Black: Bodies.-In the ordinary conception, a black object is an opaque object that reflects but little of the light that is incident on it. This means naturally that such an object is a good absorber of luminous radiation. The black body; which is so closely connected with high-temperature measurements, represents the limit in blackness of all black objects. It is a body that not only absorbs all visible radiations but also all other radiations in the infra-red and the ultra-violet regions of the spectrum which are incident on it. No substance is known that is completely black; platinum black, one of the nearest if not the nearest representative of the ideal, reflects 1 per cent. or so of ordinary visible radiation. The closest approach to the ideal is a small opening in the wall of a relatively large opaque cavity. Any radiation incident on this black body will be almost completely absorbed if the relative dimensions are properly chosen no matter what the material may be. The great difference between the blackness of such a cavity and of lampblack, for instance, will be apparent to one who makes the simple test. Non-black Bodies.-The field of non-black bodies covers all real bodies. Their characteristics are extremely varied. So far as absorption of radiation-is concerned, these bodies range practically from the almost completely black, platinum-black, and lampblack, which absorb all but a fractional part of 1 per cent. or so of the incident radiation, by an infinite variety of steps to freshly polished silver, which ordinarily absorbs only a few per cent. The exact percentage absorbed depends not only on the nature of the incident radiation, but also on the temperature of the body, the condition of its surface, the angle of incidence, the nature of the surrounding medium, and on certain other less important conditions. As consequences of these varied characteristics, we have not only the differences of color of ordinary objects, but also the changes of color that any one object undergoes on heating or when lighted front various directions. This complexity of the phenomena, in a way, is responsible for the meagerness of knowledge, regarding materials at elevated temperatures. Measurement of High Temperatures.-Excepting in cases where the thermocouple or the gas thermometer are applicable, in which case the temperatures obtained are true temperatures regardless of-the material" studied, high, temperatures are almost always, if not always, determined from measurements of radiation. In fact, determinations of temperature from this latter point of view are often so much more convenient than the thermocouple and especially the gas-thermometer determinations that, in the region where all of these types of measurements may be made, the radiation measurements are often preferred. This is true even though the temperatures usually thus directly determined are not the actual temperatures, a consequence of the sources of the radiation being non-black bodies; in other words, a consequence of being concerned with iron, or glass, or tungsten instead of small openings leading to relatively large-cavities uniformly heated. Coordination of Experimental Results.-In order that data on iron, glass, tungsten, or other non-black bodies obtained in one laboratory, may be, correlated with similar data obtained elsewhere, temperatures must be expressed on a common scale. The true temperature scale is the natural scale for this purpose it is ordinarily the scale to which all other temperatures can be most directly reduced. The Emperor Gold mine at Vatukoula, Fiji, is a nine million ounce gold telluride deposit. In January 1992, the mine was on the verge of closure when the current management team took charge. Losses had been incurred for two consecutive years and the published resource amounted to less than five years of production. Relationships with the workforce, the government and the general public were poor. Today, the mine has recorded three consecutive years of profit, has resources that will support the operation for at least 20 years and has excellent relationships with employees, government and the general public.

Explosives are probably the most widely used and most mysterious large scale' mining tools of modern times. The post black powder explosives were primarily nitroglycerin-based straight dynamites, ammonia dynamites, blasting gelatin, gelatin dynamites, ammonia gelatin dynamites, etc. Of these, the strongest and highest velocity explosive used in industrial operations is blasting gelatin, which is nitroglycerin colloided with a nitrocellulose of medium nitrogen content in proportions which give the product a plastic character, or about 93 to 7. Many variations of the basic groups above were developed by substituting ammonium nitrate and/or sodium nitrate for some of the nitroglycerin. The nitrates being insensitive to caps required a certain percentage of nitroglycerin to sustain detonation in smaller quantities or diameters. Paralleling the development of industrial dynamites was the development of more expensive, highly sophisticated explosives which were developed for specific military purposes. Such explosives as Amatol, RDX, Composition A, Composition B, Composition C, Lead Azide, PETN (Pentaerythritol Tetranitrate), Tetryl, Pentolite, TNT, etc., were primarily military explosives. Amatol, which is a cast mixture of ammonium nitrate and TNT (Trinitrotoluene), and identified by percentage of AN versus TNT as 50-50 Amatol, 80-20 Amatol, etc., was a favorite World War I explosive. RDX, or Cyclonite, was widely used in World War II. Also used during WW II were compositions A. B, and C, which were mixtures of RDX (Cyclotrimethylene trinitramine), TNT, and other nitrotoluenes. These high explosives, along with nitroglycerine, are exact chemical compositions or mixtures of exact chemical compositions which are individually explosive, or in other words, individually capable of explosive chemical decomposition when properly initiated. These chemical decompositions result in the formation of simpler compounds and/or large quantities of common combustion gases, and large amounts of energy in the form of heat. Of these, the most powerful is RDX which, based on the ballistic mortor test, is 1.5 times as powerful as TNT. Chemically, the decomposition of TNT releases about as much energy as the reaction of ammonium nitrate and fuel oil.

