Nickel laterite pressure acid leach plants and reduction roast plants have had a checkered history in their engineering, construction, startup and operational reliability. Many potential projects have been the subject of detailed studies over the last thirty to forty years but relatively few have advanced to commercial production. Four reduction roast plants are currently operating, an additional one was partially constructed but never completed, and another was started up in 1974 and shut down after 12 years operation. Three acid leach plants have been built and commissioned in the last five years, trying to follow the example of the Moa Nickel plant in Cuba. An additional acid leach plant project is currently on hold, following limited construction work, its future subject to review by the owner because of potential cost over-runs. This paper attempts to discuss difficulties that may be encountered as a project is developed and will address factors which may affect production ramp-up schedule, long term production performance and overall production success. Comparisons are made with ramp-up performance at other large metallurgical plants that employ some comparable unit operations. Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. The microtunneling project for the State of Hawaii's Natural Energy Laboratory (NELH) facility in Kona, Hawaii, was awarded to Nova Group Inc., Napa, California. Nova has developed both microtunnel and deep pile cofferdam experience. Both of which would be required for this project. The project was designed by Makai Ocean Engineering of Honolulu as a continuation of the Ocean Thermal Energy Project (OTEC). The world's first OTEC plant has been successfully operational at NELH since 1982 netting approx 50 kw of usable electric power from a gross generation of 210 kw. A second plant designed to draw 39°F cold water from 3,000 ft below sea level and produce a gross output of 1 mw with a net 500 kw of usable power required 2 - 54 in. finished diameter pipelines. An ongoing problem with earlier offshore pipelines has been the damage to the near-shore pipes within the surf zone. The necessity for a deeper connection between the land based pipe and submerged sea pipeline was obvious. Earlier pipelines had been drilled and shot through the shoreline. This process was only practical at shallow depths. Makai Ocean Engineering and the NELH scientists looked at different methods to get the pipeline through the shoreline at a depth of 80 ft below sea level. Double rotary drilling combines continuous flight auger drilling with a casing for producing a cast-in-place pile. When producing a pile an outer casing and an auger (hollow auger) rotating inside the casing are driven into the ground in counter-rotation. The outer casing serves to support the surrounding soil and the inner auger excavates the drilling cuttings to the surface inside the casing. After reaching the projected drilling depth concrete is pumped through the hollow stem of the auger and outer casing and auger are extracted. After their complete extraction a reinforcement cage can be inserted in the fresh concrete. Compared to Kelly drilling the double rotary drilling method offers numerous advantages, including, for comparable diameter and length, shorter production times and higher accuracy (pile inclination and excess concrete) combined with increased occupational safety and lower noise emissions. Moreover, pile tests have proved that piles produced by double rotary drilling feature higher axial load-bearing capacities than comparable piles produced by Kelly drilling. This article offers an overview of the basic theoretical principles of double rotary drilling lists the required and currently available machinery and, finally, discusses the results and conclusions of a current jobsite.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

As the world continues to face the turmoil of the economic environment, legislative prerequisites and physical conditions the intervention of technological development is vital for the continuation of the ancient source of revenue: mining. The Palabora underground mining project is a state-of-the-art shaft mining system that will prove to be a benchmark in its field for years to come. An integration of modern technology?both in application and development?has resulted in a shaft system that is intrinsically holistic. Every aspect of the mining and production process has undergone thorough investigation, simulation and innovation to ensure that every component is selected by design and not simply conforming to past practice or trends. The process philosophy includes proven technology such as to promote the lowest operating cost and process time with the highest yield. The underground mining system is in the final stages of commissioning and will shortly be producing a nominal 30 000 tons per day with a predominantly automated system. This paper discusses the complete state-of-art shaft system developed for the Palabora underground mine, and refers particularly to the headgear, the winders, the conveyances and the shaft guide system, as well as the loading system developed specifically for the high performance requirements of the mine.

