A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). Landusky Mining, Inc. and Zortman Mining, Inc. are two registered Montana Corporations wholly owned by Pegasus Gold, Ltd. of Vancouver, B.C. The Zortman and Landusky Mines are located in the Little Rockies District of central Montana. The Zortman-Landusky mines produced 2,100 kg gold in 1982. A total of 3,250,000 t of ore per year are mined during the period March 1, to September 15, at an average grade of 1.04 gm/t (0.03 oz/t) gold and 13.4 gm/t (0.385 oz/t) silver at a cutoff grade of 0.35 grams of gold/ton (0.01 oz of Au/t) of ore. The stripping ratio during 1983 is anticipated to be 0.75/1 waste to ore. Combined average plant capacity of the two Merrill-Crowe plants is 9,840 lpm (2,600 gpm). The combined heap spray capacity of the two plants approaches 18,900 lpm (5,000 gpm). The mine employs approximately 200 people, about half of these work for the mining companies and the other half for the mining contractor, N. A. Degerstrom of Spokane, Washington. Net profit in 1982 for Zortman and Landusky Mining, Inc. approximated $4,900,000 at an average gold price of $11.40/gm.

Hydrogen-direct-reduction of iron ore in a vertical shaft furnace is a potential process that could significantly reduce CO2 emissions from the steel industry. This approach requires the pelletisation of iron ore fines, which then undergo high temperature induration to strengthen the pellets before they can be fed into the shaft furnace. Here we report on investigations into the disc-pelletisation behaviour of New Zealand titanomagnetite ironsand, and its subsequent induration and hydrogenreduction behaviour. Initial studies focused on the effect on pellet strength of varying ironsand particle size and induration conditions using bentonite and a commercially sourced carboxymethylcellulose binder. Green pellets formed with ironsand of average particle size of 65 μm exhibited optimal strength. The compressive strength of these pellets after induration at 1200°C for 2 hrs in air was measured to be 976 N. Interparticle bonding within the indurated pellets occurs due to a combination of titanohematite recrystallisation (from oxidation of titanomagnetite), and the formation of a liquid bonding phase due to interdiffusion with the bentonite and subsequent melting. Further investigation with various binders showed that a combination of both organic and inorganic binders was essential to achieve optimal pellet strength. Carboxymethyl-cellulose binders provides green strength, whilst inorganic binders such as bentonite promoted high indurated pellet strength. Hydrogen reduction tests in a thermogravimetric furnace showed that all the pellets could achieve a maximum reduction degree of 97 per cent at 1100°C, indicating that the different pellet preparation procedures had no significant effect on reducibility. Pellet recipes developed in this work are now being used to investigate vertical shaft hydrogen-DRI processing of NZ ironsand in a kg-scale laboratory reactor.

An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050°C for 20 minutes and roasting at 1300°C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050°C to 950°C and 975°C, and also the firing temperature of two types pellets are decreased from 1300°C to 1250°C and 1280°C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation. In the past six years, the Hanna Mining Company has increased its pellet producing capabilities greatly by the construction and expansion of six pelletizing plants in North America. At the present time Hanna managed pelletizers have a nominal capacity of 18 million long tons per year. This capability makes Hanna one of the world's largest pellet producers. To create and maintain such an operation has required the skill and dedication of many people in all aspects of the company's activities, in the various fields of exploration, operations and research. The Research and Development Group consists of the staffs of two laboratories situated on the Mesabi Range in northern Minnesota. These laboratories are well equipped to carry out work in the fields of beneficiation and extractive metallurgy especially iron ore treatment. Facilities exist for the batch and semi- continuous investigation of the unit operations common to iron ore beneficiation and pelletizing. The R and D Division is divided into groups according to specialized areas of interest. Presented in this paper today are some aspects of the activities of the Pelletizing Group of the Research & Development Organization.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

Placer Dome is learning from experience in Latin America, Asia and Africa, as well as in North America, that contributing effectively to sustainable human progress in the areas of its operations presents unending challenges to think creatively, communicate effectively and remain culturally sensitive. People must be better off in terms of their economic circumstances, their social conditions and the quality of their natural environment not only during the life of the mines, but after mines close. Stakeholders, all those who are directly or indirectly affected by a mining project, should be able to participate in decisions which affect them. The development of sustainability strategies, the monitoring of sustainability performance and the implementation of sustainability programs are best done in partnerships with governments, communities, nongovernmental organizations and multilateral development institutions. Ultimately, the success, if not the survival of mining, will depend on our ability to get the sustainability equation correct.

