This paper sets out to examine the possible relationships between three factors, they are, the rate of growth of world production of minerals, the growth of Australian production and the growth of scientific and engineering knowledge.The first two are quantified, in terms of tonnes and value. The third, an abstract concept "knowledge", requires to be quantified, in terms of manpower.A mathematical model, which has general application, was derived to demonstrate certain axiomatic premises and to define, more precisely, basic concepts related to the philosophy of knowledge.Finally a summary is made of education-cum-industry issues.

In several of the States of Australia, mining on private property has been seriously hampered by the fact that large areas of land have been alienated from the Crown before the discovery of gold or other minerals. In Western Australia this difficultyhas only occurred to a small extent, and has largely been overcome by an act entituled "An Act to Permit Mining on Private Property, No. XXIX., 'October, 28th, 1898." Under this act, the holder of a miner's right can apply for a gold mining lease on private land; such applicant may treat privately with the owner of such land as to the amount of compensation to be paid for surface ,damage, or the case may be brought before the Warden who will assess the damages. Private land used as a garden, orchard, or vineyard is exempt from lease, unless the applicant has authority from the owner, or such lease is limited to a greater depth than 100 feet from the lowest part of the surface.No lease shall be granted of any mines under any private land in any municipality unless either the applicant has authority from the owner, or such lease is limited to a greater depth than two hundred feet from the lowest part of the surface.The same regulation applies to leases of private land on which any hospital, asylum, or public building is situated or under or within one hundred and fifty yards laterally of any...

Delivered at the University of Sydney, on June 4th, 1954.THE TORCH WE HOLDLast year Our Institute celebrated its Diamond Jubilee, coincident with the holding of the Fifth Empire Mining and Metallurigcal Congress in Australia and New Zealand. We can be proud of our growth over the 61 years since the inaugural meeting in Adelaide in April, 1893, which followed suggestions from a provisional committee of mining men, formed in 1892 in Broken Hill.We can also be proud of our technical achievements in the fields of economic geology, mining and metallurgy.Should we be content with the growth of our mining and metallurgical industries over these years? My answer is in the negative. The discovery of new mineral deposits is essential for the continuance and development of the industries we represent.Let me review the background and trends of our industry in an attempt to emphasise the changing factors influencing the search for minerals and their exploitation.Australia was blessed with the discovery of coal in New South Wales in 1796; copper in South Australia at Kapunda, Burra, Wallaroo and Moonta in the eighteen-forties; gold in Victoria and Eastern Australia in the 'fifties; tin at Mount Bischoff, Tasmania, and gold at Charters Towers, Queensland, in the 'seventies; lead-silver at Broken Hill, New South Wales; gold and copper at Mount Morgan, Queensland, and copper at Mount Lyell, Tasmania, in the 'eighties; and gold at Kalgoorlie, Western Australia, and zinc-lead atRosebery, Tasmania, in the 'nineties. The first mention of gold in Western Australia was in 1848 when some specimens of copper ore, which are believed to have come from the Murchison district, were sent to Adelaide for assay. Gold was present in these specimens, but no particular interest seemed to be attached to this fact as the search at that time was mainly concentrated on base metals and coal. Interest appeared to be shown in gold in 1852 when several parties moved out eastwards from York looking for goldbearing country. Though these parties inmany cases were very near to what is now known as the Yilgarn Goldfield, nothing was found.The next record of gold was reported in some specimens which were brought in from Cardup, some 25 miles from Fremantle. Though this area was investigated, it would appear that all the gold had been contained in the specimens and nothing further was found, though the report had been the cause of a small rush of people interested in gold.From time to time specimens had been brought in by various people from the district east of Northam, and in 1861 a reward emanating from private sources was offered for the finding of gold within a radius of 150 miles from Perth. The Government at this stage took an interest in exploration for gold and in the same year supplemented this privately offered reward on a £ for £ basis. The Government also, about this time, commissioned a practical miner, with prospecting experience in the Eastern States, to examine the country between Albany and Northam with a view to the possible existence of goldbearing veins in that area. Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! A President, soon after he is appointed, sees looming ahead of him the Presidential Address; and in something approaching despair wonders what he can possibly talk about which might hold the interest of his audience. After various casts about, it occurred to me that perhaps prospecting, and more particularly prospecting in Australia, might provide a subject. This is because, 'in the first place, 'prospecting is passing from the stage of chance surface discovery to that of systematic search applying scientific methods to theproblems involved, and in the second, it is the section of the industry with which I have been concerned through much of my: working life. As it makes an address of this sort more interesting if it includes specific reference to actual experience, I hope you will bear with me in such references to actual prospecting as I may use to illustrate the argument. Prospecting has always carried the glamour of sudden wealth. The picture of the prospector engaged, perhaps for years, in fruitless search suddenly coming on riches beyondhis hopes is, deeply etched in the Australian imagination. In few other places has the fervour of prospecting run higher than it did in Victoria in the generation beginning little more than a century ago following the discovery of gold.People arrived from overseas in great numbers. Most of them proceeded to: the goldfields. They moved in thousands from new find to new find. In 'so doing' they determined much of the course of the State's development. The experience of prospectors led them to formulate all sorts of theories little impeded by awkward facts, to account for the apparently unpredictable occurrence of gold.The ideas which men followed, occasionally to success, and which they were prepared to back with all they had were strange and, various, many stories are told of them.