Electroslag remelting (ESR) today and into the future, will still be the main process for producing high-quality ingots by suppressing segregation, not just refining chemical composition from impurities. This paper analyses state-of-the-art electroslag refining with a focus on ESR with consumable electrodes, and recent technology with liquid metal supply (ESR LM) in view of their refining abilities and development trends, taking into consideration that the size of the ingots required by industry continues to grow, and the composition of new materials sophisticates to withstand increasingly higher mechanical and temperature loads . The yield of suitable metal in large ingots produced by conventional casting is low due to problems of element segregation by height and crosssection. For example, conventional ingots for nuclear powerplant rotors today reach nearly 700 t in weight. Attempts to directly replace such giant ingots with big-diameter ESR ingots weighing approximately 400 t were also unsuccessful because of growing segregation. Modern ESR equipment and technologies produce 200–250 t of ingots of satisfactory quality, reaching 2.5 m in diameter, implementing the change of consumable electrodes during remelting to increase ingot length. Another way to mitigate segregation is to enlarge the smaller diameter ESR ingot by a 500– 800 mm coaxial layer to the desirable diameter by ESR in the current-supplying mould (CSM). Modelling and experiments prove that refining from impurities and non-metallic inclusions at ESR most effectively occurs at the slag bath and liquid metal pool interface because the ESR LM has provided the same desulfurisation. ESR’s special refining capabilities in CSM come from the much longer time of LM residence shown at titanium purification from hard-melting nitride inclusions that are unremovable in vacuum arc remelting (VAR) and electron beam melting (EBM). Implementation of ESR technologies in CSM, especially with LM supply, is prospective to produce heavy enlarged and hollow forging ingots with prevented development of segregation due to dividing cross-section and reducing overheat of solidifying metal.

The U.S Bureau of Mines is conducting research to develop improved guidelines for selecting the type and pattern of roof support in different geologic environments (Mucho, et al., 1995). As a part of this wider research effort, a multifaceted ground control investigation was conducted at the Diamond TB Mine of RoxCoal, Inc. The study included statistical analysis of mine-wide roof bolt performance, instrumented bolt test areas, stress damage mapping, and pillar design analysis. The mine employs state-of-the-art continuous miner technology, including mobile roof supports and continuous haulage, to retreat mine the Lower Kittanning Coalbed. A herringbone section design makes the stability of the center belt entry critical to efficient retreat mining. Roof cutters formed during section development sometimes set up unstable immediate roof conditions in advance of the belt entry mobile roof supports during retreat mining.

The understanding and the development of sound theoretical basis concerning the pile foundations has been phenomenal during the past few decades, considering the thousands of years the piles have evidently been in use. The importance of the quality assurance and the need for verification of load bearing capacity is being further reinforced rather than undermined by these developments. This is evidenced by significant developments made in the pile load test technology in recent decades, making it possible to make judicious selection of a test method, or a package of test methods, suitable for a given situation. The selection depends on the objective of carrying out the test and the reliability desired. Presently, the possible selection ranges from dynamic to static methods. The extent of dynamic effect in a test can be reckoned based on a dimensionless parameter defined as the 'relative duration'. Examples of different load tests are given for illustration of the different methods currently in use.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

SOME of the more important properties of finished materials are strength, ductility, toughness, resistance to alternating and repeated stresses, etc: Of these, the property that appears to have received the least consideration, at least in this country, is toughness, which is clue, possibly, to our regarding toughness as a qualitative property or, at any rate, as one that, parallels ductility. This arises out of our greater experience with the simple carbon steels in the rolled or forged (non-heat-treated) condition which, qualitatively, are tough if ductile and are not tough if brittle. In this way we have erroneously become, accustomed to judging the toughness of a material from its behavior in the tensile or similar test. The point of view presented in the present paper is that toughness, like hardness or tensile strength, should be regarded as an independent property and of sufficient importance to require, in so far as that may be possible, quantitative determinations. If such be true, it becomes at once necessary to devise experimental means for measuring, or valuating toughness, and the notched-bar impact test (the Charpy test) is advanced as the most logical test that has so far been developed for this purpose. It is further advanced, with particular emphasis, that we have two kinds of toughness to deal with and, accordingly, they will be dealt with independently. CLASSIFICATION OF MATERIALS ACCORDING TO TOUGHNESS Toughness has been defined somewhat as follows: Tough materials are those that offer considerable resistance to permanent deformation but which, once such resistance has been overcome, may' be deformed plastically, but only by the expenditure of considerable energy. In other words; tough materials may be deformed plastically but they absorb a considerable amount of work in the process. This kind of toughness may be called "static" toughness when the rate of loading is reasonably slow or "dynamic" toughness when the rate of loading is