Drifts are the nerve centre of underground mining. They provide essential communications between primary openings and production areas. In view of their strategic importance in the overall safety, economy and productivity of mines, an empirical approach for blast design during drifting has been proposed in this paper. The approach was developed with the objective of minimum blast damage and provides computerized blasthole patterns for drifting operations. The drift blasting practices and problems in Canadian mines have also been reviewed in this paper.

Dr. Clark has given an excellent resum6 of the recent theoretical re- search work that has been done on the generation and propagation of stress waves in various types of media.1 Unfortunately the dynamic properties of rock do not fit the assumed properties of the idealized media. As a result, none of the theoretical solutions for the generation of stress waves by applied pressures to interior boundaries of the spherical or cylindrical cavity appear to be completely satisfactory to explain experimental data. This fact does not mean that the theoretical work is in error. It simply means that the appropriate dynamic properties of rock have not been taken into account in the present theoretical derivations. Because of the difficulty of theoretically accounting for the crushing and cracking that takes place when explosives are detonated in spherical or cylindrical cavities, it seems advisable that future theoretical studies should attempt to separate the generation of stress waves from the propagation of stress waves. Perhaps if these two problems are separated, we may be able to solve one of them satisfactorily so that theory and experimental data agree. Dr. Clark's resumé of the research work on scaling and crater formation by point charges is aimed at obtaining a basic understanding of the physical theory of rock breakage, wave generation, and wave propagation. A cursory reading of Dr. Clark's paper shows that there is very little information summarized that can be used by the practicing engineer in the field of blasting. An empirical correlation to detennine laboratory mill grinding time has been developed. Grinding samples to 90 ± 5# below 147 micrometers was required for a flotation testwork at Companhia Vale do Rio Doce (CVRD) Research Center. The initial samples were all below 1 mm in size with different size distributions and work indices (Wi) ranging from 13 to 23 kWh/st. Grinding curves were determined for some initial samples. A correlation was developed between percent retained on 147 micrometers at a standard time and the time required to grind each sample to the required size. This correlation was then used to grind all samples, based on the preliminary grinding model. Finally, a statistical analysis with the size distribution of all samples was performed. The success of using the correlation was confirmed and an equation was determined using the data set.

"Airborne respirable coal dust capture by water sprays or wet scrubbers has been studied and developed over many decades as an engineering control to reduce dust exposure in coal mines and combat coal worker pneumoconiosis. Empirical relationships and deterministic models for particular dust capture experiments have previously been devised to show the key parameters involved in airborne coal dust capture. Many of the results from these models show that the significant parameters related to airborne dust capture are water spray pressure, water quantity, water droplet size, relative water droplet-to-dust particle velocity, and total operating air pressure of the scrubber. However, many airborne dust capture efficiency relationships and models developed for particular experiments cannot be readily applied to forecast the dust collection efficiency of different spray and scrubber design configurations, which rely on several key dimensional engineering measures. This study examines engineering measures from previous water spray and wet scrubber experiments conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and the U.S. Bureau of Mines (USBM) to develop empirical models for wet collection of airborne dusts. A dimensionless empirical model developed for predicting airborne dust capture efficiency of water sprays and wet scrubbers is presented. IntroductionWater sprays have been one of the earliest mainstay engineering controls used to suppress respirable dust in underground coal mines. Some of the earliest reports of water spray usage on continuous mining machines indicated respirable coal mine dust reductions of 20 to 60 percent (Kobrick, 1970). Not long after the enactment of the 1969 Coal Mine Health and Safety Act, the U.S. Bureau of Mines (USBM) and others conducted extensive research into water spray and wet scrubber systems to control respirable dust in coal mines. The primary aspects of water spray dust control included prewetting for dust prevention, localized ventilation redirection and airborne dust capture, which are summarized in handbooks or best-practices guides (Kost, Yingling and Mondics, 1981; Kissell, 2003; Colinet et al., 2010). Initially, underground studies were conducted to identify the primary sources of dust during the mining processes and effective dust controls (Courtney, Jayaraman and Behum, 1978; Jankowski and Organiscak, 1983). Laboratory research systematically studied ventilation and airborne dust capture effects of water sprays and scrubbers to improve their application in underground coal mines (Tomb, Emmerling and Kellner, 1972; Divers and Janosik, 1978, 1980; Grigal et al., 1982; Ruggieri et al., 1983; Jayaraman, Jankowski and Kissell, 1985; Volkwein, Ruggieri et al., 1985; Jayaraman, Schroeder and Kissell, 1986; Divers, Jankowski and Kelly, 1987; Jones and James, 1987)."

