The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

The Bureau of Mines, in its researches aimed to prevent wastes and to increase efficiency in oil-well practice, has investigated the matter of casing troubles and fishing methods. The results of the investigation are set forth in this paper. After expensive development work, many wells being drilled for oil have been abandoned because of casing troubles. These troubles in many instances have been thought to be insurmountable, whereas they are sometimes susceptible of solution. In fields_ where casing difficulties are of daily occurrence, methods have been evolved for combating them. Were these methods more widely known and applied wherever the same conditions exist, the oil industry at large would be greatly benefited. This report attempts to classify these troubles and suggests solutions that will save the operator discouragement and expense. It is assumed throughout this paper that the reader is so familiar with the ordinary oil-well drilling and fishing methods that detailed explanation is unnecessary. The well-drilling terms that are used herein will be readily understood by those for whom this discussion is intended. However, in order to avoid confusion as to the sense in which some of these terms are applied, definitions &re included.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

This bulletin is the fourth in the series of petroleum bibliographies being published by the Bureau of Mines, the three preceding, Bulletins 149, 165, and 180, being compilations for the years 1915, 1916, and 1917, respectively. In this bulletin the same general plan has been followed in arranging the references, but a few changes and additions have been made in the classification, the more important changes being in the classes "Geology and Origin" and "Refining and Refineries." Dl1'ring the year German periodicals were not available, and, as in the bibliography for 1917, references to articles in foreign journals that were not available have been taken' from other sources and credit given to those sources.

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

In 1919 the United States was threatened with a shortage of gaso- line. In spite of this well-known fact, a detailed field investigation has shown that in one stage only of handling crude oil the volume of gasoline that evaporates is equal to one-thirtieth of the country's yearly gasoline production. This loss occurs during the few days that the oil is stored on the leases before being taken by the pipe line, and in 1919, in the Mid-Continent field alone, it amounted to 122,100,000 gallons. Large as it is, it is only a part of the loss on the lease. Investigation has further shown that the gasoline in crude oil evaporates from one-half to six-tenths as rapidly as the same gaso- line after being distilled and stored, all evaporative conditions being the same. Many wastes in the oil fields are called "necessary." By this is meant that the cost of preventing the waste is greater than the gain through saving. Evaporation losses have fallen heretofore in this category, but now they must be considered unnecessary. In other words, it is no longer economical for any handler of crude oil to permit losses through evaporation. In accordance with its purpose of seeking to conserve mineral resources, the Bureau of Mines investigated the loss of gasoline by evaporation in the storage and handling of petroleum. Inasmuch as most producers had not decided that their losses justified cor- rective measures and no evidence was available on the comparative losses in various stages of handling the oil, the investigation was limited to determining by experiment and observation the nature and magnitude of evaporation losses, where the greatest losses are, and the factor controlling evaporation.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

This preliminary bulletin was written as the first of a series of several on the significance of drafts in steam-boiler practice, the succeeding bulletins to be along the same lines but of a more advanced character. The conclusions arrived at are tentative, and are the result of a study of one of the many problems growing out of a general plan of the United States Government to increase the efficiency with which the coals of the country are being used. Greater efficiency requires better boiler and furnace design. The experimental study of drafts on which the conclusions presented in this bulletin are based formed part of the fuel-testing investigations that were carried on by the technologic branch of the United States Geological Survey and have been transferred to the Bureau of Mines. The experiments made seem to indicate that it is possible to double or treble the capacity of a plant without making any radical changes the furnaces and boilers. These increases require about double and treble the quantities of air to be put through the fuel beds and boilers. It also seems probable that rebafHing the boilers will often permit the capacity to be doubled or trebled, while still getting more steam than formerly per pound of coal for uses outside the boiler room. These experiments were undertaken with the object of clarifying ideas concerning the passage of air through fuel beds and boilers. Measured weights of air were passed through two beds of lead shot, series, one of which remained always the same and represented a boiler; the other being varied as to size of shot and depth of bed, and representing a fuel bed. Careful observations were made of the weight of air passing through the beds per minute. All data were plotted in many charts, so as to permit the study of them from several points of view. A number of laws were deduced bearing on the relative amounts of power required to force air through fuel beds of various thicknesses, composed of various sizes of coal, and through boilers of various lengths and areas of gas passages. An important part of the discussion relates to an increase in the capacity of boilers by increasing the amount of power applied to pressure and exhausting fans and thus forcing several times as much air through the fuel beds and boilers. may be possible, as a result of these investigations, to raise the rate of working the boiler heating surface to three or even four times its present value. Such an increase would undoubtedly mean new designs of grates, stokers, furnaces, and boilers, especially fitted for high rates of working. Fan equipments designed to supply three or four times as much air under several times the pressure would be provided with more efficient engines, thus giving an additional factor favoring high-capacity working. It must be borne in mind, as stated above, that the results are tentative. It will cost money to force gases at high speeds through fuel beds and boilers, and there will soon be pressing need of such quantitative data as will enable the largest possible part of the energy imparted by the fans to be advantageously utilized. The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along metallurgical lines to warrant a definite statement as to the exact place it will occupy in the industry. The basic theory of the process has received the attention of prominent metallurgists for 20 years, and considerable research and experimental work have been carried on. Much of the experimental work done has never been published; if the accumulated results were made known, they would greatly aid,. the further development of the process. This bulletin aim~ to bring the salient features of the process to the attention of metallurgists for the purpose of furnishing information to and receiving comments from interested parties with the ultimate hope that the process will be a commercial success. If commercially utilized, the process will fill a long-felt want in metallurgy, especially in the treatment of oxidized and semioxidized or" carbonate" ores of copper, lead, and silver. Such ores are difficult to treat by gravity concentration or by flotation: in the former their tendency to slime upon crushing and their being of lower specific gravity than the sulphide minerals cause serious losses; in the latter much has been done in sulphidizing oxidized ores and subsequently recovering the artificial sulphides by flotation. Difficulties in proper sulphidizing and the low recoveries obtained have not balanced the cost of the treatment in many plants and in very few has it proved successful. Evidently there is a big void to fill in the treatment of these ores. No radical changes in present methods are forecast, but it is obvious that chloride volatilization can have a distinct place as a method of treatment for ores that are not readily amenable to present methods. In many plants it might replace concentration methods, especially where part of the mineral content in the ores exists in forms other than sulphides.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

In the following pages the writer has endeavored to give an account of the many methods, advantages, and disadvantages of preparing and burning powdered coal. For much of the information jmparted the writer is indebted to various firms in the United States and Canada whose plants he visited, also to the technical press. Manufacturers and operators of coal-fired furnaces can not afford to disregard the possible advantages of pulverizing their coal before burning it. Hence the purpose of this bulletin will be fulfilled if it leads them, after making careful estimates, either to abandon their present method of burning cGal on grates or stokers, and install the pulverizers, conveying system, powdered-coal feeder, and burner best suited for burning powdered coal in their plant, or to reject, as uneconomical, the replacement of their present system of burning coal by a system for pulverizing and burning it. No research work on the combustion of powdered Canadian fuels has been carried out by the Mines Branch, Department of Mines; but if this research work were carried out scientifically by competent engineers, chemists, and physicists, it would show how powderedcoal furnaces and burners should be designed to gi ve an efficiency higher than they give at present.