There was a time, in the memory of some here tonight, when the annual meeting of The Institute was a nostalgic occasion. Often, in the 1920s, there was comment on the decline of Australian mining and on the lack of new mineral discoveries. When some of our Presidents prayed then for a new Bendigo, and instead were given a Mount Isa, they were justifiably disappointed because of the vastly different capital requirements.In 1967 the mining picture is very different. The recent mining developments in Australia are certainly as important as several Bendigos and several Kalgoorlies. The mining industry in Australia has never been more dynamic than today (Table 1). And if we ask why it is so dynamic, the answer lies in the role which overseas capital is playing in the industry. The contribution of overseas capital should concern us not only because we are members of the mining and metallurgical profession, but also because we have a duty to make our profession contribute as much as possible to the well-being of Australians. It is not sufficient to argue that overseas capital is good for the mining industry; we must also examine whether it is good for the economy and the nation. In this context the current criticism of the inflow of overseas capital into Australian mining is useful, for it gives us an opportunity to see what has resulted from the inflow.In discussing this question I do not suggest that we emulate Captain Hancock, that legendary Moonta mine manager who, according to Oswald Pryor's cartoon, used to say to his miners: "When I say a thing is, it is, even if it isn't". The question can only be discussed on a factual basis; and I would submit that many of the important facts relating to overseas capital in our mining industry are often overlooked or ignored. I would further submit, on the basis of these facts, that Australia's present day mining industry has been largely built on overseas capital and that the overall benefits of that capital to Australia have been enormous.

At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

WE assemble again today in this comfortable, hospitable Inn to begin this, the 58th, Meeting of our Society. It is just a year ago when last we met but that year was, probably, the most portentious year in the whole history of mankind. In that year, the German 'Atlantic Wall' was broached, the Rhine was crossed, and Germany, as a Nation, has ceased to be. The agony of Europe is over; convalescence may be, probably will be, slow. But blood no longer flows in Europe. Time will heal the sores, cover the scars, regenerate the industries, rebuild the cities, and re-establish the people. True, the war of all wars is not yet over. True, a bloody conflict remains . But, the power of the United Nations now converges on one target. The rain of blood will be heavy. We can hope the storm will be short. The sun is on the horizon. The light of peace 1s in the sky. What of that Peace? Are we ready for it? Have we a 'sure foundation ' for our future world? Are the footings under that foundation broad and substantial? Can we look forward with confidence to a lasting peace and a fruitful life? The United Nations, even as this is being written, are in conference in San Francisco, placing the footings, rearing the foundations for a world edifice. There are bickerings; there are jealousies. The world is tired, and a tired family always squabbles. We can, we must, believe that the decisions they make, the edifices they rear, will be better than anything we each could effect separately. It will be a compromise, probably; it will carry things that will hurt us, just as it will carry things that will hurt others. We can, we must, believe that the good of the whole is a greater good than the good of the part. Each Nation within the United Nations must sacrifice something, each part of each Nation must sacrifice something, each individual within each part of each nation must contribute something, if the whole is to be wholesome. Sacrifice and contribution must be the order of the day if the New World we are about to build is to be worth while. What of Nova Scotia? The world has travelled far in the last year; how far has Nova Scotia gone? Canada has preparations for the Peace under way; what has Nova Scotia done? Is Nova Scotia preparing counter measures for the sacrifices it must make? Is each of us ready to contribute his share?