An experimental design has been developed to investigate the relative influence of distinct pulp and environmental properties on froth stability in the flotation of a typical porphyry copper ore. In particular, factors such as frother and collector type, feed particle size (P80), solids per cent, composition (chalcopyrite and pyrite content), as well as grinding environment (mild steel versus stainless steel, high and low pH) have been varied in a controlled manner, and the resulting froth stability evaluated. A previously developed froth stability column, based on the Bikerman approach, was used to measure the froth height and half-life in each test. The relative effect of each factor is presented here on a comparative basis. It is shown that frother type is the most important factor, with marked difference in froth stability when switching from methyl isobutyl carbinol (MIBC) to glycol based frothers. Solids per cent and particle size also play a significant role. The grinding environment had lesser effect on the resulting froth stability, although mild steel grinding gave higher froth stability compared to stainless steel grinding. The experimental evidence supports the hypothesis that in porphyry copper flotation the grinding environment influences surfaces oxidation, pyrite activation and the extent of hydrophobic particles reporting to the froth phase. This has an indirect effect on the resulting froth stability, which is however small if compared to the other factors. This work is still in progress, and extension to other mineral systems is planned. IGO Ltd’s (IGO) Nova Operation (Nova) is 160 km east-north-east of the town of Norseman in Western Australia (WA). Discovered by Sirius Resources NL (Sirius) in 2012 and acquired by IGO in 2015, the Nova-Bollinger Deposit (Nova-Bollinger) occurs within the Fraser Zone of the AlbanyFraser Orogen. Nova-Bollinger is a complex nickel-copper-cobalt (Ni-Cu-Co) magmatic intrusive sulfide deposit, which is characterised by high-grade folded and undulating breccia lodes that host the bulk of the payable metals. Significant sulfide mineralisation is also found in several magmatic intrusive styles including net-textured, disseminated and blebby styles. A smaller but material volume of sulfides has also been remobilised into the deposit’s footwall rocks as ‘stringer’ bands in metasediments, or as discrete massive sulfide lenses. When interpolating Mineral Resource estimate (MRE) block grades in the presence of locally varying grade connectivity trends, such as folds or undulations, the sample search neighbourhood, which is used to identify the composites subset that is used for each block estimate, should be oriented to match the local trends. In theory, the most robust method of estimation where locally varying angles (LVAs) are applied to search neighbourhoods, are techniques where the composites and the blocks to be estimated are transformed to an unfolded coordinate system (UCS). However, UCS methods can be tedious to implement and require subjective decisions to be made that cannot always be fully defended. An alternative LVA method commonly used in the industry is dynamic anisotropy (DA), which is much simpler to implement and is often assumed (but not that often demonstrated) to result in similar results to UCS-style estimation. In 2018, Nova’s Mine Geology team (MGT) estimated the grades and density of the Nova-Bollinger MRE using the UCS approach. For the 2020 MRE update, Nova’s MGT tested and compared the USC grade interpolation method with the DA approach. As applied to the Nova-Bollinger’s 2020 MRE, the comparison, advantages and disadvantages of the two estimation methods are the subject of this paper

