In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.

"INTRODUCTION Considerable interest has been shown in the prospective use of Diesel-powered haulage equipment in both coal and non-coal mines. Foreign technical magazines have devoted considerable space to discussions of the use of Diesel locomotives in European mines and some mention of it has been made in technical papers in the United States. The Bureau of Mines has extensively tested the gases produced in the exhaust of the Diesel engine under various atmospheres and conditions of use; it has established a schedule of tests for permissibility of Diesel engines for use in underground coal mines, including, gassy or dusty mines.This publication provides information as to the successful use of Diesel-powered equipment underground workings in the United States and Europe, briefly discusses the characteristics of some of the toxic gases found in the exhaust of Diesel engines, and points out that Diesel-powered equipment can be used with reasonable safety in underground minus if necessary and entirely feasible precautions are taken."

"INTRODUCTION The organic act that became effective July 1, 1910, imposes two very definite primary obligations upon the Bureau of Mines: (1) The prevention of loss of life and limb and the protection of the health of workers in the mineral industries, and (2) the conservation and scientific utilization of the country's mineral resources.The subject of this publication falls within the scope of both of these responsibilities by reason of the fact that (1) certain safety precautions are involved in combating even surface fires and, (2) although peat is not now, so far as known, utilized commercially or otherwise in this country as a fuel, it is extremely valuable agriculturally in at least one of our States, The justification for the conservation of such low-grade fuel through fire prevention appears warranted because of its present value to agriculture and the possible advantages accruing to future generations as a source of heat and power.Although the Bureau of Mines has published information on the origin and uses of peat, this is the first attempt to give out data concerning the prevention and control of peat-bog fires. Although the information presented here is restricted to the Lake Superior District, California, and Florida, there may be similar conditions in other sections of the country that have not come to the attention of engineers of the Bureau of Nines."

Certain gas-making processes are in use in Europe, particularly in Germany, which differ radically from those in common use in America. A number of them are of particular interest because they are different. The questions naturally arise: Are any of them applicable to the making of gas in this country and, if so, with what particular type of solid fuel? It is a fact that some of them were developed with consideration of a particular set of conditions and for the utilization of solid fuels available in Germany. The latter fuels, in certain characteristics, are unlike the high-rank fuels commonly used for making gas in the United States; therefore, in attempting to evaluate the various foreign- developed processes with regard to usefulness here, one must give attention to the particular conditions that will prevail in any specified case and also the characteristics and requirements of the process and generator under considera- tion. Three of the processes that were developed and put into commercial operation in Germany, and which have some characteristics in common, are con- sidered in particular in this publication; they are: 1. Lurgi pressure gasification process. 2. Winkler process. 3. The Leuna slagging-type producer-gas process. Each of these processes requires steam and oxygen as gas-maiding fluids. For a number of years, oxygen, has been used in a relatively pure state,. along with steam, in making gas in Germany, and many of the difficulties initi-. ally encountered have been overcome. Although it appears that oxygen recovered from air was first used in this manner as a method of utilizing a byproduct in a plant that used the nitrogen complement in the manufacture of ammonia; more recently, the oxygen was made particularly for the purpose. The fuels - brown coal or lignite used in processes 1 and 2 were not suitable for use in the older and commonly used intermittent-type water-gas generators, and it was necessary, therefore, to devise a different process for gasifying them. A gas of higher heating value than producer gas, was desired, and the use of oxygen (not air) along with steam made possible the production of the desired gas without nitrogen dilution, which characterizes producer gas. Operating data presented herein are based upon observations by, members of the Technical Oil Mission at plants in Germany, on records, and on information vocally given to members of the lässion, including the author, while visiting those plants, and they are believed to be reasonably correct; however, certain hasic observations, comparisons, and conclusions are. made by the author.

This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

Among the procedures developed by the Germans for providing the tonnage of iron powder needed to make rotating bands for artillery shells is the use of a ceramic tunnel kiln, not only for finishing the reduction of centrifugal powders but also for making so-called "brickyard sponge iron," which, after crushing and grinding, seems to yield a product suitable for powder-metallur- gical purposes. The final report issued jointly by the German Powder-Metallurgical Society (DPG) and the Chemical-Metallurgical Branch of the Research Depart- ment of the Metallgesellschaft, Inc. (ZFC of MG) gives the available details of this procedure, which may be regarded as a further development of the process in commercial use since 1911 at a ceramic plant in Hoeganaes, Sweden. The Bureau of Mines' wartime development of the Hoeganaes process also cul- minated in the adaptation of ceramic tunnel kilns for carrying out the solid- carbon reduction of iron ores, and comparison with the German technique should further advance the art. This information circular is issued as a supplement to Bureau of Mines reports of investigations Nos. 3819,2 3822, 3841,2 and 4271, on brick- yard sponge iron and is based on four German reports entitled "Making Iron. Powder in the Tunnel Kiln," translated from FIAT microfilm reel H-46, frames 9190-9209, 9280-9299, 9339-9357, and 9377-9384 (PB L 70042), which represent the four original research reports, Nos. 2005, 2008, 2010, and 2012, respec- tively, of the Metallgesellschaft, Inc.