Large mining companies generally follow the distributed ownership corporate model, with a board of directors responsible for decisions that affect both shareholder value and stakeholders of the company. The board is simultaneously responsible for setting the culture and values of the corporation, which drive performance and priorities. Companies listed on the Johannesburg Securities Exchange (JSE) commit to sustainable development in various ways, either by virtue of implementing the King Code of Governance 2009 (King III) and/or through their own public reporting on social and environmental matters. Many mining companies make public statements regarding their support for environmental stewardship, ethical behaviour, and fair treatment of communities. It is a local, regional, and indeed, global phenomenon that companies fail to deliver on these statements. Research was carried out through the Institute of Directors of Southern Africa in 2007, and followed up in 2012, regarding directors? understanding of sustainable development issues, the relative priorities, what is needed for ?radical change? to effect sustainable development, and what enables or constrains the latter. Pertinent findings of both surveys are presented in this paper, and it is suggested that ?on-the-ground? performance may be indicative of the nature of leadership and decisions in the topmost ranks of the company. The results indicated that environmental concerns fall consistently below social issues. Financial capital ranked most important, and while environmental issues are recognized as being of strategic concern for the long-term, they ranked as being the lowest importance of all ?Five Capitals? (Financial, Manufactured, Social, Human, and Natural). Social capital ranked second lowest, with black economic empowerment being the only high-priority social issue. There is also evidence that certain companies within the mining sector fail to recognize their absolute dependence on natural resources. Much is made in academic and popular literature of the need for a new type of leadership for the radical shift to sustainable development: at company level this implies therefore a new type of director. The research found that only 14 per cent of directors felt that board decisions are consistent with their personal values; while intentions are strong to behave ethically and serve sustainable development, actions to give effect to these intentions lag significantly. Respondents indicated that the top impediments to courageous leadership for sustainable development related to personal issues of maintaining the image of being a director, fear of appearing weak, fear of being a lone voice, and bowing to board-colleague peer pressure.

"The anode process of carbon electrode in fluoride melt was studied by voltammetry and chronoamperometry. Anode gases were analyzed by gas chromatography on-line during controlled-potential electrolysis. Two peaks were observed on the cyclic voltammograms. According to the results of gas chromatography, the first peak was corresponded to the discharge of residual oxide ions, with the formation of CO and CO2. Discharge of fluoride ions occurred at 4.1 V vs. Li+/Li, and leading to the anode effect. With the occurrence of anode effect, small amount of CF4 was detected. As the potential reached 4.5 V, CF4 and C2F6 gas evolution occurred, and the current increased to form the second peak.1.IntroductionIn the primary production of Aluminum and some rare earth metals like neodymium, a departure from normal cell operation known as anode effect results in the generation of perfluorocarbons (PFCs), which have high global warming potentials [1]. Owing to the pressure of environmental protection, considerable research has been carried out to clarify the mechanism of anode effect and PFC generation of industry and laboratory cells in the aluminum electrolysis system [2-9]. The common result on PFC generation is that the PFCs are emitted from Hall-Heroult cells only when they are on anode effect. In this article, we selected LiF, the main electrolyte for the neodymium electrolysis [10-11], to perform further investigation on the underlying kinetics of PFC generation and the nature of the reactions at the electrode.2. ExperimentalAll experiments were carried out in an alumina tube reactor, which was filled with high purity helium atmosphere. Spectrographic graphite crucibles were used, which played the dual role of molten fluoride container and the counter electrode. Lithium fluoride was analytical grade. The experiments were carried out at 900 °C."