PanAust’s Phu Kham copper-gold operation (Phu Kham) in Laos is currently limited by throughput in the Semi Autogenous Grinding (SAG) mill. The ability to accurately predict SAG mill throughput (throughput) is therefore critical to accurately forecast copper and gold production. During the fourth quarter of 2016 the proportion of hard unweathered rocks in the mill feed increased, resulting in a period of lower than expected throughput. These low throughput rates prompted a study with the aim of identifying a practical solution for throughput predictions. The study identified an empirical modelling approach based on actual SAG mill throughput rates. The empirical model was then optimised by linear programming to identify the ideal feed blend of unweathered rocks to achieve a maximum SAG mill throughput.Rock strength was the initial focus of the throughput study at Phu Kham because previous studies had identified a strong link between rock strength and throughput. It was determined that there was insufficient valid data to adequately model but sufficient data to qualitatively characterise rock strength. The data identified that the weathering and lithology had a controlling influence on the rock strength. Complicating throughput predictions were operational improvements (changes to blasting and mill settings) implemented in response to the lower than expected throughput. This created uncertainty with the throughput equations. A self-learning empirical modelling method was developed to predict the throughput by incorporating fundamental rock properties with operational practices and improvements. The method is based on the proportion of mill feed with similar weathering and lithology (a proxy for comminution performance) and the actual mill throughput using the SAG mill as the analytical instrument. The modelling method simultaneously incorporated the sum and interaction of unmodelled influences including blasting, crushing and mill settings. The empirical modelling method worked at Phu Kham because the lithology and weathering has an intuitive and observable controlling influence on SAG mill throughput. "Geometallurgical models are a strategic tool used primarily in planning, diagnosis, and process optimisation. This paper discusses the development of a predictive model for flotation recovery at Kansanshi concentrator in Zambia as a function of key operational parameters. Daily data for milling and flotation from the circuit processing the copper sulphide ore was analysed. This data, recorded over a period of one year of production, was collected from diverse sensors measuring semi-autogenous milling and flotation parameters. Statistical analysis showed that copper head grade, acid-insoluble, and acid-soluble copper, SAG mill throughput, ball mill load, and tonnage of feed material to the SAG mill in the -125 +63 mm size fraction contributed to the prediction power of the proposed empirical model by as much as 90%. Finally, a proposal was made for the development of a simulation model under MODSIM®, a flexible tool for mineral processing applications. This was to test the limitations of the empirical model for future refinement. IntroductionKansanshi is the largest copper mine in Africa and the world’s eighth largest copper producer, with a total of 253 272 t of copper produced in 2016 (Newall, 2017). It is located approximately 10 km north of Solwezi, the capital and administrative headquarters of the North Western Province, Republic of Zambia. The ore deposit consists predominantly of chalcopyrite and malachite with variable amounts of chalcocite, bornite, chrysocolla, and azurite. Because of the varying proportions of sulphide and oxide copper minerals, the ore is classified into three distinct categories: sulphide, mixed, and oxide ores. As such, three separate processing circuits are used to mill the ore down to a standard targeted grind size of 80% passing 150 µm before froth flotation and leaching.A lot of research and development has been done to improve the performance of the sulphide ore circuit at Kansanshi. Despite the research efforts and subsequent operation, the sulphide ore circuit did not attain the target recovery and grade for 2016, primarily because of the complexity of the orebody.The constant drive to achieve the set production target of recovery and concentration grade after froth flotation motivated the development of a tool for the prediction of recovery. The anticipated benefit is not only to enable the plant to apply corrective actions when needed, but also to make a tool available for the quick assessment of the plant performance of the. For that purpose, data spanning June 2016 to May 2017 was analysed, cleaned up and curvefitted to an empirical model. In doing so, key parameters were determined and calibrated to represent the behaviour of the plant."

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

The extraction of ore in panel caving operations also involves the coextraction of non-economic material, known as dilution. Forecasting, avoiding, and understanding the mechanics of dilution is critical to longterm planning. The models of dilution that are currently in use in panel caving operations are those by Laubscher (1994), who postulated that dilution is due to gravitational flow and depends on the height of interaction, the column height, and the draw uniformity. This paper presents a back-analysis of extraction and dilution behaviour at Codelco?s El Salvador and Andina Divisions, which use panel caving as a mining method. This analysis was conducted in order to review the existent dilution entry mechanisms and calculation methods. Three sources of dilution were identified. The first source is ?gravitational dilution?, which is due to gravitational flow and mixing as dilution migrates by gravity from a sector located above the panel under analysis. The second source of dilution is ?caving dilution?, which occurs when an air gap is formed in a large area and a sudden propagation of a hang-up occurs, inducing early ingress of waste into the production level from a level above. The third mode observed is ?lateral dilution?, which occurs when the panel is located next to an exhausted sector and the broken material enters the draw column early during draw. In the last two cases, dilution could migrate large distances horizontally. The mine data indicated that draw and caving strategy are key for long-term planning of large panel caves.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.