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. My opportunity to serve as President of the prestigious Southern African Institute of Mining and Metallurgy (SAIMM) was made possible by an Anglo American scholarship 39 years ago—a pivotal moment that set me on a career path spanning various roles and start-up ventures in the mining industry. Over the past decade, I have been privileged to broaden my experience by consulting across diverse industries globally. This exposure revealed something profound: what I had previously considered mining-specific challenges are, in fact, universal across many sectors. At its core, a mining operation is a complex system of interconnected activities—from exploration through mining operations like drill and blast, load and haul, to beneficiation, and outbound logistics. My cross-industry work has clearly shown that diverse sectors, such as chocolate manufacturing, tissue paper production, toilet paper converting facilities, labgrown diamonds, or high-tech equipment lifecycle management, all rely on value streams of interconnected activities to transform products. The objective is to maximise throughput while effectively managing performance variability. The primary difference lies solely in the specific technical expertise required for each industry, such as chemical, mining, processing, or metallurgical engineering. Across all these industries, I have observed a consistent pattern, that is, performance is primarily driven by individual efforts, where people react and work diligently as situations unfold in real-time. General managers and their teams often operate tactically, focusing on explaining yesterday’s poor performance rather than proactively setting up operations for success. This often resembles an ‘‘under-7s soccer match’’, with everyone chasing the ball. The common response to issues is to add more ad hoc meetings. This effort-driven organisational behaviour persists regardless of whether operations are greenfield digital manufacturing facilities, advanced digital mines with advanced process control, or operations run on paper and Excel spreadsheets for data acquisition. Paradoxically, more real-time data can lead to increased data noise, greater indecision, and sometimes, lower performance. Despite value streams often operating significantly below capacity, organisations continue to invest heavily in additional equipment or in ‘‘glossy brochure promises’’ of Industry 4.0 digital technology and real-time data solutions, which frequently fail to deliver value. This leads to a critical question: Have we underinvested in our most valuable resource— people? Even Tesla faced this challenge with their underperforming fully automated Model X facility. We must shift our focus to designing the ecosystem, or operating model, of our organisations. This extends beyond the traditional triad of people, process, and technology, and moves beyond simplistic views of change management. Artificial Intelligence (AI) has the potential to add significant value, but it also introduces another layer of complexity into designing the organisation of the future. My full presidential address below at the SAIMM AGM discussed the symptoms of an effort-driven organisation and covered the fundamental building blocks and requirements of an operating model, including recommendations on implementing a people-centric approach.

Coal has been at the forefront of mankind?s drive to improve his quality of life and also for sustainable development, from the Industrial Revolution onwards. The international coal industry today is large, with some 3,7 billion tons being produced and consumed in 1997. South Africa is an important participant in the coal industry, selling some 220 million tons in 1997 of which 64 million tons were exported. It is the second-largest thermal coal exporting country in the world. Despite the size of the world coal industry, it is not immune to change. The address examines growth projections for the industry and the change drivers that will impact on it in the future. Environmental pressures, the most important of which being the climate change debate, the Kyoto Protocol arising from this debate and the development of clean coal technologies, to reduce the impact of coal production and usage on the environment are considered. Other major change drivers considered are competition from other sources of energy and that between coal producers, the deregulation of the electric power industry, corporate restructuring and for the South African producer, legislative reform. The declining (real term) coal price, the consequent squeeze on margins and the need for producers to actively contain costs is covered. Technology has, in the past, been the driver behind the growth and change of the South African coal industry and its future role in ensuring that coal is the fuel of choice for continued improvement in standards of living and economic development is addressed.

To establish safety within a diverse team, there is power in relationships and connections. This study will first and foremost review theories in literature as to why diversity and inclusion are so important and the value that diversity brings to our industry. The study also recommends a few focus areas for improving diversity and inclusion in the industry.
