was 80 to 100 tons at two inches of deformation to more closely match the performance of competing tailgate supports, such as the 24-inch-diameter CAN®. To achieve this goal, changes were made to all design aspects of the Propsetter: diameter, wedge cut depth and angle, pod size, and confinement rings. Test results from the NIOSH Mine Roof Simulator verified that these design changes were successful in increasing the capacity of the Propsetter to the 80- to 100-ton range at two inches of deformation. INTRODUCTION Roof support is one of the most fundamental elements of the underground mining process. As materials are removed from the earth, geological conditions will almost always require some form of roof support to keep the extraction area open and stable. Coal mining environments often experience difficult geological conditions that require both primary and secondary forms of roof support to keep the mining environment safe and economical. The secondary support system serves as additional support in the case the primary support system is inadequate. If designed properly, the secondary support system will also assist in maintaining integrity of the immediate roof beam (Barczak, 2000)."

MANY fields have been zoned by nature with shales and intermediate waters between oil zones. Limitations thus imposed have been the basis on which the field was developed. In contrast thereto, in the Ventura Avenue Field, nature proved more generous. Always expecting to find such similar limitations, operators drilled deeper and deeper into the oil zone without finding any distinctive shale bodies other that the Gosnell shale and only one intermediate water, which became the point below which the final water shut-off of each well was made. Thus, on top of the structure, about 3300 ft. of oil-bearing zone has been penetrated below this intermediate w9ter-a distance of 4000 ft. below the Gosnell shale. The global coal industry has changed significantly in recent years. In this paper we analyse the coal production and consumption, imports and exports, and coal prices in China and other major coal-producing countries during the past four decades. The analysis shows that global coal production and consumption have declined over the last three years, in striking contrast to the continuous growth for most of the past 35 years. Australia, Indonesia, and Russia have become the world’s major coal providers, while China, India, and the USA, and Germany are the major coal consumers. The world’s, and China‘s, coal industry can be classified into four stages of development: the stable growth phase, stable phase, rapid growth phase, and high-quality phase. Coal prices rose in the world’s four major coal markets in 2016 after four consecutive years of falling prices. The elimination of overcapacity and production-optimizing operations in China could assist in achieving a demand and supply balance.

Traditionally, strong and stiff devices, such as fully encapsulated rebar bolts and concrete lining and arches, are preferred for underground rock support. The attention is paid to the strength of the devices in such support designs. It has been observed in engineering practice that support systems composed of stiff devices are often subjected to premature failure in high stress rock conditions. In the past decade, yield support devices have been employed to improve the performance of rock support systems. A rock support system usually consists of both internal and external devices that are installed within the rock mass and on the free surface of the rock, respectively. Great efforts have been made to make support devices yieldable in the past years, but the efforts are focused on different aspects in the tunneling and mining branches. In the tunneling branch, the focus has been put on the development of external yield devices, such as Lining Stress Controller (LSC), Honeycomb element and compressible concrete, which are embedded in shotcrete liners, while in the mining industry the efforts has been on the development of yield rockbolts, such as the cone bolt and the D-Bolt. The internal and external support devices are not compatible in their deformation capacities in the current rock support systems even though yield devices have been employed. All the devices in a support system should be deformable and compatible in deformation capacity. With such a support system, premature failure of individual support devices could be avoided and the service life of the support system is prolonged. It is a trend at present to take into account the energy absorption capacity, instead of simply the strength, of support devices in rock support design.

The basic research program of the Scientific Coal Research Institute at Ostrava - Radvanice into the problem of geophysics has been influenced by the specific nature of present urgent geo- physical problems in mines and directed to attain higher grade of effectiveness, safety, and overall economy in mining activity. The research has been divided into two basic trends: Seismoaccoustic research deals with questions pertaining to safety in mining especially when work is in coal seams under "heavy roofs", i-e., thick beds of sandstone prone to rock bumps and characterized by caving. Methods have been developed with the definite aim to determine the time and space prognosis of critical states of tension in the rock mass when stability is disturbed as a result of mining activity. Seismic research is directed towards the determination of detailed structural and tectonic elements of the internal geological formation of the Carboniferous rocks, the establishment of continuity or tectonic faulting of coal seams, and the evaluation of magnitude, shape, and time changes in the rock mass surrounding the mine workings. The measurements have been applied either from the surface or in the underground workings according to the specific nature of individual problems. Satisfactory results have been obtained in some branches of this research, other branches being still in the stage of development. Remarkable results have been achieved in the development of seismoaccoustic methods designed to establish the time prognosis of dangerous dynamic phenomena accompanying the process of strata deterioration above the worked longwall face. In the last 50 years there have been tremendous improvements in equipment used in development on underground mines. Compressed air powered jacklegs have been replaced by high powered electro-hydraulic drifters on sophisticated drill jumbos and load haul dump units have taken over from small shovels and rail cars.Despite the increase in power applied in key parts of the development cycle, average advance rates have fallen and costs have increased. The factor that is most often regarded as the main contributor to slowing advance rates is increased support requirements. Whilst there is no denying that the drive to improve safety has resulted in the requirement for more bolting and the installation of a skin support (mesh or shotcrete), this is not the only factor.Within the industry as a whole, many of the basic principles of development appear to have been lost over time. This paper looks at a historical case study and discusses some of the features of old development cycles that are no longer in use. This highlights some of the basics that appear to have been forgotten. Whatever system is devised to control noise and ground vibration from blasting operations must present an effective compromise between the rights of the individual to be undisturbed by the actions of others, and the necessity for society, the whole of the population individually and collectively, to have the services and the products of commerce, industry and transportation along with the relaxation of recreational and cultural pursuits, all at a price within the means of the same society. One of the first jurisdictions in North America to attempt to quantify acceptable environmental limits for specific blasting operations was Ontario, Canada’s largest and most populous province. A process for development of guidelines applicable only to quarries and strip-mining operations was begun in 1974 and culminated with their inclusion in a “Model By-Law” published by the Ontario Ministry of the Environment in August 1978. This paper examines the process of development of the final guideline document and its application over the last 25 years. While acknowledging that the published guidelines for air blast and ground vibration control have provided a useful and generally workable framework for the purposes of land use planning and complaint or damage claim reduction, a number of flaws, weaknesses and misinterpretations connected with their application are identified. Recommendations for amendment of the controversial items are submitted with a view to making these and potentially similar guidelines in other jurisdictions, more acceptable to both government and industry.

