The individual or company director who ignores his or her obligations under the Resource Management Act 1991 and under the proposed hazardous substances legislation, ignores them at their peril. Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. "Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

With the success of their existing casino operation on the Ohio River in Lawrenceburg, Indiana, the Indiana Gaming Co., LP planned a major expansion of the current facilities. This expansion includes a second 1400+/- car parking garage, a new surface parking lot, elevated walkways, and a new floating casino that will double their present square footage and consolidate all of the gaming activity to one floor. In March of 2006 Richard Goettle, Inc. was awarded the general contract to construct a 260? x 520? boat slip for the new Argosy VII floating casino. An Open Cell® bulkhead system was specified as the means for constructing the new slip. Our contract included the purchase and installation of 300,000 square feet of PS27.5 sheet pile, excavation of 230,000 cubic yards of soil, and a 3300 square foot Mechanically Stabilized Earth wall.

Considered problems: elaboration and implementation of resource-saving technologies, low-cost support systems improvement, openings security and support, based on wallrock condition control with supreme implication into the rock pressure occurrence counteraction work. Results of analytic and underground investigations using computer simulation of the finite elements in order to calculate stressstrain state of the multivariable geomechanical systems are presented. Solutions of concrete objectives are found using spatial geomechanical model of solid motion around openings, considering real geomechanical parameters formation of support forms with proper conditions of their contact and real mechanical characteristics. Ultimate solutions of resource-saving technologies implementation based on the analysis of multivariate vertical, horizontal, and reduced stresses components calculation and also near-contour rock, support bearing components and security constructions movements are found. Results of experimental investigations of combined supports and security constructions, which increase openings' stability in difficult conditions of flat coal seams are presented.

"It is not surprising that the most popular key takeaway from the Developing Diversity in Mining workshop (see box) held on the first day of the SME Arizona Conference in December was, “Have more parties!”The adage that mining professionals work hard and play hard was clearly demonstrated at the two-day conference in the JW Marriott Tucson Starr Pass Resort & Spa in Tucson, AZ. Nearly 550 participants, some of whom had left behind frigid temperatures and thick parkas in their hometowns, attended a full slate of technical sessions, shared industry experiences and knowledge, reconnected with buddies in the industry, and made strategic new contacts in the conference’s collegial environment, aided by the mild Arizona winter.To start off the technical sessions, John Mansanti, president and chief executive officer of Crystal Peak Minerals and 2017 SME president, entertained a packed lecture room with his keynote lecture on “Tariffs, Embargos, and Cartels ... Oh My! A Perspective on Potash.” Mansanti gave the audience the benefit of his more than 35 years of experience at companies including Barrick Gold, Newmont Mining Corp., Placer Dome, Freeport-McMoRan and Intrepid Potash, where he was senior vice president for operations, technology and strategy. At the luncheon, Justin Cross, general manager of Freeport-Mc- MoRan’s Bagdad operations, spoke on how the role of a leader in mining is transforming from one based on technical expertise to one based on the ability to collaborate, to lead and to adapt to changes in technologies and skill sets, in his talk on “Knowing When to Learn, When to Lead and When to Manage.”"

The 2002 Arizona Conference was held Dec. 8 and 9, 2002, at the Doubletree Hotel at Reid Park in Tucson. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The meeting featured a keynote address, a distinguished lecture and about 30 technical papers. As was the case at the 2001 meeting, the economy, the price of copper and foreign competition continue to be the hot topics of discussion among the attendees. The domestic copper industry still faces challenges due to low copper prices dictated by the world market and because of a weakened domestic economy. There continues to be concern about the Arizona region’s copper industry in light of the mergers, downsizing and shutdowns that have occurred during the past several years.