Several processes for the production of ultra-clean coal for electrode carbon were developed in Germany prior to and during World War II . These processes have been investigated since the end of the war by the British and U. S. Government missions . As the reports of the investigations are not readily available to the public , it is the purpose of this paper to present the information which has been obtained regarding the methods by which ultraclean coal was produced . Almost all the ultra-clean coal was used in the manufacture of electrodes for the production of aluminum and magnesium . Standard raw materials for making these electrodes are pitch coke and petroleum coke , which are nearly ashless . The inclusion of ash in the electrode carbon results in lowered efficiency and impure metal from the reduction process . Petroleum coke and pitch coke were in very short supply in Germany during the war , so that it was necessary to augment the supply with carbon produced from coal . In the emergency , methods were developed to clean coal which had never before been economically feasible . However , a demand for nearly ash-free coal might develop in the United States if a shortage of petroleum coke were to occur at the same time as a strong demand for light metals . Other uses of ultraclean coal are in direct hydrogenation of coal , in production of activated carbon, and for special fuels . Specifications for electrode carbon are rather severe owing to the necessity for producing pure metal . Maximum amounts of impurities allowable in American practice are as follows : Total ash , 1.0 percent ( in finished coke , 0.7 percent ) Silica , 0.08 percent Ca or Na, or their sum , 0.12 percent Sulfur , 2.0 percent Ba , Ni , Cr , Mn , Co , and V are objectionable in very small amounts . The most important process for ultra cleaning of coal in Germany was froth flotation . Froth flotation had been used widely there to process washery -water sludges and to recover coking coal from high - ash fines . Its use was indicated , therefore , when the demand for ultra low-ash coal arose . In two plants the coal cleaned by froth flotation was treated with acid or caustic to lower further the ash content . Another process used on an industrial scale was that of dissolving the coal substance in the middle oil from direct hydrogenation of coal under controlled pressure and temperature . The resulting paste was heated, filtered , and the oil distilled off . The residue was a low-ash organic material that could be carbonized for electrode carbon or could be hydrogenated directly . Several other processes had been developed to the laboratory or pilot - plant stage but had never been used on a commercial scale . These processes included cleaning by centrifugal action , cleaning by electrostatic action , and cleaning by forming a paste with oil in water . The coal-preparation plants at the Carl Alexander mine , Augusta Viktoria mine , and Kőenigin Elisabeth mine are described in Bureau of Mines Information Circular 7389 : " Coal Preparation Practice in Western Germany" , by Thomas . Fraser and M. G. Driessen . Most of the special equipment used at these plants is described in the above publication .

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. Over fifty reports were written by the members of the Solid Fuels Mis- elon. These, together with microfilms of supporting data obtained in the course of the investigations, are on file at the Foreign Documents Group, Technical Reports Section, Bureau of Mines, Pittsburgh, Pa., where they are available for examination. "INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. It is the purpose of this paper to record the safety practices in effect at this mine so that others may have the benefit of lessons ,learned through experience 'and years of work toward an improved accident record.ACKNOWLEDGEMENTSAcknowledgment 'is 'made to ,the Phelps Dodge Corp. for its cooperation in making available data contained in this paper, and to C. As part of a general plan for control and economic utilization of the waters of the Missouri River Basin as well as development of its inherent power resources, the Corps of Engineers of the United States Army has under construction a rolled earth dam near the site of old Fort Randall in South Dakota. The dam is in Charles Mix and Gregory Counties on the Missouri River at a point about 922 miles above its mouth. It is approximately 125 air-line miles southeast of Pierre and 55 miles southwest of Mitchell, S. Dak. The storage reservoir to be formed by the dam will extend upstream for 150 miles and, at maximum operating pool level, will cover an area of some 107,000 acres. It will have a storage capacity of 6.2 million acre feat.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. Immediately following the capitulation of Germany in World War II, the German State was occupied by various allied forces, who supervised all indus- trial activities in the area. Coal production is vital to the industrial life of Germany, and most of the coal is mined in the American- and British- occupied zones of western Germany. The British-occupied zones include the Aachen and Ruhr districts, from which approximately 90 percent of the coal is obtained. Figure 1 is a map of the Ruhr district. Because of the magni- tude of the task of insuring an adequate supply of coal and the necessity for united action, it was deemed best to reorganize the coal-producing facilities in the British zone undor the joint supervision of American and British authorities. As a result, the UK/US Coal Control Group was established accord- ing to the organization plan indicated in figure 2. Headquarters for the group was established at Essen, in Villa Huegol, the prewar home of the Krupp family (fig. 3). One of the many problems recognized immediately by the UK/US Coal Control Group was the necessity of preventing disasters and reducing accidents to work- men in mines undor military-governmont control. Consequently, the United States Bureau of Mines was requested to furnish the services of qualified men to search for the hazards incident to coal mining and to prepare comprehensive reports on the results of their investigations. The authors, who wore selected for this task, spont about a year in Germany and visited all except a few of the smaller mince. Whereas their principal purpose was to investi- gate safety conditions, somo of the operating conditions and practices also wore studied. The results of the studies and investigations are embodied in this circular with the hope that some useful information will be disseminated to the mining industry of the United States, including supervisory officials, safety directors, engineers, and mine workmon.