A flowsheet was developed for upgrading Climax tin concentrate to about 45 percent Sn. Bench-scale test work conducted at AMAX Extractive Research and Development, Inc., was used to design a multiple-stage tin- processing flowsheet which included screening, high-intensity magnetic separation, and high- tension (electric- static) separation. Formal engineering and plant installation was accomplished in-house by Climax mill personnel. The successful start-up operation of the facility was the joint effort of the AMAX R&D and Climax-mill staffs.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950's by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. Bulkspray cooling has been economically applied in cooling the hot environment of South African gold mines for the past two decades. Its success in that country led to its introduction at Gulf Mineral Resources Co.'s Mt. Taylor Mine in 1981 when increased drifting imposed additional cooling requirements. The bulkspray cooler developed and used at Mt. Taylor has a heat transfer capability of about 500 to 1500 kW. It is compact and portable, designed to be moved as required to maintain working temperatures in the advancing drift faces.

Air transport is limited to 1.4 explosives on cargo aircraft and 1.4S classified explosives on passenger aircraft, so most samples cannot be transported by air. Ocean transport is a possibility, but due to stowage and segregation regulations of the IMDG code, a very expensive one. Road transport is often the only solution, but high explosives require special trucks with licensed drivers. The solution to these logistic problems is solved by creating a 1.4S (Class C) classification for all high explosives, when packed in special containment vessels.

"The application of passive tracer gas sources in underground mines is particularly useful for long-term tracer gas studies, as well as for studies in permissible areas of underground coal mines. The use of passive perfluoromethylcyclohexane (PMCH) sources have previously been demonstrated in mines, but this new work details the development and testing of multiple, distinct tracer compounds that can be used in passive sources. A description of their potential application in mine ventilation systems is also provided. Three tracer compounds are detailed, which are PMCH, PECH and PMCP. The release rates of these tracers were examined over a 180 day period at multiple temperatures. The advantages and disadvantages of these sources are presented, along with potential applications in understanding complicated ventilation circuits, flow through gob, and leakage. INTRODUCTION The use tracer gases for ventilation applications is an established practice, with various research projects being perform with Sulfur Hexafluoride (????6) in the past. Perfluorocarbon tracers (PFTs) however are relatively new compared to ????6, which is proven to be useful in ventilation and air modeling experiments along with other PFTs (Watson, Wilke, Dietz, Heiser, & Kalb, 2007). These liquid tracers are characterized by low background presence in air, inert behavior with other gases, high detectability with a gas chromatograph and low toxicity. A design was proposed called a permeation plug release vessel (PPRV), which initially introduced by Brookhaven National Laboratory to meet those requirements. The PPRV works by allowing the gaseous form of the tracer to diffuse through the permeable silicone stopper and evaporate into the open air on the other side. The PFTs inside the vessels are injected as a liquid but instantly begin to convert to their gaseous phases at room temperature due to high vapor pressures (Zhang, H., Cloud, A.,2006). Previous studies have detailed how release rates change based on plug thickness across various temperatures (Jong et al., 2015), but not on the release rate stability based on temperature across multiple tracers. For use in underground mines passive release sources need to be durable, be simple to manufacture, have customizable and reliable release rates as well as a long operating life. The PPRV vessel provides a steady release of tracer gas that is essential for long term passive release experiments, making it a viable vessel for the PFTs being tested. The PPRV design also allows for vessels to be bundled together to achieve release rates at detectable levels and allows for the capability to run ventilation surveys with multiple tracers simultaneously. The ability to conduct ventilation surveys with multiple tracers using the PPRV bundling design and detection of the PFTs makes testing the tracers and design together a promising potential for complex and long term mine ventilations studies."