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

Since 2008, Arrium has been developing and commissioning a new low-grade hematite ore benefication plant (or OBP) at its Iron Baron mine site.The Iron Baron mine, which was closed in the 1990s, could not consistently yield the high-grade hematite required for pelletising. However, in todayÆs market, the 12 Mt of waste dumps represent a significant low-grade hematite resource, ideal for benefication.Initially, an internal scoping study and several sampling campaigns were conducted to determine the ability to upgrade the available low-grade dump material to a product suitable for export. Test work was conducted at Mineral Technologies (formerly CPG), and included high intensity magnetic separation, spiralling and jigging. Due to promising results from a wet processing circuit, Arrium engaged Mineral Technologies to design a flow sheet that could provide 1 Mt/a of a mixture of high-grade lump (-32 + 8 mm) and fines (-8 mm) products for export.With construction of the plant completed in late January 2012, Arrium, in conjunction with Mineral Technologies, began two commissioning phases. Each phase ended with a toll gate to prove the plantÆs capacity to reach rate and desired grade. After an initial period of running on water, feed solids were introduced to the plant and troubleshooting of bottlenecks began. The first toll gate, whereby the plant was required to run for 24 hours at an average feed rate of 200 t/h (80 per cent of design rate), was completed on the 1 March 2012. Further troubleshooting and resolving of issues allowed the plant to steadily increase feedrate while maintaining good availability and grade. The second toll gate required the plant to run for 72 hours at an average feed rate of 200 t/h while meeting grade, yield and water consumption targets. Sampling campaigns were conducted during this period to track the performance of key equipment. Completion of the test, and full handover of the plant to Arrium, was completed on the 21 April 2012.Although the formal commissioning phases had been completed, ongoing optimisation of the OBP continued, ensuring that all major equipment was working to produce the optimum yield and grade. Sampling campaigns were conducted on the jigs and spirals, with results and correlations used for operations documentation.Overall, with successful completion of the final acceptance tests, the commissioning of the Iron Baron OBP has been established as a major success achieving all production and quality targets as per the original design intent.This paper will focus on the successful commissioning and ramp-up performance of the plant however reference will also be made to the key development stages involved with the development of the project.CITATION:Stanton, C and Bannear, M, 2013. The Chelopech Copper/Gold Mine, located in west-central Bulgaria, has been in operation since 1953 producing a low-grade copper/gold concentrate containing up to six percent arsenic by weight. The penalties and restrictions imposed on smelting this concentrate, have seen the past operators of the mine strive to find a balance between achieving acceptable metal returns from the smelters and installing novel or unproven technologies in the face of changing political and economic climates. This paper documents the colourful history of the concentrate processing alternatives that have been investigated and implemented over the 45 year life of the Chelopech Mine, culminating in the high pressure oxidation option that is now the focus of a Definitive Feasibility Study (DFS) presently being undertaken by GRD Minproc Limited. The fundamental chemistry of the preceding alternatives is outlined followed by a discussion as to why each was ultimately not employed. A detailed description of the technology proposed in the DFS is given including: pressure oxidation, arsenic fixation, SX/EW copper recovery, CIL gold recovery and AVR/SART cyanide/copper recovery processes. Two complex copper concentrates and one arsenical nickel concentrate were oxidized in simulated flash smelting conditions using a laminar-flow furnace. The concentrates contained tetrahedrite as Sb-bearing mineral and arsenopyrite and gersdorfite as As-bearing minerals. At high temperatures and low oxygen potentials, Sb tended to vaporize, but with high oxygen potentials it was captured in mixed oxide phases with copper and iron. Arsenic was found to follow antimony in copper concentrates, although with less sharp contrast between low and high oxygen potentials. In the nickel concentrate studied, arsenic was found to vaporize from the gersdorffite particles and, subsequently, condense on the other particles.

Arsenic is a metalloid which has attracted great environmental scrutiny in recent decades. Moreover, its control and deportment is becoming increasingly important in the metallurgical processing of modern complex ores and concentrates. As such the authors of this publication have a combined professional experience of well over 100 years in the study and hydrometallurgical treatment of arsenic. Hence, this paper will cover arsenic fundamentals along with a review of technology for removal, fixation and stabilization. Finally, an application of industrial Alkaline Sulfide Leaching (ASL) of a copper enargite concentrate will be elucidated.

