AN EDITORIAL on the Strike Situation in the Coal mining industry in the New York Evening Post of Nov. 4, 1919, gave what purported to be statistics of the Department of Labor, for a period of two weeks, which showed an average for the year, based on these two weeks, of 32% hours per week. This mode of arriving at the number of hours per week, while not accurate, is not so far off from the facts as to call for any special comment. The report of the U. S. Geological Survey, Department of Coal Statistics, give so the number of days worked in 1917 as 243; reducing the same to hours per week, assuming 8 hours per day, shows a weekly operation of mines at an average of 36J4 hours. But this assumption is not exactly correct, for the reason that it is not very often that the miners work the full 8 hours per day. There are many explanations for this, but it is not pertinent to this statement to discuss them now, as the important thing to consider is whether a 30-hour week would be for the best interest of not only the men themselves, but the public or country in general.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of 'tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

Money is like an arm or leg-use it or lose it." -Henry Ford INTRODUCTION If it were not for the existence of interest, the analysis of investment opportunities would be greatly simplified. In the absence of interest, investors would be indifferent as to when cash outlays are made or cash benefits are received. It would, in fact, be irrelevant whether the outlays preceded or followed inflows as long as both amounts are known with certainty. Of course, it does make a considerable difference whether, for example, a firm receives $1 million now or five years from now. The reason is that money does, indeed, have a value which is a function of time. Interest is how this time value is measured. Interest is generally defined as money paid for the use of borrowed money. In other words, interest is the rental charge for using an asset over some specific time period. The rate of interest is the ratio of the interest chargeable at the end of a specific period of time to the money owed, or borrowed, at the beginning of that period. In order to understand why interest exists, it is necessary to take the lender's viewpoint. The lender can justify charging interest for several reasons: 1) Risk: The lender is faced with the possibility that the borrower will be unable to repay the loan. 2) Inflation: Money repaid in the future will be in units of lower value due to inflation. 3) Transactions Cost: There will be expense incurred in preparing the loan agreement, recording payments, collecting the loan, and other administrative tasks. 4) Opportunity Cost: By committing limited funds to one borrower, a lender is unable to take advantage of other available opportunities. 5) Postponement of Pleasure: By lending money, an individual (or organization) is postponing the pleasure which that money could purchase. Each of these is a valid reason for a lender demanding interest from a borrower. The level of interest is, like the price of other assets, determined by supply and demand. Nonetheless, from time to time various analysts have taken a then current average interest rate and broken it down into the components described previously.

The brecciated dolostone-hosted (Mississippi Valley-type) and associated shale-hosted stratiform Pb-Zn deposits at McArthur River occur adjacent to a major syndepositional fault, the Emu fault. Base-metal zoning, mineral parageneses, and Pb and stable isotope ratios indicate that both types of deposits formed contemporaneously from metalliferous brines that flowed into the host sediments from the Emu fault. Derivation of brines from underlying evaporitic sediments is suggested. Geochemical evidence indicates that the mechanism of ore formation was sulfate-reduction coupled with oxidation of organic matter. The textural relationships of stratiform sulfide mineralization to diagenetic dolomite concretions, chert blebs, volcanic glass shards, and inter-ore breccia beds, indicate that the reactions proceeded diagenetically within about 100 m of the sediment/water interface.

The term "titaniferous magnetite" is used to designate those magnetic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non-titaniferous ores. The former method involves a physical process, the latter a chemical process.

The expanding: demand for ilmenite for use in the manufacture of titanium pigments, the knowledge that much of this raw material comes from distant points and therefore has to include a heavy freight charge in the price of the delivered product, and the further knowledge that ilmenite occurs both in the crystalline rocks of northern New Jersey and also in some of the Triassic igneous rocks, were considerations which led to a search for ilmenite-bearing sands in southern New Jersey. That this search was successful is now history, and it is the senior author's privilege to state here that most of the credit belongs to his associates who did all of the heavy work of hand-augering for samples, and who made all of the heavy-mineral separations. We all are grateful to members of the Department of Geology at Rutgers and Princeton Universities for the use of equipment which enabled us to evaluate certain samples from our ilmenite exploration program. In addition, we wish to express our appreciation to many companies for their cooperation and for their permission to publish mineral and chemical analyses. We also acknowledge with much appreciation our debt to the geologists and engineers with whom we have had many lively and rewarding discussions relative to the ilmenite deposits.

