The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Ms. Banick holds a BS in Civil Engineering from the University of Virginia and is a law student at New York Law School. She is a law clerk at Postner & Rubin.

I gratefully acknowledge the help of a number of American and Canadian geologists, in both federal surveys and in private firms, who took the time to discuss this problem with me. Hans Landsberg and Bruce Netschert also followed the study with interest and encouragement. In their 1961 monograph, THE FUTURE SUPPLY OF THE MAJOR METALS, Bruce Netschert and Hans Landsberg noted that identified potential resources (that is, known but submarginal resources) of lead and zinc were much lower relative to reserves (that is, known and supermarginal resources) than was the same ratio for other metals.1/ Put another way, it seemed that for such metals as iron, manganese, copper, and aluminum, slightly more favorable economic conditions or modest advances in technology would greatly increase reserves by permitting the exploitation of vest quantities of leaner or deeper or otherwise less valuable mineral deposits. But for lead and zinc, Netschert and Landsberg concluded that either: "(1) there is relatively little material below present cutoff grades; [or] (2) such material exists, but for some reason there are no data.? 2/ This situation, which they called "the lead-zinc anomaly" has been subsequently discussed by other authors. The purpose of this paper is to carry the discussion further by examining the evidence in favor of (1) and (2) and by advancing a third alternative.

Steelmakers worldwide agree that the most efficient and cost-effective solution in BOF steelmaking is to desulfurize the hot metal between the blast furnace and converter. Various methods are currently in use, among which the Kanbara Reactor (KR, using only lime as a reagent), Magnesium mono-injection (MMI, using only magnesium; also known as the Ukraina-Desmag process) and co-injection (using magnesium and lime/CaC2) are leading. These three hot metal desulfurization methods are compared based on metallurgy, efficiency, costs and overall performance. Both available data from literature and experience from Danieli Corus engineers is used for this study. The KR process is able to reach low sulfur concentrations (> 10 ppm) in hot metal and has lower reagent costs. However, due to higher Fe-loss and heavy wear the KR process has the highest operational costs. The Magnesium mono-injection process is very fast due to the use of the reactive magnesium as reagent. Major problems with resulfurization (sulfur levels below 50 ppm cannot be reached) and the violence of the process made that this process could never get a firm foothold in the western steel industry. The co-injection process with magnesium and lime proves to be able to combine the best of both worlds. It can reach low sulfur concentrations and desulfurize fast. Co-injection is also the most flexible and cost effective.

DUPING the last two years, and especially during the last six months, a number of important articles upon the new methods for the desulphurization of galena have been published in the technical periodicals, particularly in the Engineering and Mining Journal and in Metallurgie. I proposed for these methods the type-name of "lime-roasting" of galena as a convenient metallurgical classification,' and this term has found some acceptance. The articles referred to have shown the great practical importance of these new processes, and the general recognition of their metallurgical and commercial value which has already been accorded to them. It is my present purpose to review broadly the changes developed by them in the metallurgy of lead, in which connection it is necessary to refer briefly to the previous state of the art. The elimination of the sulphur-content of galena has been always the most troublesome part of the smelting-process, being both costly in the operation and wasteful of silver and lead. Previous to the introduction of the Huntington-Heberlein process at Pertusola, Italy, it was effected by a variety of methods. In the treatment of non-argentiferous galena concentrate, the smelting was done by the roast-reduction method (roasting in reverberatory furnace and smelting in blast-furnace); the roast-reaction method, applied in reverberatory furnaces; and the roast-reaction method, applied in Scotch hearths 2 Precipitation-smelting, simple, had practically gone out of use, although its reactions enter into the modern blast-furnace practice, as do also those of the roast-reaction method.

WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

INTRODUCTION. IN considering the magnificent success of Mr. Gayley's Bold experiment of applying dry blast to the blast-furnace, whereby , saving of 20 per cent. of fuel per ton of iron is effected, the question arises whether, still further economy in fuel is possible, and, if so, how it is to be attained? The manner in which the heat generated in the furnace is utilized in the production of pig-iron may be determined, by the method of Bell and Gruner, for any furnace for which the necessary data are obtainable ; and the study of the operation,. tinder various conditions, of a number of furnaces, for which such information has been worked out., should enable us to form some conclusion on the subject. The tables and calculations given below cover the operations of several furnaces reported in our Transactions; also the two furnaces using natural and dry blast in ,Mr. Gayley's experiment, for which the heat-equation has been worked out by Prof. Joseph W. Richards in his admirable discussion' of Mr. Gayley's paper, The Application of Dry Air Blast to the Manufacture of Iron, and, finally, various hypothetical furnaces.. "The method of determining coal pillar strength equations from databases of stable and failed case histories is more than 50 years old and has been applied in different countries by different researchers in a range of mining situations. While common wisdom sensibly limits the use of the resultant pillar strength equations and methods to design scenarios that are consistent with the founding database, there are a number of examples where failures have occurred as a direct result of applying empirical design methods to coal pillar design problems that are inconsistent with the founding database.This paper explores the reasons why empirically derived coal pillar strength equations tend to be problem-specific and should be considered as providing no more than a pillar strength “index.” These include the non-consideration of overburden horizontal stress within the mine stability problem, an inadequate definition of super-critical overburden behaviour as it applies to standing coal pillars, and the non-consideration of overburden displacement and coal pillar strain limits. All of which combine to potentially complicate and confuse the back-analysis of coal pillar strength from failed cases.A modified coal pillar design representation and model are presented based on coal pillars acting to reinforce a horizontally stressed overburden, rather than suspend an otherwise unstable self-loaded overburden or section, the latter having been at the core of historical empirical studies into coal pillar strength and stability.INTRODUCTIONThe inspiration for this paper is founded in three statements from two eminent persons in the field of coal pillar strength research, Jim Galvin and Essie Esterhuizen, as follows:Both Salamon and Munro and [the University of New South Wales] based the derivation of their pillar strength formulae on a criteria that the diameter of a panel of pillars, W, had to at least equal the depth of mining, H. This was thought to result in full tributary loading. It is now known that there are some mining environments included in both the South African and Australian databases in which mining span must exceed depth by a considerable margin in order to achieve full deadweight loading. Hence, it is logical to conclude that these data points may have contributed to pillar strength being overestimated by Salamon and Munro and UNSW (underline added by authors). Normally, this should be of no consequence because it is reflected in the probability of design success associated with any given safety factor (Galvin, 2006)."

"In regular CIL circuits, activated carbon is used for two purposes: avoiding solid/liquid separation after cyanide leaching, and minimizing gold losses in the tails. The carbon distribution and gold profiles in the successive CIL stages are operating variables, not objectives. When the CIL feed contains a preg robbing constituent however, such as native carbon, there will be competition for gold cyanide and this conflicts with minimizing of losses of gold to CIL tails. This paper examines some of the limitations of activated carbon in CIL circuits handling preg robbing Carlin Trend ores.INTRODUCTION Carbon-In-Leach (CIL) has been a great success treating regular gold ores, but the technology is still challenged by preg robbing feedstocks. Little information is available in the gold milling literature on CIL gold extraction from “free” milling gold ores which are preg robbing, or on autoclave discharge (POX’ed) slurries of double refractory ores. Neither feedstock is readily available for experimentation. No literature reference could be found describing deliberate modifications to CIL operations or CIL circuits due to the presence of two types of carbon: “native” and activated. There is some literature on the gold cyanide adsorption activity of native carbons (Schmitz, Duyvesteyn, Johnson, Enloe & McMullen, 2001). Various tests have been devised to measure this activity, commensurate with CIP and CIL practices (Tretbar, Arehart & Graves). In this paper, the term “native” carbon indicates (severely) preg robbing carbonaceous materials found in gold ores. There is considerable literature on the gold cyanide adsorption activity of man-made “activated carbons”. Various tests have been devised to measure this activity, commensurate with CIP and CIL practices. These tests are comparative, i.e. results relate to a standard carbon and depend on the test methodology and carbon history. The test results are equilibrium oriented, hence of limited value to CIL circuit designers or plant operators handling preg robbing solids; in CIL circuits most carbons are not loaded to capacity. Information on gold cyanide adsorption and desorption kinetics might be more relevant and that is one subject explored in this paper."

There is no question that the latest interest in lithium has been driven by the potential development of the electric car. This stimulus prompts one to recall two symposia: 1. ?Lithium Resources and Requirements be the year 2000?, organized in 1976 by the U.S.G.S. in Denver (1) and the sequel 2. ?Lithium ? Needs and Resources? at Corning, N.Y. (2).

This paper reviews the gold mining history and recent exploration activities on a number of beaches in the Catlins area of coastal South Otago. Past mining history and recent sampling indicate the presence of economically significant concentrations of placer gold, as well as anomalous PGM, and various heavy mineral species. A local source for this placer mineralisation is considered a strong possibility, along with a contribution from the Waiau River catchment via longshore drift. Blacksand beds in Jurassic sandstones of the Southland Synclinorium may represent this local source of mineralisation on the modern beaches. The possibility of placer mineralisation extending onto the inner continental shelf is also considered. Further exploratory work is justified, both for in situ Jurassic blacksand deposits, and to delineate mineralisation in the modern beach and inner shelf environment.