Static-Load Piledriving systems utilize hydraulic push to advance piles into the ground. Dynamic systems (ie. hammers and vibratory equipment) utilize impact, or vibration, to advance the piles. Static-Load systems are most commonly utilized in situations where noise or vibration would adversely affect the people, structures or equipment located near the site. Static-Load technology is most advantageous in situations where vibration, noise or access constraints make it difficult, risky or disruptive to utilize conventional piledriving systems.

Underground stone mine ventilation is characterized by large openings with low resistances. These mines primarily face three challenges: moving adequate volumes of air, controlling and directing the airflow, and planning ventilation systems that work well with production requirements. Given these challenges, this paper examines the data collected by the Mine Safety and Health Administration (MSHA) to determine the extent to which respirable crystalline silica (RCS) and diesel particulate matter (DPM) are an issue in underground stone mines. Out of 522 sampled mines, there were 108 personal samples exceeding the RCS Permissible Exposure Limit (PEL) during 2000–2020. DPM were more prevalent than RCS in these mines with 382 personal samples exceeding the DPM PEL out of the 929 mines sampled during 2002–2020. Dilution of DPM is usually the defining parameter for design of mine ventilation systems in largeopening underground stone mines. With this knowledge, focused attention can be directed to these mines so that appropriate prevention and mitigation techniques can be utilized to prevent stone miners’ exposure to RCS and DPM and subsequent respiratory diseases.

During the drilling campaign conducted between October, 1942; and May, 1943, to prove the extent of the scheelite deposit worked by King Island Scheelite N.L. at Grassy, King Island, Tasmania, 35 holes were drilled and 606 samples recovered and assayed for their content. Of these, 238 came from outside the limits of the orebody and were for the most part barren, although a few contained some scheelite. The present statistical analysis is made only of the 368 samples taken from diamond-drill cores of the orebody itself.Drilling Pattern and Sampling MethodsFrom the purely statistical viewpoint, it is realised that methods employed in selecting sites for diamong.-drilling, and of collecting samples from drill cores, do not give a completely unbiassed set of data for analysis. Fig. 1 is a sketch plan showing the relativepositions of the drillholes, which were inclined at an angle of depression of 50 deg. The pattern does not conform to a properly randomized and' regularly-spaced grid, the positions of the later holes being determined by the results obtained from previous holes.Statistically, the bias is, therefore, favourable. The unequal spacing of the drill holes and the lack of uniformity in direction of the lines along which the holes were drilled are unsatisfactory from the mathematical viewpoint; but it is realised that these irregularitiesare difficult to avoid in determining by the most economical methods the extent of such an orebody, and are dictated by geological rather than mathematical necessity.Sampling, also, is lacking in complete uniformity. Each sample is approximately 10ft. in length. However, owing to the fact that 100% recovery of core is rarely achieved, and actual lengths of samples taken are ,primarily governed by the length of the drill runs,and secondarily by lithological changes, there is a considerable amount of variation in the sample length.AssayingWith the exception of 28 samples from three drill holes all samples dealt with in this paper were assayed in the Melbourne University Ore-Dressing Laboratory of the Commonwealth Scientific and Industrial Research Organisation. These assays were given to the nearest 0.05% WOg as it was considered that more accurate determination was not possible. This fact has been taken into consideration in the frequency analysis below. The 28 assays determined by the Tasmanian Mines Department were given to the nearest 0.01%.