"Ore grades are declining and getting more complex around the world which not only complicate the ore processing but also produce new type of requirements to manage the produce waste streams. One specifically problematic and increasingly identified element in waste streams produced in mining and metallurgy is arsenic.Arsenic is a compound that has no significant market value, but that needs to be removed from ores, concentrates and other process streams because of environmental or process technical reasons. One example of a removal process is partial roasting of high-As sulfide concentrates, originally developed by Outotec. In this process the arsenic is volatilized in the gas phase and thus separated from the solid material, i.e. the calcine. If the arsenic is recovered by wet methods the process gas is quenched and all arsenic needs to be stabilized in the effluent treatment plant.Outotec has developed ferric arsenate precipitation as a method to produce stabile arsenic residues from wet gas cleaning effluents. Iron based precipitates, when correctly produced, can meet typical landfill criteria measured with different types of leaching methods meant for characterizing the arsenic dissolution behavior from the precipitates.In this paper partial roasting of sulfide concentrates with arsenic volatilization in combination with ferric arsenate precipitation is discussed from the perspective of producing wastes that can meet the stability requirements set by common leaching tests methods, TCLP and CEN. These leaching test methods set the normative landfill requirements for most operations generating arsenic containing wastes. A typical flow sheet of Outotec® Ferric arsenate process is discussed with results showing the importance of correct process control and sequence on producing arsenic containing waste that can meet the landfill disposal requirements."

THERE were produced in this country in 1923 probably in the neighborhood of 12,000 or 13,000 tons of refined and crude arsenic, by far the greater portion coming as a by product of smelting operations. Early this year copper smelters were producing arsenic at the rate of about 425 tons per month and lead smelters at the rate of 7;0 tons per month. During the entire eighteen years prior to 1919, there were produced in the United States only 47,000 tons of arsenic, which amounts to only 25 per cent. of the present output. The great increased demand has come about through the augmented use of arsenates as insecticides and arsenates as weed killers. In an extract from "Mineral Resources of the United States" on "Arsenic in 1922," Messrs. Heikes and Loughlin say, "The minimum possible demand for arsenic in 1923 was estimated at the end of 1922 to be about 13,000 tons, including 2000 tons for plate glass manufacturers, 3000 tons for lead arsenate, 3500 tons for calcium arsenate, 1500 tons for weed killers, 1200 tons for Paris green, 1000 tons for sheep dips and 750 tons for proprietary mixtures. More recent information, however, indicates twice as great a demand for calcium arsenate." The latter has found great use in the last three or four years as a weapon to combat the boll weevil pest of the southern cotton belt. ~t the present writing refined white arsenic is being quoted on the New York market at from 13)d c. to 1455 c. per Ib., while the average price during the eighteen-year period just mentioned was 4.8 c.

The basic chemistry of a1•senic related to its dissolution and subsequent precipitation in gold-mine waste waters is discussed. The lime addition methods provides the most economic treatment of arsenical slurries, but requires a careful control of the oxidation of Asm into Asv, of the pH (>12) and the filtration of the precipitate. If arsenic levels below 0.5 mg/ l are required, a modification of the method by phosphate addition must be considered.

"Groundwater inflow into underground constructions may cause hazardous working conditions and environmental problems. It is essential to localize and characterize potential flow paths and to estimate the amount of water leakages, so that appropriate sealing works can be performed. Estimating the amount of water ingress is a multi-phase process starting from qualitative and quantitative examination of rock mass. Due to association of uncertainty, vagueness and incompleteness with the monitored data set, particularly resulted from the in situ tests, accounting relevant approaches such Fuzzy Logic and Recurrent Neural Networks, are proposed in this research for learning acquisition, extraction of rules and prediction of behaviors. The computational set of artificial tools permits using the complex information entities or information granules (rock types, geologic structures, hydro-fracture potential) for data abstraction and derivation of knowledge from records (numerical or linguistic format). This is more a theoretical perspective than a set of methods or principles. As a theoretical perspective, this proposal encourages an approach to data that recognizes and exploits the information present in indexes at various levels of resolution or scales. In this sense, it encompasses the methods which provide flexibility and adaptability in the resolution at which knowledge or information is extracted and represented. The product of merging these tools is a 3D artificial-mapping of rock classification (Qi-system), geological conditions and Lugeon units that permits, as far as possible, to understand more and better the flow behavior."