To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

In most underground mines, the ventilation system is a significant portion of the total mine capital and operating cost and the largest consumer of underground electrical power. The effectiveness of the ventilation system has a major bearing on the safety, health, comfort and morale of underground personnel, and has a critical role in meeting production targets and therefore business revenue. Perhaps the most important component of the primary ventilation system is the primary fan. Correct performance testing of the primary fan during the warranty period is important not only to ensure the mine has obtained the asset that it paid for and can therefore deliver on the fanÆs crucial safety and economic role in the future of the mine, and to provide a justification for releasing final performance warranty payments to the supplier, but also to provide a benchmark or baseline against which to assess future performance issues. As there are at least three potential international standards available to measure fan performance, there has been considerable confusion regarding which of these to use for testing primary mine fans, and also the correct allowances and tolerances to use. This paper provides guidance on which standards to use for different applications, how the standards should be interpreted, what allowances and tolerances are reasonable, and other important issues to be resolved with the fan supplier prior to making a contract award. There is an increasing demand for refrigeration as mines progress deeper. Mine refrigeration plants have special requirements in terms of their duty and application. There are no national or international standards applicable for the testing of these plants. There have been numerous examples of plants failing to meet their required nominal capacity, but with the plant owner being unable to enforce the design duty on the manufacturer, due to a failure to unambiguously specify testing or accepting criteria. This paper discusses some of the reasons for performance shortcomings and describes a methodology for developing and specifying performance criteria, when inviting design and/or construction tenders, and a method of performance and acceptance testing once the plant has been built and commissioned. These guidelines encompass the full range of performance duties expected from a mine plant, including stable operation at maximum and minimum plant capacity, and under the various combinations of extremes of high and low condensing and evaporating pressures. A description of a methodology for developing a computer-based mine refrigeration plant model is also presented as part of the performance testing criteria. The methodology is illustrated with reference to the actual performance and acceptance testing process used on the worldÆs largest bulk air cooler (R67) at the Enterprise mine at Mount Isa, Australia.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. Brooklyn Basin Project is a multi-billion-dollar development of the former Port of Oakland 9th Avenue Terminal located along the Oakland Estuary of California. A centerpiece of the development is the 10-acre shoreline park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. Prior to constructing the wharf, a rock dike was placed to protect the shoreline. The presence of the rock dike increased the hazards from lateral spreading of the underlying bay mud and non-ductile shear failure of piles driven through the dike. To open the park to the public, the wharf required a seismic retrofit in compliance with the California Building Code. The paper presents the results and conclusions of the following topics: • Structural condition assessment and repair strategies for the existing wharf deck, piles and jackets • Application of the California Building Code (CBC Ch31F) for the performance-based seismic evaluation of existing piers and wharves • Nonlinear pushover analysis of the wharf including the combination of inertial and kinematic effects • Impact of rock dike on lateral spreading and kinematic effects and the significance of existing piles in stabilizing the lateral spreading of the rock dike • Retrofit strategies for the wharf to meet the required seismic performance requirements per the California Building Code and reduce the demands on existing piles which were driven through the rock dike INTRODUCTION The 65-acre Brooklyn Basin Development project is located in Oakland, California. The project consists of 3,100 housing units, 200,000 sq. ft of retail and commercial space, along with various parks and public access improvements along the Oakland Estuary. A centerpiece of the development is the 10-acre Shoreline Park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. As shown in Figure 1, the wharf deck and piles support the 9th Avenue Terminal Building.

The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. "Field operating experience with an improved flotation mechanism for handling various flotation applications is covered in this paper. Some aspects of designing flotation machines are also presented. Operating data from extensive testing of commercial size equipment under actual plant operating conditions in the following applications is detailed:1. Copper Flotation2. Fine Coal Flotation3. Base Metal Sulfide FlotationDesign features, design improvements, modifications tested, and overall performance data are reviewed. Some mecl1anical performance data as well as metallurgical performance results are presented. Some comparisons with conventional flotation equipment are reported in this paper.Flotation sizing theories are reviewed and an actual equipment selection ex2.mple is presented. Scale-up criteria used for developing large cells are briefly covered.The paper concludes with a brief review of anticipated future flotation equipment design needs.