Progress of Bureau of Mines research related to oil and gas during the past fiscal year has been marked by the publication of more than 40 reports on the various phases of the work . These include papers dealing with the production of oil and gas , transportation of gas , chemistry and refining of petroleum , thermodynamic properties of hydrocarbons , and the processing and utiliza- tion of helium . As an additional service to Pennsylvania oil operators , a new suboffice was opened in Bradford , Pa . , during the year . With this addition , the work of the Petroleum and Natural Gas Branch of the Bureau of Mines is now conducted in two large stations , the Petroleum Experiment Station , Bartlesville , Okla . , and the Petroleum and Oil Shale Experiment Station , Laramie , Wyo . , and three field offices and laboratories at San Francisco , Calif . , Dallas , Tex . , and Franklin, Pa., and two suboffices, Wichita Falls, Tex., and the newly opened suboffice at Bradford, Pa. In addition, this Branch operates large-scale helium-production plants in Texas, Kansas, and New Mexico, and maintains ex- tensive helium-bearing gas reserves in Texas and New Mexico. All helium opera- tions are supervised from headquarters at Amarillo, Tex. A small headquarters staff is in Washington, D. C. A backward glance at the road traveled during the past several years by the Petroleum and Natural Gas Eranch of the Bureau of Mines brings out a general background for the events of the fiscal year 1949. Throughout the fiscal year 1945, the activities of the Branch were still mainly concerned with such war activities as making special field studies for the Petroleum Adminis- tration for War, finding ways of increasing rates of production, and supplying data pertaining to the manufacture of aviation and jet-propulsion fuels. A period of adjustment came in 1946, characterized by a turning from war to peace procedures and efforts to give wide distribution to technical facts ob tained in wartime research; also, there came a realization that the demands of war had broadened the horizons of research. This was emphasized in 1947, when a peacetime program was restored, based upon the long view of the Bureau's place as a research agency in oil and gas. Close attention was given to tech- nical detail in 1948, and emphasis was placed on maintaining a balance between the industrial need for technical knowledge and Governmental-research possi- bilities in the fields of (1) withdrawal of petroleum from natural deposits, (2) utilization of petroleum and its products, and (3) commercial utilization of helium. Studies of petroleum production and utilization and helium production and utilization are the normal functions of the Branch. These functions (sometimes expressed in different words) have been the mainstay of this organization since initiation of the work. The details of approach vary with changing conditions, but, fundamentally, the functions have been the same in both peace and war. The work of the past fiscal year has emphasized the advantages that accrue when Government and industry join in a wise use of technical and scientific knowledge gained through research. Outstanding evidence of the beneficial results of cooperative effort by the Bureau of Mines and various organizations is found in the following typical examples, the details of which are discussed in the body of this report. Working in close cooperation with operators along the Gulf Coast, the Natural Gasoline Association of America, and the National Association of Cor- rosion Engineers, the Bureau found, through field testing, that corrosion protection by means of chromates in high-pressure gas-condensate wells costs less than $1 per million cubic feet of gas produced. Laboratory experiments to measure the corrosion effects of carbonic and propionic acids on various steels and alloy steels gave data that will serve as guides in the selection of new. materials for the construction of well equipment to be tested by industry under actual service conditions.

"INTRODUCTION The subject of mine and tunnel ventilation has two broad aspects - (1) what atmospheric conditions to obtain in underground openings and (2) how to maintain the desired conditions efficiently. The first relates primarily to quantity requirements of ventilating systems, whereas the second relates more particularly to pressure requirements. Both, therefore, determine power requirements, which is the deciding factor in any system of mine or tunnel ventilation.Both divisions of the subject have received considerable attention from the Bureau of Mines since its inception in 1910 in the form of research, service, and correlation and dissemination of information. Numerous papers on various Phases of the subject have been published, of which a selected list, numbered and arranged in chronological order by type of publication, will be found at the end of this Paper. One of these, Technical Paper 705 (25) 2/ gives a complete bibliography of Bureau of Mines publications dealing with health and safety. As indicated by the selected list of publications accompanying this paper, the health and safety aspects have received most of the attention devoted to this work, chiefly because these have been dominant factors in Bureau policy, but partly because these aspects lend themselves to laboratory research and small-scale field studies. Although considerable attention has also been devoted to the engineering aspects of mine and tunnel ventilation, there has been, in the opinion of the author, who has been engaged on this phase almost continuously for the last 30 years, only sporadic recognition of the vital effect this phase of the work could have on improving health and safety conditions. As a matter of fact, ventilation activities have constituted but a very minor part of the total work of the Bureau of Mines, as, except for a few years in the nineteen twenties, there have been only a few short intervals when more than two or three men were engaged in field work and a similar number in laboratory research directly related to mine gases or mine air."

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.