Abstract - Intrusive features of cupriferous noritoids from the deeply eroded Proterozoic granite-gneiss terrane of the Okiep Copper District in South Africa illustrate the emplacement of basic magmas into a mid- to lower-crustal environment. The small, easterly trending intermediate to basic intrusions of the so-called Koperberg Suite display a wide variety of geometries, occurrence and emplacement modes, including dike-, sill- and plug-like bodies. Coeval granulite-facies metamorphism, partial melting and ductile deformation of country rock gneisses during intrusion of the basic magmas led to emplacement and dilation processes of the intrusions which differ significantly from those described for dikes and sills at shallow crustal levels. Regional tectonic stresses are largely negligible due to very low differential stress (?1 - ?3) during deformation and intrusion, which permits emplacement at high angles to the principal compressive stress and which follows favorably inclined structural anisotropies. Dilation of the basic intrusions is largely determined by compositional differences of host rocks and occurs by thermal erosion, i.e., assimilation of wall rock gneisses. Low length-to-width ratios of basic to ultrabasic dikes and predominantly diaper -like outlines of mesocratic bodies are indicative of low viscosity contrasts between the mafic magmas and high-grade metamorphic host-rock gneisses. Buoyancy-controlled ascent of the basic to intermediate intrusions is expressed by a broad compositional zoning of basic bodies with respect to the granite-gneiss stratigraphy. Various intrusion modes within the stratigraphic column of the granite-gneiss sequence reflect a lithological and structural stratification of the seemingly homogeneous granite-gneiss terrane.

The aims of this study were to investigate the factors that influence women’s engagement in technical positions in the South African mining sector and to determine what could be done to promote their successful participation. A convergent parallel mixed-methods research design was used to ascertain the factors that facilitate, inhibit, and influence engagement. In the quantitative phase of the study, questionnaires were circulated to women employeees; and in the qualitative phase, semistructured interviews were conducted with employer representatives, most of whom were human resource personnel. Confirmatory factor analysis showed that the three-factor structure (vigour, dedication, and absorption) of the Utrecht Work Engagement Scale fit the sample data reasonably well. Although there is room for improvement, respondents demonstrated acceptable levels of engagement in their work. On the other hand, the qualitative findings showed that employee engagement is impacted by unfavourable working conditions, work–life balance, and the mining industry’s male-dominated work culture. The findings showed that employee engagement should be elevated to a core human resource function. To increase the participation of women in mining, human resource professionals are encouraged to collaborate with mine supervisors, managers, and employees to develop programmes that promote employees’ absorption in and dedication to their work.

THE present organization of Copper Queen employ-ees, known as the Employees' Conference Com-mittee, is really an outgrowth of the former Grievance Committee, which, in turn, had developed from the original Hospital Committee. The relatively small membership of these older organizations, the practical limitation of their activities to the presenting of grievances, and their lack of initiating powers, were the principal defects which the plan now in operation seeks to overcome. A somewhat parallel scheme was instituted in our Sacramento Hill division about four years ago; this gradually developed into the Ways and Means Committee, which, in addition to providing a forum for the discussion of operating problems, was instrumental in establishing an excellent and mutually satisfactory bonus system. Before recommending adoption of the plan now in force, we made extensive inquiries among those who have had any experience in such matters, and ended by proposing a modification of a scheme developed by John Leitch,1 which was characterized by its similarity to the constitution of the Federal Government. As finally remodeled, the. plan was submitted to vote of the entire working forces at the Copper Queen mines, and was adopted by them in May, 1920. Mining opera-tions since that date have been so interrupted that it is scarcely possible to state exactly what the results have been. The following quotations are from a printed pamphlet containing the constitution of the organization, as finally adopted. The first extract is from a letter addressed by the management to the employees: The plan submitted for your approval and adoption is modeled after the constitution of our own country, under which every individual is given an opportunity for advancement, according to his ability and determination, and every citizen is given a voice in the laws that shall govern him. So it is to encourage the individual employee in advancement, and to give him a voice in making the rules that shall govern his conduct, that we favor the adoption of the proposed constitution.

SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."