"Since it started production in 1970, Anderson Lake Mine has experienced several radical changes in mining methods as a result of the physical characteristics of the ore zone along with the need for improved productivity. This paper examines the transition from longhole open stoping to mechanized cut-and fill then to vertical crater retreat at Anderson Lake Mine. The reasons for the need to change mining methods is analyzed taking into consideration the impact of such criteria as improved productivity and ground conditions and how these criteria affected the over-all economic viability of the mine. IntroductionAnderson Lake Mine is one of five producing copper mines in the Snow Lake area and is situated approximately 3 km southeast of the townsite of Snow Lake (Fig. I).The mine production rate at Anderson Lake is 700 tpd and all ore is trucked from the mine to the mill located approximately 2.5 km from the mine site . The mine is serviced by a three-compartment shaft sunk to a depth of 3300 ft with level spacings at 175 ft and 150 ft intervals from the 600 ft level to the 3000 ft level. .The shaft was collared in 1965 and, a year later, the hoist and compressors were installed. By 1969, a crusher system had been built and actual production began in 1970. During 1978, production was suspended for the year to allow for 430 ft of shaft deepening."

THE travelling grate coking process was developed by Shawinigan Chemicals, Limited, at their Shawinigan Falls plant. The first production unit went into operation a month prior to the outbreak of the war. Since then a substantial part of the coke used in the manufacture of calcium carbide has been produced by this process. In the following will be given a short account of the development work, a description of the process and the equipment, a discussion of the properties of the coke, the economics of the process and its future possibilities. EXPERIMENTAL WORK The carbide industry is a large consumer of coke, one ton of commercial carbide requiring for its production 1,200 lb. This coke must meet certain specifications in order to be acceptable. It should have a low ash content, preferably below 8 per cent, and the sulphur and phosphorus content must not be above specified limits. The size of the coke is also important. If it is too large it has to be crushed before it can be used in the furnaces, and if it is too fine it may have to be screened and briquetted. In addition, it must be dry. Although it was generally possible to purchase coke, including petroleum coke, and coke fines, in the quantities required, it became increasingly more difficult as time went on to obtain coke of a suitable quality at an attractive price. It was therefore natural for us to look to coal carbonization as a means of basing the supply of the fundamental raw material for carbide manufacture on something more solid than the shifting conditions of the coke market.

The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. Ores from which a satisfactory gold extraction may be obtained by fine grinding, followed by cyanidation and which contain insufficient antimony to justify tIie production of an antimonial concentrate.CLASS 2. (a) Ores in which a satisfactory gold extraction may be obtained by straight cyanidation, but which contain sufficient antimony to justify the production of an antimonial concentrate.CLASS 2. Today, with a stringent economic and environmental climate prevailing in the copper business, there is increased interest in evaluating new processing alternatives for production. Hydrometallurgical pressure oxidation of copper concentrates is one of the more viable approaches and several technological candidates have emerged. Of these, an overlooked but, ironically the first industrially proven methodology, utilized nitrogen species catalyzation in the oxidizing pressure leach system to produce copper via SX/EW. Given its many inherent process advantages, this may prove to be a feasible process alternative for the future. In this paper, the history of the system and its application to copper concentrates and ores will be outlined. In particular, a novel methodology for effective recovery of precious metals from chalcopyrite concentrates will be discussed. Finally, the perceived economics of chalcopyrite concentrate treatment with this unique industrially proven process will be delineated.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: (1 ) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold s so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfide and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

