"I HAVE BEEN looking forward to addressing this particular audience about Trans-Canada Pipe Lines because you men, more than most, understand the problems of the pioneer. Trans-Canada Pipe Lines qualifies as a pioneer on two counts: it is certainly pioneering a completely new industry in Canada -the long-distance transmission of natural gas -and it has at least a few of the problems that are expected and normal to any pioneering venture.This morning, I’m going to try to give you a sketchy picture of our project and a brief report on its current status and our progress to date; and then a broad picture of Canadian markets for natural gas.The physical characteristics of the Trans-Canada Pipe Lines project have been discussed so often that I am not going to take the time today to quote a lot of statistics on pipe sizes, miles, tons of steel, etc. Suffice it to say that this project, estimated to cost approximately $350,000,000, will be the longest large-diameter gas pipe-line ever built anywhere.Let me try to paint a broad picture of this great national project, using only a few basic 'round' figures.First, it involves exploration for and development of the natural gas fields in Alberta and other provinces -the cost of which will run into hundreds of millions of dollars.Then comes the gathering, stripping, and cleaning of the gas before it can be delivered to Trans-Canada. This will cost close to $100 million.Next we have the Trans-Canada Pipe Lines project for transmission of the gas to Eastern markets -estimated to cost $350,000,000 during the first three to four years and making natural gas economically available to one-half the population of Canada."

"When elephants fight, it's the grass that gets trampled". It is becoming increasingly evident that the federal and provincial governments are awakening to the fact that their vigorous scramble for a "fair share" of mineral revenues which kicked off in 1974 has done considerable harm to the Canadian mining industry. Recent public statements made by government officials, particularly at the recently held annual convention of the Prospectors and Developers Association, would indicate that there is a general consensus in the government sector that changes must be made to the mining tax system. However, there is no evidence as yet that there is any agreement among the various governments as to what form these changes should take , who should make them , or when. It would seem to be worthwhile at this time to reflect on where the Canadian mining industry has been vis-a-vis taxes and "where it is at ". This article is based on a recent address given by R. D. Brown, of Price Waterhouse & Co., Toronto, at the annual convention of the American Institute of Mining, Metallurgical and Petroleum Engineers in Denver , Colorado.

"Most of the minerals employed in Canadian refractory production are imported; in fact, most of the refractories consumed in Canada are imported. Whereas this situation is partly due to a definite shortage of suitable raw materials, e.g., fire clays, it is possible that the potential of certain mineral deposits which could be usefully exploited has not been recognized. There are exceptions, notably magnesite and dolomite, from which refractories are produced in Canada.In many cases, known mineral deposits are located either in inaccessible areas or in areas where transportation would be a major economic factor. This paper lists some minerals and their respective known deposits which could be employed in the production of refractories, irrespective of economics."

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. Canadian steel foundry practice has made marked progress during the past decade. Equipment suppliers, development engineers, and foundry personnel have focussed their attention on every phase of the foundry operation, with a resulting lower demand on manpower and materials. Also, more rigid specification requirements as to dimensional tolerances and quality have necessitated improvement and increased control at every stage from the pattern shop to the cleaning room. The growing trend toward mechanization is clearly evident. Equipment such as sand mixers, sand reclamation systems, material handling devices, moulding machines, core blowers, etc., is being increasingly employed by the steel foundryman. This equipment not only increases production but also tends to lessen the human variable so prevalent and disconcerting in the early days of steel founding. The result has been an improved and more reliable steel casting, which is gradually obtaining wider acceptance by design engineers. The purpose of this paper is to discuss briefly some of the practices being used, and also the direction of development that is being pursued by Canadian steel foundrymen.

Canada has been a producer of sulphur in various forms for about 100 years, Pyrites, as a source of sulphur dioxide for the manufacture of sulphuric acid, were being mined in the 1860's. Smelter gas, for the same purpose, has been recovered since 1928. Between 1935 and 1943, and from 1952 to the present, elemental sulphur has been produced in Canada from two raw material sources and by several methods. This paper attempts to present a view of the current status of the elemental sulphur industry in Canada based on the sour gas fields of Alberta and British Columbia. Production from this source has increased rapidly in the past 12 years to make Canada one of the major sulphur producers of the world. The present industry in Canada relies mainly on sour gas sulphur and it is expected that it will continue to grow in the future. However, before describing current activity relating to sour gas it may be of interest to outline briefly the early pyrite activities, the roots of the sulphur industry in Canada.