During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has been evaluating developments with surface support liners which includes shotcrete and thin spray-on liners (also referred to as sealants, coatings and membranes) from a ground control perspective. The proper selection and use of a surface support material can significantly enhance ground control which may result in a decrease in worker related injuries due to ground falls. The purpose of this paper is to evaluate the preliminary findings of a long-term underground study of various types of surface support liners, and to examine installation practices that are critical for an effective liner material application. The underground study utilizes NIOSH’s Lake Lynn Laboratory Experimental Mine to evaluate the long-term performance of several types of shotcrete and thin spray-on liner materials. Liner material performance to date was evaluated on a regular basis over a three year period. Although the study is still ongoing, critical mining practices were identified that may seriously affect the bond of the liner material to the mine roof and rib.

Arsenic in mineral processing solutions and effluents is commonly removed and immobilized via iron(III)-arsenatecoprecipitation. The effect of re-crystallization of 2-line ferrihydrite on the long-term stability of iron(III)-arsenate coprecipitate is still not fully understood. This work investigated the redistribution of arsenic and iron during 2-line ferrihydrite transformation at different pHs and temperatures over time. X-ray diffraction (XRD), transmission electron microscopy (TEM) and chemical extraction were employed to characterize the crystallinity of the iron oxyhydroxides. Results showed that the amount of arsenic released into solution during aging increased significantly with increasing media pH.

The full realization of the potential of computers in geological in- formation system demands new approaches to the machine representation of information. At the same time, the feasibility of such a system, particularly in commercial field, demands greater freedom in input preparation and a degree of standardization in the arrangement of subject matter system. The paper describes some of the basic notions of project "GEOSEMANTICA 70". The aim of the project is to devise means of storing real geological informations in a machine rather than the representation of the information in human language form. This is seen as the only long-term solution to the problems of the complex vocabulary of geology and the complex syntax of geological description. Effectively, a machine language is being defined, consisting of a set of symbols and a date structure for representation of geological and related information. Beyond this, is the definition of a set of rules allowing the use of constrained text as an input/output medium. The investigation is oriented primarily to the representation and handling of information about mineral deposits and the associated geographic, economic and engineering information.

The Macraes Mining Company Limited was listed on the New Zealand and Australian stock exchanges in January 1990, and the proceeds of the float were used to purchase a 70 per cent interest in the Macraes Gold Project, previously owned by BHP Gold Mines (NZ) Limited. Macraes Mining has had a 30 per cent interest in the project since May 1984, when it was incorporated. Project financing in the way of a gold loan was secured in February 1990 and construction commenced shortly afterwards. The mine construction activities were completed within nine months and the mine commenced operations in October 1990.

DEPOSITS of iron are widely scattered in the folded Cretaceous rocks and the associated igneous intrusives of Puerto Rico. Most of them are too small for commercial development, but a few have aroused some scientific and economic interest, among them the large body of residua] limonite at the west end of the island near Mayaguez1-6 (Fig. 1) and the mixed hematite and magnetite deposit on the southern slopes of the Sierra de Cayey, about four miles north of Arroyo.7-9 Neither of these orebodies has been developed, nor have investigations of the widely distributed deposits of magnetite, which include all the remaining occurrences of iron deserving of economic consideration, proceeded beyond the exploratory stage. With the possible exception of the mixed deposit near Arroyo, the magnetite is directly associated with andesitic and dioritic intrusives, which invade the Cretaceous rock section, and the bulk of it, occurring in calcareous sediments, is clearly of contact-replacement origin. In recent years the production of steel from directly reduced iron ore pellets has expanded rapidly. However, continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Although at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for direct reduction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluation of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those designed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of parameters such as reducibility, swelling and sticking tendency, however, it is necessary to develop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

The paper describes a technique that has been developed by the Health and Safety Executive (USE) to make an assessment of the effectiveness of Health and Safety (H and S) management at complex sites. The paper then describes how the technique was adapted and used for the first time at a large coal mine. The results highlighted certain deficiencies in the safety management system, allowing directed advice to he given to management.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. A Discussion of the paper by Mr. James P. Roe which was read at the Washington meeting, May, 1905. MR. C. EDWARD STAFFORD, Chester, Pa.:-During all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horse-shoes and in the making by Dr. Otto Wuth's process extremely pure low phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces to make extra locomotive fire-box steel. I have also seen the Dank's puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Dank's blooms were made solely for open-hearth melting-stock to which they were well adapted ; the unavoidable presence of bits of ore-fix imbedded in the mass of the, metal always prevents the profitable manufacture of merchant iron from Dank's blooms. With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a. height of 17 or 18 ft. above the general level; the oscillation (65° each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine.