"Campbell mines has been in operation since 1948. Part of the process consists of roasting of a flotation concentrate which contains arsenopyrite.At present operation level the milling rate averages about 850 t.p.d. and about 48 t.p.d. of concentrate is roasted. The gas emissions at present contain between 3 and 3.5 t.p.d. of arsenic trioxide, about2 - 2.5 t.p.d. of particulate matter and between 19 - 25 t.p.d. of sulphur dioxide. The particulate is extremely fine calcine dust and it assays about 4 oz. Of gold per ton.Until 1974 the gas was discharged untreated through a 125' stack.UntreatedThe decision was made in 1972 to erect a gas treatment plant, construction ran through 1973 and operation began in 1974. The cost of the installation was about 1.3 million dollars.On investigation the process technology, it was apparent that the plant operated by giant Yellowknife for the same purpose was the model we should study. I would like to acknowledge the fine cooperation we had from giant, the plant that emerged is very similar to theirs and incorporates some improvements suggested by them and based on their operating experience.The plant is designed to remove arsenic and solid dust and it has no provisions to remove sulphur dioxide.We depend upon the 125' stack to assure adequate dilution. Because of the nearby airport the stack cannot exceed 125'. A stack burner is provided that can ""y used to heat the stack gas and carry it higher into the atmosphere when there is an inversion condition.The removal of arsenic from hot gas is fairly simple. The sublimation point is about 425°f, a few degrees above this point the arsenic is a gas and a few degrees below it condenses into a solid form. The arsenic could have been removed by simply dropping the temperature below the condensation point and collecting all the solids in a baghouse. This would have removed the possibility of recovering the gold in the calcine dust and would have produced an impure and more bulky arsenic material to be placed in safe storage. The decision was made to collect the solid dust in a hot electrostatic precipitator operating above the sublimation point and subsequently lower the temperature below the condensation point and collect the arsenic in a baghouse."

The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. SOME time ago the Detroit Copper Mining Co. had to decide the question whether it would pay to re-treat slime-tailings, and several machines were tested in order to ascertain the type of construction which would give the greatest saving. In previous tests on the ore of this company, several tables proved far inferior to the Frue vanner, and for this reason they did not receive any serious consideration. In the late tests, however, one table was found to surpass the vanner in the percentage of saving made. The Frue vanner used in these tests had been adjusted approximately to the slope which the slime-vanuers in the concentrator of the Detroit Copper Co. had at that time, about 2 in. between the inside of the wooden posts, or 0.272 in. per ft. It had not been determined, however, if this slope was the most economical one for treating the slime-feed in the mill, or for re-treating the tailings from the slime-vanners, and I was instructed to ascertain by test-runs, under different conditions, the best adjustments for the work to. be done. In order to determine if a change in the adjustments of the machines would improve the results, it seemed sufficient to continue running the tests between the vanner and the table before mentioned, keeping the feed and all other conditions the same, but. varying the adjustments of the vanner .from run to run. I employed a vanner-man of long experience to operate these machines, who expressed the opinion that a slope between 2 3/8 and 2.5 in. between the posts (0.323 and 0.340 in. per ft.) would give the best results. Some runs made this way gave a considerable improvement. While for a slope of 2 in. (0.272 in. per ft.) the saving had been only 40.5 per cent. of that of the table, it .was 49.2 per cent. for 2.5 in. (0.340 in. per ft.) slope. A decrease of

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

Since 1995, when "freeze lining" refractory systems were introduced to the ferroalloy industry, they have gained in popularity, due to the freeze lining?s reputation for reliability, safety, and the contribution it makes to profitability. As with many popular and effective technologies, however, the freeze lining has spawned low-cost pretenders that claim the "freeze lining" name. On the surface they appear to contain some of the components of the technology, such as thermally conductive materials, but they fail to incorporate all of the principles that define a true Freeze Lining. The term "freeze lining" refers to the refractory system?s ability to maintain a temperature profile that is low enough to freeze a layer of process material on its hot face, which insulates the refractory and prevents direct contact with molten metal and slag. In doing so, the common wear mechanisms found in the submerged arc furnace - chemical attack, erosion, and thermal stress - can be prevented. These wear mechanisms are all related to high temperature; thus, they are prevented by maintaining low temperatures. Certain refractory properties and design concepts are absolutely necessary for the lining system to function as a true Freeze Lining. The paper explains these requirements and why they are important - the Truth of freeze linings - and further explains why systems that ignore one or more of these requirements cannot claim to be freeze linings, thereby exposing the Myths.

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years.