For the purpose of examining a specific problem, it is important that we look at the context, to obtain an appreciation of the general area of which the particular problem forms a part. It is my task today to speak on a particular relationship between the nations of Canada and the United States of America. What is the background? Almost two hundred years ago we both belonged to a family of nations -- the British Empire. There was a serious family quarrel in 1776 and the United States left the family and set out to make its own independent way in the world. Canada, which was not as grown up as the united States, remained with the mother country, and in 1812 resisted a vigorous attempt by the United States to get it to leave home too. With the passing of the years the bitterness of that family quarrel has faded and, aside from occasional differences, we have been getting along very well ever since.

TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

Portland cement is primarily used to solidify backfill in underground mine workings and it represents a major cost in mining operations. CANMET-MMSL has invented an alternative binder technology that does not contain any amount of Portland cement and is made using waste materials, such as development rock and smelter slag. The technology has been successfully tested with many types of base metal and ferrous slag. Research conducted in collaboration with several mining operations in Canada has shown that the CANMET-MMSL binder has considerable potential as a replacement for Portland cement in mine backfill. An integral part of the overall mining operation, backfill is used for two main purposes: safety and environmental remediation. Depending on the mining method used, backfill provides a working surface, stabilizes stope and pillar walls, as well as the surrounding rock mass, and controls caving of stope backs. There are several benefits associated with the replacement of Portland cement in backfill, including reductions in (i) the footprint by placement of slag waste underground, (ii) the environmental effects and long term liability resulting from disposal and containment of slag waste on surface such as acid rock drainage, (iii) GHG as a result of reduced Portland cement usage (the production of 1 ton of Portland cement produces 1 ton of GHG), and (iv) the significant costs associated with reduced Portland cement usage.

This paper reports the results of a series of model displacement experiments carried out for measuring the efficiency of the water-drive process. This series forms a continuation and extension of that described by Engel-herts and Klinkenberg. Detailed information has been obtained on the influence of the oil/water viscosity ratio. The results are represented in the form of a diagram from which both the oil recovery and the water/oil ratio can be easily read off as a function of the total production (oil plus water) for all values of the viscosity ratio M between I and 500. These resu1ts are viewed in the light of the two existing theories on water flooding, viz. that of Buckley and Leverett and that of Dietz. It is shown that if the Buckley-Leverett theory applies, the relation between the relative permeability ratio and saturation, which plays a major role in this theory, (.an be calculated with a high degree of accuracy from the results of the model experiments. Dietz's theory is found to be in agreement with the experimental results in a certain range of circumstances. A discussion of the physical background of the Buckley- Leverett and Dietz theories makes it clear why the latter fails to agree with some of the experimental results. INTRODUCTION For an economical exploitation of oil fields both a rational control of natural (primary) recovery processes and a proper application of artificial (secondary) recovery methods are essential. These require detailed information upon the dependence of the relevant flow processes on the variables by which they are governed. Three methods are available for obtaining this information: (1) (statistical) analysis of actual field data; (2) appropriately scaled model experiments; and (3) mathematical analysis of the physical problem. If sufficient data were available, the first method would, in principle, be the most reliable one, although it has the drawback that the basic relationships between the variables involved are to a large extent obscured by the natural inhomogeneities of most reservoirs. The most profitable procedure seems to be: (a) determining the fundamental relations for idealized reservoirs by methods (2) and (3); (b) checking the consistency of the results obtained by these two methods; and (c) establishing the range of applicability of these methods to actual reservoirs by comparison with the data accumulated under (1). Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

Capital cost is an important factor ae it 1R the unit of measurement for process engineering economic decisions. As a result of ever increasing complexity, alternatives of process and remoteness of site, there is an ever increasing emphasis on accurate estimating and the attendant cost control systems in the international market of today for the Mineral Industry where initial plant costs are becoming a more important factor than operating costs. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. Cost Est!~ mating is one of a variety of project management tools used to assist in planning and achieving the optimum balance between Quality, Cost and Time, the eternal triangle of evaluation, namely obtaining a project of acceptable quality at minimum cost and on time. In order to attain these established objectives, proper planning, organizing, coordinating, monitoring, adjusting and controlling the design, procurement and construction elements of the project are essential.This project management approach based upon the principle of a Task Force under single management, comprising a complete service organization, requires a substantial number of qualified individuals specialized in their own field and capable of working together as a team to perform their various functions effectively.
